Penelitian ini dilakukan untuk mendeskripsikan peran komunikasi dalam implementasi kebijakan peningkatan perluasan askses pendidikan secara merata terutama dalam pencapaian sasaran-sasaran kebijakan secara efektif. Implementasi kebijakan memerlukan metode-metode yang dijalankan dalam komunikasi yang efektif dalam perilaku birokrasi. Lokus penelitian dilaksanakan pada Dinas Pendidikan Kabupaten Gorontalo Provinsi Gorontalo. Pendekatan penelitian dilakukan melalui metode kualitatif deskriptif dengan informan penelitian adalah seluruh pegawai yang terlibat dalam implementasi kebijakan pada lokus penelitian. Jenis dan sumber data yang digunakan adalah data primer berupa dokumen, foto, gambar, dan data primer berupa hasil wawancara serta hasil-hasil temuan penelitian dan lain sebagainya. Dari hasil penelitian disimpulkan bahwa implementasi kebijakan memerlukan mekanisme dan pendekatan-pendekatan sebagai metode dalam pencapaian keberhasilan atau efektifitas kebijakan. Metode-metode atau pendekatan-pendekatan tersebut hanya dapat dijalankan secara efektif melalui komunikasi yang baik antara bidang kerja, antara atasan dan bawahan, antara birokrasi dan masyarakat penerima layanan pendidikan, dan komunikasi antara birokrasi dan kemitraan masyarakat. This study was conducted to describe the role of communication in the implementation of policies to increase the expansion of access to education evenly, especially in achieving policy goals effectively. Policy implementation requires methods that are carried out in effective communication in bureaucratic behavior. The research locus was carried out at the Gorontalo District Education Office, Gorontalo Province. The research approach was carried out through descriptive qualitative methods with research informants being all employees involved in implementing policies at the research locus. The types and sources of data used are primary data in the form of documents, photos, pictures, and primary data in the form of interviews and research findings and so on. From the results of the study, it is concluded that policy implementation requires mechanisms and approaches as methods in achieving policy success or effectiveness. These methods or approaches can only be carried out effectively through good communication between the fields of work, between superiors and subordinates, between the bureaucracy and the community receiving education services, and communication between the bureaucracy and community partnerships.

Purpose Employee’s lying behavior has become ubiquitous at work, and managers are keen to know what can be done to curb such behavior. Managers often apply anti-lying strategies in their management and, in particular, the role of self-awareness on lying intervention has drawn academic attention recently. Drawing on multi-disciplinary literature, this study aims to investigate the efficacy of self-awareness in reducing lying behavior. Design/methodology/approach Following the perspectives of positivism and deductive reasoning, a quasi-experimental research approach was adopted. Employees from Dijon, France were recruited as research participants. Based on the literature, different conditions (scenario manipulation) were designed and implemented in the laboratory, in which participants were exposed to pre-set lying opportunities and their responses were analyzed accordingly. Findings Unlike prior studies which praised the merits of self-awareness, the authors found that self-awareness did not decrease lying behavior, not encouraging the confession of lying either. Employees actually lied more when they believed other employees were lying. Practical implications This study suggests managers not to rely on employee’s self-awareness; rather, the concept of self-awareness should be incorporated into the work ethics, and managers should schedule regular workshops to keep employees informed of the importance of ethics. When employees are regularly reminded of the ethics and appreciate its importance, their intention of lying is more likely to decrease. Originality/value To the best of the atuhors’ knowledge, the current research is the first in its kind to investigate lying intervention of employees in the laboratory setting. Research findings have brought new insights into the lying intervention literature, which has important implication on the implementation of anti-lying strategies.

