Objective: to study Kazakhstani legislation in the religious sphere in the historical aspect of development, as well as to identify and justify ways of further improvement, including through a comparative analysis with foreign legislation. Method or methodology of work: When writing a scientific article, general scientific (logical, structural and system analysis, synthesis, comparison, abstraction, induction and deduction, modeling), special techniques, methods of researching phenomena and processes (specifically historical, dialectical, formal logical, structural-functional, comparative law method) were used. The analysis of regulatory legal acts was done. Results of work: Analysis of previous regulatory legal acts, as well as the current Kazakhstan legislation in the religious sphere, the study of international experience, justification for the adoption of the draft Law of the Republic of Kazakhstan “On Amendments and Additions to Some Legislative Acts of the Republic of Kazakhstan on Religious Activities and Religious Associations”. Scope of application: legislation and law enforcement. Conclusions: The result of the research work is an attempt to justify the need for adoption at this stage of development of relevant amendments aimed at improving legislation on religious activities and religious associations.

Agrarian science in general and a number of agrarian scientists were at the forefront of the Academy of Sciences of the BSSR. Researches and knowledge in the field of this science in the republic originated in the last third of the XVIII century. Their formation was accelerated by occurrence of Gory-Goretskaya agricultural school 180 years ago in Mogilev province and of the Institute of Belarusian Culture (Inbelkult) in 1922, which gave start to the Academy of Sciences in 1928. It also included agricultural research institutes, which in 1940 made up 30 % of the total number of research institutions in the BSSR. In 1957–2002 agrarian science was united by the sectoral Academy. In 2002 it was included into the National Academy of Sciences of Belarus again, Department of Agrarian Sciences was created which included 25 research organizations, 7 agricultural and 2 industrial enterprises. Today, agricultural knowledge is formed by the structural sub-divisions of the Agrarian Sciences Division of the National Academy of Sciences of Belarus, other scientific organizations of the Academy, and their joint researches. There are five leading research and production centers for arable farming, livestock breeding, potato and fruit-and-vegetable farming, mechanization of agriculture and foodstuffs, which combined specialized research all the areas of the country's agro-industrial complex and to strengthening the country's agrarian economy. Agrarian scientists have established close relations with colleagues in many countries of the world, but the closest relations have been established with Russian research institutes: a number of research and technical programs have been implemented within the framework of the Union State of Belarus and Russia. There are many famous people among Belarusian agrarians being highly appreciated by the state. Thus, agrarian science of the Republic of Belarus has passed a serious stage of development throughout its history, retaining connection and tradition of several generations of scientists of fundamental importance for research work in the XXI century.

The article focuses on the evolution of the secularism policy pursued in Kazakhstan since independence. The liberal Law “On Freedom of Conscience and Religious Associations”, adopted by one of the first in January 1992, is defined as the initial stage. The next stage is the transition from a soft border between religiosity and secularism to more stringent state regulation. Such a turn for the secularism model in Kazakhstan was noted in 2011. At this stage in the evolution of the politics of secularism, a new Law of the Republic of Kazakhstan (RK) on Religious Activities and Religious Associations was adopted. At this time, the problem of religious radicalization and religious extremism is becoming more relevant. Even before the 2000s, religious radicalism in Kazakhstan was predominantly imported, and in 2003-2004 there were signs of the emergence of the so-called “homegrown” terrorism. The situation was aggravated after the move of young people, citizens of Kazakhstan to the war zone in Syria by their entry into the ranks of militants, under the auspices of the "Hijra to the Islamic State." As a definite reaction, the State Program on Combating Religious Extremism and Terrorism in the Republic of Kazakhstan for 2013-2017 was adopted. As part of the implementation of this program, work has been launched to prevent the involvement of people in radical religious ideology. However, measures taken by the state were insufficient and ineffective. A particularly active departure of citizens of Kazakhstan to the “Islamic State” took place from 2014 to 2016. Therefore, the state faced an urgent need to rethink the factors of radicalization. As a result of operations Zhusan - 1, Zhusan - 2, Zhusan - 3, women with children from Syria were returned to Kazakhstan, which we define as another challenge to the secularism model in Kazakhstan. He forces to rethink all past experience of secularism, with the aim of finding a place for these women in a secular state. The article identifies several categories of returning women, examines the problems associated with the rehabilitation of these women and their re-socialization, analyzes the experience of Kazakhstan in this area.

