The article is devoted to the study of the formation and the improvement of the logistics costs management system to ensure sustainable development of economic agents at different levels. The purpose of the article is to determine the role of logistics costs and systematize the prerequisites for improving approaches to logistics costs management in the system of sustainable development of economic agents. The study is based on the use of general and special scientific methods of scientific knowledge: method of system analysis, the system-structural method etc. Ensuring sustainable development is prerequisite for the formation of the sufficient level of competitiveness of economic agents. The assessment of Ukraine’s logistics activities in the world ranking is performed in the article. Directions of the development of global logistics are systematized. Developed logistics infrastructure is the prerequisite for investment and innovation development of business structures, region’s economic systems, and the state within the framework of international cooperation. The structure of logistics costs of modern business structures is analyzed in the article. The main trends in the formation of logistics costs are the growth of total logistics costs in the context of globalization, of growth of requirements for the sustainable development; the logistics services costs as a percentage of sales in value terms is constantly growing; components of logistics costs have different trends; smaller business structures have higher specific logistics costs etc. Active use of modern technologies in logistics activities to ensure compliance with the requirements of sustainable development is an important factor logistics costs increasing. The degree of dependence of the economic agent on the procurement, transport, warehousing, information and other areas of logistics determines the approaches to optimizing logistics costs of the economic agent. Logistics can have a negative impact on the socio-economic sphere and the ecosystem. This impact causes to additional costs for economic agents. Identifying problems and forming approaches to effective management of logistics costs of economic agents at the micro- and macro levels, taking into account the requirements of sustainable development is the subject of further research.

The interactions among individual economic agents require some regulations to hedge the risk of business activity. This paper examines the general equilibrium theory, backgrounds of system analysis and optimal control to show that these regulations present the mechanism of balanced management of economic processes at various economic level (enterprise, region, country). The study shows that sustainable development is self-regulatory and adaptive effort to remain on the market under the condition of reliable cooperation. Furthermore, by investigating the hierarchy of the business management systems, the conceptual and mathematical models of the mechanism for sustainable development are built and illustrated.

The purpose of the article is the research of economic-legal and organizational principles of problem solution of economic agents’ functioning and implementation of activities within the system of anti-crisis measures in order to ensure the effective functioning of the country’s economic system. Crisis phenomena change the living tendencies of any economic agent. The purpose of each economic agent is to create sufficient capacity for functioning and development in favourable and especially in crisis conditions. In order to ensure the effective development of a business entity as an economic agent, the main condition is the maximization of its value by increasing the investment attractiveness and level of competitiveness in the domestic and foreign markets. Formation of this condition is a prerequisite for survival in a crisis situation and development ensuring in favourable circumstances. The elements of anti-crisis management should be correctly integrated into the general policy of the management system of economic agents at the microeconomic and macroeconomic level. The subject of the study is the functioning of economic agents in a crisis. Research methodology. The study is based on the use of general scientific and specialscientific methods of scientific knowledge. The dialectical method allowed investigating the definition of agency relations. The method of system analysis was used to study the principles and economic and legal preconditions of the functioning of the anti-crisis management systems. The system-structural method helped to study basic precrisis measures to develop crisis-response potential of maritime agency service. Practical implications. The article considers the mechanism of economic and legal provision of anti-crisis management drawing on the example of maritime agents. The most significant components of the transaction costs of the principal are determined. Value/originality. The role of maritime agents’ associations has been identified. The necessity and preconditions for accelerating the adaptation of the world experience of the functioning of self-regulated organizations in the field of the maritime agency, in order to improve the state of the majority of economic entities, is proved. The development of cluster forms of the organization of interaction of different participants in maritime activity was determined as a positive trend. The promising area for further research is the formation of a model of responsible relationships between economic agents of different levels in order to achieve optimal results of realization of individual and social economic interests at key stages of the life cycle of the economic systems functioning.

The principles and terms for providing corporate responsibility of economic agents of different levels are determined. Formation features of modern system for providing corporate responsibility of economic agents are examined on the example of agents operating in the field of port activity. The purpose of the article is to study concepts of development of the mechanism for corporate responsibility in order to optimize the system of stakeholders’ interaction in the process of creating values. The method of system analysis was applied in studying concepts and preconditions for the functioning of corporate responsibility management systems. The systemic structural method helped in studying basic measures to increase the corporate responsibility level of enterprises of port activity. The goal of creating a system of corporate responsibility should be associated with the achievement of the maximum possible effect of functioning of the economic agent. Needs and contributions of stakeholders should be interlinked in order to increase corporate responsibility. The main stakeholders in the field of port activity and criteria for satisfying their needs, contribution and opportunities in the field of corporate responsibility have been identified. The proposed system of criteria for the effectiveness will improve the mechanism of corporate responsibility management.

