In the organization of the One-Stop Investment and Integrated Services Office of Sidoarjo Regency where there is a cultural clash in the organization, the baby boomer generation has a more rigid behavior in bureaucratic activities and is not following the development of ICT. The millennial generation is very flexible with ICT, is fast paced and wants ease in working in organizations, is bored with routine, and prefers to work behind the scenes. The purpose of this research is to uncover the motive of millennial generation competence in the implementation of electronic-based public services. The research method used is qualitative. Informants are employees of the One Stop Investment and Integrated Services Office of Sidoarjo Regency who fall into the millennial generation category of 8 informants. The results of this study that the motive for developing millennial generation competence in the implementation of electronic-based public services is obtained by millennial generation employees in addition to working to meet their basic daily needs, they want to work according to the rules (standard operational procedures) and the applicable system, achievement motives or rewards, and want to develop soft competence and hard competence to be more professional at work

Public service is a part that cannot be separated from the life of the nation and state. The 1945 Constitution mandates that the state must provide good service to all citizens to fulfill their basic needs. The government is one of the providers of public services must always carry out services that are in accordance with the rules and must know the conditions of those served. In fact, the community is often disappointed with the services provided by the government in terms of licensing arrangements such as long and convoluted service procedures, the issuance of a permit is sometimes not in accordance with the time set. Problem formula What is the quality of public services in the One Stop and Manpower Integrated Services Investment Office (DPMPTSP & TK) in Bone Bolango Regency?                This research uses qualitative methods. Techniques for collecting data through observation, interviews, documentation. The results of the service quality of Bone Bolango District's One-Stop Integrated Service and Labor Service (DPMPTSP & TK) have been good, seen from the dimensions of tangibles, responsiveness dimensions, empathy (empathy) but on assurance (assurance) dimensions and reability dimensions. corrected because there is still a relationship with the relevant office in issuing a letter of recommendation so that the permit issuance is not in accordance with the stipulated time.

Abstract This study aims to assess the harmonization of the authority of the organization of integrated licensing services. The research method used is a legal research method that focuses on the implementation of licensing principles. The results showed that licensing and non-licensing services in the One-Stop Integrated Service System (PTSP), including the Regional Government, had separate authority in regional units, including licensing and non-licensing various fields. Regulations concerning PTSP implementation, such as HR, Finance and Supervision, in addition to the institutional form is still in the level where SKPD is intersected with KP2T in the area has been in the form of Dinas or Agency. Therefore, PTSP implementation in the future will run optimally in serving the community. Keywords: Authority, One-Stop Integrated Services, Public Services.  Abstrak Penelitian ini bertujuan untuk mengethui harmonisasi kewenangan lembaga penyelenggaraan pelayanan perizinan terpadu. Metode penelitian yang digunakan adalah metode penelitian hukum yang meniti beratkan pada pelaksanaan prinsip prinsip perizinan. Hasil penelitian menunjukan bahwa kegiatan pelayanan perizinan dan non perizinan di daerah telah diatur untuk menggunakan sistem Pelayanan Terpadu Satu Pintu (PTSP), tidak terkecuali Pemerintah Daerah yang telah mendelegasikan kewenangan tersebut kepada unit perangkat daerah tersendiri, termasuk perizinan dan non perizinan di berbagai bidang. Pengaturan mengenai PTSP di daerah tidak mengatur secara detail beberapa aspek penting pelaksanaan PTSP itu sendiri seperti SDM, Keuangan dan Pengawasan, selain itu bentuk kelembagaannya masih setingkat kantor dimana notabene SKPD teknis yang bersinggungan dengan KP2T di daerah telah berbentuk Dinas atau Badan yang mengakibatkan kesenjangan eselon pimpinan. Oleh karenanya diperlukan perubahan terhadap pengaturan pelaksanaan PTSP di daerah kedepannya agar dapat berjalan dengan optimal dalam melayani masyarakat. Kata Kunci : Kewenangan, Pelayanan Terpadu Satu Pintu, Pelayanan Publik.

The government of Klungkung Regency is one of the Regencies in Bali that carried out reforms in order to simplify the licensing process by holding one-stop integrated service. The purpose of this study is to determine the implementation of the policy and the inhibiting factors of the one-stop integrated service. Van Horn and Van Meter Theory were used in this research. The research was conducted at the Department of Investment and One-Stop Integrated Services in Klungkung Regency by using a qualitative research method. The result is that the implementation of the policy shows a tendency for increasingly improved attitudes. The inhibiting factor of the implementation of the policy is the different perception between the Department of Investment and the technical team related to the administrative services and the unavailability of a public service mall to facilitate the licensing and non-licensing process. In terms of human resources, the inhibiting factors are related to professionalism, competence, empathy, and ethics. The next problem is the minimal service quality that complicates the process.

