Oehala Waterfall is one of the tourism potentials which has been decided as one of the natural tourist attraction at Timor Tengah Selatan regency. The development is not able to meet the expectation which is only to supply the tourism facilities at Oehala Waterfall location. In the ecotourism context, the development should be oriented to strengthen then the local community role and involvement. However, in the development of Oehala tourist attraction, the local community has not been involved actively because of the weakness of the human resources in tourism aspect. The objective of this research are: 1) Analizing the internal environment condition and Oehala tourist attraction external; and 2) Formulating the community based tourism ecotourism development program at Oehala Waterfall tourist attraction. The result of the research shows that in successing the community based ecotourism development at Oehala tourist attraction, so the strategy and program which should be developed are the product development and the natural tourist attraction and ecotourism culture based, the development of tourism facility, the development of human resources and organization establishment, the development of promotion and marketing, and also the ecotourism development which is eco-friendly.

This study aims to find out how potentially Banyuanyar Village to developed into tourism village. Tourism village is form of implementation community based tourism. A purpose from community based tourism is to encouraged local community so they can be more prosperous. A village can be developed as well to be tourism village if fullfill several criteria tourism development. They are “potential product or potential attraction in destination”, “local community”, “potential of local human resources”, “availability of facilities and infrastructure”, and “ability to create a tourism market”. Based from thos criteria, Banyuanyar village has enough potential to be developed as a tourism village. A strong aspect are found on the tourist attraction. Currently Banyuanyar Village has been visited by tourists but is still limited to the coffee segment. The weakness that still needs to be improved is the ability to create markets. Banyuanyar village is currently still having difficulties in making tour packages, and to determine the right market segment and the right marketing strategy.

This research aims to determine the potential of tourism based on supporting and inhibiting factors of rural tourism development in Desa Kemetul and analyzing the strategy of community-based tourism in Desa Kemetul. The research was conducted in Desa Kemetul Kecamatan Susukan Kabupaten Semarang. This study uses qualitative method which the data obtained through depth interviews with Kepala Desa Kemetul, Chairman of POKDARWIS Sekar Kanthil, Local Communities, and Dinas Pariwisata Kabupaten Semarang, and then the data were analyzed using SWOT analysis. The study concluded that Desa Kemetul has a lot of tourism potential to become tourist attraction. Desa Kemetul needs to consider strengthening flagship product, the strategy of sustainable development of a tourist attraction, and strategies for institutional development and human resources.

The Community-Based Participatory Development Program (P3BK) is the Bekasi City Government Program for the implementation of development through community participation and self-help. This paper wants to describe the implementation of the P3BK policy in Pondok Melati District, Bekasi City. This research is qualitative in nature where data is collected through interviews with self-managed P3BK implementers, then the data is analyzed by Miles and Huberman Models. Overall the program went well, which was based on several factors, namely: (1) communication, which included the distribution of effective communication, sufficient clarity on the P3BK policy by the implementers of the activities, as well as consistency in providing good direction; (2) resources, including competent and capable enough human resources; (3) the disposition/attitude of P3BK implementers: sufficient capacity and capability and high dedication of P3BK implementers; (4) organizational structure/bureaucracy, including the availability of Standard Operating Procedure (SOP) for P3BK implementation and each program implementer has understood and implemented the SOP, as well as effective bureaucratic fragmentation.AbtrakProgram Pembangunan Partisipatif Berbasis Komunitas (P3BK) merupakan Program Pemerintah Kota Bekasi untuk pelaksanaan pembangunan lewat partisipasi dan swadaya masyarakat. Tulisan ini ingin mendeskripsikan implementasi kebijakan P3BK di Kecamatan Pondok Melati Kota Bekasi. Penelitian ini bersifat kualitatif di mana data dikumpulkan melalui wawancara pada pelaksana swakelola P3BK, kemudian data dianalisis dengan Model Miles dan Huberman. Secara keseluruhan program berjalan baik, yang didorong beberapa faktor yaitu: (1) komunikasi yang meliputi penyaluran komunikasi yang cukup efektif, kejelasan yang cukup baik atas kebijakan P3BK oleh para pelaksana kegiatan, serta konsistensi dalam memberikan arahan yang cukup baik; (2) sumber daya yang meliputi SDM pelaksana program yang dinilai cukup kompeten dan kapabel; (3) disposisi/sikap pelaksana P3BK yang meliputi kapasitas dan kapabilitas pelaksana P3BK yang cukup memadai, dedikasi yang tinggi. (4) struktur organisasi/birokrasi yang meliputi telah tersedianya Standar Operasional Prosedur (SOP) pelaksanaan P3BK dan masing-masing pelaksana program telah memahami dan melaksanakan SOP tersebut, serta fragmentasi birokrasi yang telah berjalan efektif.

