The concept of «staff of the State Border Guard Service» is structured. It is substantiated that the main document guiding the development of personnel management in the State Border Guard Service is the Development Strategy of the State Border Guard Service of Ukraine, which aims to ensure effective implementation of state border security policy and protection of Ukraine’s sovereign rights in its exclusive (maritime) economic zone. The analysis of the legal framework of personnel management of the State Border Guard Service shows that the service in the state border protection units has great social and state significance and is regulated by a number of legislative acts. It is established that the distinctive features of professional activity of State Border Guard Service staff in relation to the goals, objectives and results of work are the conditionality of goals and objectives of official activity by the social order of society and their enshrinement in laws, military statutes and orders. The study of normative acts and guiding documents. The Law of Ukraine «On the State Border Guard Service of Ukraine» provided an opportunity to find out that to ensure the inviolability of the state border of Ukraine State Border Guard Service performs law enforcement, special and defense functions. It is substantiated that the personnel of the State Border Guard Service are subjects of public administration, which are endowed with state-authoritative powers and the ability to activate the apparatus of state coercion. Their performance of official functions is connected with the granting of state authority. It is determined that military service in the State Border Guard Service, as well as in the Armed Forces and other military formations of Ukraine, formed in accordance with the laws of Ukraine, is a civil service of a special nature. The peculiarity of the relationship between the servicemen of the State Traffic Police is that they are assigned responsibilities, which are determined by the statutes and advisers of the Armed Forces of Ukraine. The official nature of the activities of the border service is manifested in the fact that the border service by its activities provides protection of the interests of the state at the state border. Ensuring these interests of the state is carried out through the implementation of functions and competencies of border authorities, which for them as state bodies are defined by the state in the legislation governing the activities of the Border Guard Service in the field of state border protection. It is established that as an independent type of service, the border service has, in addition to legal, and organizational difference from other types of services, which is manifested in the restriction of service outside the system of border authorities. The special nature of the service is explained by the specificity of the subject of its conduct, the area of public relations, which is managed on behalf of the state by this service, ways and methods of its implementation. This requires the introduction of a system of special ranks, the establishment of uniforms and other distinctive features. Thus, there are all signs of special service activities.

The article presents an analysis of the results of officers’ survey of the State Border Guard Service of Ukraine (SBGSU), which was conducted to study the current state of solving socially important issues for SBGSU servicemen that may cause staff turnover and problems in SBGSU personnel management. This problem is characteristic not only to SBGSU, but also of other law enforcement agencies of Ukraine and foreign countries. To this end, the works of scientists, data statistics reports from different sources were studied, as well as the survey of 112 servicemen who are serving at the SBGSU in different positions and in different areas of professional activity was conducted. Generalization and interpreting the survey results made it possible to find out about officers’ attitudes to service at SBGSU bodies and to assess the status of social issues solving. It is concluded that such circumstances are one of the main factors that a large number of servicemen do not want to continue contracts for military service at SBGSU after the first contract closure at a young age.  It has a great importance for resolving staffing issues and determining which issues should be given greater attention in future, including the legislative level. This is important for search appropriate options for the content of the personnel policy and the social and legal support of SBGSU servicemen. Stability ensuring of the personnel will help to increase the general level of professional skill and correspondingly ensure the security of the state border, increase the effectiveness of counteracting illegal activities, management of the state border security in modern conditions.f the state border security in modern conditions.

This article highlights the stages of professional activity of the outstanding Russian military scientist-physiologist, Ivan Diomidovich Kudrin, in the course of solving scientific problems of habitability and medical and psychological support in the Armed Forces of the Russian Federation. Ivan Diomidovich headed the leading scientific division, which is a scientific and methodological center in the Union of Soviet Socialist Republics Armed Forces on habitability and professional selection problems. Thanks to the experimental and practical activities of the unit led by him and his direct participation, concepts of habitability factor rationalization and medical and psychological support of personnel at various stages of military service were theoretically, experimentally, and practically justified as separate complex areas of military preventive medicine and psychology. Under the leadership of Ivan Diomidovich, normative and technical documents were developed to regulate the implementation of military improvement and professional performance in the Armed Forces of the Soviet Union. The ideo logy of habitability and medical and psychological support created by I.D. Kudrin and his scientific school formed the basis for todays successful work of two scientific research center departments.

