Funds of district development sourced from district of earning and budgeting (APBD) constrained when source of revenue rely on district revenue (PAD) as like as taxes. An act penetration innovatory solution is needed to solve the budget deficit problem such as the potency of Sharia bonds (Sukuk). This article discusses what kinds of potency that become strengths and weaknesses then how opportunities and challenges are faced by Banten Province in an effort to take advantage of sukuk as the source of development budgeting in Banten. Furthermore, what strategis are effective to apply in an attempt to make sukuk as the source of development budgeting in Banten. An analysis of classical SWOT (SWOT Analysis-K) used to solve the problem above. First step of SWOT-K analysis is identifying the internal and external factors faced by the Banten province to take advantage of sukuk as a source of development budgeting in Banten. Second is making combination of internal and external factors. Final step is formulating appropriate strategies to be sukuk as an alternative of development funding in Banten. Result of SWOT-K anafysis in Banten Province has the power of aspects of economic resources as basic capital to make use of sukuk for regional development budgeting. Whereas there are two weakness become obstacles, there are human resources and government management. Besides, the market opportunity to make use of sukuk is widely open because Banten Province is one of the provinces that have a positive economic growth. Opportunities become greater with decentralization right in district financial management, but faced challenges are none of juridis basis for the implementation of district sukuk. The existence of UU SBSN does not yet give potency for district to take advantage of sukuk as APBD because the utilization of new sukuk is allowed for APBN. Priority strategic is improving the quality of human resources in field of Sharia finance by increasing professionalism and accountability in management. Improvement of the quality of human resources is accompanied by efforts to encourage the central government and the legislature to revise the constitution of governing district finances in order that accommpodate the source of society loans as instrument of district Sharia bonds (sukuk). The title of this study is the Strategy of Increasing Consumer Food Loyalty in CurupCity, Rejang Lebong Regency (Case Study in "Henvian" Typical Food Industry). Thisresearch is based on the importance of strategies in increasing business and consumerloyalty to products sold.Strategies to increase business and consumer loyalty can bedone with a SWOT analysis. Place of this research is the "Henvian" shop that sellstypical Rejang lebong food. The method used in this study is descriptive qualitative.Informants in this study were people who were considered to know for certain about theHENVIAN Specialty Food Store in Curup City, Rejang Lebong Regency. The dataanalysis technique used in this study is a SWOT analysis to determine the strengths,weaknesses, opportunities and threats in a typical Rejang Lebong food business.By using SWOT analysis techniques that consist of strengths (weakness), weaknesses(weakness), opportunities (opportnity) and threats (threath). The results of this studycan be concluded that the internal factors that are the strength of the marketing strategyare the quality of the product that is good at a price affordable to the public andtourists, service that is friendly and responsive to consumer needs, as well astechnological advancements that facilitate the promotion of business. Internal factorsthat are a weakness are often lack of stock, there are some products that do not meet thestandard packaging, the product shelf life is short, employees do not use uniforms.External factors that become opportunities are a fairly high economic community,abundant raw materials while external factors that are a threat are the manycompetitors, an unstable economy, the price of basic needs increases. Based on theresults of the SWOT analysis of internal and external factors, the strategy used is toimprove product quality by improving the appearance of packaging and quality ofcontent and quality of service by providing uniforms to employees and providingstandards of service to consumers. .Keywords: Strategy, Consumer Loyalty, SWOT

UKM sector is a economic “rescuer” sector during Indonesia crisis and creates public and government new awareness  of its important of UKM as well as informal sector. UKM faces some problems including: (1) education, motivation and technology problems, (2) production problems, (3) marketing problem, (4) financial problem, (4) less conducive business environment. UKM business development needs SWOT analysis to diagnose internal and external factors. It is needed to identify product characteristic, market, technology, capital and human resources necessity and managerial aspect.