AbstractThe purpose of the study was to determine the role of the Compang Lawi Village Consultative Body, Sambi Rampas District, East Manggarai Regency in overseeing the 2016 Village Fund Allocation in Compang Lawi Village. This type of research and research approach is normative and uses interview data as a complement. In this study, primary data is used in the form of information by asking directly to informants (resources) who clearly know the role of BPD supervision in overseeing 2016 ADD in Compang Lawi Village, Sambi Rampas District, East Manggarai Regency. Lack of understanding in carrying out the supervisory function and the absence of the Compang Lawi BPD work program. Di dalam penelitian ini menggunakan  data primer berupa informasi dengan cara menanyakan secara langsung kepada para pemberi informasi (narasumber) yang mengetahui secara jelas peran pengawasan BPD dalam mengawasi ADD Tahun 2016 di Desa Compang Lawi, Kecamatan Sambi Rampas, Kabupaten Manggarai Timur. Kurangnya pemahaman dalam menjalankan fungsi pengawasan serta tidak dibuatnya program kerja BPD Compang Lawi. Kurangnya pendidikan dan latihan yang diberikan oleh pemerintah daerah serta rendahnya partisipasi masyarakat dan juga kurangnya sarana komunikasi guna memperlancar roda pemerintahan desa.

This research was conducted to find out the role of village financial system (Siskeudes) on the performance of village administration with good governance as an intervening variable in Kulon Progo Regency. This research employed quantitative research approach. The data used were primary data. The informants used were village Kaur  and Kasi, the village secretaries, the village financial system operators (Siskeudes). The result showed that: (1) village financial system (Siskeudes) influences on the good governance; (2) good governance influences on the performance of the village administration; (3) village financial system (Siskeudes) no effect to performance of village administration; (4) village financial system (Siskeudes) on the performance of village administration with good governance an an intervening variable.

The prime objective of the study is to highlight the role of the capital mix (financial capital, social capital, human capital) on women micro-enterprise success with moderating role of previous work experience. Women owned micro-enterprise success is less as compared to the male owned micro-enterprsie, particularly in Pakistan. Rate of faliure in women micro-enterpeise is more, that is the reason women community is one of the most vulnerable group worldwide. It is evident from literature that less attention has been paid to highlight the importance of three types of capital for women micro-enterprise. To adress this issue, the current study adopted quantitative research approach and based on cross-sectional research design. Primary data was collected by using 5-point Likert scale. Questionnaires were distributed among the owners of women micro-enterprise in Pakistan by using area cluster sampling. SmartPLS 3 was used to analyze the data. It is found that financial capital, social capital and human capital has significant positive relationship with women micro-enterprise success and previous work experience moderates the relationship. Hence, this study contributed by developing a unique framework for women micro-enterprise success. It will be beneficial for practitioners to enhance women micro-enterprise success rate.

This writing discusses the effectiveness of the Pre-Work program in building human resources and the role of the Pre-employment program in building the quality of human resources. The objectives of this study were to: (1). Determine the effectiveness of the Pre-employment program in building resources amid the human pandemic. (2). Determine the role of the Pre-employment program in building the quality of human resources in the midst of a pandemic. By using a descriptive qualitative research approach, the type of data used in this study is primary data obtained from in-depth interviews with community recipients of the pre-work card program assistance. The research results obtained are: (1). Pre-employment programs are less effective in building human resources. (2). The Pre-employment Program plays a very important role in building the quality of human resources.

This article explores corporate governance issue from the perspective of peoples’ governance. Using qualitative research approach, specifically, a grounded theory method, the paper explores the role of the pillar of significance in corporate governance practices. Interview was used as primary data, although document was also analysed. Analysis of the data revealed people centric governance is essential. Findings suggest that there are several pillar of significance in the corporations that provide strength to the corporate governance practices. Emerging theory suggests that the core of corporate governance lies on the people rather that the structure. The finding is useful as it impacted governance problem in such a way that the findings provides information that would enhance governance effectiveness in corporations. This study unlocked the perception that corporate governance flaws relate with corporate governance structure. This article offers originality and new insights in understudy of governance concept that commonly relate with economic perspective.

