The main indicators of man-made load on the environment and the cost of environmental measures in Ukraine indicate the deterioration of the environment as a vital environment for human existence and an integral part of national security. In the current conditions of progressive growth of anthropogenic pollution in Ukraine, the problem of forming an effective mechanism of environmental management at all levels of the hierarchy of environmental management - from the enterprise and the region to the national and global economy. The article is devoted to the study of the development and implementation of modern methods and tools of environmental management at the state and regional levels. Issues related to the management of environmental activities and the rational use of natural resources are very urgent and inextricably linked to the national interests of the functioning and development of the economic system and society as a whole. State environmental management is designed to ensure compliance with international and national standards and regulations to limit the harmful effects of pollutants on the environment and human health; to promote the optimization of interaction between the legislative and executive authorities at different levels of environmental management; to promote the introduction of effective economic mechanisms for the promotion of environmental products, stimulating the development of resource-saving "green" technologies; ensure environmental audit and implementation of environmental initiatives, etc. Based on this, the article analyzes the advantages and disadvantages of existing environmental management tools, including administrative and control and market-oriented and financial and credit. The article also analyzes the implementation of capital investments and current expenditures for environmental protection in the Odessa region for the period from 2010 to 2019 and identifies general trends in the financing of environmental measures in the region. On the basis of the conducted analysis the directions of improvement of the mechanism of management of nature protection activity at the state and regional levels which, first of all, are connected with tax-budgetary and credit instruments are offered.

The growth of the Global Economy and in particular the Caribbean Islands has been for the last two decades fueled by the cruise shipping industry. However, the growth in this industry gives rise to the expansion in ship size and the number of destinations. Unfortunately, the cruise line industry is responsible for the largest volume of waste, pollutants and destruction to marine lives when compared to other maritime industry sector. This chapter seeks to highlight the correlation between the industry and the growing global need for vibrant economies, a high quality of life, while protecting the environment and sustaining the world’s natural resources. A review of several literature has shown that within the last twenty years, the cruise lines have invested a lot of time and money correcting the negative environmental impacts created. Several proactive and green shipping initiatives designed to improve environmental management were successfully implemented by the industry. These diverse initiatives are group as follows: Research and Innovation, Corporate Social Responsibility (CSR) and Marketing, Awareness raising/environmental education initiative, and Green technologies. Emanating from these initiatives are: reduce or obviate of harmful environmental emissions and environmental management improvements and ultimately an environment that is experiencing an increased level of sustainability and economic activities.


Purpose. Coverage of some aspects that influence the formation of landscapes. Among the main objectives of the study: to consider the anthropogenic load as one of the factors influencing the development and change of landscapes; to give an analysis of the scientific works of scientists who have considered issues of landscape science in general, as well as anthropogenic landscape science; consider the importance of research results that can be used in projects for the conservation and sustainable use of natural resources. Results. The landscape, being a multifunctional education, is suitable for performing a different type of activity, but the functions it performs should correspond to its natural properties and resource potential. One of the basic principles of the protection of natural landscapes is the preservation of their structure and nature of functioning in conditions of intensive environmental management, and as a result of anthropogenic pollution. Conducting environmental management in any territory requires an objective and comprehensive environmental assessment of the state of the environment. Integral assessment of the state of the environment and the geological environment in particular (the natural-geological environment) is the most complex geo-ecological task located in the cognitive methodological and methodological chain: system approach → system analysis → integral assessment. Conclusions. Since there is no single integral indicator of the ecological state in nature, a number of bioindication, spatial and dynamic indicators serve as criteria for assessing the ecological state of natural environments and ecosystems, and the integral assessment is based on a certain number of the most representative indicators.

