At the moment, the model of the economy of the Republic of Belarus is constantly developing, filling with new content as the external conditions and internal factors of the functioning of the national economic system change. The purpose of the study is to analyze the economic growth in the Republic of Belarus based on various methods. The methodological basis of the study was the methods of dialectics, methods and principles of interdisciplinary scientific knowledge of a subject of complex quality, the rules for constructing a paradigm and its terminological support. Research hypothesis. At the moment in the Republic of Belarus a "modern knowledge economy" is being formed, that is, the economic system, the economic order and the economic mechanism are constantly being improved .. Presentation of the main material. The article formulates the main hypotheses of the research, shows the stages of new economic relations, which are being reformed at a faster pace, taking into account the requirements of technical progress. It is substantiated that intensive or extensive types of economic growth do not exist in their pure form. There is always a combination of them with the predominance of one - predominantly intensive or predominantly extensive economic growth. The originality and practical significance lies in the attribution of growth to one type or another, depending on the value of the specific weight of the increase in production obtained due to a qualitative or quantitative change in its factors. Conclusions and prospects for further research. Based on an analysis of the past, an assessment of the existing problems and the results achieved in the present, it is possible to avoid possible risks in the future, and this is precisely what management excellence is about. And the correct perception and analysis of the reasons for the lag contains the potential for growth. Further research on the topic should be focused on clarifying the institutional foundations that can really streamline the limitations of the system for analyzing the economic growth of the state.

One of important tasks of overcoming the crisis and sustainable economic growth of the country and its regions is formation and effective use of financial resources in the budgetary sphere. The purpose of the research is to analyze the formation of income and the direction of expenditures in the context of the economic crisis and offer practical recommendations to ensure the balance and stability of the consolidated budget of the Republic of Komi (RK). The object of the research is the monetary and economic relations of the formation and use of funds of the consolidated budget in order to fulfill its obligations and ensure the economic growth of the region. Methods used of the research are analysis and synthesis, induction and deduction, logical and historical method, scientific abstraction and statistical comparison. The hypothesis of the research is the possibility of ensuring the balance and stability of the consolidated budget of the RK in the long term. The statement of basic materials. The analysis of the dynamics and structure of real revenues and expenses of the consolidated budget of the Republic of Komi in 2013-2017. The reasons for the fall and the growth of real incomes and expenses, changes of their structure and especially sharp increase of the debt load of the budget are revealed. Level of imbalance of the budget is shown and recommendations on ensuring balance of the consolidated budget of the region are defined. Originality and practical significance of the research is the fact that the balance and stability of the consolidated budget of the region is considered as the main tool for ensuring sustainable economic growth and improving the welfare of the population of the region. Conclusions of the research are the possibility of restoring the balance and stability of the consolidated budget of the Republic of Komi in the crisiscondotions by increasing the volume of tax revenues, especially property tax, reducing the debt service outlays – reducing the amount of accumulated public and municipal debt.

Although the Republic of Korea has recovered from the ruins of the 1950's Korean War and achieved a remarkable economic growth during the past 40 years, it is now, at the threshold of 21st century, faced with the great national economic crises which led us to receive the IMF's rescue fund. To make a long story short, I presume the cause of the economic tragedy mainly originated from the fact that the frame and habitude of our way of life were not so changed suitably as to accommodate the new era of unbounded international competition.

The application of effective management methods in the current conditions of market development is a prerequisite for the effective functioning of the business and the realization of the competitive advantages of a modern enterprise. So in the development of the economy of the Republic of Tatarstan and the Russian economy as a whole, an important role is assigned to Kama Innovative Territorial-Production Cluster. Systematization of the infrastructure effect of the Cluster’s activities, including the development of transport and storage infrastructure in Tatarstan, was carried out according to the Cluster’s activities for 2016-2017. The participation of the Cluster in the development of international economic relations is ensured by the location of international brands (“Ford”, “Preiss-Daimler Group”, “Mercedes-Benz”, etc.) on the territory of the Cluster, as well as participation in the organization of cargo transportation within the international transport corridors “North-South” and “West-East”. The carried out researches have allowed to construct the scheme of maintenance by the Cluster of economic effect. The object of the study was Kama Innovative Territorial-Production Cluster, whose activity is reduced to providing producers with high-quality raw materials of their own production, including as a result of joint work of scientific and manufacturing companies. The research is based on the data systematization method, characterizing mainly the regional economy in the context of innovation activity, as well as methods of formalization, analysis and synthesis. The theoretical basis for the study is state programs for economic development, fundamental and applied work of domestic and foreign scientists studying the models and institutional foundations of innovation processes. Theoretical significance of the research lies in the identification of infrastructure elements, the development of which is directed at the activities of the Cluster. Practical significance of the conclusions and results of the research is to objectify the development of federal and regional programs of innovative development, the development of innovation infrastructure.

