The presence of more electronics onboard vehicle systems transforms them from simple means of transportation to powerful telecommunication devices, capable of receiving and transmitting information in various ways, analyzing the obtained information and performing various actions on the basis of the received data, starting from managing the work of individual transport units up to self-driving motion. The available techniques of auto-technical expertise are not able to answer all the questions that may be raised in criminal and administrative cases, as well as in the consideration of civil claims for damages’ compensation and damages in road accidents involving modern vehicles. The analysis of forensic practice allows to specify directions of increasing the efficiency of research on establishing the circumstances of road accidents: improvement of the methods for carrying out forensic auto-technical expertise, improvement of qualification and professional skills of forensic motor technician’s experts, carrying out of complex telecommunication and auto-technical expertise. The main task of an expert in the field of telecommunications during the conduction of complex telecommunication and auto-technical expertise is to extract the necessary information from certain telecommunication devices installed in the vehicle, which is under study, to determine the methods for their installation and connection and communication channels. The introduction of modern technologies for diagnosing electronic systems of vehicles into modern practice is a prerequisite for improving the efficiency of forensic auto-technical expertise, and the most effective use of these technologies is achieved by engaging in research in the format of carrying out complex telecommunication and auto-technical expert examinations in the field of telecommunications.

AbstractCellular biomass of microorganisms can be effectively used in the treatment of waste from various branches of the agro-food industry. Urbanization processes and economic development, which have been intensifying in recent decades, lead to the degradation of the natural environment. In the first half of the 20th century, problems related to waste management were not as serious and challenging as they are today. The present situation forces the use of modern technologies and the creation of innovative solutions for environmental protection. Waste of industrial origin are difficult to recycle and require a high financial outlay, while the organic waste of animal and plant origins, such as potato wastewater, whey, lignin, and cellulose, is dominant. In this article, we describe the possibilities of using microorganisms for the utilization of various waste products. A solution to reduce the costs of waste disposal is the use of yeast biomass. Management of waste products using yeast biomass has made it possible to generate new metabolites, such as β-glucans, vitamins, carotenoids, and enzymes, which have a wide range of industrial applications. Exploration and discovery of new areas of applications of yeast, fungal, and bacteria cells can lead to an increase in their effective use in many fields of biotechnology.

The article is devoted to the problems of one of the types of forensic engineering expertise, namely the aircraft engineering expertise. In the light of the growing number of aircraft operating in the airspace of Ukraine, the increasing intensity of air traffic, as well as the specifics of the Ukrainian air fleet, the relevance of forensic aviation technical expertise is getting extremely high. At present, there is virtually no relevant expert specialization and all studies are conducted by forensic experts who have the relevant aviation technical education with the involvement of experts as forensic experts in the field of flight operation, repair and maintenance of aircraft, meteorologists, airfield support, ground support of flights, etc. Summarizing the expert practice of conducting forensic examinations on aviation incidents, the authors of the article point out the urgent need to create an appropriate expert specialty, which in turn involves making changes to the regulatory documents that govern the procedure for appointment and conducting forensic examinations. To provide an adequate level of justification, the necessity of creating an appropriate expert specialty, the authors briefly describe the subject and objects of the aviation technical expertise, as well as provide an indicative list of issues to be addressed by this expertise that are solved by this expert examination. Regarding the methodological support for the implementation of aviation technical expertise, the authors proposed, in their opinion, the most rational method of ensuring proper examination is the creation on the basis of the regulatory procedure for investigating aviation incidents by regulatory documents of ICAO, taking into account the national procedural legislation of Ukraine. The established methodology in its essence should be a universal document describing the main stages of the expert research – it should be step by step instructions. In future, in addition to the established methodology of aviation technical expertise, narrowly focused methodical recommendations can be added that detail the procedure of examination of certain types of aircraft or their systems and assemblies. The analysis of materials on crimes and offenses in the field of road accidents allows us to state that the number of cases of abandonment of the scene of a road accident or crime by its participants is steadily increasing, as evidenced by the data provided in the article. In this regard, their identification and search are urgent practical tasks that need to be addressed. However, the authors failed to find a targeted comprehensive forensic system of recommendations of the methodological and organizational-tactical plan for actions in situations of establishing the identity of a fugitive offender and his detention. Law enforcement practice in this area has accumulated some positive experience, and recently created technical tools and tactics open up opportunities for their effective use in the search, identification and detention of the offender. But all these aspects require systematization and generalization within the framework of a system of recommendations focused on practical activities. The formulation of such recommendations requires, first of all, the identification of criminally significant grounds for the typification or classification of situations that develop in the course of this activity, and the structuring of its stages. Then, logically, the organizational and tactical schemes and methodological recommendations typical for this type of law enforcement activity should follow. From this position, the authors made some suggestions for creating a system of such recommendations.

This article discusses the problems of minimizing threats to information security in the banking sector and identifies possible means to facilitate this process. By attracting funds and lending to clients on a commercial basis, banks are significantly expanding on an ongoing basis the network of services in the domestic financial and credit sector, have had a noticeable impact on the country’s economy. Simultaneously with the emergence of commercial banks, a number of problems arose that did not exist before, the main one of which is the need to ensure the safety of banks from criminal encroachments, first of all, informational. The problem of security for a commercial bank is relevant not only for the owners and shareholders of the bank, but also for employees and clients of the bank. Problems arising in the banking sector can negatively affect the general population and the situation in the state, therefore, it is necessary to approach the solution of this problem from a strategic position. The development of modern technologies in the banking sector expose banks to completely new and more dangerous threats. In order to prevent and repel threats to the bank’s security, any financial institution is forced to constantly deal with the problem of ensuring its own security. It should be noted that the provision of banking services is inextricably linked with the use of funds and financial products with various functions and qualities. Moreover, a credit institution is a product of a complex of financial services, both for passive and active tasks, and the main task of any bank is to offer customers a whole range of products that fully meet their needs.

