For the welfare of the nation, the Government is determined to build Indonesia from the periphery to strengthen these areas and villages within the framework of the Unitary Republic of Indonesia. Indonesia build on the outskirts of the village it means to be constructed because the majority of the Indonesian population is no village. So, in building the village there are some things that need to be noticed, especially in the aspect of management / use of village funds, namely, the village fund should be used properly so that tangible results in the field can be seen according to the Government Work Plan Kampung (RKPK) that apply to each each village / villages in the district Yapen islands. In Serui are still many villagers whose lives have not been feasible. This means that the use of village funds in some villages, there penyelewangan funds in the field that are not in accordance with RKPK and legislation in force in Indonesia. Thus the need for regulatory oversight remained in the village fund management process to avoid abuses that occurred while in the field. This study aims to determine the use of funds Yapen Islands district villages in Papua has been run with the maximum or not according to the rules applicable legislation. Research type used is descriptive research including data collection form of description of the distribution process, management / use, supervision until accountability applied by the village fund 160 villages in Serui. Research on Community Empowerment Board Kampung and Transmigration (BPMKT) Yapen Islands is there are still many shortcomings in the village in a few villages in the use of funds of the village so the concrete manifestation of the results of the field went wrong RKPK and forms of accountability of the use of village funds have not been implemented in a timely manner. Thus the need for regulation that is still to organize activities to be undertaken by the villagers.Keywords: the use of village funds, Village Community Empowerment Board and Transmigration.

The government has done its best to solve cases of poverty in Indonesia. However, the efforts made by the government have been implemented but the government has not been able to complete optimally and thoroughly and prosper the Indonesian people, this becomes a prolonged problem. In this case the government issued Keluarga Harapan Program (PKH). Implementation of PKH program located in Kajhu village, Baitussalam sub district, Aceh Besar district due to Rumah Tangga Sangat Miskin (RTSM) so this should get special attention from the government. The method used in this research is qualitative method with descriptive research type. The results of the research say that PKH is able to eradicate poverty in Kajhu village and able to bring prosperity to the community, so that the community is very grateful for the existence of this PKH in the village, and reduce the existing poverty. Obstacles obtained are the manipulation / forgery of data by people who are not entitled to receive PKH funds.

The purpose of this study was to identify and describe the role of the Village Community Empowerment Institution (LPMK) in accommodating and channeling community aspirations in the development of Mamasa Village, Mamasa Regency. The method to be used is qualitative research with descriptive research type. The results showed that the role of LPMK in accommodating and channeling community aspirations was still not optimal. LPMK did not schedule the right time to hold a meeting with each head of the ward, so the aspirations by each head of the ward were not effective.

Development of village fund management is very much needed by the community so that it can be enjoyed by all levels of society in the villages. The seriousness of the government in developing villages is evidenced by the start of allocation of the Village Fund budget for 2015. The allocation of the Village Fund is mandated by Law (Law) Number 6 of 2014 concerning Villages and Government Regulation (PP) Number 6 of 2014 concerning Village Funds Sourced from STATE BUDGET. The regulation explained that the administration of the village government adheres to the principle of decentralization and the task of assistance. The principle of decentralization raises village internal funding (Desa APBD), while the principle of co-administration provides an opportunity for Villages to obtain funding sources from the government above it (APBN, Provincial APBD, Regency / City APBD). This study aims to observe what the development of village funds looks like, how they are implemented and the impact of the use of village funds in supporting development activities and community empowerment. The research method used is a qualitative research method that relies on observing places, actors and activities in Konawe Selatan Regency, Southeast Sulawesi Province, which was chosen as a case study. Initial observations show that the Village Fund does not have significant results in improving the welfare of the community. These indications are evident in the welfare of the community which has not improved with the existence of the village fund. Therefore it is necessary to develop a good management of village funds to improve the welfare of rural communities, especially in Konawe Selatan District. The output to be achieved is the scientific publication with ISSN Online and the level of technological Readiness that will be achieved 1-3.