This scientific article describes the research, deep thoughts and considerations of academician Jumanazar Bozorbaev as a philosopher in Karakalpakstan. At the same time, the academician provided extensive information on the formation of the first scientific and philosophical ideas in the Republic of Karakalpakstan and the results of their research work. The article also provides very good information about the initial philosophical views on the formation of the national idea and philosophical scientific work on the implementation of national development reforms in our country. In the Russian Federation, the problem of budget planning becomes especially relevant when the pace of economic development slows down. The article examines the features of the formation of regional budgets, using the example of the budget of the Republic of Dagestan. The analysis of incomes to the budget is carried out. The role of regional taxes in the formation of budget revenues of the Republic of Dagestan is revealed. According to the results of the study, it can be concluded that the budgetary policy of the regions at the present stage of development of the Russian economies does not contribute to a further increase in the rates of economic growth. The article offers recommendations for improving the regional budgetary policy of the Russian Federation and increasing the responsibility of regional authorities.

The article is devoted to the history of the Tashkent Public Library, at the origins of which were prominent scientists of that time, to the present day of the National Library of Uzbekistan. The library fund has more than 7.5 million items in 75 languages of the world. The National Library is the main methodological center of information and library institutions of the Republic. Creation of favorable conditions for readers is one of the priority tasks of the library, which is improved every year by the introduction of new technologies for obtaining information in an operational way. Thanks to membership in the International Consortium «eIFL», users have access to 38 foreign educational databases, 12 of which are licensed. Also, library readers get access to national and world educational collections in different languages of the world.

The article put attention on the need for a methodological collaboration analysis of the academic and modern types of teaching sculpture in the specialized creative colleges and universities of the Republic of Kazakhstan in the modern educational and aesthetic discourse. The main research problem focuses on identifying and characterizing the most relevant educational theoretical and practical methods that can significantly increase the level of domestic art education in the art of sculpture. The author believes that a comprehensive scientific analysis of the educational potential of the Kazakhstani aesthetic originality of modern sculpture, its history and technical and technological features will give a possibility to understand deeply and see the big picture of the art education role in the general socio-cultural canvas of sovereign Kazakhstan. At the moment, the Kazakhstani art education system is on a peripeteia and it is necessary to clear the choice between academic and contemporary art practices or their harmonious synthesis. This work is devoted to these question’s analysis and the author's research work disclosure.

The relevance of this study is determined by the need to improve the tools for developing strategies for the development of territorial socio-economic systems, taking into account the realities of the current stage of development. Among these realities are the formation of the economic space of the region and the limited resources for development, which determined the logic, goal and objectives of this study. The purpose of this study is to develop theoretical, methodological and practical recommendations for the formation of a regional development strategy taking into account the spatial component. To achieve this goal, the following tasks were formulated and solved: clarification of the essence and content of the category "economic space" as the basis for accounting for this category in strategic developments; identification of the features of regional development, taking into account the spatial component; development of principles and prerequisites for regional strategy taking into account the spatial component of development; formation of a scheme for accounting for the spatial component in the development of strategies for multi-level territorial entities; development and testing of a modified model of resource provision for territorial development strategies as an updated toolkit for regional strategy. The novelty of the results of this study lies in the development of theoretical, methodological and practical recommendations for using the spatial component in the formation of a regional development strategy, which, unlike existing developments, allow taking into account the properties and characteristics of economic space when developing a block for the distribution of territorial resources and thereby provide conditions for increasing the resulting parameters multilevel territorial entities and the region as a whole.

