The patriotic consciousness of the Kazakh people is the basis for the sustainable development of the state

Modern society and modern states require big changes. And in order to change the state and people in this state, first of all, changes in the consciousness of citizens of the state are necessary. Only by changing people's minds can we advocate for their conscious and quality life in society. Every citizen should have the choice of voluntary participation and choice in state and public life. And for the growth of consciousness, the spiritual prosperity of people is necessary. In this article, the author considers ideas about spirituality as a necessary essence of patriotic self-awareness. Spirituality is based on the understanding of the spiritual as the fundamental value of the individual and society. Patriotism determines the conscious activity of a person in society. It must be accessible in understanding and, moreover, accessible to sensory perception. It should arouse a person's pride, involvement in something big, involvement in a common cause. In modern Kazakhstani society there is no exact clearly expressed position on patriotic consciousness. The importance of adopting the correct essence of citizen patriotism will create the basis for the unity of the people, independence, and will contribute to the sustainable development and security of the country, will impede the development of nationalism, extremism, indifference, and irresponsibility of the population. It is concluded that only serious work on understanding spirituality as a sense of participation in universal duty is able to mobilize Kazakhstani society to overcome the crisis of patriotic self-awareness. A clearly articulated and justified ideology based on a new national idea is needed. Since it should be clearly defined what unites the members of society to find consensus in society, to develop a real mechanism for improving the social condition of the country. Patriotic consciousness, being the most important spiritual asset of a person, characterizes the highest level of its sustainable development.

In this article, the authors consider the basics of Russia’s current state-legal policy pursued in the field of social partnership, analyze basic international legal and national statutory and legal acts, which regulate social partnership in the labor field. The authors reveal the social and legal significance of social partnership between employees and employers for the benefit of the sustainable development of the society’s economy, problems related to the establishment and implementation of Russia’s state-legal policy in the modern conditions. The article puts a special emphasis on the analysis of peculiarities related to the development of laws in the constituent entities of Russia on social partnership in the field of social labor on the example of statutory acts adopted in the Stavropol region. In addition, the authors pay sufficient attention to bringing to light the principles of social partnership in the labor field and its primary forms (collective negotiations over the signing of collective contracts and agreements). The article reveals problems that Russia currently faces in pursuing the social partnership policy in the laborfield and substantiates proposals for solving them.

Events of recent years have shown the importance of the individual political leaders in choosing the ways and models of development of different societies, the ability to successful governance. The article investigates the political leadership and its role and place in the sustainable development of society, domestic and foreign theories and approaches to the study of this phenomenon are analyzed. The author discusses features, problems and trends in the study of political leadership, which is understood as the political capital of the company in most modern Western research, as a condition of its successful development; and a political leader (in terms of importance for the sustainable development of society) as a significant person of the political process, to make political decisions, exercising public political activity, function integration and consolidation of the social forces that specifies the activity of state and / or public institutions, political movements to influence policy situation. The research results suggest that the specificity of the present stage of the study of political leadership is to increase the attention of scientists to the subject of the crisis of political leadership, the needs of leaders by modern society who influence the members of society positively, develop the state effectively.


Charles Tilly (2004) explained that social movements could make constant campaigns for and by people to reach their proper needs and rights. People may forget the rights they enjoy now are fruits of social movements. The rights are not directly and willingly given to the people but the influence of social movements causes them to reach every ordinary men and women. If there is slavery in the society that one suppress the other in the name of caste, money, status, etc then we cannot claim there is sustainable development. The riches, the advancements, the merits of any systems remind everyone that there are social movements which could render selfless services towards this attainment. Kanyakumari is one among the districts of Tamilnadu, where the contribution of social movements towards the development is high that this district stands first in education. Not only in education but also in every walks of life the leaders and members of various social movements set standards and worked for it continuously. This paper analyses how far the social traits of leaders and members of today’s social movements in Kanyakumari district make impact for the sustainable development in the district. It is thus witnessed that the social life in the district is empowered by the social movements and even the ordinary fishermen, masons, farmers and gardeners could get a decent life.

The author starts with recalling, primarily in reliance on Du Contrat social the main clauses of the social contract. Then he advances arguments to show that the text of The Social Contract admits of two interpretations of Rousseau’s theory of the social contract. In the first interpretation, the state which is produced as a result of the contract is viewed as the environment in which man fulfils his moral calling; it is the state that by social actions people can discover and pursue moral values while preserving their individual freedom and sovereignty. The other interpretation implies that Rousseau had little respect for the individual person’s freedom and moral sovereignty, because both the construction of the “political machine” and its first decisive motions are dependent on the law-maker, a factor independent of the contracting parties, who is expected to take care of the unenlightened masses to transform them into a society reminiscent of those of Republican Rome or Sparta. In conclusion, the author advances the conjecture that the tensions pervading the theory of the social contract bad their source In certain deeper beliefs by which Rousseau abode also e his literary and educational work. Those beliefs included his distaste of modern civilization, his belief in the unconditional supremacy of moral values, his admiration of freedom, moral sovereignty and integrity, his belief that freedom is a most fundamental value, and his commitment to the kind of social ties which he saw embodied first in Geneva and most perfectly in Sparta.