Sektor pariwisata yang saat ini sedang banyak diminati masyarakat adalah konsep pariwisata pedesaan, seperti desa wisata. Di Gresik sendiri terdapat banyak sekali wisata yang dikembangkan oleh Pemerintah melalui Badan Usaha Milik Desa atau BUMDes seperti Desa Wisata Lontar Sewu di Desa Hendrosari. Berawal dari potensi desa yang apabila dikembangkan secara optimal dapat meningkatkan pendapatan masyarakat sekitar sehingga mampu meningkatkan perekonomian masyakat Desa Hendrosari. Sebab itu perlu untuk dilakukan penelitian lebih jauh mengenai pentingnya pemberdayaan masyarakat. Sehingga penting untuk dilakukan pemberdayaan masyarakat dimana di Desa Hendrosari terdapat sumber daya alam yang mumpuni untuk dikelola sehingga jika dikelola lebih baik bisa untuk menambah pendapatan desa. Penelitian ini menggunakan pendekatan deskriptif kualitatif dengan fokus penelitian menggunakan teori Pemberdayaan Masyarakat oleh Tim Delivery (Totok Mardikanto, 2013: 125-127). Karena pada awalnya dahulu desa hendrosari terkenal dengan desa penghasil minuman fermentasi sehingga konotasi dari Desa Hendrosari lebih ke arah negatif. Sehingga dengan adanya program kerja tersebut mampu mengubah image masyarakat tentang desa tersebut menjadi desa wisata. Masyarakat Desa Hendrosari mempunyai peran penting untuk melestarikan dan mengembangkan potensi yang ada seperti sumber daya alam dan sumber daya manusia. Sehingga mereka memiliki peran penting dalam tindakan pengambilan keputusan, mempengaruhi serta memberi manfaat bagi kondisi lingkungan yang ada disekitar. Pengelolaan yang baik menghasilkan tempat wisata yang dikenal dengan nama lontar sewu. Dengan adanya tempat wisata baru tersebut menghasilkan banyak pemberdayaan masyarakat melalui pengembangan desa wisata lontar sewu. Kata kunci :Lontar Sewu, Desa Hendrosari, Desa Wisata, Pemberdayaan Masyarakat,   The tourism sector which is currently in great demand by the public is the concept of rural tourism, such as a tourist village. In Gresik itself, there are lots of tours developed by the Government through Village-Owned Enterprises or BUMDes such as Lontar Sewu Tourism Village in Hendrosari Village. Starting from the potential of the village which, if developed optimally, can increase the income of the surrounding community so as to improve the economy of the Hendrosari Village community. Therefore it is necessary to conduct further research on the importance of community empowerment. So it is important to do community empowerment where in Hendrosari Village there are natural resources that are qualified to be managed so that if they are managed better they can increase village income. This study used a qualitative descriptive approach with a research focus using the theory of community empowerment by the delivery team (Totok Mardikanto, 2013: 125-127). Because in the beginning, Hendrosari Village was known as a village that produced fermented drinks, so the connotation of Hendrosari Village was more negative. So that the existence of this work program is able to change the image of the community about the village into a tourist village. The Hendrosari Village community has an important role to play in preserving and developing existing potentials such as natural and human resources. So that they have an important role in decision-making actions, influence and benefit the surrounding environmental conditions. Good management produces a tourist spot known as lontar sewu. With this new tourist spot, it has resulted in a lot of community empowerment through the development of the Lontar Sewu tourism village. Community empowerment is one of the keys to the success of a village to prosper the lives of its people, with the potential of existing villages, where the community can develop ideas, creations of superior products in the village that generate entrepreneurial spirit in accordance with the provisions given by the government for village development. Padamatang Pasawahan Kuningan village is one of the villages that has a lot of natural resource potential that can be managed and developed into a superior product from the village including Processed Tempe and Emping (Melinjo). The method for carrying out this activity through several stages, namely the stages of preparation, socialization, training, and assistance. AbstractIndonesia is one of the countries that has also been affected by the corona virus or covid-19 which originated from China, to be precise in the city of Wuhan. In early 2020 the corona virus or covid-19 began to enter the country of Indonesia. The corona virus has had a huge impact on the lives of Indonesian people, both positive and negative impacts. Communities affected by covid-19 are increasing day after day, but now to be precise in 2021 the increase in covid-19 infections is not as fast as 2020. And the impact is slowly being controlled by both the government and most Indonesians. The Indonesian people are now able to adjust to life in the midst of this Covid-19 pandemic, even the hospitality that faded at the beginning of Covid-19 entering Indonesia is now starting to slowly be shown by the Indonesian people. This paper aims to provide information about Covid-19 in Indonesia and the Christian hospitality that should be practiced by the Indonesian people, especially believers or Christians. About disaster management can result in many fatalities. One aspect in minimizing disaster impacts is disaster mitigation. Disaster mitigation as a way to increase community participation in reducing disaster risk. Therefore, BPBD established a disaster management program, namely the Tangguh Bencana Village program. Karang City is one of the villages that received assistance from the Tangguh Bencana Village program. This research aims to identify forms of community participation and the level of community participation in the Tangguh Bencana Village program. The method used in this research is descriptive research type with qualitative approach. Data collection is conducted using interviews, and documentation. The results of this study showed that the participation of the community of Kota Karang Village in the Tangguh Bencana Village program is quite good, because the community provides participation in the form of energy, and social. Furthermore, the level of community participation is still at the level of tokenism (pseudo participation) of the community has given its participation but in its implementation the decision is still in the hands of the government.