The relevance of this research topic lies in the fact that public procurement requires in-depth consideration and comprehensive analysis, including the scientific and methodological level of analysis. The use of special legal documents in public procurement and the specific procedure for the execution of these documents is not a factor in the full understanding of this direction, including the economic assessment of the entire process. An economic and statistical approach using system analysis is required, which was used by the authors of the scientific article as the proposed research methodology. One of the main parts of the progressive process of commodity exchange in the economies of the analyzed countries is the mechanism for building public procurement. Currently, the problem of material and technical support of public needs in developed countries is solved as a result of logistics processes in the system of public procurement through the acquisition and supply of goods, works, and services, tangible and intangible resources. The article submits a review of foreign experience in building a public procurement system with special features characteristic of this region of the world, presented as an object of research. Country aspects in the object under study and allowed the authors to formulate the relevant main results and conclusions concerning various parties in the public procurement system, which determined the further strategy to improve the procurement system of the government and international integration union. The rule of law is a fundamental principle of the legal sphere. Its assertion in the state institutions of democratic countries is an outstanding achievement of mankind. The implementation of this principle is the basis of civil society and civil liberties. The rule of law is the supremacy of law in society. The rule of law provides for its implementation in law-making and law enforcement activities. The manifestation of the rule of law is that the law is not limited to legislation as one of its forms, but also includes other social regulators (norms of morality, traditions, customs, etc., which are legitimized by society). All these elements of law are united by a quality that corresponds to ideology of justice – the idea of law, which is largely implemented in the Constitution of Ukraine. The first problem for the implementation of the principle of law in Ukraine is that this principle has not yet received the proper normative consolidation and official interpretation. The second problem is its extension to socio-economic rights and social benefits. The third problem is the insufficient level of legality in our state. The aim of the paper is to establish the peculiarities of implementation of the principle of the rule of law at the present stage of development of scientific and technological progress. The task of the paper is to investigate the peculiarities of implementation of the rule of law in the application of information and analytical technologies of system engineering in the legal sphere. In accordance with the experience of using information-analytical technologies of system engineering in the legal sphere, the paper outlines the peculiarities of implementation of the principle of the rule of law in the system analysis and modeling of the state system of Ukraine. The principle of the rule of law must be taken into account in such modeling as "governing circumstance". That is the resource according to which the state system of Ukraine functions. Our preliminary works give grounds to assert that information and analytical technologies of systems engineering are also a promising methodological tool for studying the principles of state building. The principle of the rule of law is the cornerstone of building a democratic state governed by the rule of law in Ukraine. Three years ago, scholars moved away from identifying the rule of law with the law-creating instruments.

The article refers to the research work carried out in recent years at the poultry farms of the Khachmaz region of the Republic of Azerbaijan, the influence of opportunistic microbes on the activities of the farm. The role of opportunistic microbes in the occurrence of certain diseases with deficiencies in the process of feeding and raising of birds, and the microclimate in poultry farms is shown. During the bacteriological examination of breeding eggs by seasons there were revealed the presence of infection in the winter season with E. coli, Salmonella, Staphylococcus and Streptococcus – with each infection separately 13.0 %, in the spring season with E. coli, Salmonella, Staphylococcus – with each infection separately 20.0 %, in the autumn period with E. coli 27.0%, Salmonella 40.0 %, Staphylococcus 13.0 % and Streptococcus 13.0 %. In the course of bacteriological examination of dead embryos, the presence of infection in the winter period with E. coli 20.0 %, salmonella 30.0 %, staphylococcus 25.0 % and streptococcus 25.0 %, in the spring  season with E. coli 30.0 %, salmonella 40.0 %, staphylococcus 15.0 % and streptococcus 15.0 %, in the autumn season with E. coli 45.0 %, salmonella 55.0 % was revealed. In the autumn period, infection with staphylococci and streptococci was not detected. When studying as a whole, pseudomoniasis and mold fungi were not found.
