The transition of the Russian economy from plan to market is considered at a qualitative level. The analysis of economic dynamics in the transformation paradigm is conducted. The main stages of the transition process are discussed. Bonuses and costs due to the transition to market economy are considered. The reasons for the outstripping growth of well-being as compared to the growth of output are discussed. The signs of exhaustion of the potential of factors ensuring an abnormally high rate of recovery and accompanying welfare growth are discussed. The conclusion is made that the transformational recovery has been completed. The Russian economy has moved to the stage of development with relatively low growth rates of output and welfare, typical for stable (nontransition) economies.

The purpose of this work is to study the development of the national economy in recent years taking into account the environmental component. It is proved that providing conditions for long-term economic growth is the primary task of macroeconomy of any country. Unstable development of the national economy in recent decades accompanied by prolonged crises, as well as a slow path of reforming all spheres of life on the way to building a democratic society with a developed market economy cause constant attention of domestic scientists to this direction. Methodology. The results of environmental protection measures are classified, based on the practical use of modern economic and mathematical methods and models. Results. It is proved that when using these methods, the results of law enforcement measures can be divided into the following groups: in the conditions of positive rates of economic development, the volumes of atmospheric emissions of pollutants and carbon dioxide had a negative dynamics. This scenario of environmental and economic efficiency is the most desirable; positive growth rates of fresh water use are inferior to GDP growth rates, the rates of waste generation and water abstraction exceed the dynamics of GDP growth. This scenario is the least acceptable, as not only environmental damage is increasing in absolute terms, but environmental performance is also deteriorating. Practical implications. The period of 2015–2018 was chosen for research as it was characterized by the resumption of gradual economic growth in most sectors of the economy after the deep crisis of 2014. The available data of the State Statistics Service of Ukraine for 2019 has not currently contained complete information on volumes anthropogenic impact. The leaders of regional development in terms of GRP growth in 2015–2018 were Volyn (+ 5.72%), Kyiv (+ 5.66%) and Zhytomyr (+ 5.00%) regions. In contrast, the most depressed regions with negative economic growth rates were Donetsk (-1.86%), Luhansk (-0.84%) and Poltava (-0.51%) regions. In the latter region, the rate of population decline exceeded the increase in labor productivity, resulting in a decrease in performance. Value/originality of the work is the analysis of trends in the national economy taking into account the environmental component, which in contrast to the existing comes from modern experience of practical use of economic and mathematical methods, which allows to develop recommendations based on quantitative estimates.

Market economy is the basis of commodity-money relations, the nature of which is determined by objective economic laws. Market relations began to take shape at the dawn of civilization and went through more than a thousand-year path of development. Historically, two types of market relations. The first was spontaneously composed of scattered and uncoordinated actions of the producer and the consumer. The second is the complete opposite of the first: the state, through the introduction of prices, taxes, interest rates, profits, rents, subsidies and other instruments, has made market relations focused. The world experience and experience of Uzbekistan indicate that the market economy is developing according to objective laws that do not depend on anyone's will, and their ignoring is fraught with serious negative consequences. At present, market relations are the main form of existence of the world economy.

Formulation of the problem. The use of an effective economic management system allows you to create favorable conditions for achieving long-term economic growth at minimal costs. The purpose of the study is to study foreign experience of economic management reform, review the course of administrative reform in the Republic of Uzbekistan and, on the basis of available data, develop recommendations for the national economy. The subject of this research is the development of the management system of the national economy in the context of the transition to full-fledged market relations. Methods of economic research - system analysis, generalization, scientific abstraction, historical and logical method, classification, etc. The hypothesis of the research is that currently the main vector of reforms in Uzbekistan is optimization and increasing the efficiency of the economic management system. The use of market and administrative instruments will improve the quality parameters of economic development, create conditions for increasing the competitiveness of the economy. Presentation of the main material. The main features of the management reform in various countries of the world are revealed, an analysis of the reform of the national economy management system is made, recommendations for the transition to a full-fledged market are substantiated. The originality and practical significance of the study is that it systematizes the main approaches to the reform of economic management, studies the features of management reform in the Republic of Uzbekistan, substantiates recommendations for increasing its efficiency in the period of overcoming the consequences of forced restrictions and for the future. The conclusions of the study are that “market mechanisms” are just one of many necessary tools to achieve the goals of the country's socio-economic development. Therefore, it is necessary to clearly “outline the boundaries” in which areas the state should introduce market relations, in which to regulate activities and in which - to produce or provide services. When developing a new system of economic management, it is necessary to include tasks for both the development of market institutions and administrative procedures. When carrying out the privatization of enterprises engaged in the extraction of minerals and their primary processing, the controlling stake must be retained by the state. The main resource of the country is the accumulated human potential, which requires special attention from the state during the reform process. The new economic management system must be ready to respond promptly to internal and external challenges
