An urgent problem of our time is the social order of business for the country's education system for high-quality pre-professional training of graduates in the field of industrial technologies at various levels of education. At the same time, the information society integrates digital technologies into all spheres of its existence, including education, in order to intensify processes. Accelerating education quality improvement is achieved through the use of digital tools in the transfer of best learning practices. The article considers one of the possible ways to organize training according to a unified innovative program simultaneously in several general education institutions. On the basis of the Basic General Education Program in informatics and technology, an original general education program in informatics for students of 8–11th grades and technology for students of 8th grade has been developed.

The article analyzes one of the effective innovative tools used by the united territorial communities in the provision of social services, the social order. It was found that the social order system can promote the development of entrepreneurial activity in the regions. In the case of its widespread use, residents are interested in joining this type of activity, creating business structures or acquiring the status of private entrepreneurs. This contributes to the expansion of employment, training and retraining, the development of the business climate, stimulates the development of civil society through its participation in the process of social procurement and social responsibility. It is determined that in order to provide a social order on a real competitive basis, it is necessary to ensure absolute equality of service providers – state, municipal, private, public, religious, individuals, etc. And this is possible only if the autonomy of utilities, their transition to the status of utilities, which should be provided for in the new law on social services. It is determined that an innovative method of social policy is an integrated approach to the provision of social services, which significantly enhances their effectiveness due to improved coordination of social services. It was found that the key problems that in practice complicate the use of the social order mechanism as an innovative method of improving the provision of social services in OTG, are insufficient regulatory support; opposition from state entities that provide social services; non-acceptance by public authorities of "third sector" organizations as an equal partner for social cooperation, leveling their role in providing social services; lack of relevant experience in joint implementation of tasks related to the provision of social services, low level of professional training of many non-governmental organizations.

The Object of the Study is the practice of personnel support for the development, implementation and use of digital technologies, as well as the level of preparation of the population for digitalization in the social sphere. The Subject of the Study analysis of forms and methods of training specialists and the population to implement digital technologies. The Purpose of the Study: is determining the most effective forms and methods of personnel support for the digitalization process and the conditions for their replication. The Main Provisions of the Article. The dependence of the process of digitalizing of the social economy on the training of specialists in digital technologies and digital literacy of the population. It is necessary to provide appropriate personnel support in the implementation of national projects and international agreements. The author reveals the dependence of the effectiveness of the process (practice) of developing, implementing and using digital technologies on the level of professional training of the relevant specialists. A systematic approach to their training in colleges and universities is proposed. The forms and methods of searching for young people who are able and willing to work in the digital environment are defined. The necessity and forms of participation of potential employers in the training of specialists in digital technologies are justified, the advantages and content of their targeted training are noted. Variants of interuniversity cooperation in training specialists with the participation of scientific organizations are proposed. The necessity of improving the digital literacy of the population, as well as the features of digital training of citizens of pre-retirement age, is determined. Based on the system analysis of forms and methods of training specialists in digital technologies and improving the financial literacy of the population, the directions of their replication and improvement are proposed. The role of digital technologies in the development of international relations is reflected and methods of joint training of relevant specialists within the framework of the Eurasian economic union are proposed.

Purpose of the study: The topicality of the research is determined by the social order for a healthy personality, awareness of education possibilities to improve the adaptative potential, competitiveness, and activity. Methodology: The assessment of the health state was based on the medical examination results in the clinic of Belgorod National Research University. Somatometric, somatoscopic and physiometric methods were used to define the functional state of the students’ organism. Results: The health of a growing person starts with the health of his family and the teacher. The quality of the pedagogical strategy and the tactics of healthy generation education are defined by the teacher’s ability to design a personal model of safe behavior and to assess his own health adaptive risks and students too. Adaptative potential assessment of a future teacher as an integral health indicator at the primary stage of his professional training will determine the measures to prevent misadaptation and design strategies for personal safe behavior. Applications of this study: This research can be used for the universities, teachers, and students. Novelty/Originality of this study: In this research, the model of the Adaptive Potential Assessment of Future Teachers at the First Stage of their Professional Training is presented in a comprehensive and complete manner.

This article thoroughly examines such aspects of the topic as determination of new trends and approaches towards ensuring systematicity and comprehensiveness of functionality of the national system of education quality assessment; effective managerial decision-making via development and implementation of the local normative acts under the authority of educational institution with regards to education quality control. In the conditions of establishment of the unified system of education quality assessment in the Russian education and limitations of resources (organizational, personnel, methodological, normative, motivational, etc.), the heads of educational institution are aware of the need and importance of improvement of the national system of education quality assessment . This article examines the key stages in improvement of the national system of education quality assessment in the context of implementation of curriculum of public secondary education integrated with the curriculum of professional training on the disciplines “Horticulturist”. The novelty of this research consists in the fact that systematic gathering and analysis of information on the content, students’ performance, and conditions for implementation of the curriculum of public secondary education integrated with the curriculum of professional training on the profession “Horticulturist”, with subsequent determination of the problems, contributed to the making effective management decisions aimed at elimination of the “problem areas”. The expected result of improvement of the model of national system of education quality assessment consists in quality improvement of the public general education. The authors’ special contribution into the research of this topic lies in obtainment of practical results in the course of implementation of the improved model of the national system of education quality assessment on the level of administration, bodies of state administration, pedagogical personnel of the educational institution.

