Povzetek: V članku je predstavljen proces oblikovanja predloga Vojaške strategije Republike Slovenije znotraj Slovenske vojske z namenom oblikovanja zgodovinskega spomina in krepiti prepričanja, da sta obramba in varnost stalen proces, ki ne more biti podvržen vsakodnevnemu političnemu razpoloženju ampak mora biti dobro načrtovan, nivojsko in resorno usklajen proces, ki je na koncu zapisan v strategijah. Nato in EU intenzivno sprejemata nove strategije na obrambnem in vojaškem področju. Sledi jima tudi Republika Slovenija z oblikovanjem prvega predloga Vojaške strategije Republike Slovenije. Ključno vlogo pri oblikovanju predloga strategije do sedaj je imel proces, ki je zagotovil krepitev in sistematizacijo vojaške misli, poenotenje razumevanj znotraj Slovenske vojske in usklajenost z obrambno-vojaškimi dokumenti. Ključne besede: vojaška strategija, proces izdelave vojaške strategije, Vojaška strategija Republike Slovenije Abstract The article presents the process of developing the Military Strategy of the Republic of Slovenia within the Slovenian Armed Forces, with the aim of building historical memory, and in strengthening belief that defence and security are a continual process that cannot be subjected to everyday political mood, but must be a well-planned process, departmentally coordinated at all levels, which is finally written into a strategy. NATO and the EU are intensively adopting new defence and military strategies, followed by the Republic of Slovenia with its first proposal of a Military Strategy. A key role in writing the proposed strategy was played by the process within the Slovenian Armed Forces, which ensured the strengthening and systematization of military thought, the synchronization of its understanding, and harmonization with defence-military documents. V prispevku je predstavljen pojav epidemije covida-19 v Republiki Sloveniji, s poudarkom na delovanju Slovenske vojske. Opisujemo odziv Slovenske vojske na epidemijo in postopke ter procese, ki jih je izvajala na svojih nalogah tako doma kot v mednarodnih operacijah in na misijah v tujini, ter omogočila dodatno podporo državi in državljanom pri spoprijemanju z novim virusom. Poudarek je na postopkih in procesih, vodenih v Vojaški zdravstveni enoti, za spremljanje epidemioloških razmer. Delovanje Slovenske vojske, ki se navezuje na delovanje njihovih zdravstvenih enot med epidemijo covid-19, primerjamo z nekaterimi drugimi oboroženimi silami. Ključne besede covid-19, epidemija, virus, Slovenska vojska, Vojaška zdravstvena enota. Abstract The article presents the phenomenon of the COVID-19 epidemic in the Republic of Slovenia with focus on the activities of the Slovenian Armed Forces. It describes the response of the Slovenian Armed Forces to the epidemic, and the procedures and processes applied as part of its missions at home and in international operations and missions abroad. These activities provided additional support to the state and its citizens in dealing with the new virus. The emphasis is put on the procedures and processes of the Military Medical Unit aimed at monitoring the epidemiological situation. Additionally, the epidemic-related activities of the Slovenian Armed Forces and its medical units are compared to the activities of several other armed forces. In 2015, in Athens, a decision was made that the upcoming conference of military historians under the auspices of the Partnership for Peace programme in the Conflict Studies Working Group (CSWG) would be hosted by Slovenia. In cooperation with the Ministry of Defence and with its support we established an organisational committee, consisting of four institutions: the Military Museum in the name of the Ministry of Defence of the Republic of Slovenia, Institute of Contemporary History, Faculty of Social Sciences, and the French Ministry of Defence, represented by the Veterans and War Victims Office. We would like to thank the Minister of Defence Andreja Katič and Brigadier Milko Petek for their assistance with the organisation, financing, and understanding of the role of the Republic of Slovenia in the international scientific community. This understanding and complete support were crucial for the realisation of a successful international consultation, where we managed to confront an overabundance of experiences and present numerous challenges, as well as ensure that all the participants left Ljubljana with plenty of good impressions and new knowledge, also about the Slovenian defence system and our history. Regarding the selection of topics, which the researchers from more than thirty countries would research and then present at the annual conference, we agreed that this time we would focus on a topic that was not as distinctively military: war veterans. Why veterans? We, military historians, far too often concentrate on important conflicts, battles and wars, where the most important roles are in the hands of military commanders, political decision-makers, and coalitions of forces. With great zeal we study tactics, operations, strategies, and analyse the impact of every possible more or less important factor that influenced either the course of the conflict in question or its results. We analyse and interpret the consequences of engagements, battles and wars by means of various archive materials, revealing layers of secrets involved in what may already be numerous conventional facts... However, when the weapons fall silent, as the stage is once again taken over by politicians and as normal life in its myriad of ways resumes (as war and its consequences are undoubtedly abnormal circumstances), the elimination of the consequences of war comes to the forefront. Everyone focuses on the restoration of devastated cities and infrastructure as well as on the revitalisation of state economies. The militaries of the victorious as well as – even more so – the defeated side retreat to the background. Soldiers, perhaps especially those who cannot continue working in the military structures due to the consequences of wars, become even less visible. Precisely these consequences of wars leave permanent scars on the soldiers. They can alter the soldiers' personalities irreversibly and completely, and often change the way of the former soldier's lives forever. Unfortunately it frequently happens that the soldiers' societal, social and general status takes a turn for the worse as well. Precisely for this reason a number of various veteran organisations have been established, whose purpose is not only to maintain contacts between the former soldiers but also to represent them, their status and their rights, and bring the attention to their unequal position in the society. One would expect that the status of veterans would thus be addressed properly and that further potential marginalisation of the former members of the armed forces would no longer be an issue, but unfortunately that is not the case. Although the attitude of the state towards the veterans in fact reflects its maturity, sensitivity to the vulnerable, and respect of its most meritorious citizens, this issue is often not settled in a manner that one would expect. The reasons for this situation can be found on both sides: on the side of the decision-making elites, which far too eagerly assign top priority to other, possibly more pressing issues; as well as on the side of the veteran organisations themselves, which should certainly operate in such a way as to represent a direct and tougher negotiator when it comes to the status of veterans. During the economic crisis, when the negative consequences almost as a rule affect the lowest social strata most adversely, the situation of the veterans is not much different. The cutbacks of national and consequently defence budgets result in the diminished resources available for the veterans. Most often the veterans are where the financial cuts actually begin. For this reason the discussion about the status of veterans is a very pressing topic, even today. At the same time the veteran organisations are the ones that represent a live historical memory of extreme efforts and great sacrifice. As such they are a living reminder of what wars and post-war events represent. The decision-makers should learn so much from them... And perhaps these sorts of discussions will contribute to changes in these relations. Esteemed veterans, we should thank you, pay our respect to you, and endeavour to maintain the sincerest possible relations with you. As it is, it is a fundamental characteristic of every veteran that they have put their nation as a whole before their own interests as well as before the interests of their loved ones and those of other groups. For this noble goal they have been prepared to sacrifice everything: their lives. For this reason it is only proper and decent that the highest possible quality of life be ensured for our veterans by means of sincere relations and by including the veterans in all aspects of life in the modern society.

