The specifics of professional activity of the employees of the State Penitentiary Service of Ukraine (SPS of Ukraine) have been revealed. It has been noted that specific features of professional activity of the employees of the State Penitentiary Service of Ukraine are due to: specific conditions of official activity; shortcomings in the organization of official activities; the presence of risk; constant communication with convicts; the occurrence of negative personal changes of employees; the presence of conflict interaction between the various services of penitentiary institutions. The extreme situations that arise in this activity and psychological consequences of the activity of the employees of the State Penitentiary Service of Ukraine in special conditions have been characterized. The author has distinguished the following types of extreme situations: transitive; ongoing; with the element of uncertainty; those that need readiness for extreme actions; those that simultaneously include unexpectedness and lack of time; with the receipt of false information; dominant state; critical situations. The stress-factors affecting the employees of the State Penitentiary Service of Ukraine in extreme situations of professional activity have been provided. Psychological consequences of the activity of the employees of the State Penitentiary Service of Ukraine in extreme conditions of professional activity include: the state of anxiety associated with manifestations of psycho-somatic illness; the state of fatigue that is manifested in the impossibility of performing professional activity; cases of “shock”, the emergence of which is associated with emergency situations; asocial behavior, which is manifested in the inflexibility or, vice versa, in the employee’s oppression. The directions of professional and psychological training of the employees of the State Penitentiary Service of Ukraine have been substantiated. The development and implementation of an integral program of psychological support for the development of the ability to cope with stress and self-regulation among the employees of the State Penitentiary Service of Ukraine has been offered.

Extreme professional working conditions of EMERCOM rescuers have a harmful effect to their health leading to high rate of digestive, respiratory, musculoskeletal and cardiovascular diseases. The morbidity frequency of these diseases at rescuers is higher, beyond all doubts, than at male population of the corresponding age, and it is connected with total years of occupational work and its intensity. This fact shows the necessity of establishing the system of medico-physiological support to rescuers of EMERCOM of Russia which must be seen as a significant part of their social protection and rehabilitation and must include six main components, i.e. consideration of conditions and character of activity in everyday and emergency situations; complex evaluation and monitoring of their health state; medical support during rescue work in emergency situations; psychological support; information and analytical maintenance of longstanding monitoring; development of hospital base and specialized medical assistance. An important component of the system of medico-physiological support to rescuers of EMERCOM of Russia is information and analytical maintenance of longstanding monitoring of professional load, health state and medico-social protection of the rescuers of EMERCOM of Russia. It was implemented by creating a Medical register of EMERCOM of Russia. We developed concepts, principals and organization methodical ground of multilevel system of medico-physiological support to rescuers of EMERCOM of Russia regarding their work in conditions of emergency situations. On the basis of professional work load studies, hygienic evaluation of work hardness and intensity, analysis of rescue work of State fire fighting services divisions of EMERCOM of Russia there were detected main stress factors, physiological and hygienic distinctive features of work.

Purpose. Studying the level of development of certain professionally significant psychological qualities of future specialists in extreme professions, such as volitional self-regulation, propensity to take risks, motivation to achieve success or overcome failure. Methods. Carrying out an ascertaining experiment: psychological testing using the techniques: «Motivation of success and fear of failure» (questionnaire by A.A. Rean), «Research of the propensity to take risks» (questionnaire of A.G. Shmelev), «Level of volitional self-regulation» (questionnaire A.V. Zverkov and E.V. Eydman). Findings. The results of studying the level of development of volitional self-regulation, self-control and perseverance, motivational orientation and propensity to risk of the 1st and 3rd year students of the University of Civil Protection of the Ministry of Emergency Situations of Belarus are presented. The conditions of professional activity of specialists in extreme professions are briefly considered. Strong-willed efforts for workers in extreme activities are necessary to overcome such external obstacles as difficulties in professional activities, various hindrances, confronting with other people or life circumstances. It can be concluded that the majority of respondents are characterized by a high level of volitional self-regulation, perseverance and self-control. The overwhelming majority of the first and third year students were diagnosed with pronounced motivation to achieve success. It has been found that almost all respondents participating in the study had an average level of propensity to take risks. Application field of research. The presented results can be used to work out a program for the development of professionally important psychological qualities, skills and abilities of extreme profile specialists aimed at forecasting the main conditions and regularities of their formation.