Abstract Purpose: This study aimed to determine the role of indigenous institutions in implementing the Oetulu village Empowerment Policy of Musi district of North Central Timor regency. Research methodology: The research method in this study was a descriptive research method with a qualitative approach. This study used policy implementation theory models from Donald Van Meter and Carl E. Van Horn (1975)). Results: Six variables affect the implementation, namely: First, policy standards in the form of rules related to indigenous institutions in Oetulu village have been flawed at the formulation stage. Second, the human resources of Oetulu village indigenous institutions are not utilized by the Village Government. Third, communication between organizations and strengthening activities is still not effective. Fourth, the implementing agent has an open level of communication both vertically and horizontally, but this communication is constrained at the vertical level. Fifth, economic conditions in the jurisdiction or implementing organization are not enough to support the implementation of the policy and. Sixth, the disposition of the implementer. Limitations: This research only discusses the role of indigenous institutions in implementing the community empowerment policy of Oetulu village, Musi district of North Central Timor regency. Contribution: This research becomes scientific information for public administration science.

With the preparation of the village financial management model according to the Undang-Undang No. 2 of 2014 and the Peraturan Menteri Dalam Negeri Nomor 113 Tahun 2014, it will facilitate the village government in managing the Village Fund Budget which is given specifically to Liliboi village, West Leihitu District, Central Maluku Regency and Rutong village, South Leitimur District Ambon City. The village medium term development plan, which was initiated through the village Musrembang forum up to the principles of transparent, accountable, participatory financial management, and carried out in an orderly discipline and the budget is the basis for implementation of village financial management. The results achieved were the absorption of village funds for the field of community empowerment, enjoyed by the people of both villages. To achieve the target, the study was designed with a qualitative approach, i.e. the data collected was not in the form of figures, but rather came from interviews, questionnaires, and other official documents. The research design in this study is descriptive research.

According to Minister of Home Affairs  Regulation No. 56 of 2015 concerning Code and Data of Administrative Area, it is mentioned that Papua is one of 34 provinces in Indonesia with the highest number of villages by 5,419 villages, 110 urban villages, and 558 sub-districts scattered in 28 regencies and 1 city. The high number of villages in a regency/city area has an effect on the amount of village funds allocated by the Central or Provincial Governments for each district/city, thus affecting the amount of regency/city APBD. Village Fund Allocation is a manifestation of the fulfillment of the right for the village to implement the principle of autonomy for the village to grow and develop following the growth of the village itself, based on diversity, participation, original autonomy, democratization, and community empowerment. However, the increasing number of village formation burdened the government budget to finance the formation of new villages, so that the village formation had a significant and positive effect on the amount of regional finance, especially regency/city and provincial APBD. For example, in the 2016 fiscal year, Tolikara Regency had a total of 541 villages spreading across 46 districts and received the largest village fund allocation of Rp320.04 billion. Thus, Tolikara Regency ranked 1st with the most villages and the largest village fund in the Papua Province. In contrast, Jayapura City with a total of 13 villages was the regency/city with the least number of villages and the least amount of village fund of Rp. 12.51 billion.
