The social and economic conditions of all market participants are incentives and constraining factors influencing the levels of food, social, economic and ecologic security. The purpose of the article lies in the presentation of the author’s concept of the social and economic conditions where the transformation of economic relations between agrofood market participants is happening—in particular, the livestock products market of Ukraine—and the assessment of the state of food security of the country, as well as a comparison, by the same criteria, of the conditions of agrofood market participants in Ukraine and in four European countries: Germany, France, Italy, and Poland. This research was based on the application of empirical knowledge methods: observation, comparison, description, measurement, statistic methods, etc. So far, the participant functioning conditions in the agricultural market in Ukraine are unfavorable for the sustainable development of agriculture, especially the livestock industry. The debt burden of external creditors is growing, the amount of direct investments from the countries of the world decreases, and the growth of capital investment in terms of calculation per one employee is slowing down. The food security of Ukraine is unstable. The “market” itself is not capable of remedying all the negative phenomena. Therefore, it is necessary to apply the weighted power of the state.

The formation of methodological tools for the sustainable development of regions, the formation of an integrated system of strategic planning of socio-economic development at the municipal level is among the least developed topics. On the example of a municipality, the practice of developing strategic planning documents, their compliance with the requirements of the existing regulatory framework, the mechanism for implementing the strategy and ensuring its implementation with financial resources is studied. The factors influencing the formalization of the developed strategic landmarks of the territory are established. The article substantiates the need to supplement the algorithm of strategic planning of socio-economic development of municipalities of the regions with new methods of analyzing the construction of vertical and horizontal economic relations, in order to select options for structural transformations, as well as to determine the resource potential, including labor. Establishment of indicators of goal-setting in the social sphere and its direction.

Main concepts of sustainable development are focused on: The economic problems (sustainable development relies on and considers the rational use of exhaustible natural resources, development of resource-saving technologies, focus on inexhaustible and restorable resources, ecological production, minimization and reuse of waste); The social problems (sustainable development relies on and considers the stability of social and cultural systems, environmentally friendly and legally justified use of the national wealth, protection of cultural and historical values, publicity of decisions and maximum engagement of the society in the planning and management process); The ecological problems (sustainable development relies on and considers the integrity of ecological (biological, landscape) environment, maintenance of the viability and functioning mechanisms of ecosystems, improvement of stability and self-restoration mechanisms of the natural environment, due determination of the social-economic functions of the natural landscapes, ecology-oriented territorial (landscape) planning, landscape service and management, creation of the esthetic environment). All three concepts of sustainable development, despite the diversity of the considered issues, can be considered as components of a single system. They are interconnected and mutually determinative, and consequently, sustainable development, as a problem, is quite difficult to solve and is a long civic and scientific process, with more than one scientific branch related to it considering the objectives and opportunities of sustainable development at either branch, or component level. Caucasia is one of the most important natural, ecological, geopolitical, religious, ethnic, transport, etc. crossroads of the world. The Caucasia plays one of the most important geopolitical roles in the modern world, particularly in the Near East and Western Asia. Its role is also essential in the economic relations; however, this role is diminished by the different developmental trends of the countries of the region. The problems of the sustainable development of the Caucasia can be solved only at the expense of the cooperation between the countries of the region.

Ensuring a stable improvement in the quality and standard of living of the rural population allows preserving the social and economic potential of rural areas. Effective management can ensure the implementation of social control and development of rural areas, the preservation of ecology, which ultimately contributes to the preservation of sustainable development of agricultural territories. The purpose of the study: To determine the directions and effective level of increasing the production of agricultural and livestock products aimed at preserving the sustainable development of agricultural territories. A correlation and regression analysis was carried out in the study to determine the promising directions of the northern districts of the Omsk region (Russia) to increase the effectiveness of strategic planning for the sustainable development of agricultural territories. Sustainable development of the regions, according to the authors, is impossible without increasing the level of well-being, therefore, the authors identified such areas for development as the cultivation of fodder crops, the cultivation of livestock and poultry (for slaughter), the cultivation of poultry for meat and the production of honey. The authors concluded that it is necessary to increase the production volumes of the selected promising areas for the development of agriculture by at least 5% to 13% per year, depending on the direction. There will be an increase in profit only at these values, which is one of the important factors contributing to the sustainable development of the areas allocated for research.

The article considers theoretical and methodological basis of corruption as a systemic problem. Corruption is analyzed as a complex socio-economic phenomenon, its main types are studied, the main approaches in economic theory to the interpretation of the concept of corruption are systematized, the causes of corrupt economic relations are clarified. Specific factors that determine the development of corruption and its consequences in the socio-economic system of society are studied. The study analyzes causes of corruption and shadow economic relations in Ukrainian economy, it shows that the shadow activity of market participants leads to negative socio-economic consequences for the state and society: it destructs competition, distorts the market mechanism, tax and monetary system, has a negative impact on the state of public finances. Shadow processes cause significant deformations of the social sphere. The analysis allows us to conclude that corruption-shadow relations are systemic problems of national economy development, which are not only a threat to national security, but also create a multiplicative negative impact on socio-economic system of society.