One of the efforts to develop village economic in West Sumbawa Regency is to establish and develop Village Owned Enterprise (Bumdes) based on agriculture. The purpose of this research is to find out internal and external factors of Bumdes based on agriculture; and formulating strategies for developing Bumdes based on agriculture in West Sumbawa Regency. This research was conducted in West Sumbawa Regency. 40 respondents were selected by purposive sampling. This research method is survey method. The instrument validity test was carried out with the Pearson Product Moment correlation technique, and for the reliability test with the Cronbach Alpha formula. Data collected were analysed using SWOT analysis. The results show that internal factors in the form of the main strength of Bumdes based on agriculture is the business managed by Bumdes serving the basic needs of community, while the main weakness is the capacity of managers managing Bumdes still lacking, and the absence of marketing networks. For external factors, the main opportunities of Bumdes based on agriculture are the support of local and central government regulations, the area and potential of agriculture can be developed optimally as well as the development and expansion of agricultural businesse, while the main threats of Bumdes are the lack of community participation in Bumdes activities. Results of  SWOT analysis, the strategy Bumdes based on agriculture in West Sumbawa Regency can be done using the W-O (Weakness-opportunity) strategy, which is a strategy that minimizes the weaknesses that are owned to seize opportunities. The objective of the study is: Analyzing a good strategy in the development of the Fisheries Resources in West Southeast Maluku District, so as to provide a decent income for communities and regions. This research is done by using the method of SWOT Analysis (Strengths, Weaknesses, Opportunities, Threats) by looking at internal and external factors that exist. The research results indicate that internal factors, which become the strengths in the management of the fishery sector are the potential of Natural Resources, the availability of a reliable workforce, the potential of the sea in West Southeast Maluku District, improving the management of natural resources in the field of fisheries, and policies of the Government of the district in managing fishery sector. While the weakness of the internal factors are quality of human resources that are still relatively low, lack of education for the workers, the availability of infrastructure, lack of good understanding in technology, and lack of support from formal and informal institutions. External factors which become opportunity are regional autonomy, national policy for marine, support from the central government, and market potential. While the threats of external factors are the condition of the natural, social and cultural, illegal fishing, the limited supply of energy, and the price of the product which is not stable. In short, to improve the good management of the fishery sector in West Southeast Maluku District, then through a SWOT analysis, all elements of society in the district, especially the local government should optimize its strengths and opportunities that exist, as well as seeking alternative policies to reduce its weaknesses and threats which exist.

The research objective is to want to know what strategies are used for marketing rice in the agro-industry in Bojonegoro district. The hypothesis of this research is that it is assumed that rice marketing must have a marketing strategy for planning, pricing, and distributing. This research method using purposive sampling method. The research population taken as respondents is the agro-industry which sells rice throughout the year. In accordance with the criteria, the population is less than 100 people, so the sample is taken at 10% - 15%. Based on these opinions, the samples of this study were 5 rice agro-industries. The analysis used in this research is the SWOT analysis, which is a qualitative analysis carried out by examining internal and external factors. The conclusion from the calculation results of the SWOT analysis. Internal factors that affect the rice agro-industry business are utilizing the quality of the product with a good taste image and strategic location and adding packaging variants to develop rice marketing. External factors affecting agro-industry business are replacing manual technology with efficient technology to improve the quality of rice production. A good alternative strategy that can be done for the development of rice marketing in the rice agro-industry is the strength of opportunity strategy (Aggressive), which takes advantage of existing strengths to take advantage of opportunities. The number of tourists visiting Semarang City is increasing significantly year by year. However, this increase is not accompanied by an improvement in the quantity and the quality of tourist destinations in Semarang. Banjir Kanal Barat area is one of the potential tourist destinations in Semarang, but so far the existing facilities in this area are very limited. In addition, there is no any tourism activities which can be done even. Moreover, this area tends to be very unattractive. This study aims to analyze the development strategy of Banjir Kanal Barat (BKB/western canal) as an interesting tourism destination by analyzing internal and external factors. The data were analyzed descriptively qualitative to determine BKB's development strategy through SWOT analysis (Strengths, Weaknesses, Opportunities, and Threats). The results of this study formulated 10 (ten) alternative strategies for the development of Banjir Kanal Barat as a tourism destination area. The three best alternative choices are: (1) creating tourist facilities which can be enjoyed by the community, (2) developing special water attractions, (3) inviting investors and cooperating with various parties.