The position of the Military Court is a body that executes the judicial power in the circle of the Indonesian National Armed Forces to enforce the law and justice with due observance of the interest in the state defense and safety. The Military Court is authorized to try the crimes committed by someone who when committing such crime is a soldier of the Indonesian National Armed Forces, a member of a group or office or body or equal to a soldier pursuant to the Law and someone is not included in the said group as set forth in the Law Number 31 of 1997 on Military Court. Following the reform of 1988, the existence of the Military Court is developed by some activists and the public that observe the Military Court, insisting the Parliament of the Republic of Indonesia to revise Law Number 31 of 1997 on Military Court, with the focus point for a soldier of the Indonesian National Armed Forces who commits a general crime to be tried in the General Court with the reason that the Military Court practice is closed in nature, and another reason is the equalization of rights before the law. The method used in this research is the normative law research that is carried out to obtain the necessary data relating to the problem. The data used is secondary data consisting of primary law materials, secondary law materials, and tertiary law materials. In addition, primary data is also used as the support of the secondary data law materials. The data is analyzed by the qualitative juridical analysis method. The results of the research show that the Military Court is one of the mechanisms that are always tried to be maintained. The outcome from the research discovers that the role of the Martial Court in Indonesia remains effective, fair, and democratic to this date realistically marked by fair punishment within the jurisdiction offended, which corresponds to the need of TNI institution in the aspects of Culture, Benefit, Assurance, and Fairness. It is recommended that the RI Government continuously develop and improve the same by maintaining the role of the Martial Court in punishing criminal offenses committed by military members on the Martial Court system currently in force.