The need for R&D of social workers was due to the development of theoretical and methodological approaches and concepts of social work, the application of which involved the use of specific research tools. It is substantiated that the research subsystem of social work can be represented in the form of a model of the research environment, which reflects the relationship of three components: the social problem, methods of its research and tools for solving. The dialectical nature of social work, as well as the dynamic conditions in which it is carried out, determine a set of socio-economic, managerial and pedagogical factors that actualize the need for research in the social field. It is substantiated that R&D today is an integral element of professional social practice and is implemented both in the process of working with different categories of clients and in administrative and managerial activities. R&D provides adequate social order development of targeted comprehensive programs, projects and technologies of social protection, design and implementation of models of social institutions and services. As a result of a comprehensive study of the problem, the essential characteristics of R&D were clarified, which means the activity of obtaining new scientifically based knowledge aimed at purposeful change of social reality, which is realized in a logical sequence through the use of appropriate forms and methods of scientific knowledge. It is proved that R&D in the system of social work is realized at three levels (reflexive-theoretical, experimental-theoretical and research), each of which involves step-by-step actions (problem definition; hypothesis formulation, choice of research methods and tools; implementation of research plan; evaluation of results) and the use of appropriate research methods.

The article is devoted to the preparation of bachelors in high school as subjects of future business activities. We considered the place of small business in the digital ecosystem. We revealed the essential content of modelling the activities of the entrepreneur, the fundamental principles. It has been revealed that the effectiveness of preparing students closely depends on socio-cultural, psychological, pedagogic and socio-economic factors. The role of the competency approach in providing high quality training for future entrepreneurs in accordance with the social order of the information society is defined. A model of training bachelors in the creative educational medium of the university is proposed, and technological support for the educational process is described. The structure of professional competency of bachelors as subjects of future entrepreneurial activity and its major components are established. The levels of professional competency formation of students are revealed. The organisational andpedagogic conditions of training in university digital educational medium for future entrepreneurs of the information society are substantiated.

ABSTRACTIn the context of the information society and knowledge, the social development of a urban community needs the empowerment of intellectual technologies by its members, in a process that goes beyond the access and use of this technologies. Empowerment means appropriating with a view to developing a collective consciousness. From this perspective, it is presented a Ph.D research in Information Science, whose field of study is the Community of Santa Clara, located in the city of João Pessoa, Brazil, where since 2011 are being implemented various actions support of information social development of their subjects, in order that they can become the protagonists of their own lives. The methodological assumptions are based on a qualitative approach, with the use of participatory research. The technique of the content analysis will be used to process the data collected during the events organized in the community. The research will be supported by means of intellectual digital technologies and an information operator will make the mediation in this process. Finally, it is expected that the actions of information and empowerment for community development, become actions of socialization for the subjects, so that they can move toward themselves as responsible not only for their own attitudes, but also by existence and living conditions of the community.RESUMONo contexto da sociedade da informação e do conhecimento, para que o desenvolvimento social de uma comunida-de urbana ocorra, entende-se como necessário o empoderamento das tecnologias intelectuais por parte dos seus integrantes, em um processo que vai além do acesso e uso dessas tecnologias. Empoderar-se significa apropriar-se visando o desenvol-vimento de uma consciência coletiva. Nessa perspectiva, apresenta-se pesquisa de doutorado em Ciência da Informação, que tem como campo de estudo a Comunidade Santa Clara, localizada na cidade de João Pessoa, Brasil, onde desde 2011 estão sendo implantadas diversas ações de informação em prol dos moradores, objetivando que os mesmos se tornem protagonis-tas de suas próprias vidas. Os pressupostos metodológicos têm como base a abordagem qualitativa, com uso da pesquisa participante e da técnica de análise de conteúdo para tratamento dos dados coletados durante os eventos promovidos na comunidade, tendo como suporte as tecnologias intelectuais digitais mediadas por um profissional da informação. Ao final, espera-se que as ações de informação e de empoderamento para o desenvolvimento comunitário se transformem em ações de socialização para esses sujeitos, de modo que possam caminhar em direção a se reconhecem como responsáveis por suas próprias atitudes e, também, pela existência e condições de vida da comunidade.

The coronavirus pandemic has brought many changes, requiring the identification of new ways of working, interaction and lifestyle. This created a context conducive to questions about the social order, the need for investment and the areas where such investment is needed in the future. Strengths and weaknesses were visible, both in a global context and in a European context; new challenges have arisen that society as a whole has to face. Digital technologies are a key component in collective efforts to address the virus and support new ways of living and doing business in this exceptional time. The European Commission has taken various measures to address the various aspects of the pandemic, and digital technologies play a vital role in this. Ensuring infrastructure, connectivity and rules of use are an important goal to enable the European (but also global) population to remain active and safe. Through this paper, we aimed to measure students' perception of online courses, the technology used to conduct online courses and the quality of teaching by teachers. The present study focuses on the problem of education quality in the modern world: as the contemporary social order reflects the transformation of many countries, including Russia, from industrial to post-industrial, information society. Consequently, the requirements for a specialist and his professional training are changing. In modern market conditions, professionalism, professional experience, the foundations of which are laid in the university, are considered factors in the competitiveness of a young specialist. The article explores the problem of a competency-based approach to teaching, which was introduced not as a recommendation, but as a new paradigm, the observance of which is mandatory when training specialists in higher education (as well as secondary schools). The purpose of the article is to consider the essential characteristics, complexity, and versatility of the concept of competency, about which a great deal of information has been accumulated in both foreign and Russian scientific research, but neither here nor there knowledge of competence has been conceptualized. The authors demonstrate that in the practice of education the use of the form in which the competencies “knowledge, skills and expertise” exist now is not so different from the former orientation to Knowledge, Abilities, Skills (KASs). This is because the way they are spelled out in competences and recommended for implementation is more like a formal approach than a focus on development.
