Abstract. This study aims to determine how community participation in supporting the service strategy of the library and archival services in Batu City. Therefore, this study uses data obtained through words, written sources, photos through a qualitative method approach. Triangulation techniques are used as data collection techniques as well as data validity. The results of this study indicate that the community plays an active role in implementing the service strategy of the Batu City Library and Archives Service through mobile libraries, providing services at Taman Bacaan and cooperating with several communities in the Batu City community. Meanwhile, the supporting factors for the service strategy participation were shown enthusiastically from the employees and adequate service infrastructure. Meanwhile, the inhibiting factors faced are lack of human resources, delays in services and lack of awareness of the community itself about the importance of reading.Keyword : community participation, strategy, library servece managementAbstrak. Penelitian ini bertujuan untuk mengetahui bagaimana partisipasi masyarakat dalam mendukung strategi pelayanan dinas perpustakaan dan kearsipan Kota Batu. Oleh karena itu, penelitian ini menggunakan data yang diperoleh melalui kata-kata, sumber tertulis, foto melalui pendekatan metode kualitatif.  Triangulasi teknik digunakan sebagai teknik pengumpulan data serta keabsahan data. Hasil penelitian ini menunjukkan bahwa masyarakat berperan aktif dalam melaksanakan strategi pelayanan Dinas Perpustakaan dan Kearsipan Kota Batu melalui perpustakaan keliling, mengadakan layanan di Taman Bacaan dan bekerja sama dengan beberapa komunitas yang ada di masyarakat Kota Batu. Sedangkan untuk faktor pendukung partisipasi strategi pelayanan terlihat  dengan antusias dari pegawai dan sarana prasarana pelayanan yang memadai. Sedangkan untuk faktor yang menghambat yang dihadapi adalah kurangnya sumber daya manusia, keterlambatan pelayanan dan kurangnya kesadaran dari masyarakat itu sendiri akan pentingnya membaca.Kata Kunci: partisipasi masyarakat, strategi, manajemen pelayanan perpustakaan

This research aims to determine the potential of tourism based on supporting and inhibiting factors of rural tourism development in Desa Kemetul and analyzing the strategy of community-based tourism in Desa Kemetul. The research was conducted in Desa Kemetul Kecamatan Susukan Kabupaten Semarang. This study uses qualitative method which the data obtained through depth interviews with Kepala Desa Kemetul, Chairman of POKDARWIS Sekar Kanthil, Local Communities, and Dinas Pariwisata Kabupaten Semarang, and then the data were analyzed using SWOT analysis. The study concluded that Desa Kemetul has a lot of tourism potential to become tourist attraction. Desa Kemetul needs to consider strengthening flagship product, the strategy of sustainable development of a tourist attraction, and strategies for institutional development and human resources.

This study aims to determine the level of community participation in fire prevention and management in Tanjung Priuk Subdistrict, the City of Administration against Fire Disasters in North Jakarta,  the theory used in this research is the opinion of M. Nuh Minister of Education in the era of President Bambang Yudhoyono in Climbing the Amstein ladder to organize an ideal participation. The research method used is a qualitative method to obtain key data from interviews with legitimate sources that are directly involved in fire prevention and management and are supported by data from field observations. The data is then analyzed by the triangulation process. To find out the level of community participation. The results showed that the level of participation in fire prevention in Tanjung Priuk District had a range of information, consultations and appointments. the training program, which is carried out as an annual program, is provided for the community to provide information one way. In the management process, the community is at the second level of the seventh stage because the community is already a partner in the fire department before the fire department arrives at the fire location, the community has tried to extinguish the fire independently. To increase community participation in fire prevention and management, the Fire Department of the North Jakarta City Administration Office must optimize human resources, as well as other fire management resources, to be able to act also to provide costs for Balakar (Voluntary Fire) every month.

