Introduction. The problems of formation and development of the professional personality of a higher school teacher do not lose their relevance during the entire period of modernization of the education system. Complex social and pedagogical changes in the structure and content of the educational process in a modern university, a variety of ever-increasing requirements for the results of training future specialists, the introduction of new teaching tools – all this makes the university teacher aware of the need to improve their pedagogical qualifications, increment and enrich professional pedagogical experience and culture. The task of forming a professional pedagogical personality of a university teacher who is aware of the internal logic and regularities of the pedagogical process as the basis of their professional success is becoming more and more obvious. The purpose of the research is to develop and scientifically substantiate a program of professional development and professionala and pedagogical retraining of a teacher of a professional school, which includes a concept, model and project of activities aimed at the formation and development of his pedagogical personality in all the richness of its structures – professional worldview, professional experience and culture, professional motivation, interests, needs and attitudes. Methodology and research methods. The methodological basis of our research is personality-oriented, system-activity approaches, ideas and principles of humanization of the educational process, its practical orientation. The methodological principles of the research determined the choice of research methods: we used general scientific (general logical, theoretical and empirical) methods, survey methods, included observation, as well as data from open sources and databases Results. The main result of the research is the concept and model of professional and pedagogical retraining/advanced training of a teacher of a professional school, which provides a university specialist and an employee of the training center of an industrial enterprise who does not have a basic pedagogical education, a reliable basis for correct pedagogical decisions and socio-professional stability in a dynamically developing educational situation. Scientific novelty of the research is determined by the introduction of the concept "teacher identity" as a socio-professional and professional and personal characteristics of the teacher, systematize modern ideas about the role of the teacher in the implementation of educational tasks, clarifying opportunities, the process of retraining and improvement of professional pedagogical training of University teachers in the formation and development of professional skills as a teacher and educator. Practical significance. Theoretical and practical results of the study can be used in the selection of content and additional professional education, in the preparation of teaching materials for the optimization of the educational process at school, College and University, as well as to develop a system of assessment requirements to the quality of teaching.

Distance education is essentially the basis for the development of educational institutions that provide innovative services, which cannot be obtained elsewhere. It is believed that distance education is a substitute for the traditional as part of simplifying and cheapening the learning process. At the same time, the leading global trends suggest the need for the development of elements of self-education and the expansion of the geographical nature of educational offers. The relevance of the study is that it is necessary to distinguish between the use of distance education methods in the traditional sphere and the sphere of training professionals. The paper presents the concept of the need to integrate elements of distance education in the process of preparing university teachers. The authors believe that teachers in drawing up courses and applying learning technologies use the same techniques as in distance learning. Therefore, the use of distance learning technologies can be shown as the basis for the development of advanced training programs and additional professional education. The authors proposed a study on the need and sufficiency of the use of distance education technologies and the possibilities for their integration into the process of postgraduate education. The practical significance of the work is determined by the fact that the possibilities of self-development of teachers are fully disclosed, not only as subjects of the educational process but also as subjects of training.