The shrimp farming has undergone a great expansion in recent years, in which the State of Bahia has been playing an important role in the national context. This expansion has generated many benefits but also major concerns about its increasing environmental impacts. Considering the potential of the Environmental Licensing (EL) to induce necessary measures to achieve the sustainability requirements, this research was developed with the objective of analyzing the execution of the EL of shrimp farming in the State of Bahia and its contributions to the sustainable development. In this purpose, 15 EL's processes required in the State of Bahia were analyzed, aiming to evaluate the practices of assessment of the competent agencies and their contributions to the insertion of the objectives of sustainability in the EL of the activity. Because the available processes referred to regularization licenses, the analysis of the preventive character of the EL was impaired. The results suggest that the Technical Opinions emphasize the aspects related to the effects of the activity on the environment, which demonstrates an analysis behavior of the environmental agency based on corrective actions. The social aspects were, in general, the most neglected, in the Technical Opinions analyzed. The analysis of the required conditions in the issued also suggests a significant deficiency, reinforcing the need for important information and conditions to be required before the release of the licenses to ensure compliance. While recent legal regulations about the EL of the sector have brought some breakthroughs in addressing sustainability, their implications have not yet been sufficient to reverse the current scenario.

Modern society and modern states require big changes. And in order to change the state and people in this state, first of all, changes in the consciousness of citizens of the state are necessary. Only by changing people's minds can we advocate for their conscious and quality life in society. Every citizen should have the choice of voluntary participation and choice in state and public life. And for the growth of consciousness, the spiritual prosperity of people is necessary. In this article, the author considers ideas about spirituality as a necessary essence of patriotic self-awareness. Spirituality is based on the understanding of the spiritual as the fundamental value of the individual and society. Patriotism determines the conscious activity of a person in society. It must be accessible in understanding and, moreover, accessible to sensory perception. It should arouse a person's pride, involvement in something big, involvement in a common cause. In modern Kazakhstani society there is no exact clearly expressed position on patriotic consciousness. The importance of adopting the correct essence of citizen patriotism will create the basis for the unity of the people, independence, and will contribute to the sustainable development and security of the country, will impede the development of nationalism, extremism, indifference, and irresponsibility of the population. It is concluded that only serious work on understanding spirituality as a sense of participation in universal duty is able to mobilize Kazakhstani society to overcome the crisis of patriotic self-awareness. A clearly articulated and justified ideology based on a new national idea is needed. Since it should be clearly defined what unites the members of society to find consensus in society, to develop a real mechanism for improving the social condition of the country. Patriotic consciousness, being the most important spiritual asset of a person, characterizes the highest level of its sustainable development.

Balancing the social, economic and environmental priorities for public health is at the core of the United Nations (UN) approaches to sustainable development, including the Sustainable Development Goals (SDGs). The four dimensions of sustainable diets are often presented as health, society, economics, and the environment. Although sustainable diet research has focused on health and the environment, the social and economic dimensions of sustainable diets and food systems should not be forgotten. Some research priorities and sociocultural indicators for sustainable healthy diets and food systems are outlined in this report. The present goal is to improve integration of the social dimension into research on food and nutrition security.

The purpose of the article is to improve approaches to assessing the effectiveness of innovative activities of the food industry and its individual subsectors to identify prospects for development and problems that can hinder the sustainable development of this area of production and the country as a whole. Research methods. The article uses the methods of theoretical generalizations and comparisons, which made it possible to comprehensively consider and generalize methodological approaches to assessing the effectiveness of innovation in industries. When systematizing the calculated data by the intensity of innovation costs, the methods of statistical classification and grouping were used. To achieve the goal of the study, the methodology for assessing the level of manufacturability of industries has been improved (the OECD methodology is taken as a basis), which made it possible to re-evaluate the effectiveness of innovative activities in sub-sectors of the food industry with an emphasis on the computerization of production. Research results. The article presents a methodical approach to assessing the effectiveness of innovation in the food industry. The study is based on the OECD methodology for assessing the manufacturability of industries, which is to calculate the weighted average cost intensity of R & D. The application of this approach to the food industry has confirmed the too low level of its innovative manufacturability. It was found that due to the lack of relevant statistics on R&D expenditures, it is difficult to assess the effectiveness of innovation in certain sectors of the food industry. It is proposed to solve this problem with the help of capital investment indicators, which are invested in the software of industries and are directly related to the level of computerization of technological processes. The obtained indicators of the intensity of software costs are ranked in descending order and divided into three groups according to the level of computerization, which characterizes the efficiency of innovation, as its level increases profits and profitability in industries. This will contribute to the goals of sustainable development of the country (including goals 2 and 9) and increase the competitiveness of the food industry. Scientific novelty. A methodological approach to assessing the effectiveness of innovative activities of sub-sectors of the food industry in Ukraine is proposed, which will contribute to the formation of a new look at the research methodology of this area of knowledge. Practical significance. Designed for professionals in the field of food industry economics, scientists, teachers, graduate students and students of higher educational institutions. The results of the study can be used by experts to assess the level of manufacturability of industries. Tabl.: 3. Refs.: 30.