Ecological studies related to socio-economic and community roles in imaginary line of the Sultan's Palace need to be undertaken to design a proper management and conservation model. The purpose of this study is to examine the perception and participation of the community in the effort of preserving the trees around the imaginary line of the Sultan's Palace, as well as its supporting and inhibiting factors. The research conducted from April 2017 to November 2017. Data collection was done by observation and interview. Data processing is done by interpretation analysis using related reference. The results show that people's perception of trees around the imaginary line of their existence is very important, needs to be maintained, and preserved in order to function properly. Forms of community participation include maintaining the sustainability of the trees by replanting the fallen, nurturing, and not doing destructive activities. Product of trees around the imaginary line like fruit and wood are not entirely usable. Supporting factors are local wisdom, active role, and cooperation with stakeholders & local government. Factors inhibiting the economic function of trees around the imaginary line is less, knowledge of human resources is still low, and the responsibility of the region is less clear due to the absence of good preservation procedures. The conclusion of this research is the perception and participation of the community to support the effort of preserving the trees around the imaginary line of Kraton Yogyakarta.

The PTSL target has increase from year to year, SIAP as an innovation technology by the Land Regional Office of Province DIY was made with the aim to accelerating juridical data collection in PTSL. The objectives of this study were (1) to determine the potential of SIAP implementation in the Land Office of Tebo Regency; and (2) there are supporting and inhibiting factors when the implementation of SIAP. Qualitative method with descriptive approach and the data collection by purposive sampling were used to answer research questions. The results showed that: (1) SIAP, which has been adjusted to the conditions of Tebo Regency, is able to recording 14-15 juridical data files / hour or approximately 4 minutes / file; and (2) there are 3 main categories as factors supporting and inhibiting the use of SIAP, namely human resources, facilities and infrastructure, and costs / budget. The conclusion of this study is SIAP can be used to accelerate the juridical data collection in Tebo Regency after its parameters are customized with the local condition. Target PTSL terus mengalami peningkatan dari tahun ke tahun, SIAP sebagai sebuah inovasi dari Kantor Wilayah BPN Provinsi DIY dibuat dengan maksud untuk percepatan pengumpulan data yuridis dalam kegiatan PTSL. Tujuan dari penelitian ini adalah (1) mengetahui potensi penerapan SIAP di Kantor Pertanahan Kabupaten Tebo; dan (2) faktor-faktor yang menjadi pendukung maupun penghambat dalam pemanfaatan SIAP. Metode kualitatif dengan pendekatan deskriptif dan pengumpulan data secara purposive sampling digunakan untuk menjawab pertanyaan penelitian. Hasil penelitian menunjukkan bahwa: (1) SIAP yang telah disesuaikan dengan kondisi yang ada di Kabupaten Tebo mampu membantu perekaman data yuridis sebanyak 14-15 berkas/jam atau kurang lebih 4 menit/berkas; dan (2) terdapat 3 kategori utama sebagai faktor pendukung dan penghambat penggunaan SIAP yaitu sumber daya manusia, sarana dan prasarana, serta biaya/anggaran. Kesimpulan dari penelitian ini adalah SIAP mampu digunakan untuk percepatan pengumpulan data yuridis di Kabupaten Tebo pasca disesuaikan parameternya.Kata Kunci: PTSL, SIAP, data yuridis