Urgency of the research. The transition from consumer society to the foundations of sustainable development is an urgent problem of science, especially in the process of European integration of Ukraine, while business entities are most open to the implementation of these principles in the process of transformation. Target setting. Multidimensional category of consumption as a key determinant of sustainable development, its research within the conceptual-categorical apparatus of different disciplines resulted in inconsistencies in the disclosure of its essence because of several related concepts use. Actual scientific researches and issues analysis. Significant contributions to the study of responsible, intelligent, sustainable consumption and production have been made by well-known foreign (J. Gontelos, T. Jackson, A. Deaton, F. Capra, L. Mikaelis, D. Fedrigo) and domestic scientists (O. Grishnov, A. Kotenko, A. Kolot, O. Melnichenko, L. Pogorila, T. Saltevska). Uninvestigated parts of general matters defining. At the same time, structural elements of the conceptual apparatus of consumption remain insufficiently substantiated and established. The issue of consumer safety is all the more acute. The research objective is to explore the structural interrelations between the elements of the conceptual apparatus of the category "consumption" in terms of its focus on ensuring social and economic development, the welfare of the individual and humanity as a whole on the basis of sustainable development. The statement of basic materials. The article deals with the structural-system analysis of the terms "sustainable", "socially responsible", "green", "intelligent", "rational", "ethical" consumption. It has been established that in the majority of them, they are aimed at reducing the negative impact on health, the environment, society, formation of conscious behavior (motivation) of the consumer. The concept of "safe consumption" is suggested. Conclusions. The dialectical connection of related categories of the "consumption" concept has been analyzed; the tetra-like model of the structure of the category apparatus of consumption in the sustainable development system has been proposed.

The article examines the objectively existing in modern conditions of economic agents' activity the need to introduce and apply approaches based on the use of quality management methods in internal corporate management. The authors noted that one of the global trends of the XXI century. Is the structural transformation of the world economy associated with the active development and implementation of information and telecommunication (digital) technologies in the real economic processes of both society and business. The authors assess the approach widespread in Russia based on quality management methods in the formation of control systems for the activities of economic agents of the national economy in the context of digital transformation in order to ensure their sustainable development; the analysis of the formation of promising directions for the development of communities, declared by UNESCO, in conditions of instability, complexity and uncertainty was carried out; the toolkit for digitalization of quality management of the education system is considered, in particular, the use of project-based learning to improve the quality of knowledge obtained and assess the impact on the sustainable development of universities, the education sector in general and economic agents of the national economy, taking into account digitalization and global risks. The authors see further areas of research in modeling risks and assessing their impact on ensuring sustainable development of economic agents, socio-economic processes of the national economy and society as a whole by quality management methods in the context of digitalization of the economy.

The article is concerned with solving problems related to the tourism sphere during the pandemic. The study is aimed at a scientific-theoretical substantiating the prospects for sustainable development of tourism of Ukraine in the context of pandemic. Elaboration of the set aim led to the need to solve the following tasks: establish the problems of sustainable tourism development during the pandemic; consider directions of sustainable tourism development; propose an improved concept of sustainable development of tourism of Ukraine during the pandemic. To achieve the aim of the study, general scientific and special methods were used. System analysis is a method that represents a sequence of actions to determine structural links between different elements of the system under study. Synthesis – the process of combining individual things and concepts into one. Induction is a research method in which a general conclusion is based on individual elements. Comparison – the similarities and differences of objects and phenomena are established on significant grounds. In order to effectively manage the sustainable development of tourism in the context of pandemic, according to the authors, cooperation between the State and local authorities, tourist enterprises, tourist infrastructure entities is necessary. Such a mechanism for administrating the sustainable tourism development is presented in the form of a scheme. Based on the concept of sustainable development, the directions of the strategy of sustainable tourism development during the pandemic are proposed. The basis of the proposed program is not only a survival strategy, but also advancing due to future significant changes in consumer preferences. The success of the proposed directions will have a positive influence on changing the social structure of society, will allow to stop the processes of increasing social tension and destabilizing the social system, will form favorable conditions for increasing the mobility of the residents of the country.