The purpose of this study was to identify potential tourist attraction, reviewing internal environmental conditions (such as their strengths and weaknesses) and external environmental conditions (such as opportunities and threats), and review the appropriate tourism development program in the Long Beach-based to tourists and local community perspective. The analytical method used in this study, namely diskritif analysis to identify the availability of infrastructure and the potential and power trarik travel and quantitative analysis with the help of Matrix IFAS and EFAS matrix. The number of respondents who were taken by accidental sampling of 100 respondents. The results showed that the potential tourist attraction located in Long Beach with a score of +0.910 internal factors and external factors with a score of +1.90. Thus the position in the grand strategy matrix (matrix internal-external) are in a position with a growth strategy occupies one cell in the matrix. A cell's position one shows the strategy to grow and establish (Rapid growth strategy), strategies to increase the growth rate of tourist arrivals with a faster time (the second year is greater than the first year and thereafter), improving the quality of that factor into force in order to maximize the utilization of all the opportunities (grand strategy). Although the disproportionate toll of HIV/AIDS among Black heterosexuals, particularly in low-income U.S. urban areas is well documented, Black heterosexual men are rarely the explicit focus of HIV prevention messages, research, and interventions. We conducted 4 focus groups with 28 Black men, aged 19 to 51 years, who were enrolled in the workforce and fatherhood development program of a local community-based organization to examine (a) the priority and role of HIV/AIDS in their lives and (b) their HIV prevention needs. Although none articulated HIV as a top life priority, respondents nonetheless prioritized educating their children about HIV prevention and protecting their main partners from HIV if they had other sexual partners. Analyses demonstrated that participants said they wanted and needed: to learn how to talk to partners about HIV testing and use condoms when tempted not to do so, and more discussion-oriented educational opportunities to learn and exchange prevention strategies.

Creative economy development aims to develop human resources so that they can compete with reliable quality. Rural areas, especially the Batankrajan Village area, are one of the areas in Mojokerto Regency that have the potential of creative human resources to improve the welfare of the local community. Batankrajan village and is the center of the silver industry which is quite potential as a competitive product and Mojokerto's leading commodity. The aims of this study were (1) to identify the conditions and needs for product development and market development of the craftsmen/performers of the silver craft business in Senta Batankrajan, Mojokerto, East Java, (2) to identify the problems faced by the craftsmen of silver crafts IKM in Mojokerto, East Java, especially in increasing competitiveness, (3) Analyzing the triple helix model in the development of the creative economy as a driving force for Mojokerto silver handicraft products to increase local innovative and creative products that are unique to the region and have high added value and are able to become regional icons. This research also identifies strengths, weaknesses, opportunities and threats that can be used as information to map the strengths and weaknesses of creative industry players so that strategies for developing the right Triple helix model can be formulated for business actors. This research produces an economic/creative industry model with a Triple helix approach that provides a role for stakeholders (government, universities and business actors) in advancing the creative industry in rural areas, especially the silver industry in the center of Batankrajan, Mojokerto. Several recommendations and the framework for developing the Triple Helix model in the development of the creative economy include: Institutional strengthening, through Joint Business Groups, in order to invest in product development and market penetration as well as facilitate the establishment of access to financial sources and market access, the creation and establishment of intensive communication between government, universities and creative industry players, as well as the establishment of community forums that involve the government, universities in the Mojokerto area and do not rule out universities outside Mojokerto as well as industry players that function as communication forums and as a means of coaching and training.