The article examines the historical and legal preconditions for the formation of self-regulation in Ukraine and other countries. On the basis of the conducted research, the peculiarities of the development of self-regulation in the territory of Ukraine in different historical periods are determined. The preconditions for the formation of the institution of self-regulation in the field of management and professional activity are described. It is determined that self-regulation has been inherent in society since the beginning of the primary forms of the common cause. The primary forms of SROs developed rules of professional activity, performed the functions of control and supervision due to the vacuum of state regulation in such areas. The peculiarity of such organizations was certain legalization by the state. Such SROs regulated their own activities at the level of development and adoption of local acts. A feature of national self-regulation was the transition from voluntary to compulsory regulation. to distinguish three periods of development of legislative support in the field of self-regulation. Declarative (from 1991 to 1996): this period is characterized by the formal consolidation at the legislative level of the right of participants in public relations to create an SRO. However, the status of SROs was practically not regulated at the legislative level. At the state level, there was no strategy for the development of self-regulation in the field of management and professional activities. Institutional (from 1996 to 2016): during this period the system of delegation of powers from public authorities of the SRO, the system of legalization of the SRO is introduced. However, the rules on SROs are still chaotic, there is no clear mechanism for control and supervision of SRO activities by public authorities, the concept of participation in SROs as business entities and persons of certain professions is not defined. In a number of areas, despite the consolidation of the right to create SROs at the level of laws, SROs have not worked. Reformation (from 2016 to the present): characterized by the development at the legislative level of the Concept of reforming the institution of self-regulation, which outlines the problematic issues of the institution of self-regulation in Ukraine, identifies areas for improvement. The need for developing a reliability theory arose as a result of errors and failures in the operation of technical systems which have been caused by a “human factor” in over 50% of cases. Non-compliance of the subject’s professional qualities and competencies with the performance standards and norms triggered identifying the problem of the formation and maintenance of professional reliability. As a result, the issue of identifying mechanisms to ensure professional reliability is considered, and it is caused by the need to maintain the effectiveness of the subject’s professional activity and working capacity at the proper level. Professional reliability is defined as an important integrative quality that is focused on maintaining the unmistakable performance of professional actions for a certain time in the conditions of regular and emergency situations. Self-regulation is considered as one of the main components of the subject’s professional reliability which affects the level of professional reliability. It was revealed that demonstrating all indicators of professional reliability directly depends on the reliability of self-regulation. The previous studies on the relationship of conscious self-regulation and professional reliability were analyzed. As part of the study on the professional reliability of forestry workers, a program was implemented to develop special regulatory mechanisms, which in turn increased the success of professional activities. The impact mechanisms of selfregulation reliability on professional reliability were identified based on the example of visa centers’ managers who have been experiencing excessively prolonged stress and the new professional requirements. Also, by researching the professional reliability of power structures specialists, the importance of developing an individual style of self-regulation was described and proved, which overcomes situational psychological “barriers” in the process of professional activity.

Social and political transformations in the Ukrainian society cause significant changes in the nature of service and combat activities of units, rescue and search formations of State Emergency Service of Ukraine, and, hence, the process of training professionals able to protect and ensure the safety of every citizen, society in general and the state as a whole needs modernization. The quality of the relevant tasks performance largely depends on the level of professional competence and psychological readiness of specialists of State Emergency Service of Ukraine to work in the conditions of danger and risk. The specificity of the professional activity of rescuers lies primarily in the fact that in terms of its intensity and duration it goes beyond the optimal parameters and makes increased demands on their mental and physiological capabilities. At the same time, the operational and tactical tasks performed are implemented due to actions associated with a certain risk. The daily work of SES specialists is classified as «the one with special conditions,» i.e. as extreme, harmful to health, and risky. Taking it into account, the process of training the cadets at SES higher schools ought to cultivate their readiness to come to the aid of people in risky circumstances, to save lives, overcoming the unpredictable consequences of emergency situations. The essence of psychological readiness of future civil defense specialists to work in risky circumstances in the context of the specifics of their professional activity is considered. Its successful implementation requires from specialists not only the formation of specific professional knowledge, skills, and abilities to apply them quickly and accurately (competence), but also constant and extreme concentration, mobilization, vigilance, efficiency of thinking and of responding to events, confidence in the correctness of decisions, in the success of their own actions (professionally important qualities), as well as the state of emotional and volitional stability and actualization of their intellectual and personal potential in decisionmaking and direct activities in extreme situations, reflecting the connection with various aspects of personal regulation, including rationality (psychological readiness). The authors give grounds for the necessity of introducing into the educational process of higher educational institutions of the State Emergency Service the pedagogical system of formation of cadets’ readiness for professional activity and the expediency of creating appropriate psychological and pedagogical conditions for increasing the effectiveness of this process (continuous improvement of the pedagogical skills of the teaching staff; active use of innovative service and combat experience of fire and rescue formations; improving psychological training by modeling stressors that affect personnel in hazardous circumstances and extreme situations; taking into account the individual psychological characteristics of cadets; moral and material stimulation of cadets ‘activity in ordinary and, especially, in extreme situations related to risk to life), aimed at ensuring their optimal preparedness to work in risky (extreme) circumstances.