This study aims to analyze the Building Permit Letter Service in the apparatus service of the One Stop Office and One Stop Office in Jayapura and describe the obstacles in the process of granting Building Permit Letter. The research method used is qualitative research with descriptive method with inductive approach to present data about the apparatus service in the process of Building Permit Letter. The result of the research explains that the service of apparatus in providing building permit service letter at the Investment and One Stop Integrated License Department in Jayapura City of Papua Province has been running well and in accordance with Standard Operating Procedure of issuing Building Permit Letter, despite having some constraints such as; lack of network access, low public awareness, lack of facilities and infrastructure in the service of building permit letter.   Keyword: building permit letter, apparatus, public service

The innovation of public services provided by the Investment and One Stop Service Office provides many benefits for people who use the services and services of the relevant agencies. This innovation also helps a lot in terms of issuing building permits which are one of the most needed public services by the community, where in its implementation requires accuracy and speed in managing and issuing building permits so that buildings used for business get legal. The purpose of the launch of SIPPADU has been stated in the Regulation of the Regent of Sidoarjo Number 8 of 2017 concerning the Application of Information Technology in Integrated Services. The type of research used is descriptive research with a qualitative approach. The focus in this research is how public service innovations in overcoming delays in the issuance of IMB files through the Integrated Licensing Service Information System program by the Investment Office and One Stop Integrated Service of Sidoarjo Regency which includes forms of innovation, processes and cycles of innovation as well as the diffusion of innovations at the Investment Office. and One Stop Services in Sidoarjo Regency. Based on the results of the research above, it can be concluded that technology-based innovations made by the Office of Investment and One Stop Integrated Services, namely the SIPPADU application, have helped the operation of licensing services at the agency. the service is to upgrade this SIPPADU innovation in the future so that things don't happen such as unstable networks, applications or websites that can't be accessed because the server is down. As well as providing more direction to existing Human Resources to understand more about SIPPADU. Suggestions for the public is to add more information about the SIPPADU application which can be accessed through the website of the Sidoarjo Regency Investment and One Stop Integrated Service website.

T The article talks about the electronic business license service provided by the One Single Submission (OSS) application, which has been implemented at the West Aceh Regency's Office of Investment and One Stop Integrated Services (DPMPTSP). One Single Submission (OSS) One form of public service implementation that implements E-Government. This paper applied qualitative research methods to investigate the phenomena that occur in electronic services. The study's findings show that licensing services try to use the One Single Submission (OSS) application, as evidenced by several research indicators, including OSS's ease of use, trust in business actors' privacy security, service officers' assistance, the OSS website, and the service's content and appearance. OSS that is comprehensive and simple to comprehend. It may be stated that electronic services implementing OSS have been running properly at the West Aceh Regency Investment and One-Stop Service Office.

This study discusses the development of human resources of public service providers in Labuhanbatu Selatan Regency. The research is expected to provide an understanding of the current picture of ASN conditions and what strategies are taken by the local government of Labuhanbatu Selatan Regency to improve ASN competence. The method used in this study is a qualitative analysis method by collecting data by interviewing and collecting literature related to this research. The results showed that the development of resource competencies an Investment of the One-Stop Integrated Services Office still needs to be improved, primarily managerial and socio-cultural competencies. This development can be done by making a roadmap so that development can be carried out continuously.

The Ombudsman as an external oversight body for official performance, in Fikih Siyasah (constitutionality in Islam) is included in the supervision stipulated in legislation (al-musahabah al-qomariyah). Supervision is done so that public service delivery to the community is in accordance with the rights of the community. This is done because in carrying out its duties, officials are very likely to conduct mal administration, which is bad public services that cause harm to the community. The Ombudsman is an institution authorized to resolve the mal administration issue, in which one of its products is by issuing a recommendation. Although Law No. 37 of 2018 on the Ombudsman of the Republic of Indonesia states that the recommendation is mandatory, theombudsman's recommendations have not been implemented. This is due to differences in point of view, ie on the one hand in the context of law enforcement, but on the other hand the implementation of the recommendation is considered as a means of opening the disgrace of officials. Recommendations are the last alternative of Ombudsman's efforts to resolve the mal administration case, given that a win-win solution is the goal, then mediation becomes the main effort. This is in accordance with the condition of the Muslim majority of Indonesian nation and prioritizes deliberation in resolving dispute. Therefore, it is necessary to educate the community and officials related to the implementation of the Ombudsman's recommendations in order to provide good public services for the community, which is the obligation of the government.