The purpose of the article is to explore the issue of the formation of macroeconomic proportions in the conditions of the shaping of new economic relations. Research methods. The works of the classics of economic science, modern research of foreign scientists-economists, scientific developments of domestic scientists, decisions and decrees of the government of the Republic of Azerbaijan on improving the structure of the economy and increasing its efficiency are used. Research results. The interrelation of economic and social links of macroeconomic proportions is theoretically and methodologically substantiated. The essence of the formation of macroeconomic proportions as a functional basis for building a socially oriented economy is characterized. Scientific novelty. The process of formation of primary income during the transformation period, the level and dynamics of wages and GDP, trends in the ratio of wages and labor productivity, as well as profits in the value and sectoral structure of GDP are considered, macroeconomic indicators of the efficiency of the national economy are analyzed. Practical significance. The research results can be used to substantiate social and economic efficiency associated with the formation of macroeconomic proportions of the national economy during the transformation period and the performance of industrial enterprises. Aim. The presented study aims to identify and describe the relations of mutual restriction between the fundamental spheres of a human-oriented economy.Tasks. The author describes problems associated with the need to study the human-oriented economy; establishes horizontal and vertical economic relations in the economic system; discovers the specific aspects of horizontal economic relations through the interaction between the spheres of a human-oriented economy; identifies normal and pathological restriction relations.Methods. This study uses scientific methods of cognition, namely content analysis and the Wuxing Pentagram.Results. Horizontal relations between the defining spheres of a human-oriented economy are determined. The resource (human needs) that ensures interaction between the spheres of the economic system under consideration is identified. Normal restriction relations are described: natural-material sphere — information-digital sphere, information-digital sphere — cognitive sphere, cognitive sphere — social-service sphere, social-service sphere — creatosphere, creatosphere — natural-material sphere. Pathological restriction relations are detected: informationdigital sphere — natural-material sphere, cognitive sphere — information-digital sphere, socialservice sphere — cognitive sphere, creatosphere — social-service sphere, natural-material sphere — creatosphere.Conclusions. Examination of restriction relations in a human-oriented economy provides insight into the directions for the regulation of the corresponding economic system, which, according to the author, will ensure not only personal, but also economic growth.

Most developing and developed countries, today are faced with a lot of economic, social, and political challenges as a result of internal or external factors such as the World Financial Crisis and Covid19. In these circumstances, the crucial objective of any government is to improve the national economic performance by increasing domestics and foreign investments. Investments efficiency is the main pillar in the increase of the economic growth of any economy. This paper aims to measure the efficiency of the investments towards economic growth in the Republic of Croatia and Slovenia by applying a comparative analysis. The specific objective of our paper is to determine the best ICOR level, the correlation between ICOR and GDP, and the impact on the economic growth of both countries. The research methodology will include the analysis of the efficiency of the investment measured by the indicators Incremental Capital-Output Ratio (ICOR) based on the World Bank approach. The period of observation includes the period from the year 1995 to 2020. The investment efficiency (ICOR) in both countries is expected to move between 1 and 6. The findings of this research are that each one-point decrease of the ICOR level of Croatia increases the economic growth by 1.961 percent, while the ICOR level of Slovenia increases less the Economic growth by 0.259 percent.

The purpose of this article is to show the economic policy of Japan towards Armenia after the establishment of Armenian-Japanese diplomatic relations. The article presents three phases of Japan's economic policy, taking into account the type of assistance provided by Japan to Armenia, which is correlated with Armenia's economic and GDP’s growth. The first phase covers 1992-99, during which bilateral economic relations were limited to grant assistance provided by Japan to Armenia, with the aim of supporting the economic recovery of the newly independent state and ensuring sustainable economic growth. The second phase (2000-04) marked the beginning of economic cooperation between the two countries. Due to its stable economic growth, Armenia received loans from Japan for developing economic infrastructures. During the third phase (2005- up to date) Japan has expanded its cooperation with the Republic of Armenia and begun to provide technical equipment for the development of targeted sectors. At this stage, Japan clearly defined the direction of its assistance and the sectors necessary for the stimulation of the Armenian economy, in particular, the energy sector, small and medium-sized businesses, as well as the development of villages. Japan also greatly supports Armenia by providing Japanese technologies for risk prevention in natural disaster zones and organizing training courses and discussion- meetings for Armenian specialists aimed to promote capacity building on the implementation of disaster risk reduction and emergency situations. Since 2018, Japan has begun to consider Armenia as a full-fledged economic entity, and review the possibility to build mutually beneficial economic relations. The main witnesses are the signed agreement on investment liberalization in 2018, the visit of Japanese Foreign Minister Taro Kono to Armenia for developing bilateral relations in the fields of banking, innovation, food security, information technology, artificial intelligence, cultural exchange, scientific and educational projects, as well as active contacts of Armenian President with Japanese organizations.