Relevance. Due to the peculiarities of professional activity, the COVID-19 pandemic for police officers was associated not only with a high risk of infection, but also pronounced mental stress and emotional destabilization, with higher risk of developing severe psychological consequences. In police officers, incidence of a new coronavirus infection, according to departmental statistics, was 6.6 times higher than in general population and close to that of healthcare workers of the Ministry of Health of Russia. High risk of COVID-19 infection in police officers during performance of their duties contributes to the symptoms of psychoemotional maladjustment and a constant state of chronic tension and emotional stress. Identification of the causes of professional maladjustment is important for justification of preventive measures and search for markers of professional success in employees of internal affairs bodies.Intention. To identify the influence of personal and social characteristics on the formation of mental trauma in police officers in the context of the COVID-19 pandemic.Methodology. A complete empirical study of 371 male employees of the divisions of the Main Directorate of the Ministry of Internal Affairs of Russia in Moscow was conducted. Three groups were identified: 1st – 127 police officers with positive test results and clinical manifestations of COVID-19; 2nd – 118 persons released from duty and quarantined due to their contacts with COVID-19 patients; 3rd – 126 police officers who were on duty to protect public order in crowded places during the COVID-19 pandemic. An experimental psychological survey of the police officers was conducted using electronic digital resources to comply with anti-epidemic measures.Results and Discussion. Symptoms of emotional burnout against the background of stressful service were shown to contribute to the formation of mental trauma during the COVID-19 pandemic in all surveyed police officers. Specifically, Group 1 typically demonstrates anxiety-phobic reactions; Group 2 – dysthymic-pessimistic outlook; and Group 3 – decreased neuropsychiatric stability, pronounced exhaustion and fatigue associated with official duties.Conclusion. The obtained data should be taken into account when conducting psychocorrection and medical and psychological rehabilitation of police officers in emergency situations associated with the long-term psychosocial and occupational stress.

Abstract. The article examines the issues related to the influence of stress factors on the personality of penal system employees, analyzes the concept of stress, the symptoms of its manifestation, as well as the causes of stress. The article is devoted to the results of psycho-diagnostic research and scientific literature on the topic of the work. The research is aimed at studying stress factors affecting the personality of the penal system employees, confirming the statement that the professional activity of the penal system employees takes place in tense, conflict, extreme conditions, it is associated with the presence of permanent stress factors, which leads to the development of professional stress, has a negative impact on the mental and emotional state of the individual, affects the success of the performance of official duties. The methodological basis of the research includes methods of analysis and synthesis, statistical and system- structural method. As a result of this work, the concept of stress as a response of the body to the impact of the external environment has been studied, its symptoms have been identified. The stress factors of professional activity are analyzed, their negative impact on the personality of the penal system employees is investigated, professionally important qualities that prevent the negative impact of stress on the personality are highlighted. It has been established that the intensity of the stress factors’ impact on the personality of penal system employees depends on the length of service in the penal system, age, and the level of professionalism. Conclusions are drawn about the importance of preventing stressful conditions for maintaining and strengthening the mental and emotional health of employees, for reducing the risk of development of negative personality changes, for developing skills of overcoming and regulating stressful conditions, for the successful fulfillment of professional duties. Introduction. The leading approaches to the phenomenon of the civil protection specialists’ readiness for professional activities are considered. It was revealed that the problem of the socio-psychological impact of the emergency situations on specialists who provide assistance under special conditions remains poorly investigated. Purpose. In this context, our goal is a systematic study of the civil protection specialist’s readiness to work under special conditions (in emergency situations). Methods. The basic structural components of the investigated concept are characterized and their generalized characteristics are given. A review of scientific publications in the interdisciplinary problem field, including the study of the psychological parameters of professional work under special conditions was conducted. The multifaceted pedagogical modeling allowed to identify causal relationships and factors, to predict the benefits and possible disadvantages of introducing innovations, and to increase the productivity of the work of the scientific and pedagogical team. Results. Pedagogical model of formation of civil protection specialists’ readiness for professional activities is created; normative preconditions, structure, components and operating conditions of the model are considered; its emergent properties are revealed. The model includes target, conceptual and theoretical, organizational and projecting, content, procedural and technological, result-evaluation components. In order to prepare the readiness of civil defense specialists for professional activity, it is appropriate to foresee: the establishment of a favorable atmosphere in which students and students feel free and comfortable; to intensify them, directing active collaboration with all participants in the educational process; to stimulate the interests of future specialists, to develop the need to study, contributing to success in vocational training; touch all aspects of the personality, involving emotions, feelings and feelings in the learning process; to stimulate cognitive, creative abilities, correlating them with real needs and opportunities; to promote awareness of each student and student that the learning outcomes are related to their personal interests; apply different forms of work (individual, group, collective), use methods that increase the activity of cadets and students, their independence, individuality, etc. A holistic analysis of the results of the implementation of the proposed model gives grounds for arguing that its application contributes to better preparedness, optimal adaptation of personnel to extreme, risky situations under special conditions of service activity, reduction of the level of mental losses among the personnel of the State Emergency Service of Ukraine and successful overcoming of the negative consequences of crisis and extraordinary circumstances and situations. Conclusion. The research of the system of formation of professional readiness of civil protection specialists for professional activities in the dynamics of their professional genesis, including activities in extreme situations, was carried out, which made it possible to optimize the training of employees of various services of the State Emergency Service of Ukraine in order to improve the measures and mechanisms of prevention and liquidation of the consequences of emergencies. A model was developed that reflects the main principles of forming the readiness of civil defense specialists for professional activity, pedagogical goals, tasks, priorities, peculiarities and conditions for the organization and implementation of this process. We recommend to use the developed model as a tool through which the leadership and professors of specialized higher education institutions will optimize the educational process in order to improve the quality of training of civil defense specialists.