In the modern world, where more and more vehicles appear every day, the issue of traffic safety is becoming more acute. The most prospective method of traffic safety management, on our opinion, is the analysis of statistical data on road accidents (hereinafter accidents), which allows to determine the accident levele, causes of accidents, evaluate the effectiveness of implemented measures to improve traffic safety and more. As the main task of traffic safety ensuring is to reduce accident level and severity of the accidents consequences, and especially to reduce accidents with fatalities to a minimum, the analysis of accident statistics data plays a key role and is an integral part of a comprehensive approach to solve the issue of the traffic safety management. Qualitative analysis of accidents by various indicators allows determining the main causes that impact on the occurrence of accidents and the severity of their consequences. This article considers the formation of characteristics of seasonal changes in accident level on the network of state roads of Ukraine. The study allows identifying the features and patterns of annual dynamics of road accidents with the definition of monthly maximum and determining the features of seasonal stability of accident level indexes. Taking into account the seasonal variability of the accident level allows rationally planning the activities of transport organizations directed on preventing road accidents and reducing the severity of their consequences. Thanks to DNA diagnostics method it has become possible to identify the genotypes of marker genes of servicing bulls, that makes effective use of manufacturers with the desired gene alleles of economically useful features and is now the main task of breeding in cattle. The analysis and synthesis of polymorphism according to DNA markers of productivity: the kappa-casein (CSN3), diacylglycerol O-acyltransferase (DGAT1), beta-lactoglobulin (LGB), prolactin (PRL), growth hormone (GH), thyroglobulin (TG5), leptin ( LEP) in bulls of Tatarstan type of Kholmogorsk breeding, black-and-white and Kholstein breeding, belonging to tribal enterprises of Tatarstan: JSC Parent enterprise “Elita”, JSC “Menzelinsky breeding enterprise”, JSC “Bugulminsk breeding enterprise”. It was found that the bulls of Tatarstan type of Kholmogorsk breeds have the highest frequency of heterozygous genotypes for most genes, so according to CSN3 genotype AB - 34.2%, according to PRL genotype AB - 30.4%, to TG5 genotype TC - 35.9%, to LEP genotype TC - 66.7% and homozygous genotypes for the genes DGAT1, LGB, PRL, GH, LEP, respectively, AA genotype (47.2%), BB (48.7%), BB (2.2%), VV (20,0%), SS (33.3%). Genetic equilibrium is disrupted on gene of diacylglycerol acyltransferase in bulls of Tatarstan type of Kholmogory breed (χ2 = 4,72; P <0.05) and a black-and-white breed (χ2 = 3,91; P <0.05), and according to the somatropin gene only Kholmogory breed producers (χ2 = 5,42; P <0.05).

The author’s tool, whose main task is to attract informally employed people to carry out their activities through the new employment model has been presented. This tool is not a radical solution to combat informal employment, but rather a gentle measure, aimed at increasing the interest of the economically active population to quit shadow employment. In the age of modern technologies, when the problem of computerization of workplaces is relevant, the form of the state-freelance partnership, underlying the proposed tool, will help the population to legalize their income with the least barriers to entry.

From the point of view of tasks and methodology judicial auto technical examination is considered as a means of obtaining reasonable information for objective consideration of circumstances of road accidents and offenses. The purpose of auto technical expertise as a variety or kind of engineering and transport expertise is to establish all the circumstances associated with an accident or a crime in which the car played the role of object, means, evidence, carrier traces. The criteria allowing to classify a specialist to the category of experts with special knowledge in the field of automotive engineering are presented. The types of forensic auto technical expertise are given. It is said that it is part of the competence of the expert-automotive. The competence of the automotive expert allows to conduct research and give conclusions on specific issues related to vehicles and the road situation in its dynamics, the consequences of accidents. The purpose of the article is to draw the attention of interested persons and organizations to the need to accurately determine the forensic automotive expertise and expert-automotive technician to eliminate a number of issues of a procedural and technical nature.

The purpose of the work is to formulate the problem of technical diagnostics of tank cars. Research methods. Methods of formal logic were used methods of the theory of reliability and probability were used to describe the stages of solving the problem. Results. A study of a large array of data on the performance indicators of tank cars for the transportation of liquefied gases of the fleet of a chemical industry enterprise in Ukraine was carried out. The results of technical inspection of tank cars were obtained. A hypothesis has been formed about the possibility of increasing the resource of tank cars of an industrial park for their further operation. A proposal was put forward to consider the last stage of the life cycle as the stage "Life cycle renewal and recycling", which is not defined in Statement Standart. It should in an alternative form represent the stages of "utilization", "modernization", "modification" and "recycling", this will correspond to modern technologies on the scale of the global management of any resources. The research task was formulated, which determines the main task - the possibility of increasing the resource of tank cars of the operating fleet of an industrial enterprise using the methods of technical diagnostics. Practical significance. The solution to the task of determining the technical condition of tank cars will allow an industrial enterprise to reasonably operate the rolling stock during the forecast period.