The article formulates the methodical grounds for preventive monitoring of service and production components of economic agents of aviation industry. The structural-logical scheme for monitoring by quantitative parameters and by consumers’ feedback was proposed. The preventive monitoring is a valuable tool to recognize the interaction between government and industry’s goals considering sustainable development. The goal of the article is to develop methodological grounds for preventive testing of economic agents of the aviation industry, which will include assessment parameters, assessment scale, role instructions and transparency of results. The preventive tasting of airport operations is based on travelers’ experience on: queuing, airport shopping, terminal cleanliness, terminal seating, food beverages, Wi-Fi connectivity, terminal signs, airport staff, sentiment. The preventive testing for airline experience includes: value for money, cabin staff, seat comfort, food comfort, inflight entertainment, ground service, Wi-Fi connectivity, sentiment. The preventive testing for aircraft onboard experience assesses: legroom, seat recline, seat width, aisle space, viewing TV, power supply, seat storage, sentiment. The preventive testing for aircraft manufacturing and maintenance analyses: design, full-cycle manufacturing, warrantee, post-warrantee repair, consolidated designing, manufacturing and maintenance process, leasing, technological modernization, licensing. The article provides the comprehensive system for a preventive monitoring based on customer value, which fixes the key parameters for improvements of the operation of the economic agents of the industry. The conclusion of the research reasons the application of quality assessment based on consumer value created by industry’s agents for a preventive monitoring along financial evaluation and bankruptcy probability for the assessment of the sustainable development of the industry. The perspective of the further research may focus on formulating signaling system for government instruments and on detailing the rating scale for the industry’s agents, based on benchmarking practice.

Circumpolar territories and the regions related to the Arctic are those rich with natural resources. They have a high potential for the development of mining and extractive industries. The abundance with resources makes the North increasingly attractive for investments. However, circumpolar territories are characterized by peculiar socio-economic, natural, and climatic conditions which taken together frequently pose a negative impact on people and hinder the exploration opportunities of the Arctic resources. In global, regional, and sub-regional levels, the development of the Arctic is heavily regulated by multilateral international treaties. However, the issues of monitoring and assessment of the sustainable development of the Arctic remain open, which stems from the absence of agreed criteria and indicators for assessing sustainability in the context of national, regional, and scientific approaches. It necessitates the development of a specific methodological approach to the establishment of a system to monitor and assess the sustainable development of the Arctic.

The selection of indicators for the Observatory of Sustainability of the Algarve Region for Tourism (OBSERVE), poses challenges, namely which indicators are relevant to stakeholders and how to assure that information is available. To support the selection of the environmental, sociocultural, economic and institutional indicators, an engagement process was designed and applied, which included meetings with stakeholders, a workshop and an online survey. The results showed that both workshop and online surveys reflected, in general, similar opinions, thus allowing the selecting of the sustainable development indicators for the Algarve region. Additionally, the results showed that nearly 75% of the indicators can be obtained from national statistics and, therefore, can be used on the OBSERVE project, assuring a quick flow of information. As limitations, it is important to mention that the other 25% will need further development, in order to provide data for indicators, like carbon management and client satisfaction. With this approach, the observatory will survey and evaluate the sustainable development of the region (status and trends), based on indicators that answer to the strategic needs of system’s main users, with social and economic implications, i.e., public institutions, economic agents, tourists, local communities and residents.

Purpose The purpose of this paper is to investigate the effect of corruption control on capital flight in the least corrupt African countries. Design/methodology/approach Using panel data covering the period of 1996-2010. Findings The results show that the extent of corruption, the total natural resources rent are statistically significant and affect positively the capital across the pooled, random and fixed effects. Inflation and economic growth are also found to have a negative impact on capital flight. Moreover, the exchange rate has a negative and significant effect on capital flight. Practical implications The findings of this study suggest that the extent of corruption control by responsible institutions can be considered as one of the most effective weapons in the fight against capital flight in the least corrupt African countries. Social implications The paper recommends to the government of the least corrupt countries in Africa to create an enabling political and economic environment for investor’s attractiveness. This, in turn, will reduce the occurrence of capital flight and lead to the sustainable development.