Formulation of the problem. European migration processes, which Ukraine is actively involved with, require research, as they lead to redistribution of labor resources between countries, cause a series of serious demographic and socio-economic problems. The purpose of the research is to determine the historical and legal preconditions for the development of a modern state of regulation of economic migration processes and its contractual and legal support for identifying promising areas of economic cooperation. The object of the research is the economic relations of Ukraine and the Republic of Poland as subjects of international economic cooperation in the historical legal context of state formation. Methods used in the research. The methodological basis for the study is the system of scientific methods used in the complex to achieve the goal and solve the tasks. So the dialectical method made it possible to justify the cause of the consequential events in the process of the formation and development of Ukrainian-Polish economic relations. The historical method has been used in studying the historical experience of the chronology of events and facts that allowed to distinguish the periods of development of such relations. In order to obtain research findings, also general scientific system and logical methods are used. The study of legal provisions, treaties, separate norms and concepts required the application of special legal and comparative legal methods. The international conventions of bilateral treaties, legislative acts of Ukraine and the Republic of Poland, reference books, etc. have become an empirical basis. The hypothesis of research.  Ukrainian research hypothesis European links in migration processes have a long history due to geographical closeness and common border. The ties between Ukraine and the EU member states had periods of rise and fall. Their main feature was evolution in the continuous expansion and deepening of interregional cooperation in economic life. The statement of basic materials. The development of economic migration processes of their contractual legal and institutional support Ukraine began in the last decades of the twentieth century. Changed the composition of the workers in which interested European countries in the field of high technologies, biotechnology, education, health care taking countries have increased the flow of skilled labor migrants. One of the main motives for emigration for qualified specialists in Ukraine is the difference in the level of remuneration, socio-cultural system, legal system, ecological situation, the state's economy. Originality and practical significance of the research is to use its theoretical positions in the scientific research area for further general theoretical studies of the formation and development of Ukrainian-Polish cooperation as a theoretical basis for improving the further regulation of economic migration processes, including at the interregional and transboundary level when making legal decisions. Conclusions of research. A comprehensive study of the source of domestic and foreign historiography has proved that the economic migration processes of Ukraine and the Republic of Poland are historically predetermined by the process of two states with a common history and a common border based on the principles of economic relations and are in close connection with the internal socio-economic and political development of the two neighboring states.

In this article, the authors highlight the achievements of the Finnish education system, the most successful at the moment, in all countries of the world. The practical significance of the research for the institutions responsible for education in the Republic of Moldova and Israel, about the activity the authors are informed, is significant. In both states we have fundamental problems with reforming the education system, developing and implementing new curricula. The authors emerge from the thesis about applying the principle of learning continuity, complete assimilation of information about the researched fields. Initially, this principle was realized in Finland. In conclusion, the authors mention: the country with a high level of economic development, with an economy open to inclusion, is distinguished by a level of education, a higher technological level. In such a country, the population benefits from advanced infrastructures, a diversity of quality services, long life, and a low birth rate.

The purpose of the research is to substantiate the scientific concept of the role of tax revenues in ensuring sustainable economic growth of the Republic of Kazakhstan. In accordance with the set task, the following tasks were solved in the study: to study the theoretical aspects of tax revenues and its impact on economic growth; to analyze and give an objective assessment of tax revenues. The methods of statistical, comparative, and factor analysis were used, and a historical, systematic, and comprehensive approach to the presentation of the material were applied. In analysis of findings and results, certain provisions were used from the practice of the Department of State Revenue for the city of Almaty and the Public Association "Chambers of tax consultants of the Republic of Kazakhstan". The scientific novelty of the research is that on the basis of a theoretical study of the current state of taxation, possible directions for increasing the degree of impact of the tax system on economic growth are justified. The following is the rationale for the place of taxes in the system of factors of economic growth. It is noted that taxes can play not only a negative, but also  a  positive,  and  even  an  active  role  in  changing  the  dynamics  of economic growth; the values and structure of tax revenues for regions and the country as a whole are analyzed. Theoretical and practical significance of the study lies in the possibility of using the obtained scientific results in the activities of the Ministry of Finance of the Republic of Kazakhstan and its structural subdivisions, the tax authorities at various levels, the Ministry of national economy of Kazakhstan. This research, being fundamental, can be used as a basis for training specialists in the field of Finance and taxation.
