Special knowledge means specific knowledge, not considered common knowledge, on the phenomena, objects and processes in the surrounding world possessed by a particular group of people. Special knowledge is based on scientific findings and cannot be common knowledge. Special knowledge is acquired through purposeful professional training and practical experience in a particular sphere; they constitute a system of knowledge about specific objects, phenomena and patterns studied within a relevant scientific field.

Incorporation of North Atlantic Alliance standards into domestic legislation, that governs relations in the security and defense sector is one of the key requirements for Ukraine to obtain a NATO Membership Action Plan and further deepen Euro-Atlantic integration with a view to acquiring Alliance membership. An Important condition for these tasks is the implementation of NATO standards and procedures in the legislation governing military education. In the process of standardizing and achieving the state of compatibility of the security and defense sector of Ukraine with the relevant NATO forces, the specificity of the application of standards in improving the system of training specialists for the Security Service of Ukraine should be highlighted separately. According to this development course, military education today includes formal and informal (general training) components, and the improvement of professional competence (special training). Professional training of military specialist according to  NATO standards is carried out at the appropriate levels of management: operational, tactical, strategic. It remains compulsory for officers to have received a higher education in the relevant educational programs. Taking into account the specific nature of the professional activities of the members of the special service, the tasks assigned to them and the functions performed for that purpose, namely, countering intelligence and subversive activities, combating terrorism, counter-intelligence and defending national statehood, Ensuring the security of the State in cyberspace, etc., the training system for the Security Service may be differentiated according to its functional direction and institutionalized in the military education system or outside it. At the same time, an important basis for the development of the educational component in the Security Service of Ukraine will remain the recruitment of teaching staff from among persons with practical experience. Despite the format of the model chosen, training for the security forces should be based on NATO standards, with a conceptually new piece of legislation.

O podcast “Mundaréu” foi lançado em 2019, com o objetivo de comunicar o que é realizado pela Antropologia, área pouco conhecida fora dos limites das Ciências Sociais e fora da universidade. Há um intuito de formação, já que o Mundaréu pretende traduzir e discutir para estudantes em início de carreira o que faz e como trabalha a Antropologia, e também de extensão, no momento em que as Ciências Humanas têm sido abertamente questionadas e invalidadas como campo científico. Como um podcast mensal com cerca de quarenta minutos de duração, o Mundaréu almeja desafogar os olhos, conquistar os ouvidos e ampliar o alcance da Antropologia. As duas autoras produzem o podcast e coordenam uma equipe de estudantes das duas universidades, Universidade de Brasília e Universidade Estadual de Campinas. Os episódios recebem duas convidadas, uma antropóloga e sua interlocutora, e têm a chance de apresentar e problematizar a confecção antropológica. A partir do conceito de “mutualidade”, esse texto aborda os principais desafios para produzir uma antropologia pública e provocadora através do podcast Mundaréu.Palavras-chave: Podcast. Antropologia. Mutualidade  The Mundaréu podcast as an experiment in public anthropology Abstract:“Mundaréu” is a podcast that was launched in 2019, with the purpose of communicating what is done by Anthropology, an area little known outside the limits of the Social Sciences and outside the university milieu. Professional training is addressed, since Mundaréu intends to translate and discuss for students in their early careers what Anthropology does and how it works. Also, the podcast aims outreach, at a time when the Humanities have been openly questioned and invalidated as a scientific field. As a monthly frequency and a duration of about 40 minutes, Mundaréu wants to unburden the eyes, conquer the ears, and expand the range of Anthropology. Both authors produce the podcast and coordinate a team of students from their universities, University of Brasília, and the State University of Campinas. The program receives two guests, an anthropologist and her interlocutor, and in dialogue, they have the chance to present and discuss the anthropological fabrication. Starting from the idea of “mutuality”, this article approaches the main challenges to produce a public and provocative Anthropology with the Mundaréu podcast.Keywords: Podcast. The article examines one of the aspects of life and activities of a prominent Siberian gold miner Yakov D. Frizer (1869–1932), Barguzin merchant of the 1st guild, the owner of the majority of private gold mines in Transbaikalia. Yakov Frizer belonged to a special type of Siberian entrepreneurs who had extensive practical experience, understood the needs of the region, implemented various projects for its study, provision of necessary facilities, and economic development, and represented the interests of gold mining both on the regional and on the national level. Frizer’s distinctive features were the spirit of constant innovation and experimentation, proactive attitude to life, desire for professional self-education, and ability to see new opportunities for investing his capital in opposition to the policy of the state authorities who did not know the potential of Siberia well and did not trust the initiatives of Siberian people. Frizer viewed the gold mining in Eastern Siberia not as an independent branch but as a complex industry interconnected with the development of the system of communications, scientific study of gold mining business, and the solution of the issues of legislation, customs policy, planning, technical innovations, the necessary professional training of workers and middle management personnel, the development of domestic Russian mechanical engineering and the related infrastructure. He was not afraid to take risks, investing his funds in the prospecting for new deposits. Through trial and error, he determined the best way of managing and became a pioneer in many endeavors, most of which were crowned with success. The article analyzes Yakov Frizer’s activities on the development of the Barguzin taiga through the prism of private vs. national perception. The emphasis is placed on the transformative role of private initiative in the development of the natural resources of Eastern Siberia, when without any assistance of the state, exemplary enterprises were founded, roads were laid, schools and churches were built, and the foundations for the scientific study of the region’s resources were established. The article is based on the personal archive of Yakov Frizer kept by his descendants in Israel, his articles and books, and the materials from the Russian State Historical Archive.