Introduction. The article presents a philosophical and methodological substantiation of personal experience as a subject of development in the educational process and personal culture as the goal of developmental education. Such a justification is the content of philosophy of developmental education in that part, which can be attributed to philosophical anthropology, to the philosophy of culture and social philosophy. This content is made up of knowledge about the laws governing the development of a personal experience and the formation of the main types of personal culture. It allows us to determine the invariant structure of educational goals, which can be correlated with the requirements for educational outcomes described through competences. On the basis of the invariant system of developmental education goals, variable ways of achieving these goals, both for general and for vocational education, can be determined, reflecting the particular and individual levels of human existence.The aim of the present article is to philosophically substantiate the understanding of personal culture as the goal of education, focused on the development of a person as a whole, on the development of the personality.Methodology and research methods. The methodological basis of the study is the dialectical approach: the dialectic of the essence and existence of a person, the principle of unity of diversity, the relationship of general, particular and individual. Research methods were determined in accordance with philosophical and psychological knowledge about a person, obtained on the basis of applying systematic, subject-active and cultural-historical approach.Results. The result of the study was the conclusion that the laws of acquisition, reproduction and development of a personal experience are the objective basis for determining the system of goals of developmental education, its content and the complex of ways to organise it. Personal experience is the subject of development in the process of education. The qualitative state of experience, which characterises the completion of the stages of the social and cultural development of a person, is defined by the authors as personal culture. It acts as a complete product of the educational process, and therefore the overall goal of education. Knowledge of the laws of existence and development of the basic elements of personal social and cultural experience becomes the rationale for determining the goals, content and methods of organising education and training in a holistic educational process.Scientific novelty. The scientific novelty of the study lies in the fact that for the first time in the philosophy of education, the authors consider the formation of personal culture in conjunction with the development by individuals of groups of cultural means corresponding to the main stages of human cultural development.Practical significance. The developed approach allows for the determination of the invariant structure of pedagogical technologies of continuing developmental education, as well as this approach involves the creation of a variable component of technology, ensuring the unity and originality of the levels of human existence in the educational process.

The purpose of the study is to assess the socio-historical potential for the formation of the regional recreational complex of the Middle Pridniprovia, identifying the main recreational resources of social origin within the Middle Pridniprovia as the main base for the formation of the regional recreational complex. Methodology. To solve the main problems of the research, analytical, comparative, historical and cartographic research methods were used. Results. In the article features of the socio-historical potential of the Middle Pridniprovia are considered as an important factor in the formation of a regional recreational complex. The overall assessment of socio-historical recreational resources of the region is carried out. Proposals on the main directions of using the existing socio-historical potential and improving the efficiency of its use are developed. Scientific novelty. The purpose of the study is to assess the socio-historical potential for the formation of the regional recreational complex of the Middle Pridniprovia, identifying the main recreational resources of social origin within the Middle Pridniprovia as the main base for the formation of the regional recreational complex. The spatial and territorial characteristics of the placement and general stocks of the main recreational resources of social origin within the Middle Pridniprovia are analyzed. The main characteristics, location and properties of the most promising socio-historical recreational resources, as well as the directions of their use for the organization of recreational activities are considered. The number and structure of historical and cultural monuments of the region are determined according to their value at the state and local level. Practical significance. This research serves as the basis for the study of recreational potential as well as for further substantiation of the creation of a regional recreational complex. In addition, the results of the study can be used in the educational process while training specialists in recreation and tourism.

Introduction. The dual system of VET, widely practiced and popular in Germany, serves as a model for the European Union. The effectiveness of such training, successfully combining the development of theoretical knowledge with the practical activities of students, has been tested by life and time. The indisputable advantages of this system include its ability to respond quickly to the challenges of globalisation and transformation in the world of professions. In this regard, it is very important to address the socio-cultural and historical backgrounds of the dual system formation and to find out the reasons for its successful contemporary functioning.The aim of the present publication was to comprehend the implementation experience of theGermany’s dual system based on the opinions analysis of experts and participants of the dual education system and the feedback from the direct participants of the educational process about this method of acquiring a profession and building a career path.Methodology and research methods. The leading research methods were questionnaire survey, comparative analysis and content analysis of empirical materials. Processing and generalisation of the detailed answers of respondents were based on the inductive method.Results. Historical, mental, socio-economic prerequisites for the appearance and formation of the Germany’s dual education system were identified and described. The methodology and methodological tools for the comparative analysis of attitudes of educational process members (students, practitioners, experts) and their points of view concerning degree of rationality, expediency and efficiency of support and development of dual forms of vocational education. The obtained data and synthesis of evaluative judgments of informants allow us to present an objective picture of the considered option for providing the country’s economy with the necessary labour resources.Practical significance. The materials of the article, confirming the prospects of the introduction and dissemination of the experience accumulated inGermany on the reproduction of skilled workers of enterprises, can be useful for understanding the directions of VET in other countries. Moreover, the research materials can be practically applied for the selection and creation of effective, similar to the German, mechanisms of rapid response to globalisation changes in the manufacturing sector.

