It is proved that the development of the state depends on the effective functioning of the educational system, which provides training of highly qualified personnel, forms human capital, ensures the development of scientific activity. Along with this, the domestic educational system is characterized by transitional features, where the principles and approaches of the European educational system are implemented and the rudiments of the Soviet system remain. The relevance and necessity of the study are determined. The purpose of the study is to determine the prospects for the development of the educational system of Ukraine by forming and implementing an educational program for land protection. Achieving this goal lies in solving the following tasks: analysis of the state of functioning of the educational system of Ukraine; determination of directions and tendencies of development of the educational system of Ukraine; development of proposals to increase the efficiency of the educational system of Ukraine; determine the directions and peculiarities of the formation and implementation of the educational program for the protection of land. Characterizing the state and trends in the educational system of Ukraine, a decrease in the number of preschool education institutions in 2019 compared to 1990 by 40%, the number of places in preschool education institutions - 49%, the number of people in preschool education institutions - 49%, along with growth the level of coverage of children by preschool institutions. The study found a decrease in the number of colleges, technical schools, colleges by 54% and the number of students in these institutions by 77%. Along with this, there is an increase in the number of universities, academies, institutes by almost 1.9 times and the number of people - more than 1.4 times. The problematic aspects observed in the educational system of Ukraine are determined, the directions and prospects of its development are offered. The directions and peculiarities of the formation and implementation of the educational program of land protection, taking into account the modern directions of land use transformations are determined.

The article is devoted to the study of the motivation of the civil servants and local government officials’work. The concept of the motivation was revealed. The elements of moral and psychological methods ofthe motivation were analyzed. The importance of material and immaterial stimulation in public service wasexplained. The main motives and peculiarities of stimulation of a public servant in the modern conditionsof public service development in Ukraine were studied on the basis of empirical data. In particular, ithas been found out that the main motive for joining the public service is a stable salary and the desire ofpublic servants to work for the benefit of the state and society. So, mercantile aspirations in financial termsdominate - stable payment for work, as well as patriotic, valuable, moral and ethical desire to work forthe benefit of the state are in the minds of the citizens. The results of the study show that the prestige ofpublic service remains quite low. The main problems which negatively influence the image of the publicservice and make it unattractive to the public are high staff turnover, incomplete implementation of socialguarantees, poor financial support, and partial satisfaction of the basic needs of public servants, whichreduce the effectiveness of public administration in Ukraine.It is determined that the main way to increase the efficiency of public servants and in general publicadministration is to develop effective methods of the motivation and the stimulation, both economic andnon-economic. It was proven, that effective motivation in the public service depends to a large extent notonly on its filling of highly qualified personnel and efficiency, but also on trust and respect of the population.

The statistical data reflecting the availability of qualified assistance from specialists to children with hearing impairment, vision impairment, intellectual impairment are presented. The article is based on the materials of the report presented at the plenary session of the Professors’ Forum 2019 “Science. Education. Regions” of the All-Russian Public Organization “Russian Professorial Assembly” (Moscow, Peoples’ Friendship University of Russia, February 6, 2019). In the context of the problems that were discussed at the Forum, three points have been formulated, which, according to the authors, determine the priority areas in the development of modern Russian doctoral education: 1. Doctoral education and dissertation. Since the institution of doctoral education is the main resource for training professional researchers and university teachers, postgraduate programs should be aimed at the defense of PhD (Candidate of Sciences) theses. 2. The educational component of postgraduate programs. Doctoral education should be developed as a research program that includes an educational component, rather than as an educational program that includes a research component. 3. Training of research personnel for the regions. In the context when budgetary resources for supporting doctoral education are concentrated in the country’s leading universities, the problem of reproducing highly qualified personnel at regional universities, which do not have such a status, is of particular relevance. The article proposes some specific measures to improve the national system for training of highly qualified personnel in postgraduate schools.

The article analyzes the socio-psychological qualities of Russian master students at a technical university. Since 2003 the Russian educational system is guided by the Bologna program, which implies a transition to a two-stage model. At the same time, master students remain a little-studied subject. Socio-psychological portraiture of undergraduates is an important task for monitoring the current state of the process of training highly qualified personnel. The research showed that the resulting generalized portrait shows that master students have abilities that can be directed both to managerial activities and to scientific ones. At the same time, clearly expressed introversion does not allow us to speak about the priority of management activities. Thus, at the moment, the problem of predicting the preferred leading type of activity after the master's degree is difficult.

The modern models of training and retraining of personnel, which are created for the all-Russian system have certain lacks, regarding the creation of models and the determination of connection between them. The article reviews the system of personnel training to combat the money laundering and financing the terrorism (AML/CFT) in the Russian Federation. The article deals with issues related to the distribution, use and placement of us scientific personnel at the current stage of scientific and technical development of the American society. Based on the materials and methods of American statistics, the authors made an attempt to reveal the modern peculiarities of involving the most qualified category of human resources of the American economy in social production, to assess the structural proportions in the distribution and use of scientists and engineers in specific sectors of scientific activity, to identify regional differences in their territorial location. The analysis of the current structure of scientific and technical personnel made it possible to find out what significance the existing structure has in terms of attracting highly qualified personnel to the United States.

The article analyzes the state of training of highly qualified personnel in graduate school from the point of view of analyzing the first results of the implementation of its new model. The problem of interaction of the education system, the labor market and the social behavior of young people is identified. The main trends in the field of postgraduate training are identified. The search for a new content of the educational program is associated with a modern interpretation of the understanding of the goals and results of the postgraduate program. The main labor markets for postgraduate graduates and the leading competencies demanded by these markets are considered. The problem of academic inbreeding in Russian universities is revealed. The study actualized the need to develop an educational program of postgraduate studies that is adequate to the new conditions of its work and takes into account the goals and needs of all participants in this process, implemented at the intersection of education, science and business.