This research aims to determine the potential of the Swamp of Indah Almour as a tourist attraction, when viewed from the aspect of economic benefits, aspects of the development of tourist destinations and the public's response to the development of the Swamp of Indah Almour tourism object as a sustainable tourist attraction in Bondowoso, East Java. The development and construction of Swamp of Indah Almour tourism object that leads to a comprehensive and comprehensive ecotourism, will become an economic resource for the local government and the local community. With a fairly high level of public awareness about tourist destinations, this has the greatest potential for the development of ecotourism which is currently more popular with tourists, and can maintain tourism sustainability. However, there are some things that still need to be addressed, including the need for more modern management of tourist sites and follow the current trends to attract more investors and tourists to visit. In addition, it is also necessary to improve the quality of human resources in managing tourist destinations in providing services and management of tourism objects. This research was in purpose of conserving river environment in developing sustainable tourism by empowering local community to control balance or harmony in life depends on local genius. Heterogeneous tourism potentials owned by Badung river’s area to be enhanced as new attraction, within eco tourism concept. This research designated by using descriptive research, since authors explored data and information regarding topics to get in-depth data for further research. In this research, authors wanted to identify designation of rain park in order to arrange Badung river as an environmental educational tourism region. Data were collected through observations, documentation, and interview with qualitative descriptive as analysis technic. The result of the research showed the development of alternative tourist attraction, namely Rain Park in Badung’s River. This tourist attraction is a part of community-based tourism that utilize element of rain and water as an attraction. Moreover, this attraction will be a viable and possible option to answer any water pollution issue among Badung river area.

This paper addressed the process of the development of community-based rural tourism products in Pinge Tourism Village. Community-based rural tourism products are acknowledged as a tourist attraction in rural areas created by local communities be based on the tourism resources that possess by communities themselves. Pinge Tourism Village has a various of tourism resources that can be developed as a local community-based rural tourism product. From the inside of the physical environment resources to the diversity of social and cultural heritage. In adaptation with the mapping of tourism resources, can be determined the themes of development of community-based rural tourism products. There are four themes that can be considered for the development of community-based rural tourism products in Pinge Tourism Village, specifically spiritual routine, agricultural routine, gastro-cultural routine, and communal routine. These four themes further form the basis for determining community-based rural tourism products or special interest tourism activities of traditional villages in Pinge Tourism Village. There are several guidelines for the development of community-based rural tourism products that can be developed in Pinge Tourism Village such as spiritual tourism, agritourism, culinary tourism, and rural nightlife attraction.

This study aims to identify potential that could be being developed as a tourist attraction in Kampung Lakkang. Know the community perspective about the development of tourism. Know the development of tourism in kampung lakkang as tourist attraction and formulate the direction of the development based on the community based tourism aspects. Data collection techniques in this research is a technique observation, non-structural interview, and documentary method. Data analysis being used was thematic basis analysis. The results concluded that Kampung lakkang having many of tourism potential which rests in that the atmosphere rural and cultural nature. And the community viewed it is very appropriate to being developed as a tourist attraction thought as the currently of it’s development was very minimal. This case as caused with the limitation of the community knowledge of tourism, the lack of the community in exploiting the potential as attraction. Paradigma of the community who want to get the results are instant annd the lack of support and grant from the stakeholders, in this case private sector and government.  A conclusion of the development direction in kampung lakkang based upon the root issues concerning as community based tourism with provide provisions for the local community to develop Kampung lakkang, maximize performance disparekraf of makassar by making policy relates to the development of tourism facilities and infrastructure in Kampung lakkang and in partnership with the private stakeholders to supervising the community to increase creativity by making use of the community in creating business have been potential fields that is.