The article analyzes results of the study "Quality of graduates’ preparation of the Personnel Management Department and their postgraduate work career", aimed at assessing the effectiveness of employing specialists' the State University of Management, organized with the involvement of graduates of this department. In order to gather information as a basis for the study, authors compiled a questionnaire containing 30 questions, respondents had to assess the quality of their professional training, and then talk about their employment by answering questions concerning: compliance of the current profession with the acquired specialty; problems encountered in finding a job; factors that affected employment; sphere of company' activity, the scale of the company and its rating, the position of the respondent and the level of his salary. Also, functions that are performed in the process of professional activity were disclosed and graduates' satisfaction with the position taken as a whole. In addition, respondents answered questions related to the vision of the real profession in the labor market. Authors analyzed the results of the questionnaire, which ultimately allowed them to assess the quality of professional training of specialists and their postgraduate work career. Also, solutions were offered for solving the problems identified in the analysis process.

The main tasks of the experimental work were: checking the pedagogical conditions identified on the basis of theoretical analysis of the establishment of readiness of future military psychologists for professional activity in the Armed Forces of Ukraine in the process of professional training; determining the dynamics of the establishment of readiness of future officers-psychologists for military service in the Armed Forces of Ukraine on the basis of developed criteria and indicators; performing statistical verification and confirming the results of experimental work; analyzing the results obtained and drawing conclusions and recommendations based on the results of the conducted pedagogical research.The study was conducted on the basis of the Military Institute of Taras Shevchenko National University of Kyiv, the Military Academy (Odessa) and the Department of military training of the National Aviation University. Three/four-year cadets, attendees on the training of reserve officers, educators and officers were involved in the experimental work. The given analysis of the components of readiness of future officers-psychologists of the Armed Forces of Ukraine for military service, namely: knowledge of theoretical material, motivation, emotional stability, endurance and communicative component have the root-mean-square results at the end of the experiment the analysis shows an increase in indicators by 10% in experimental groups relative to the control with the same indicators at the beginning of the experiment 58.5%. The qualitative indicator in the control group increased by 13.5%, and in the experimental group by 23.5%.

Deployable chemical laboratories are considered a highly specific part of the Armed Forces of the Czech Republic, intended for Chemical, Biological, Radiological and Nuclear Defence in operations. Their professional activity is determined by a number of scientific and technical requirements, which are formulated by standards for sample identification. To achieve the required degree of credibility, it is particularly important to have specific technical capacities. This instrumentation is crucial for the implementation of laboratory analyzes. The article describes the state of chemical laboratories of the Chemical Corps in the context of standardized requirements and discusses some points of selected Alliance agreements which the Armed Forces of the Czech Republic have signed.

The system of military crimes and its signs are considered. The place of the institute of military crimes in the system of criminal legislation of Ukraine has been determined. Criteria of systematization are characterized, the relationship between the system of war crimes and other systems of the Criminal Code of Ukraine is shown. The system of military crimes (as well as any other crimes) is important both theoretical and practical: first, it provides an opportunity to identify the most significant features inherent in military crimes; and second, due to these signs, the latter differ from each other; thirdly, the system of such crimes permits the separation of war crimes from non-military (ordinary or special-criminal), which is a prerequisite for their proper qualification, which, in turn, embodies the principle of the lawfulness of criminal law. The value of systematizing military crimes lies in their most important and stable functional relationships with various branches of law and allows for legal identification with sectoral legal systems, for example, with administrative and military law, through such logical terms as concepts, judgments and inferences. The main purpose (function) of the existence of an institution of military crimes is, undoubtedly, the protection of social relations that arise and exist between the state and the serviceman (military and reservists) in the process of bearing them an appropriate form of military service, which consists in the professional activity of its fit for state of health and age of citizens of Ukraine, foreigners or stateless persons, connected with the defense of the state, its independence and territorial integrity. So, the totality of military crimes has all the signs of the system, which characterizes the system-forming factor – a factor that determines the origin of the system itself.

The professional training of the modern military serviceman of the Armed Forces is an ongoing process that involves the formation of a person with high moral and business qualities, capable of qualitatively solving complex military and professional tasks in peacetime and special period. The training of military personnel is carried out against the background of global confrontation and hybrid aggression by the northern neighbor. One of the important components of the Armed Forces reform is the long-awaited reform for noncommissioned officers. It is planned to change the functionality of the sergeant corps, in essence, to form the necessary risk-oriented competencies for the sergeant, to make him an effective assistant to the middle-level commander and to create additional motivation for the citizens of Ukraine to undergo military service under a contract, which will facilitate the transition of the Armed Forces of Ukraine. However, the issue of risk-oriented competency formation for military personnel in the context of the transition to global security standards has still received little attention. The purpose of the article is to create a scientific foundation for the formation of risk-oriented competence of military personnel in the conditions of transition to the world security standards. On the whole, it can be stated that the level and quality of professional training of military personnel in Ukraine is at a satisfactory level, but needs improvement. Today, the military education system has received practical training, the advanced training methods of the NATO Member States' Armed Forces, as well as distance learning technologies have been introduced into the educational process, military education institutions are equipped with modern methods, but educational and methodological support for the risk orientation. According to current ideas, risk-based thinking and risk-oriented competence should be shared by every member of society. However, above all, this applies to those whose professional activity depends on the security of the state and society.