Pelayanan publik menjadi suatu tolok ukur kinerja pemerintah yang paling kasat mata. Seiring dengan perkembangan teknologi dan banyaknya tantangan yang harus dihadapi maka pelayanan publik harus diselaraskan dengan terobosan atau inovasi. Salah satu pelayanan publik yang perlu dioptimalkan adalah Sistem Administrasi Manunggal Satu Atap (SAMSAT). Oleh karena itu, Kantor Bersama Samsat Gresik membuat aplikasi yang diresmikan pada tanggal 14 Juli 2020 adalah SAMSAT RAME (Samsat Ramah Merakyat) yaitu sebuah aplikasi pelayanan pajak serta informasi terkait pengurusan perpanjangan masa berlaku surat tanda nomor kendaraan (STNK) bermotor. Tujuan penelitian ini yaitu untuk mengetahui bagaimana optimalisasi pelayanan Kantor Bersama Samsat Gresik melalui Inovasi Aplikasi Samsat Rame (Samsat Ramah Merakyat) sehingga mampu menjawab beberapa permasalahan pelayanan publik Teknik analisis data dengan pengumpulan data, reduksi data, penyajian data, dan penarikan kesimpulan/verifikasi. Teknik pengumpulan data melalui wawancara, observasi, dokumentasi dan studi literatur.  Hasil dari penelitian ini menunjukkan bahwa aplikasi Samsat Ramah Merakyat (Samsat Rame) belum efisien karena input pelayanan masih memberatkan para pengguna jasa. Belum efektif karena tidak berhasil mencapai tujuan yang dikehendaki oleh penyelenggara. Serta kualitas hasil yang buruk dikarenakan faktor pendukung terkesan membuat aplikasi Samsat Rame di lakukan karena mendesak tanpa memikirkan jangka panjang. Sedangkan faktor penghambat lebih berpengaruh pada keberhentian inovasi Samsat Rame. Salah satu saran yang dapat diajukan yaitu meningkatkan sosialisasi dan promosi kepada masyarakat Kabupaten Gresik. Along with technological developments and the many challenges that must be faced, public services must be aligned with breakthroughs or innovations. One of the public services that need to be optimized is the One-Stop One-Stop Administration System (SAMSAT). Therefore, the Samsat Gresik Joint Office made an application that was inaugurated on July 14, 2020, namely SAMSAT RAME (Samsat Ramah Merakyat), which is a tax service application as well as information related to the extension of the validity period for motorized vehicle registration certificates (STNK). The purpose of this study is to find out how to optimize the services of the Samsat Gresik Joint Office through the Samsat Rame Application Innovation (Samsat Ramah Merakyat) so that it is able to answer several public service problems. Data analysis techniques are data collection, data reduction, data presentation, and conclusion / verification. Data collection techniques through interviews, observation, documentation and literature study. The results of this study indicate that the Peoples Friendly Samsat application (Samsat Rame) is not efficient because service inputs are still burdensome for service users. Not yet effective because it failed to achieve the goals desired by the organizers. As well as the poor quality of results due to supporting factors that seem to make the Samsat Rame application done because it is urgent without thinking about the long term. While the inhibiting factor has more influence on the discontinuation of the Samsat Rame innovation. One of the suggestions that can be put forward is to increase socialization and promotion to the people of Gresik Regency. Almost every day, in various mass media, especially in newspapers, it is found that there are so many complaints and unsatisfactory opinions from the community, as the customer, towards the current implementation of public service. These complaints and unsatisfactory opinions can describe how bad the quality of the current public service is, which is benefited by the community. It may be the right time for the community to be treated as citizens, who will have rights and give priority to their rights for being served afterwards. They are not anymore being considered as clients who previously have no any choice in choosing and in determining what kind of service that they really want to. There are so many results from research, seminar and writings that are conducted by experts in which their works talk about the implementation of a good and qualified public service. Currently, however, the qualified public service has not yet implemented as should have been. The implementation of public service still acts as however it please to be and only emphasize on its own interest without considering the consumer’s importance as the party that should really be served as well as possible. For this reason, a research, which is done in Service Integrated Unit of the Jember Regency, tries to find out any factors affecting quality of the public services. The main core of the public service implementation is the quality of norm of the service executor. The matter that should be realized is that the executor is the person who should serve for the community, and the community is the one who should be served as well as possible.Keywords: Implementation of public service, legislatif