Sumber daya manusia yang ada di Instalasi Radiologi Rumah Sakit Lancang kuning Pekanbaru masih belum memadai,pendidikan dan pelatihan yang masih jarang dilakukan serta kurangnya motivasi yang diberikan kepada petugas dan SOP yang belum dilaksanakan secara maksimal. Tujuan dari penelitian ini adalah untuk diketahuinya Analisis Kinerja Petugas DiInstalasi Radiologi Rumah Sakit Lancang Kuning Pekanbaru Tahun 2020. Penelitian ini merupakan penelitian deskriptif dengan pendekatan metode kualitatif. Informan penelitian berjumlah 4 orang yaitu Informan Utama terdiri dari Kepala Ruangan Radiologi dan Petugas Radiologi dan Informan Penunjang yaitu Direktur Rumah Sakit dan Kepala Bidang Pelayanan Medik atau Penunjang Medik.  Hasil penelitian diketahui jumlah SDM yang ada masih belum memadai dan perlu adanya penambahan lagi, pendidikan dan pelatihan hanya berupa seminar-seminar saja karna tidak adanya dana dari rumah sakit untuk melaksanakan pelatihan, motivasi yang diberikan atasan hanya berupa arahan saja tidak diberikan bonus, reward atau insentif kepada petugas, SOP di Instalasi Radiologi sudah ada dan sudah berjalan walaupun belum 100% karena masih terdapat kendala pada alatnya. Diharapakan SDM di Instalasi Radiologi ditambah dan diberikan pelatihan dan pendidikan sesuai kebutuhan, serta peningkatan motivasi kepada petugas.   The existing human resources in the Radiology Installation of LancangKuning Hospital in Pekanbaru are still inadequate, education and training are still rarely done as well as the lack of motivation given to officers and Standar Operasional Prosedur  that have not been carried out to the fullest. The purpose of this research is to know the Performance Analysis of Radiology Installation Officer at LancangKuning Hospital Pekanbaru in 2020. This research is a descriptive study with a qualitative method approach. There were 4 research informants, namely the Main Informant consisting of the Head of the Radiology Room and Radiology Officers and Supporting Informants, namely the Hospital Director and the Head of Medical Services or Medical Support. The results of the study revealed that the number of existing human resources was still inadequate and there was a need for more additions, education and training were only in the form of seminars because there was no funding from the hospital to carry out training, motivation given by superiors was only in the form of directives, not given bonuses, rewards or incentives to officers, Standar operasional prosedur in Radiology Installation already exists and is already running even though it is not yet 100% because there are still problems with the equipment. It is expected that HR in the Radiology Installation will be added and given training and education as needed, as well as increased motivation for officers.

PARTISIPASI MASYARAKAT DALAM TRADISI PENOBATAN PEMANGKU ADAT DI DESA AIR TELUH KECAMATAN KUMUN DEBAI KOTA SUNGAI PENUH SANDRA DWI LANOVA[1] Program Studi Pendidikan Pancasila dan Kewarganegaraan FIS Universitas Negeri Padang Email: [email protected] ABSTRAK ( ENGLISH ) The aim of this study 1) describe peoples participation in coronation rite stockholder tradition. 2) describes obstacles in following coronation rite stockholder tradition. 3) describes the efforts undertaken by rite stockholder and peoples to increase participation in coronation rite stockholder tradition at Air Teluh village Kumun Debai districts Sungai Penuh city.This research uses descriptive qualitative method. The research informants are rite leaders, community leaders, village heads and also Air Teluh peoples.Technique of collecting data is done through observation, interview, and documentation. Test data validity using source triangulation. Data analysis techniques through the stages of reducing data, presenting data, and draw conclusions from the data obtained. The results showed that peoples participation in coronation rite stockholder at Air Teluh village Kumun Debai districts Sungai Penuh city is already available but not fully optimal. Forms of community participation in the form of donations, skills and personnel. Constraints faced by society in coronation tradition of rite stockholder is problem of non-attraction of peoples, limited time, and work that can not be left behind. Efforts made by rite stockholder by attracting the public interest that is to provide socialization, through mobile cars and announcements in the mosque, as well as adat stakeholders provide a warning to people who do not participate. Kata Kunci:Participation,Peoples ,Coronation rite stockholderv ABSTRAK Penelitian ini bertujuan 1) mendeskripsikan partisipasi masyarakat dalam tradisi penobatan pemangku adat. 2) mendeskripsikan kendala dalam mengikuti tradisi penobatan pemangku adat. 3) mendeskripsikan upaya yang dilakukan pemangku adat dan masyarakat untuk meningkatkan partisipasi dalam tradisi penobatan pemangku adat di Desa Air Teluh Kecamatan Kumun Debai Kota Sungai Penuh.Penelitian ini menggunakan metode kualitatif deskriptif. Informan penelitian adalah tokoh adat, tokoh masyarakat, kepala desa serta masyarakat Desa Air Teluh.Teknik pengumpulan data dilakukan melalui observasi, wawancara, dan dokumentasi. Uji keabsahan data menggunakan triangulasi sumber. Teknik analisis data melalui tahapan mereduksi data, menyajikan data, dan menarik kesimpulan dari data yang diperoleh. Hasil penelitian menunjukkan bahwa partisipasi masyarakat dalam tradisi penobatan pemangku di Desa Air Teluh Kecamatan Kumun Debai Kota Sungai Penuh sudah ada namun belum sepenuhnya optimal. Bentuk partisipasi yang dilakukan masyarakat dalam bentuk sumbangan, keahlian serta tenaga. Kendala yang dihadapi masyarakat dalam tradisi penobatan pemangku adat yaitu masalah ketidak tarikan masyarakat, waktu yang terbatas, dan pekerjaan yang tidak bisa ditinggalkan. Upaya yang dilakukan pemangku adat dengan menarik minat masyarakat yaitu memberikan sosialisasi, melalui mobil keliling dan pengumuman dimesjid, serta pemangku adat memberikan peringatan kepada masyarakat yang tidak ikut. <p><strong>Abstract:</strong> The process of community economic development by involving the community directly from planning, implementation to evaluation is a model of empowerment that raises human dignity on the real essence. The villagers is not only an object of development, but every individual is required to be involved in the whole process of empowerment. This article tries to analyze the inhibiting factors as well as solutions of empowerment program of Human Resources in Mulyodadi village. By using qualitative method and taking data through interview, observation, and documentation (triangulation). Finally this article found two factors inhibiting the empowerment of human resources that is internal and external aspects. However, these two factors can be solved with some solutions and approaches made by the government and the community.</p><p><strong>Abstrak:</strong> Pendekatan <em>maqâshid syarî‘ah</em> terhadap Penguatan Sumberdaya Manusia di Desa Mulyodadi Bantul Yogyakarta. Proses pembangunan ekonomi masyarakat dengan melibatkan masyarakat secara langsung mulai perencanaan, pelaksanaan hingga evaluasi merupakan model pemberdayaan yang memanusiakan manusia pada hakekat sebenarnya. Masyarakat desa tidak hanya menjadi objek pembangunan atau program yang bersifat<em> top-down</em>, melainkan setiap individu dituntut terlibat dalam seluruh proses pemberdayaan. Artikel ini mencoba menganalisis faktor penghambat sekaligus solusi program pemberdayan Sumber Daya Manusia di desa Mulyodadi. Dengan menggunakan metode kualitatif dan pengambilan data melalui wawancara, observasi, dan dokumentasi (triangulasi). Artikel ini menemukan bahwa terdapat dua faktor penghambat pemberdayaan SDM yaitu aspek internal dan eksternal. Akan tetapi kedua faktor tersebut mampu diselesaikan dengan beberapa solusi dan pendekatan yang dilakukan oleh pihak pemerintah maupun masyarakat.</p><p><strong>Keywords:</strong> <em>maqâshid syarî‘ah</em>, human resources, Bantul, economic development</p>

