External municipal financial control bodies based on the existing models of the evaluating the effec-tiveness of their activities. The authors of this article have developed the model of the effectiveness of the external municipal financial control bodies, composed of complex criteria for control and expert-analytical activities, including the system of indicators for comprehensive assessment of performance, efficiency, intensity and dynamism of the activities of external municipal financial control bodies. The features of the activities of the external municipal financial control bodies of the different subjects of the Russian Federation, their powers, scale and differences in the level of economic development, quantitative results of the activities, the quality of external municipal financial cont-rol, as well as scientific approaches of Russian and foreign authors were taken into account. In order to exclude the impact on the comprehensive assessment of the effectiveness of the external municipal financial control bodies of the dimension of indicators, the method was chosen for normalizing the values of indicators relative to the highest and lowest values, with the conversion of the values of indicators to the point scale in the range from 1 to 10. The convo-lution of point values of indicators into the complex criterion is carried out on the basis of normalization of the sum of actual point values relative to the sum of the maximum possible point value of the indicator. On the basis of complex criteria, generalized criterion for the effectiveness of the external municipal financial control bodies is determined; it is calculated as the geometric weighted average of complex criteria. For the purpose of analyzing the effectiveness of the external municipal financial control bodies, the discriminant function divides them into more or less effective ones.

In this paper, the origins and characteristics of the 102 current UK universities are briefly traced and the outcomes of recent assessments of research quality are summarized for all universities and for the 69 subject units within which assessment was made. The quality of research in a subject unit, group of subject units or complete institution is measured by a weighted average score based on a peer rating of submitted subject units from each university and the numerical values obtained are described within the limitations of the methodology developed. The authors consider the scores in terms of the characteristics of each university and the broad subject areas, science, engineering, social sciences and humanities. They then discuss the industrial link with research in terms of recent government policy inputs, university research outcomes and the impact of market forces on universities from diminishing patterns of some income streams.

Topicality of the study of the attitude to the distance learning format is due to the need to study the impact of such interaction in the “pedagogue-studentˮ system on the quality, motivation and overall satisfaction of students with the learning process. The study involved 120 people from 6 six higher education institutions in Moscow. The use of content analysis allowed us to identify 8 significant contexts (areas) around which the statements of the study participants are grouped: “Roadˮ, “Teachersˮ, “Returnˮ, “Distance learningˮ, “Full-time, full-time attendingˮ, “Training, training formatˮ, “Provided, changedˮ, “Qualityˮ. The results obtained indicate that the main disadvantages of the distance learning format, according to the respondents, are the lack of live communication with teachers, a decrease in the level of motivation and self-organisation, which ultimately has a negative impact on the psychoemotional state of students and the quality of material assimilation. At the same time, among the obvious advantages, there is a reduction in transport and time costs for the road to the place of study, as well as the opportunity to study the material at a convenient time. The results obtained can be used in the development of distance learning programmes for students of higher educational institutions of the Russian Federation.

Global environmental troubles are gaining significance because of the speedy and antagonistic speed of urbanization. Environmental degradation restricts the flow of environmental services. Dumping of pollutants in excess of its assimilative capacity into air, water, and soil results in deterioration of the quality of these vital resources. The nature of environmental problem depends upon the level of economic development and the geographical condition of the area under consideration. India being a developing economy with a low per capita income, high population density, agriculture-dependent labour force, and high percentage of rural areas, the problems here are different from those in developed countries. The chapter highlights the impact of knowledge regarding environmental protection issues on environmental degradation.

Climate change is a serious, widespread threat and requires an urgent global response, including in the management of environmental risks. The authors of the study, the results of which are presented in this article, first of all, set the task of assessing the ESG risks of Russian companies at the regional level. The methodology of the study was based only on the analysis of environmental risks due to the historical features of the development of the Russian Federation, the approach of S&P Global in the field of corporate sustainability assessment was adopted, and then the initial values of the companies ‘ E-ratings were adjusted using the impact map developed by the United Nations. To test the proposed approach to assessing environmental risks, we used a sample of data on types of economic activity in the context of the subjects of the Russian Federation. As a result of applying the proposed approach to data sampling, companies were assigned to one of the three categories that determine their exposure to E-risk: high, moderate, and low environmental risk. The E-risk exposure was also assessed based on the company’s regional affiliation to the relevant federal district. The main conclusion of the study was the confirmation of the need to improve the quality of analytics of companies ‘ exposure to environmental risks, the need for more detailed information disclosed by companies.

The formation of large urban agglomerations makes possible to ensure more rational use of productive resources and increase labor productivity. Large cities, as a rule, have developed infrastructure and educational sector. However, there is a difficult ecological situation in many large cities. With a large scale of the city, transport accessibility is seriously complicated. From the viewpoint of favorable habitat, good ecological conditions, small and medium-sized cities often benefit from urban agglomerations. In the Russian Federation, due to the dominance of raw materials industries and the underdevelopment of local industry, small and medium-sized cities are in decline. This predetermines the need to develop special measures to support such territorial entities. The study is based on the generalization of data on the change in the ecological situation in large cities and the impact of atmospheric air pollution on the quality of life of the population. In the framework of the study, the conclusion was substantiated about the expediency of carrying out special measures aimed at improving the ecological situation in large cities and developing measures to support small and medium-sized cities. The recommendations for stimulating the development of production in small and medium-sized cities are grounded. The results of the study can find applications in the practice of regional management.