The purpose of this study to determine and analyze: 1) Factors leading to disputes between the parties relating to the deed of Notary. 2) Role of relevant Notary Deed had made in the event of a dispute between the parties. 3) The legal protection against related Notary Deed which is made in the event of a dispute between the parties. Legally sociological research approach. The data in this study are primary data obtained from the field by means of interviews and secondary data consists of primary legal materials, secondary law and tertiary legal materials by means of literature. Data were then analyzed qualitatively.Based on the results of data analysis can be concluded that: 1) Factors leading to disputes between the parties relating to Deed, there are two reasons, namely: breach of contract committed by one of the parties which resulted in the loss and not the acquisition of rights of one party and if the deed made by Notary goes wrong in terms of formal and material aspects of birth. 2) The role of the Notary in the event of any dispute if the dispute caused by the parties themselves then the Notary will not be involved and would only be called as a witness in the trial, but if notaries who made a mistake in making the deed of the Notary may be sued by the parties which would result be under the hand and null and void. The parties will also get compensation if the parties feel aggrieved by deed made by Notary. 3) Protection of the Notary Law contained in Article 66 of Law No. 2 2014 On Notary, wherein if the investigators, prosecutors and judges will perform a calling and examination of the Notary, must go through the approval of the Honorary Council of Notaries.Keywords: Role and Legal Protection; Notarial Deed; Dispute

Abstract Importance of public diplomacy for states foreign policy implementation and image formation continued to grow over past few decades. New communication technologies provided new means for more successful public diplomacy implementation. The aim of this article is to examine the role of twiplomacy in states foreign policy implementation. Twiplomacy is quite new phenomenon, but its significance is undeniable. A lot of states leaders, governmental institutions, diplomatic missions and diplomats have accounts in Twitter and use it for promoting foreign policy goals and developing positive image of state. Social networks are used to implement states’ public diplomacy, because they provide opportunity to reach mainstream audiences, to develop dialogue amongst politicians and wider audiences and influence people opinion on important issues.

This study is entitled "The Role of Moral Teachers in improving the emotional intelligence of students in MI Muhammadiyah Nunu Sub-district of Tatanga City hammer". In MI Muhammadiyah Nunu, Tatanga District, Palu City, (2) what are the supporting and inhibiting factors of the Akidah Akhlak and teacher increasing emotional intelligence of students in MI Muhammadiyah Nunu, Tatanga District, Palu City, the objectives of this study are: (1) to determine the role of the teacher Akidah Akhlak in increasing emotional intelligence of students in MI Muhammadiyah Nunu, Tatanga District, Palu City, (2) to determine the supporting and inhibiting factors of Akidah Akhlak teachers in improving the emotional intelligence of students in MI Muhammadiyah Nunu, Tatanga District, Palu City. This research is qualitative research. The subject of this determination is the teacher of moral subjects, data collection methods in this study are observation, interviews, and documentation. Data sources used in this study are primary data sources and secondary data sources. The research approach used in this study is the pedagogical approach, psychological approach, and social approach. Data processing techniques used are data processing techniques and data analysis. These results are obtained that the role of the Islamic Moral Teachers in increasing emotional intelligence of students in MI Muhammadiyah Nunu, Tatanga District, Palu City, namely: the teacher is able to understand the emotions of students, the teacher processes the emotions of students, provides guidance to students, provides motivation in improving emotional intelligence of students, teachers are able to foster student relations and the provision of punishment for students who violate the rules in school. The factors supporting and inhibiting the teacher's morality in developing students' emotional intelligence, namely: the existence of cooperation between teachers, increasing human resources, facilities and infrastructure, and extracurricular activities. While the inhibiting factors are: students do not obey the rules in school, students lack confidence, the demands of grades and limited time for meetings.

Family resilience is very important for minority Muslim societies. The family and environmental factors become the main thing. The role of parent and community leaders is one of the keys to the success of strengthening religious aspects for minority Muslims. This research will seek to answer the questions about how to strengthen religious education for family security among minority Muslims. This research approach used a descriptive narrative. It related the life experience of a person or group which was important data of explaining the meaning of the phenomenon to be studied. The participants of this research were the parents and community leaders of Banjarasri Kulon Progo village of Yogyakarta which total were 12 persons. The data collection techniques used: (1) observation; (2) in-depth interviews. Data analysis used analytical coding, where this analysis described the story, chronologically the events that become a turning point with the stages of data organization, reading, describing data in codes and themes, classification of data, interpreting data, and presenting data. The research findings related to strengthening the values of religious education in Muslim minority families carried out in three ways, namely: (1) strengthening in the field of creed and morals; (2) strengthening in education, and (3) strengthening in economics.