Purpose of the study. The aim of the study is to analyze the optimal conditions for the use of electronic educational environment and competence-activity approach in the educational process of the university for the training of bachelors in the direction of “business informatics”.The urgency of the problems outlined in this article is determined by the need to develop human resources in the field of information technology and improve the quality of training in this area.The object of the research is the training of full-time students of educational institutions of higher professional education, carried out in the conditions of education informatization.Materials and research methods. The article analyzes the possibility of effective use of electronic educational resources in the educational process in terms of informatization of higher education, as well as the impact of the use of the competence-activity approach and interdisciplinary connections on the development of students’ professional competencies.Results. Taking into account the analysis carried out on the use of electronic educational environment at NUST “MISiS”, it is shown that it is promising to be shared with the competence-activity approach in order to bring the training of IT specialists in line with modern requirements at the shortage of time resources.Conclusion. In the transition to a digital economy in our country, it is necessary to form the approaches to the training of IT industry specialists. The use of the electronic educational environment “LMS Canvas” at the NUST “MISiS” and the competence-activity approach, which implies not the message, but the formation of students’ knowledge in the process of implementing the project development, has proved its effectiveness in preparing bachelors in the direction of “business informatics”. This approach made it possible, through effective use of interdisciplinary connections in the e-learning environment, to involve students in the process of active learning, to improve the process of key competencies forming, to improve substantially the quality of diploma works and their practical significance, as well as to increase the level of compliance with global trends in the field of higher education informatization.

The article considers innovative processes taking place in modern socio-economic conditions in the system of higher and secondary professional education in the Russian Federation. The study points out negative factors that prevent the formation of innovative processes in the economy. They identify innovative ways of development in the system of higher and secondary professional schools and essential differences in the definition of significant trends of development. The study has defined a socially-oriented model as the most progressive model of innovative development of higher education institutions. It is the social-oriented model that allows us integrating scientific-research and professional-oriented assets creating an innovative environment in higher education. Other processes are typical for secondary vocational education, the main purpose of which is defined as providing the middle level of the Russian economy with highly skilled workers and specialists. The study has revealed that there are approach processes of the secondary vocational education system with production. Business structures are taking more active part in the organization of the educational process every year. The article studies the main trends in the development of vocational education in the Second Polish republic. The reasons that prompted the Polish government not to ignore this sphere and simultaneously start its reforming are considered. The peculiarities of the regulatory framework and regulatory acts on professional and technical education in the 1920s and 1930s were revealed. The structure, peculiarities of the functioning of specialized educational institutions, as well as the educational process, the main motives of teaching and the training of the teaching staff, are analyzed, respectively. The main content of the policy of the Polish government in Volyn of the interwar period regarding the vocational training is highlighted. The role of the educational reform of 1932 in the creation of an integrated system of vocational and technical education in the then Polish country was revealed. The place of the professional school in the educational system of the Second Polish republic has been clarified. The regional peculiarities and significance of professional education of cultural and educational development of local population are revealed. Areas of vocational education are highlighted and an attempt is made to study the direction of the content of the educational process in educational institutions of this type in the territory of the Volyn province.