Subject. The article focuses on contemporary trends in the industrial and socio-economic development of Russia during the technological transformation of its sectors. Objectives. The study is an attempt to analyze what opportunities and difficulties may arise for the development of the industrial sectors in Russia. We also examine the dynamics of key development indicators of the industrial sectors, point out inhibitors of their competitiveness. Methods. The methodological framework comprises general methods of systems, structural-functional and comprehensive approaches to analyzing economic phenomena. We applied graphic, economic-statistical methods of research, conventional methods of grouping, comparison and generalization, and the logic, systems and statistical analysis. Results. We display how industrial sectors develop over time by type of economic activities. The article provides the rationale for structural rearrangements and further innovation-driven development of the industries. We display that the Russian industries technologically depend om imported production technologies. We substantiate the renewal of assets and technologies at industrial enterprises, and retain and develop human capital. Conclusions and Relevance. Primarily, the Russian economy should be digitalized as a source of the long-term economic growth. Notably, industrial enterprises should replace their linear production method with that of the circular economy and implement resource-saving innovative technologies. The State evidently acts as the leading driver of technological retrofitting of the industrial sector. If the State holds the reasonable and appropriate industrial policy at the federal and regional levels and configure its tools to ensure the modern approach to developing the industries in a competitive fashion, the industrial complex will successfully transform into the innovative economy.

Ukraine is a unitary state, yet historically various regions, oblasts, districts, and local areas have different levels of economic development. To secure sustainable economic and social development and provide social services guaranteed by the state for each citizen according to the Constitution, the mechanism of redistribution between revenues and expenditures of oblasts, regions, and territories through the budgets of a higher level is used. The paper aims to research the peculiarities of improving interbudgetary relations in conditions of authorities’ decentralization. The paper defines the nature of interbudgetary relations. The basic and reverse subsidies to Ukraine and Lvivska oblast are analyzed. The advantages and disadvantages the communities face at changing approaches to balancing local budgets are determined. Regulative documents that cover the interbudgetary relations in Ukraine are analyzed. Special attention is paid to the problem of local finances reforming, including the development of interbudgetary relations. The scheme of the economic interbudgetary relations system in Ukraine is developed. The ways to improve the system of interbudgetary relations in Ukraine are suggested. The negative and positive aspects, advantages, and disadvantages of the system of interbudgetary relations in Ukraine require the following improvements. 1. It is necessary to avoid the complete budget alignment in the process of budgets balancing by interbudgetary transfers as the major objective. 2. The interbudgetary transfers should be distributed based on a formal approach. 3. The changes have to be introduced to the calculation of medical and educational subsidies in terms of financial standard of budget provision to avoid the money deficit for coverage of necessary expenditures. 4. There is a need to improve interbudgetary relations at the levels of districts, villages, towns, and cities of district subordination. 5. Improvement of the mechanism of targeted benefits provision, their real evaluation, and control for the use of funds.

The article deals with the peculiarities of the formation and implementation of tax policy in the country. The analysis of change of tax receipts to the state and local budgets is carried out. The role of tax payments in the economic development of the country is determined. The efficiency of the state tax policy in Ukraine is analyzed, its advantages and disadvantages are determined. The important role of tax payments in stimulating economic and social development is substantiated. The analysis of the elasticity of change of indicators of economic development of the country from the change of volume of tax receipts to the budget is carried out. The necessity of improving the existing policy of establishing, accrual, payment, and distribution of tax revenues as one of the most promising areas to stimulate economic growth is concluded. According to forecasts for 2022, the number of self-propelled agricultural machinery that will fail will be about 100 thousand units. This will have a significant impact on the overall productivity in the field of agricultural production and will require additional financial costs for effective resource-saving environmental-oriented utilization of agricultural machinery with the maximum recovery of secondary resources in the processing of its components. (Research purpose) The research purpose is considering the main life cycles of machinery, including agricultural, and determining the possibility of obtaining secondary resources in the recycling of components of machinery and equipment. (Materials and methods) The authors found that the establishment of an industry-wide recycling system would allow the reuse of usable and recovered parts obtained from decommissioned equipment, as well as receive additional funding from the sale of secondary resources. The authors have found that for the functioning of the whole system, it is necessary to work with a large amount of data related to the ongoing recycling processes, as well as constantly monitor changes in the state and properties of materials. They also found that the maximum use of digital technology is the only way to combine all these requirements and make the system work. (Results and discussion) The article reviews the key points of the use of life cycle method for equipment, including agricultural, reviews the state of machine and tractor park of agro-industrial complex, shows the possibility of using resource-saving ecologically oriented branch system of recycling of agricultural machinery, as well as the movement of waste and material flows in the processing components of utilized machines. (Conclusion) The article presents recommendations on the possibility of efficient disposal of equipment, including agricultural, with the maximum recovery of secondary resources from recycled waste.