The problem of providing housing of the dismissed or retired servicemen and members of their families is analyzed in the article on the basis of archival sources and publications.The situation with providing of housing for servicemen of the Armed Forces of Ukraine dismissed from military service in the early 1990s, was complicated by the return to Ukraine of more than 32 thousand families of servicemen who served in other CIS countries. Financing of housing construction and provision of retired military personnel was carried out from state and local budgets. The research showed that every year expenditures on housing construction were reduced for persons dismissed from military service.To solve this problem the Program for housing providing for the dismissed or retired servicemen was adopted in 1999. The aim of the program was to facilitate the implementation of state policy in providing housing for retired servicemen, concentration of financial, logistic and other resources as well as coordination of the activities of central and local executive authorities, enterprises, institutions and organizations for solving this problem. The National Coordinating Centre for Social and Professional Adaptation of the dismissed or retired servicemen was responsible for the implementation of the Program. The National Coordinating Centre controled the use of budget funds, following the compliance of local executive authorities and local self-government bodies with legislation on the provision of housing for persons discharged from military service, formed a consolidated database on the apartment registration of dismissed servicemen.For improve the implementation of the Program, traditional and non-traditional sources of funding were involved, including the deduction of 1.5% of corporate profit tax. Among the sources of financing of the Program were assets and property seized by customs and law enforcement agencies and transferred to the state property for use in housing construction. The Program for providing housing, during 2005-2008, was not included in the list of budget programs of the Ministry of Defense and target expenditures from the general fund of the State Budget for its implementation were not allocated. The share of subvention from the state budget to local budgets was the only but insufficient financing source. As a result, the amount of housing received at the expense of said subvention, has been constantly decreasing. In the following years the financinghas practically ceased, which has led to an aggravation of the problem of providing housing to retired servicemen.The situation with providing of housing for servicemen who were on the housing account in local self-government bodies during the investigated period was extremely difficult. The conducted research testifies to the imperfection of the current hosing legislation’s norms. This made it possible for the local authorities to consider the issue of providing housing to dismissed servicemen at their discretion, which resulted in numerous abuses. Effective methods and means of construction and reconstruction of state objects, cooperative and individual housing stock are necessary to implement in order to make the complex decision. This problem can be solved by developing and approving the procedure for granting privileged loans to dismissed servicemen for the purpose of construction and purchase of housing, the allocation of land for housing construction, and the purchase of housing in the secondary market.It is necessary to create a unified state mechanism that would allow local self-government bodies and the public to ensure compliance with state guarantees for the provision of housing for persons dismissed from military service. To introduce a transparent system of attraction, distribution and spending of funds directed at construction (purchase) of housing for the specified category of citizens.

The issue of psychological support to military personnel especially in the course of the conduct of combat activities is exceptionally up to date. One of the many ways of providing such assistance is the psychological correction. Civil psychologists in the course of their professional activity fully use the opportunities of the psychological correction whilst working with clients. In the context of providing psychological support within the Armed Forces of Ukraine this category has been slightly pushed out. This could be related with several reasons that urge for a separate analysis and highlight. This article presents a thorough theoretical analysis of the concept of psychological correction and its role and place within the system of the moral-psychological support of the Armed Forces of Ukraine. The guidelines that present the definitions of psychological correction have been analyzed and this created the possibility to identify the two existing directions of psychological correction, namely the annihilation of the negative consequence of participating in combat activities (within the framework of conducting the measures of psychological rehabilitation) and forming the qualities needed for military service (within the framework of the everyday psychological support of service activities) and additional suggestions in terms of directions of its use. The principle differences of such definitions as "psychological correction" "psychological consultation" and "psychotherapy" have been defined. The approaches on determining the psychological correction by civil researchers have been defined, both by foreign and domestic scientists. Such an analysis has allowed developing a unique definition of psychological correction and most certainly whilst including the peculiarities of the activity of military psychologists. The results of the conducted activities that have been highlighted in the article are the fundament for conducting further activity with the issues mentioned, particularly the ability to develop the methodology of using the psychological correction at every of the mentioned stages whilst working with military personnel, as well as the development of an educational program for psychologist-officers and the employees of the Armed Forces of Ukraine to increase their professional qualification in such an important issue.