The purpose of this study was to determine the internal (strengths and weaknesses) and external (opportunities and threats) factors in Mandiri Mushroom’s business and to determine the right strategy for marketing oyster mushrooms in Mandiri Mushroom business. The analysis method used is the SWOT analysis. The result showed that internal and external factors based on weighting and rating obtained scores for the main strength factor in this Mandiri Mushrooms business werw the good quality of oyster mushrooms and the weakness namely the lack of venture capital. Meanwhile, the most supportive opportunity factor for marketing in this business is that it can compete with other oyster mushroom businesses and the threat factor that will be faced is the presence of pests that cause oyster mushrooms to not develop properly. The strategy that should be applied to this Mandiri Mushroom business based on the SWOT matrix is the Strengths-Opportunities (S-O) strategy, which is to try to use its main strengths to maintain the quality of oyster mushrooms so that they get the main opportunity, which is to compete with other oyster mushrooms businesses.

<p><em><em>This study aims to analyze internal and external factors and formulate strategies in improving the quality of higher education institutions in LLDIKTI Region I, North Sumatra. This research uses descriptive quantitative research methods. The analysis method used is a SWOT analysis using an analysis of internal factors and external factors. Strategies that can be carried out by LLDIKTI Region I North Sumatra are improvement and development of data-based information systems in coaching the quality of private universities, internal strengthening of LLDIKTI Region I North Sumatra in terms of more competent human resources, implementing and developing data-based decision support systems that can map quality PTS, guidance in implementing SPMI, provides training to increase the number of qualified auditors.</em></em></p>

Abstract This study attempts to analyze the quality of local government financial information through internal and external factors. This type of research is a causative research using primary data collected through a questionnaire using a likert scale of 1-5. The location of this research is in Buleleng Regency, Bali Province. The sample of this study consisted of the head of the finance department and the accounting staff at each Regional Work Units, amounting to 45 people. The analytical method used in this research is multiple linear regression. The results showed that the competency and working experience (as internal factors), implementation of accounting information system, the role of internal audit (as external factors) had a positive and significant effect on the quality of local government financial reports However, in the future it is hoped that it can be improved through improvements and guidance in several aspects such as increasing the capacity of government officials regarding a more adequate regional financial accounting information system through improving facilities and infrastructure to support regional financial management to achieve good, transparent and accountable governance.

Tourism shows a significant contribution to foreign exchange and regional income in Indonesia. Defined as a priority and leading sector in the RPJMD, tourism development in the Regencies and the Province of Gorontalo must measure the results, benefits and impacts for all stakeholders. Contribution to regional income (PAD) and the composition of internal and external factors in each of the leading destinations is needed for the purpose of determining the strategy and policy of sustainable tourism development. The study concluded that tourism sector was relatively small in its contribution to each PAD total by Regencies in Gorontalo Province. The low of PADsp is relevant to the low occupancy rate (TPK) of the hotel and the length of stay (LoS). The lack of retribution income from recreation and sports spot is relevant to the lack of activities to support the attractiveness such as art and cultural attractions and local products that can be souvenirs for tourists. Infrastructure facilities at leading tourism objects are relatively incomplete or do not meet tourism standards. The low of PAD, TPK LoS can also explain that the increase in tourists to Gorontalo is only a transit to the other tourist objects outside of Gorontalo Province.Keywords: Tourism, Leading Sector, Gorontalo, Income, Swot Analysis