The article deals with definition and national security of Ukraine at the present stage of formation of the state as one of the vectors of the Sustainable Development Strategy. The authors have identified and substantiated new views on the methodology of national security and ways to ensure under the Strategy of Sustainable Development of the country. On the basis of the conducted researches the conclusions concerning definition of national security of Ukraine and ways of its maintenance have been made. According to the authors’ approach, national security has been defined as a dynamic component of the strategic development of the state, the purpose of which is to ensure the security of the state, business and citizens, security of investment and private property, peace and border protection. The main structural elements of security are: institutional security, security of the regulatory subsystem, security of the functional-communicative subsystem and spiritual and ideological security. The interests or goals that need to be achieved on the path of development are considered as a constant value, and the threats are dynamic and change depending on the way of choosing to achieve interests. The basis of Ukraine's national security is the national interest, which is a set of internal and external needs of the state in ensuring the security and progressive development of the individual, society and the state. The bearer of the national interests of the state is the Ukrainian people. National interests are achieved through the execution of public administration in the security process.

The social and economic conditions of all market participants are incentives and constraining factors influencing the levels of food, social, economic and ecologic security. The purpose of the article lies in the presentation of the author’s concept of the social and economic conditions where the transformation of economic relations between agrofood market participants is happening—in particular, the livestock products market of Ukraine—and the assessment of the state of food security of the country, as well as a comparison, by the same criteria, of the conditions of agrofood market participants in Ukraine and in four European countries: Germany, France, Italy, and Poland. This research was based on the application of empirical knowledge methods: observation, comparison, description, measurement, statistic methods, etc. So far, the participant functioning conditions in the agricultural market in Ukraine are unfavorable for the sustainable development of agriculture, especially the livestock industry. The debt burden of external creditors is growing, the amount of direct investments from the countries of the world decreases, and the growth of capital investment in terms of calculation per one employee is slowing down. The food security of Ukraine is unstable. The “market” itself is not capable of remedying all the negative phenomena. Therefore, it is necessary to apply the weighted power of the state.

Environmental democracy is the political basis of the sustainable development of the environment. From the perspective of political science, the public needs to be involved both in the process of the making of environmental policies and in avoiding government failures in environmental protection. From the perspective of economics, sustainable development of the environment requires a democratic production mode and in avoiding “the tragedy of public land” the public needs to be involved. From the legal perspective, solving environmental hazard incidents involves environmental hazard litigation. From the perspective of the international political science, in order to build a society in which the individual rights of us and our responsibilities to the neighborhood, the community and the earth are deemed to be intrinsically connected, we need to democratize the decision-making process of the social policies.

The shrimp farming has undergone a great expansion in recent years, in which the State of Bahia has been playing an important role in the national context. This expansion has generated many benefits but also major concerns about its increasing environmental impacts. Considering the potential of the Environmental Licensing (EL) to induce necessary measures to achieve the sustainability requirements, this research was developed with the objective of analyzing the execution of the EL of shrimp farming in the State of Bahia and its contributions to the sustainable development. In this purpose, 15 EL's processes required in the State of Bahia were analyzed, aiming to evaluate the practices of assessment of the competent agencies and their contributions to the insertion of the objectives of sustainability in the EL of the activity. Because the available processes referred to regularization licenses, the analysis of the preventive character of the EL was impaired. The results suggest that the Technical Opinions emphasize the aspects related to the effects of the activity on the environment, which demonstrates an analysis behavior of the environmental agency based on corrective actions. The social aspects were, in general, the most neglected, in the Technical Opinions analyzed. The analysis of the required conditions in the issued also suggests a significant deficiency, reinforcing the need for important information and conditions to be required before the release of the licenses to ensure compliance. While recent legal regulations about the EL of the sector have brought some breakthroughs in addressing sustainability, their implications have not yet been sufficient to reverse the current scenario.

Today, worldview, spiritual and moral problems that have always been reflected in education and upbringing come to the fore in society. In this situation, there is a demand for philosophical categories. One of the priority goals of education in modern conditions is the formation of a reasonable, reflexive person who is able to analyze their actions and the actions of other people. Modern science is characterized by an understanding of the absolute value and significance of childhood in the development of the individual, which implies the need for its multilateral study. In the conditions of democratization of all spheres of life, the child ceases to be a passive object of education and training, and becomes an active carrier of their own meanings of being and the subject of world creation. One of the realities of childhood is philosophizing, so it is extremely timely to address the identification of its place and role in the world of childhood. Children's philosophizing is extremely poorly studied, although the need for its analysis is becoming more obvious. Children's philosophizing is one of the forms of philosophical reflection, which has its own qualitative specificity, on the one hand, and commonality with all other forms of philosophizing, on the other. The social relevance of the proposed research lies in the fact that children's philosophizing can be considered as an intellectual indicator of a child's socialization, since the process of reflection involves the adoption and development of culture. Modern society, in contrast to the traditional one, is ready to "accept" a philosophizing child, which means that it is necessary to determine the main characteristics and conditions of children's philosophizing.

Balancing the social, economic and environmental priorities for public health is at the core of the United Nations (UN) approaches to sustainable development, including the Sustainable Development Goals (SDGs). The four dimensions of sustainable diets are often presented as health, society, economics, and the environment. Although sustainable diet research has focused on health and the environment, the social and economic dimensions of sustainable diets and food systems should not be forgotten. Some research priorities and sociocultural indicators for sustainable healthy diets and food systems are outlined in this report. The present goal is to improve integration of the social dimension into research on food and nutrition security.