The article assesses the state of the heat economy of the Northern region. The purpose of the article is to reveal the reasons for chronic backwardness of the region's industry from the average Russian indicators. To achieve the goal, solved the following problems: the features of heat economy in the North, analyzes the housing development, production and consumption of heat energy, as the sources of heat energy and heat networks, and also reforms in the heat economy of the region, based on which conclusions on assessment of the heat economy of the region. In recent years, there has been a twofold decrease in the rate of renewal of fixed assets of the heat economy against the norm, low rates of introduction of the resource-saving technologies in the heat economy, and in general, in the housing and communal services of the region. The level of marginal balance of supply and demand in the heat energy market is determined. The article is written to correct the decisions of the Federal and regional Executive authorities in terms of ensuring the reliability of heat economy of the Northern region.

Recycled aggregate is aggregate prepared from construction waste. With the development of a global economy and people’s attention to sustainable development, recycled aggregate has shown advantages in replacing natural aggregate in the production of concrete due to its environmental friendliness, low energy consumption, and low cost. Recycled aggregate exhibits high water absorption and a multi-interface transition zone, which limits its application scope. Researchers have used various methods to improve the properties of recycled aggregate, such as microbially induced calcium carbonate precipitation (MICP) technology. In this paper, the results of recent studies on the reinforcement of recycled aggregate by MICP technology are synthesized, and the factors affecting the strengthening effect of recycled aggregate are reviewed. Moreover, the strengthening mechanism, advantages and disadvantages of MICP technology are summarized. After the modified treatment, the aggregate performance is significantly improved. Regardless of whether the aggregate was used in mortar or concrete, the mechanical properties of the specimens were clearly improved. However, there are some issues regarding the application of MICP technology, such as the use of an expensive culture medium, a long modification cycle, and untargeted mineralization deposition. These difficulties need to be overcome in the future for the industrialization of regenerated aggregate materials via MICP technology.

This paper discusses the valuable role recommender systems may play in cybersecurity. First, a comprehensive presentation of recommender system types is presented, as well as their advantages and disadvantages, possible applications and security concerns. Then, the paper collects and presents the state of the art concerning the use of recommender systems in cybersecurity; both the existing solutions and future ideas are presented. The contribution of this paper is two-fold: to date, to the best of our knowledge, there has been no work collecting the applications of recommenders for cybersecurity. Moreover, this paper attempts to complete a comprehensive survey of recommender types, after noticing that other works usually mention two–three types at once and neglect the others.

The construction industry, as one of almost every economy’s major generators of environmental impact, can contribute in large measure to achieving the goals of sustainability. However, most publications in this field deal with sustainability with reference to selecting construction materials and improvements in the operating phase of buildings. When considering ecological sustainability the focus has to be extended from the finished building to the building pro­cess. Therefore the actors of the construction sector who are responsible for the production process have to be studied: the construction companies. The goal of this paper is to study the state of ecologically sustainable corporate business management in construction. The state of application of elements of environmental management systems (EMS) is used as an indicator of the current situation in German construction companies. EMS can help continuously to environmen­tally improve the operating processes of the firms. A broad survey about the extent of EMS has been conducted consid­ering the barriers and drivers. In general, a relatively low interest in EMS and a lack of knowledge is noticeable within the sector. As a result, strategic recommendations are made on how to promote environmental management to foster sustainable thinking in the German construction industry.
