This book argues that Clark Kerr, Gaylord P. Harnwell, and other post-World War II academic leaders set the American research university on a new course by creating the instrumental university. With its emphasis on procedural rationality, organized research, and project-based funding by external patrons, the instrumental university would provide technical and managerial knowledge to shape the social order. Its leaders hoped that by solving the nation’s pressing social problems, the research university would become the essential institution of postwar America. On this view, the university’s leading purposes included promoting economic development and coordinating research from many fields in order to attack social problems. Reorienting institutions to prioritize these activities had numerous consequences. One was to inject more capitalistic and managerial tendencies into universities. Today, those who decry universities’ corporatizing and market-driven tendencies often trace them to the rise of neoliberalism in the 1970s. This book suggests that a fuller explanation of these tendencies must highlight their deeper roots in the technocratic progressive tradition that originated in the 1910s, particularly the organizational changes within universities that this tradition spawned from the 1940s onward as part of the instrumental university.

The rapid pace of development of modern society, dynamism and continuous innovation processes lead to the fact that knowledge of the subject and possession of the method of teaching cannot fully characterize the current level of professional training of future teachers. The contents of the disciplines is constantly changing, new means and technologies of learning are emerging, and the flows of information that teachers should take into account in their professional activities are growing. Significant changes in the educational sector, in the first place, concern the use of Web technologies. The purpose of the article is to highlight the methodology and results of research and experimental work aimed at the verification of the effectiveness of forming the professional competence of future teachers with the use of Web technologies. In order to achieve the goal and check the tasks of the study, the selection, modification, development and testing of the theoretical and empirical complex (interviews, questionnaires and questioning of teachers and students, diagnostic methods) of research methods were carried out; qualitative and quantitative analysis of the results was carried out with the use of mathematical statistics methods. The empirical basis at the formative stage of the study included 315 students and 44 teachers of pedagogical institutes of Vinnytsia region. The research and experimental verification of the motivational-value-based, cognitive and design-technological components of the formation of professional competence confirmed that the introduction of the developed methods of forming the professional competence of trainee teachers by means of Web technologies had the greatest impact on the motivation for educational, cognitive and professional activities using Web technologies, development of professional, communicative motives, motives of prestige, awareness and development of the need for collaboration with the use of Web technologies. The article analyzes one of the effective innovative tools used by the united territorial communities in the provision of social services, the social order. It was found that the social order system can promote the development of entrepreneurial activity in the regions. In the case of its widespread use, residents are interested in joining this type of activity, creating business structures or acquiring the status of private entrepreneurs. This contributes to the expansion of employment, training and retraining, the development of the business climate, stimulates the development of civil society through its participation in the process of social procurement and social responsibility. It is determined that in order to provide a social order on a real competitive basis, it is necessary to ensure absolute equality of service providers – state, municipal, private, public, religious, individuals, etc. And this is possible only if the autonomy of utilities, their transition to the status of utilities, which should be provided for in the new law on social services. It is determined that an innovative method of social policy is an integrated approach to the provision of social services, which significantly enhances their effectiveness due to improved coordination of social services. It was found that the key problems that in practice complicate the use of the social order mechanism as an innovative method of improving the provision of social services in OTG, are insufficient regulatory support; opposition from state entities that provide social services; non-acceptance by public authorities of "third sector" organizations as an equal partner for social cooperation, leveling their role in providing social services; lack of relevant experience in joint implementation of tasks related to the provision of social services, low level of professional training of many non-governmental organizations.

The need for R&D of social workers was due to the development of theoretical and methodological approaches and concepts of social work, the application of which involved the use of specific research tools. It is substantiated that the research subsystem of social work can be represented in the form of a model of the research environment, which reflects the relationship of three components: the social problem, methods of its research and tools for solving. The dialectical nature of social work, as well as the dynamic conditions in which it is carried out, determine a set of socio-economic, managerial and pedagogical factors that actualize the need for research in the social field. It is substantiated that R&D today is an integral element of professional social practice and is implemented both in the process of working with different categories of clients and in administrative and managerial activities. R&D provides adequate social order development of targeted comprehensive programs, projects and technologies of social protection, design and implementation of models of social institutions and services. As a result of a comprehensive study of the problem, the essential characteristics of R&D were clarified, which means the activity of obtaining new scientifically based knowledge aimed at purposeful change of social reality, which is realized in a logical sequence through the use of appropriate forms and methods of scientific knowledge. It is proved that R&D in the system of social work is realized at three levels (reflexive-theoretical, experimental-theoretical and research), each of which involves step-by-step actions (problem definition; hypothesis formulation, choice of research methods and tools; implementation of research plan; evaluation of results) and the use of appropriate research methods.

The training of a future specialist involves not only the acquisition of professionally oriented knowledge, skills and habits, but also the formation of a system of professional values as regulators of future professional activities, the basis for professional growth and improvement. The social and political condition of society in general and the country in particular affects the formation of professional values of future specialists, which, in particular, is manifested in the conditions of modern Ukraine, which fights for state independence and territorial integrity. The purpose of the study is to monitor the dynamics of changes in the professional values of future teachers over the past five years. A survey was conducted, as well as testing of future teachers according to M. Rokich's methods "Valuable orientations" (N = 710). Some products of students' activities (essays, creative works, etc.) were also of some information importance, which made it possible to diagnose the professional values and their hierarchy in the consciousness of the personality of future specialists. Changes in the dynamics of the professional values of future teachers from the prevalence of the material factor, the desire to obtain a profession that would provide the opportunity to emigrate from the country to the values of development, cognition and patriotism were revealed. In the article reveals the content of the structural and functional model of professional development of future teachers of labor training and technology. To visualize the specific goals, ways and results of professional development of future teachers of labor training and technology in the process of independent work, a modeling method was used, which is based on the principle of analogy and provides the opportunity to study a real object not directly but through consideration an object similar to it, that is, its model. The method of experimental research «pedagogical modeling» is revealed as the initial stage of process design, which involves creating conditions to achieve the goal, determining the stages and components of this process, developing strategies, forms, methods, tools, technologies of professional development and more. The structural-functional model is based primarily on the social order based on the expected results of the future teacher of labor training and technology for continuous professional development by means of independent work throughout life. Given the specifics of the process of professional development of future teachers of labor education and technology in the process of independent work, in our opinion, we must take into account the model of future professional activity, the structural elements of which we include taking into account the social order theoretical and methodological block (purpose, conceptual principles, methodological approaches, principles); procedural-semantic block (structural components, strategies, forms, methods, means) with an interactive development program and diagnostic-effective block (criteria, indicators, levels), focused on the preparation of future teachers of labor training and technology for continuous professional development by means of independent work during life. Also, in the article defines and theoretically substantiates the pedagogical conditions for ensuring the success and efficiency of the studied phenomenon, which ensured the continuity, efficiency and reliability of the process. Key words: model, modeling, professional development, future teachers of labor training and technologies.
