Subject. This article discusses the role of social infrastructure in the national economy and analyzes the relationship between the notions of Infrastructure, Service Industry and Non-Productive Sphere. Objectives. The article aims to outline a methodology for development of the social infrastructure of Russia's regions. Methods. For the study, we used the methods of statistical and comparative analyses. The Republic of Crimea and Rostov Oblast's social infrastructure development was considered as a case study. Results. The article finds that the level of social infrastructure is determined by a number of internal and external factors. By analyzing and assessing such factors, it is possible to develop promising areas for the social sphere advancement. Conclusions. Assessment and analysis of internal factors largely determined by the region's characteristics, as well as a comprehensive consideration of the impact of external factors will help ensure the competitiveness of the region's economy.

This article focuses on direct and indirect factors affecting the development and functioning of the social sphere in rural settlements. The high role and importance of the actions of local governments in meeting the social needs of the population is noted. The author considers the criteria related to the organization of social facilities in municipalities. Analysis of the performance of the population in the municipal areas. The comparison of population size and density in different regions of the Russian Federation is carried out. Changes in the socio-economic situation of the population due to the impact of various factors are evaluated. The statistics of change of number of rural settlements of the Volgograd region are resulted.

The evolution of digital media in adolescents has changed the patterns and motives of use and the impact on their communication choices in their social and family networks. The objectives of this study are to understand how peers communicate adopting a social network (SN) or by voice and their social desirability. After the informant consent signature, the adolescents completed a series of self-report questionnaires on the use of SN, on communication preferences, and on social desirability through online. Most of the adolescents belonged to the 17-19 age group (83.6%) and were female (68.9%). Adolescents spent more than 3 hours/day on Whatsapp and more than 2 hours/day on Instagram, while the use of Facebook was on average only 35 minutes/day. Females used digital media for longer than males. Adolescents aged 17-19 years choose more Facebook and voice modes compared to adolescents aged 14 and 16 years. The alternative modes of Whatsapp and voice were chosen more than the social networks in their communication strategies, especially for negative topics. Motives for use were, in addition to boredom, related to maintaining one's social sphere with peers. Some educative considerations were made based on these results.

The notion of privacy represents a central criterion for both indoor and outdoor social spaces in most traditional Arab settlements. This paper investigates privacy and everyday life as determinants of the physical properties and patterns of the built and urban fabric and will study their impact on traditional settlements and architecture of the home in the contemporary Iraqi city. It illustrates the relationship between socio-cultural aspects of public and private realms using the notion of the social sphere as an investigative tool of the concept of social space in Iraqi houses and local communities (Mahalla). This paper reports that in spite of the impact of other factors in articulating built forms, privacy embodies the primary role under the effects of Islamic rules, principles and culture. The crucial problem is the underestimation of traditional inherited values through opening social spaces to the outside that giving unlimited accesses to the indoor social environment creating many problems with regard to privacy and communal social integration.

The purpose of the study is to examine the role of social programs in the structure of expenditures of the consolidated budgets of the Russian Federation and the Volgograd region, to identify the main directions for improving the content of targeted programs aimed at implementing specific measures in the field of social policy.Materials and methods: the methodology includes structural and statistical analysis, methods of economic forecasting and modeling. The analysis uses official statistical data, as well as re-ports on the performance of the consolidated budgets of the Russian Federation and the Volgograd region in the period 2014-2018. The paper contains an analysis of both scientific periodicals and non-periodical publications devoted to the topic of this study.Results: the paper discusses the features of spending budget funds for the implementation of social programs at both the federal and regional levels, reflects the model of the impact of the volume of budget financing of the social sphere on the state of the regional economy. In the course of the work, recommendations were developed to improve the mechanism for allocating financial resources, including elements of public-private partnership, as well as to stimulate the development of socially-oriented non-profit organizations that can become effective intermediaries between government agencies and the population in the implementation of social policy measures. The study revealed an upward trend in the volume of budget funds allocated for the implementation of activities within the framework of social environment development programs. At the same time, it was noted that this growth is partially offset by the dynamics of inflation, which indicates the need to optimize expenditure items taking into account data on changes in the consumer price index and the level of real incomes of citizens.Conclusion: centralizing the management of socio-economic development processes seems to be the most rational course of action in an unstable economic system. Improving the quality of life of the population of the regions occurs in the conditions of transformation of economic systems, during which the regional economy joins allRussian course. In the course of the work, the need to improve the effectiveness of the implemented social policy was justified, which becomes especially necessary in the conditions of increasing rates of population outflow from the Volgograd region. The developed social sphere of the region makes it possible to form effective civil society institutions, in which the population independently participates in the process of improving the social environment. To ensure control over timely and complete budget execution, state audit methods can be used (we are talking about regional and municipal control and accounting bodies), including strategic audit, which allows proactive control of the effectiveness of upcoming events. The results of this study can be used to track the dynamics of budget spending in the implementation of socially-oriented programs, as well as to determine the most promising areas of budget financing of the social environment.