PTSL targets are increasing every year. Limited human resources to finish this project make the government issued a policy based on Article 42 paragraph (1) ATR / BPN Regulation No. 6 year 2018 regarding the implementation of PTSL activities that can be carried out based on community participation (PTSL+PM), and Technical Guideline Number: 002 /JUKNIS-300.UK.01.01 /II /2019 dated February 1, 2019 concerning Complete Systematic Land Registration Activities Based on Community Participation (PTSL+PM). This research objectives are: 1) to find out the implementation of PTSL activities involving the community in Ngestiharjo Village, 2) to find out the constraints and solutions in implementing PTSL+PM activities in Ngestiharjo Village, and 3) to find out the benefits of SIAP and SANTRI PTSL+PM applications in the implementation of PTSL+PM activities in Ngestiharjo Village. In conducting this research, the researcher applied qualitative method. The benefit of using the SIAP application is, it facilitates to collection of juridical data in the form of nominative lists and the data integration process. It also produces output in the form of a complete registration file.

Tourism has begun to develop in the village of Tablanusu. The community as a major component in tourism development plays an important role to develop the local potentialities of nature and culture. The purpose of this study is to identify the forms of community participation in tourism development in Tablanusu village. This study uses descriptive qualitative method, the technique of collecting data through observations, interviews and documents study. This study was conducted at the Tablanusu village. Informants in this study were 17 people selected by purposive sampling. This research uses the theory of participation. The results of the study reveal the form of participation in planning, implementation, and monitoring. The research results suggest the government to support the community to improve the quality of human resources, building infrastructures which are still lacking, and make good cooperation between tourism stakeholders including the local community in Tablanusu village.

However, these two factors can be solved with some solutions and approaches made by the government and the community.