It is often suggested that, since the state of affairs in which God creates a good universe is better than the state of affairs in which He creates nothing, a perfectly good God would have to create that good universe. Making use of recent work by Christine Korgaard on the relational nature of the good, I argue that the state of affairs in which God creates is actually not better, due to the fact that it is not better for anyone or anything in particular. Hence, even a perfectly good God would not be compelled to create a good universe.

Abstract The complexity of the reality studied by geographical research requires applying such methods which allow describing the state of affairs and ongoing changes in the best possible way. This study aims to present a model of research on selected aspects of the dynamics and structure of socio-economic development. The idea was to determine whether we deal with the process of reducing or widening the differences in terms of individual features. The article primarily pursues a methodological goal, and to a lesser extent an empirical one. The methodological objective of the paper was to propose and verify a multi-aspect approach to the study of development processes. The analyses carried out reveal that in terms of the features taken into account in the set of 24 of the largest Polish cities the dominating processes are those increasing differences between cities, which are unfavourable in the context of the adopted development policies aiming at reducing the existing disparities. In relation to the methodological objective, the results of the conducted research confirm the rationale of the application of the measures of dynamics and the feature variance to determine the character (dynamics and structure) of the socio-economic development process of cities. Comparatively less effective, especially for interpretation, is the application of principal component analysis and a multivariate classification, which is mainly the result of differences in the variance of particular features.

The paper examines various approaches to the definition of the term «digital economy» in the scientific and business environment along with factors and forms of its development in different countries taking into account the specifics of the current stage of the Russian economy, which is a matter of particular importance in seeking new sources of the world economy growth. The subject of the research is opportunities and threats inherent in the process of digitalization of economies and their impact on the operation of international and national markets as well as the development of the world economy as a whole. The purpose of the paper was to analyze the practical experience in the formation and development of the digital economy in foreign countries and Russia and identify the changes it brings to the activities of state institutions and business structures, established rules of market exchange, the process of promotion and use of innovations. All the above made it possible to determine the country-level specifics of the digital economy evolution reveal the contradictory nature of its manifestations and justify the necessity for active participation of the state in stimulation and support of potentially promising digital innovations in various sectors of the economy. It is concluded that the level of the digital economy development depends on the real-sector performance, the maturity of markets, the state of the national economy. It is highlighted that the criteria for a comprehensive assessment of the results of the economy digitalization must be developed.

The article is devoted to the analysis of interethnic relations in Bosnia and Herzegovina (BiH) in the 1940s and 1960s. The article is based on materials from the archives of BiH, Croatia, Slovenia, Yugoslavia. The documents show the state of affairs in the Republic – both in the economy and in ideology. In one or another way, all of them reflect the level of tension in the interethnic relations. For the first time, the article presents the discussion on interethnic relations, on the new phenomenon in multinational Yugoslavia – the emergence of a new people in BiH under the name of “Muslim”. The term “Muslims” is used to define the ethnic identity of Bosniaks in the territory of BiH starting from the 1961 census.

Despite the state being such a central actor in establishing and policing the rules of the game of any given political economy, its role is often neglected. In this chapter, we briefly review relevant state theories and explore changes to the nature and appearance of the capitalist state. The awesome increase in the political fire power of the financial service sector has unfortunately led to regulatory capture. The state can no longer be considered a neutral umpire, being heavily influenced by the prerogatives of major banking institutions. This state of affairs corrupts the hopes that liberals place in the self-policing powers of the marketplace and reflects certain fears on the political left regarding the pernicious effects of ‘financialization’.