The article deals with the causes, methods and functions of using E-learning in the process of training students English, as well as changing teacher’s and learner’s roles in the educational process. The introduction of information and communication technologies in educational and research processes is a compulsory requirement to implement the concept of modernization in Russian education. Recently, interest in English as a means of international communication has increased significantly, it has already been recognized as the language of professional communication in various fields of activity. The relevance of this work is undoubted. Modern higher school teachers are constantly looking for more effective approaches in training English and in the process of creating an electronic educational environment that would allow students access to various sources of information and help satisfy the interests of the modern student. The goal of the research is to increase the efficiency of training English in the system of higher professional education through the development and use of educational software products that apply modern information technology. Methods to achieve this goal include the method of using computer technology, methods of network planning and project management. The research showed that the organization of the information-instrumental educational environment uses a student centered approach, the development of an electronic educational and methodological complex (EEMC) is a search for an algorithm, most adapted to the student's cognitive needs, and EEMC in English creates the best conditions for the principle of interactivity. The practical significance of the study is determined by the fact that its materials related to the method of creating multimedia tasks and virtual environments can be used in the practical work of universities, as well as in the system of further training for specialists.

The subject of research is the role of professional education in ensuring changes of the value orientations of Ukrainian Information Age Society. The aim of this study is to identify the value orientations of modern Ukrainian society and the role of education in the values formation system. The research targets: to consider the problem of changes of generally significant values under the influence of Ukraine’s transformational processes up-to-date; to investigate the value of work through the mechanism of entrusting Ukrainian society with new types of employment; to focus attention on the role of professional education in the formation of a new elites generation with their universal human values, harmonized with the traditional and development strategy of the Ukrainian state. Research Methods. In the process of the study, the following research methods were used: logical generalization, comparison, analogies and the method of synthesis. The methodological basis of research was the Ukrainian and foreign scientists’ works, analytical materials of leading research organizations. Results. The concept of «value» is considered as a set of the most important qualities of the internal structure of personality which is manifested through the conscious activity of people, as they are especially important for her. The causes and consequences of value changes are analyzed and the focus is placed on the creative industries as a form of prevalent manifestation of value orientations of modern society. The author of the article proposes to focus on a more detailed study of the continuity of value of the worker and education in the information age, where the main vector is human-centrism. The practical significance. The results of this study can be used in the educational field to improve educational activities aimed at forming values of human-centric orientation. Conclusions. The results of the study suggest that education in the information age plays the most important role in the system of formation of human-centric values.

Introduction. Continuing professional education (CPE) is a strategic resource of cardinal transformations, which are currently taking place in education. The essence of such transformations generally consists in necessary rejection of a subject-information learning model and transition to designing the model of vocational self-development and self-determination.The aim of this research was to reveal the essence of teachers’ professional development as the process of positional self-determination and formation of managerial position. The hypothesis of the study consists in the assumption that the technology of self-determined learning is the institutional form of mastering and implementing the practice of CPE for teachers as a practice of human potential development in the professional and anthropological self-determination of an adult learner.Methodology and research methods. The methodological basis of the study was the comparative educational strategy of CPE, which is embodied in the model of self-determined adult education, focused on the formation of the human ability to manage their own development in an unstable world through the development of new types of cultural thinking and behaviour. The methods of research of teachers’ management position included the system of the following initiatives: interviews, results of group reflections, content-analysis, methods of included observation using video recording of training sessions and educational products.Results and scientific novelty. The complex of diagnostic technologies allowed the authors to establish management positions of teachers (implementer, leader or strategist) and their ability to design the paths of own development and to organise the system of managerial challenges. As the most adequate technological scheme of self-determined learning, the authors tested the mechanism of projectresource management, which regulates the learner’s movement in the educational space from actions carried out in a particular situation in accordance with the circumstances to an activity determined by a local goal, then to the reflection of own activity elevating to the status of a new norm, and, finally, to the reflection of changes in their own position. It was established that the developmental trajectory of human potential in professiogenesis starts from mastering the subject and means of activity (implementer) and passes through building up funds in transforming a special subject of activity (leader) towards designing new standards of means and subject of activity (strategist).The authors introduce the concept of “anthropological self-determination of an adult in the educational process” as the process and the result of formation of own managerial position and development of a new identity in changing life circumstances.Practical significance of the present research is determined by the possibility of designing educational programmes, which ensure co-organisation of adult students in a single event-activity space based on the mechanisms of project-resource management through the system of managerial challenges.