The main theme of the paper is the Concept of Military Leadership in the Slovenian Armed Forces, which currently represents the highest substantive and guiding normative act in the field of military leadership in the Slovenian Armed Forces (hereinafter referred to as the SAF). Due to the enormous importance of this field in working with people and the aim of influencing the change of the concept, the paper analysed and compared the concepts of military leadership in other selected armed forces and looked for similarities and divergences, especially in two segments - substantive and normative. On the one hand, we have shown the substantive obsolescence and inadequate normative rank of the Concept of Military Leadership in the Slovenian Armed Forces and, on the other hand, the necessity of substantive updating with concrete proposals and arguments for the development of the Doctrine of Military Leadership in the SAF. Analysis of the foreign experience of the organisation and reformation of the armed forces in other countries, with the respective systems of military education being an integral part, reveals the specific national aspect of such activities in each country. In the meantime, there are some general methodological approaches used in military pedagogic practice across different countries of the world to be practicably considered and applied. The article examines the experience of officers’ training for the armed forces of the Republic of Hungary. The article provides information on the existing network of military educational institutions for the officer training of tactical, operational and strategic level of military command. Requirements for admission to military educational institutions for the officer training of different levels of training has been given. The terms of military specialists’ training on tactical, operational and strategic level have been defined. The analysis of the content of officer training for different armed services of the armed forces and different levels of military administration has been conducted. We used the system of the general scientific methods of theoretical and empirical research, in particular, the theoretical-methodological analysis of the problem and the relevant scholarly resources, systematization and generalization of the scientific information pertaining to the essence and content of the set objectives, monitoring of the existing system of military specialists training in the Armed Forces of the republic of Hungary, scientific generalisation, the general scientific methods of logical and comparative analysis, systems approach, peer review, analysis and interpretation of the obtained theoretical and empirical data. The general structure of the National University of Public Administration, the Faculty of Military Sciences and the training of officers is shown, as well as the main tasks that are solved by the institutes and training centers that are part of it are identified. An analysis of the concept, structure, goals, content and technologies of officers’ training in the armed forces of the Republic of Hungary shows that the military education system reflects the current stage of development of the armed forces, as well as the national cultural specificity of the country. Education and training of officers is carried out on the basis of national cultural and military tradition. The main direction of officers’ training is their fundamental military and professional training in both the military and civilian fields. The content of the officers’ training is based on two military education levels. Each level of military education ends with a certain level of qualification. It is possible to distinguish the general tendencies of development of the higher Hungarian military school: improvement of the quality of applicants’ selection, individualization of training of cadets and trainees, stabilization of their number at the present level; further informatization of the educational process, introduction of multimedia learning tools. Certainly, the positive elements of the experience of the Hungarian army can be used in the training of officers in the Ukrainian Armed Forces under the conditions of gradual transition to the recruitment on a contract basis.

Permanent defense co-operation is a whole new policy that became possible in 2009. It was excluded from the areas of joint action in the EU after the prolonged and destructive war resulting from the negotiation of a new Europe. PESCO aims to create the modern capabilities of the EU rather than grouping or uniting outdated capabilities. By implementing modern projects, it will be possible to create battle platforms and capabilities that are world-class. The Republic of Bulgaria joined the new Permanent Structured Co-operation (PESCO) - a permanent EU military structure related to the implementation of military cooperation for joint development of armaments and proclamation of joint procurement for the modernization of the army equipment, as well as participation in joint exercises of the armed forces.

In accordance with the levels of corruption and other risks, potential areas of abuse in the areas of activity in the military sphere, with the purpose of exercising preventive influence on the personnel of the Ministry of Defense of Ukraine and the Armed Forces of Ukraine, as well as real prevention of offenses that could be committed, a survey of personnel using a polygraph in the Ministry of Defense and the Armed Forces of Ukraine. This system is a collection of individual elements, the combination of which creates a new property – the existence of constantly operating psychophysiological studies using a polygraph, conducted for certain categories of personnel for a predetermined time and agreed questions. This, in turn, will help to increase the effectiveness of using the polygraph in solving the problems of personnel security and the prevention of various kinds of offenses by the personnel of the Ministry of Defense of Ukraine and the Armed Forces of Ukraine. Key words: psychophysiological research of personnel using polygraph, preparation and adoption of personnel decisions, system of periodic inspections using polygraph, risks, potential areas of abuse, timing.