This work's relevance is due to the need to improve the use of tools to stimulate the development of enterprises and the development of effective measures of government influence on the market economy. The article discusses the institutional environment's main characteristics in which enterprises of the real sector of the economy operate.Arguments showing the need for state support and development of small business, from the point of view of a key factor in the development of both the national economy and the factor of stabilization of the social sphere, are presented. The characteristic is given, and the main nuances of the impact and transformation of the institutional environment with the help of available tools are considered to achieve the effect of stable and long-term development of small and medium-sized enterprises.The article attempts to highlight the existing problems and the complex nature of the impact of instruments on enterprises' institutional environment.

The formation of the health of adolescent children is carried out under the influence of many risk factors, including non-medical determinants: lifestyle, socio-economic, household factors and living conditions. Conducting epidemiological studies to identify the leading risk factors for the lifestyle and quality of life of adolescents is currently consistent with the basic directions of development of preventive medicine. Aim. Analysis of literature data, leading factors, the impact of social determinants on the health and well-being of children and adolescents. Material and methods. The choice of publications was made according to keywords that reflected between the indicators of the health of children and adolescents and the factors that influence them. Assessment of the influence of social determinants on the health of children and adolescents made it possible to prepare comprehensive measures to improve the health and health of children and adolescents. Conclusions. In the literature review, the social conditions studied have a decisive influence on the formation of the lifestyle, health and well-being of children and adolescents. The article raises the issue of social risks of the COVID-19 pandemic in three problem areas: health, education, support for the most vulnerable population groups, analyzes the impact of the pandemic on the interaction of government and society. In this case, social risk is seen as a danger that arises within the social sphere of society, which has negative social consequences and affects the lives of individuals, social groups and society as a whole. The current situation has shown that the medical and science systems of Ukraine are not ready for a large-scale pandemic. The author notes that after the end of the pandemic, a serious analysis of the problems that have arisen in the field of health care and the development of strategic measures to support the national health care system, medical institutions and health workers will be needed. The article analyzes the impact of the pandemic on the usual lifestyles of pupils / students, their families and teachers, which led to far-reaching economic and social consequences, emphasized on a number of socio-economic issues, including: - equal access to education (not all families can provide the same means for distance learning and have access to quality Internet). Pandemic allowed focusing on those people who especially need help: the elderly people, people with disabilities, members of large families and others. A large number of problems in the social sphere, which arose or deepened during the quarantine and did not receive a proper response from the state, are largely related to systemic problems. The article raises emphasizes on the fact that the attention of the state needs to be focused on structural problems. The state has to respond to the challenges in a timely manner, develop integrated approaches and solutions that will work in the long term perspective.

The Article is devoted to the impact of the crisis in relations between the two countries on the interaction between their border areas, the economy and the social sphere of the Russian border. The author briefly analyzes the prerequisites that led to an acute political conflict between the two States and gives an overview of the historical and ethno-cultural features of the development of the border regions of Russia and Ukraine. Then the specifics of the neighborhood and socio-economic gradients between the neighboring territories of the two countries are considered.