In this issue of the Contemporary Military Challenges, we focus on the relations between the European Union and NATO in the field of security. On 1 June 2021, NATO Foreign Ministers met in Brussels to discuss the details of the NATO Summit to be held on 14 June 2021 in Brussels, Belgium; the period, which coincides with the publication of this thematic issue. Twenty foreign ministers represented NATO member states, which are also EU members, making an event such as the NATO summit all the more important for the future of European security. Many topics were mentioned at the ministerial, such as Afghanistan, Belarus, Russia and China. In general, however, the emphasis was put on the fact that NATO should adapt to new challenges, security settings in a highly competitive environment. As mentioned by NATO Secretary General Jens Stoltenberg, we are presented with a number of challenges to our security that we need to tackle together, because no country and no continent can deal with them alone. This includes strengthening the existing partnerships and building new ones, including in the Asia-Pacific, Africa, and Latin America. The participants also discussed the stepping up of training and capability building for partners, as well as work to address the security impact of climate change. In the conclusion, the ministers broadly agreed that it was important to start work on NATO's next Strategic Concept, because our strategic environment has significantly changed since 2010. Secretary General underlined that NATO’s future adaptation would require Allies to continue investing in defence, and to invest more together, as a force multiplier and a strong message of unity and resolve. During Donald Trump’s mandate as President of the United States, the fact that the European Union or its Member States pay too little attention and thus resources for their own defence has often been a hot topic of political debate. In 2016, a year before the US President Trump took office, the European Union adopted a Global Strategy which envisaged several options to strengthen the Common Security and Defence Policy, which we will discuss in further detail in the next issue of the Contemporary Security Challenges. The Global Strategy provided that the European Defence Fund, the Permanent Structured Cooperation, the Coordinated Annual Review on Defence, and other existing and new mechanisms would operate in such a way that activities, resources and capabilities would not duplicate with NATO’s, but would complement each other. True enough that, within the Common Security and Defence Policy, the European Union has already foreseen many activities at its meetings and in the adopted documents in terms of strengthening this policy, but later implemented little. Has anything changed in this area in the past four years, or will perhaps something change at the time of the conference on the European future? Just as the Alliance is planning a new strategic concept, the European Union is announcing a Strategic Compass, which will set new directions for future cooperation, also in the field of security. In this issue, the authors present how the cooperation between the European Union and NATO is taking place in 2021 in some areas of security. The article titled EU-NATO cooperation and the Slovenian presidency of the Council of the European Union by Marko Mahnič presents an interesting thesis on whether obstacles to the coherent functioning of the European Union and North Atlantic Treaty Organization in the field of common security and defence are of a purely technical nature, or are there maybe differences in the policies, bilateral relations and national ambitions of certain countries. Damjan Štrucl writes about the EU-NATO partnership and ensuring information security and cybersecurity: theory and practice. According to him, the development of information and communication technology and new challenges of the modern security environment have led to the signing of the Joint Declaration on deepening the strategic partnership between both organizations in 2016. The author provides an analysis of the EU-NATO strategic partnership in ensuring security and defence in the modern security environment. Defence initiatives to strengthen the security of the European Union motivated Gregor Garb to write an article presenting what the 2016 European Union Global Strategy contributed to the EU’s strategic defence autonomy. Initially, in a theoretical sense, and after five years in a practical sense. All of course, given the fact that the European Union will continue to maintain strong relations and cooperation with the North Atlantic Alliance. David Humar and Nina Raduha present the process of creating the Military Strategy of the Republic of Slovenia in the Slovenian Armed Forces. Changes in the international environment have initiated security-related strategic considerations of NATO and the European Union. Slovenia as a member of both organizations also needs a strategic consideration in both military and security fields. Their article provides more details about the The process of devising the Military Strategy of the Republic of Slovenia. Tackling irregular migration in Europe is a topic addressed by Miklós Böröcz. Ever since 2015, the then mass illegal migration has posed a major problem for Europe and the European Union. The mass refugee crisis has gradually transformed into illegal migrations of individuals and small groups, who have maintained and strengthened contact with everybody along the way, who take part in this and ensure that the migration flow with of illegal character does not subside. The author provides some solutions to this problem.

This paper examines the historical roots of the emergence of the involvement of the Armed Forces of the Republic of Indonesia (ABRI) in the socio-political field, especially several reasons that form the basis of government policy to involve ABRI in the socio-political and economic fields, as well as ABRI’s own efforts to play a role in these fields. This historical approach research concluded that ABRI’s involvement in the socio-political field in Indonesia had begun since the government of Guided Democracy under President Soekarno. Politically, the reason for Soekarno’s inclusion of the military in his government structure was due to the failure of civilian politicians in formulating state ideology with no agreement between parties in the constituent assembly. This failure is considered to endanger national political stability and threaten the integrity of the country. For this reason, President Soekarno recruited the military to balance civilian politicians in his government. Along with its involvement in the socio-political field, ABRI also plays a role in socio-economics. Although at first, this role was limited to securing national private companies which were legacies of foreign companies, but during the New Order government, the dual function of ABRI was confirmed and its role was wider. Almost all strategic economic sectors are controlled by ABRI.

Abstract The specific of the officer’s military management activities lies in its functional responsibilities. The obligations and requirements determine them. The specifics of the military management activities of logistics officer are designated by the statute of military service in the Armed Forces of the Republic of Bulgaria. This article represents the proficiency of the future logistics officers at Vasil Levski National Military University, which is achieved through training in two specialties: military training in “Organization and management of tactical units for logistics” and civil training in “Business Logistics”. In the both, cadets acquire the educational and qualification degree “Bachelor”.
