An analysis of the specifics of the formation of a set of of competencies formation for the system of academic and professional training of specialists in audit and monitoring of information systems and technologies is carried out. It is determined that the training system should be formed in accordance with the global system of service industry standardization and international requirements and standards. The essence of the competencies formation on the basis of American and European standards in the field of information systems and technologies is revealed. The hierarchical sequence of the implementation of the world system of standardization for audit and quality control of information systems and technologies functioning in order to determine requirements to competences of the auditor of information technologies is defined. Practical tasks of the process of obtaining objective, qualitative and quantitative assessments of the current state of information infrastructure in accordance with the defined criteria, requirements and quality indicators are highlighted. The main features of competencies, skills, knowledge of specialists in audit and monitoring of information systems and technologies formation are identified. Formation of basic academic and professional competencies of specialists in the audit of information systems and technologies on the basis of the domain educational model Competency Model Clearinghouse is presented. It has been created the competence model for formation of the set of knowledge, skills and abilities during organization and support of information systems and technologies audit, control and monitoring. Tasks and concept of specialists’ integral competence are defined. The list of academic and professional competences is formed, basic abilities and skills of specialists in information systems and technologies audit are defined as well. Classes and levels of competencies are determined, as well as correspondent to them positions in the field of audit of information systems and information technologies of the industry sector. Special attention is paid to the international generally oriented approaches to standardization of educational services and competencies levels in accordance with professional requirements to specialists in the field of information technology audit system. Basic levels of professional certification of information systems auditors, which should provide a high quality level of a wide range of services in the field of information technologies and information security, have been determined.

The paper deals with the cross-cutting tasks system use for the university education as a necessary condition of professional education orientation. The application of the cross-cutting tasks system promotes holistic students thinking and helps to master the means of action in a particular work situation. The paper contains a fragment of the system developed by the author for the course Subject-oriented economic information systems for bachelor students majoring in Applied Information Technologies in Economics. The course consists of several modules, the cross-cutting tasks system is used in the module Information systems of personnel management. The fragment of the system contains multiple plot lines that show methods of standard operations for personnel documents maintaining and enterprise personnel management, calculation and salary payment in the automated system. Specific tasks help to demonstrate continuity and connectivity of all sections in the module. The author of the paper considers some difficulties of the cross-cutting tasks system application: strict sequence of the methodology; difference in time that students need to perform the tasks; inability to include some tasks in the system; dependence on the results obtained during previous classes. The paper also contains possible ways of overcoming these difficulties.

The study shows some preferences in the choice of training and learning strategies in university educational process aimed at forming future IT-specialists’ digital competence as the main indicator of their professionalism in IT-sphere considering information technologies as being the subject and the means of instruction. The use of information technologies results in rethinking of existing approaches to organizing the educational process of higher school especially when it comes to training future IT-specialists. Information technologies integrated into all spheres of human activities and widely applied to support different industries in commercial, private and public sectors cause ever-growing demand for highly-qualified IT-specialists. In the study the authors consider the range of learning strategies used in the educational process for boosting effectiveness of IT-specialists’ digital competence formation as the main indicator of their professionalism in IT-sphere. The study was carried out among 164 future IT-specialists at three higher education institutions in Ukraine from February to May 2019. The researchers found out that all the respondents used contemporary information technologies for learning IT-disciplines, namely, all the students (100.00%) use contemporary information technologies in their formal learning, 68.80% − in their non-formal learning, 18.30% − in a wide range of educational activities that could be regarded as informal learning and only 13.20% − combining informal and non-formal learning. The obtained data were analyzed qualitatively and quantitatively. As the core result of conducted research the component matrix of learning strategies was developed showing their hierarchy depending on three factors chosen i.e. traditional, self-directed and collaborative learning.

Modern society changes daily under the influence of various factors. This inevitable process of development entails changes in all spheres of human activity, including education, which is the most important today, since it provides competitive specialists for the labor market and employment. In modern realities, a specialist must have not only fundamental knowledge, but also the skills and skills to apply them, as well as a wide range of additional qualities necessary for him in his professional activity, such as: the ability to self-development and self-education, the ability to master new information technologies, communication skills, be included in the process of mastering new trends in the field of their professional interests, and a number of others. A teacher is a specialist in the field of education who teaches and educates the younger generation. They must have all the above qualities, knowledge, skills and abilities in at least five subject areas (subject, methodology, pedagogy, psychology, information technology) and successfully combine all these to solve their professional tasks. The system of training a future teacher is quite a complex process due to its multitasking, but today an important aspect in this system is the information educational environment. The article describes the method of training a computer science teacher using this environment. The developed method was tested at the Department of Computational Mathematics and Methods of Teaching Informatics of Moscow Region State University and consists in creating special conditions that allow for joint information activities and interaction using various distributed information resources.

Over the last few years the so-called new logistic technologies are rapidly developed. Information systems hold the central position in these technologies. Development of logistics in the developed countries not least are stimulated with the need of fast reaction of producers to market condition, aspiration to adapt in the changing situations in short time. The central idea of logistics is planning, management and control of entrepreneurial activity, all material and information flows connected with this activity. Information systems in logistics assume fast appropriate response to the market demand, tracking delivery time, optimization of functions in chains of delivery and supply. The research of modern backbone of information technologies in logistics is conducted in this article. Modern information technologies in logistics are analyzed. Modern technologies of information data processing in logistic streams and creation of logistic information technologies are also considered in the article. Some types of information technologies in logistics, structural principles and principles of operation of logistic information systems and also problems in the process of creation of logistic information technologies are described. The article is addressed to a wide range of researchers and experts in the field of logistics and information technologies.

The legal aspects of formation and development if integral competence of local council deputies are analyzed in the article.There has been defined the concept of "integral competence of local council deputies such as knowledge, skills, capacities, and sometimes - other important qualities, ways and methods of their implementation into the activities of the local council deputies which are necessary for the successful and responsible fulfillment of their tasks and responsibilities. It has been determined that the profile of integral (pro-active, business-like) competence of local council deputies in Ukraine includes law-making, administrative and jurisdictional (organizational, executive, administrative, coordinative), control and supervisory, informational and analytical; economic (budgetary and planning, etc.), value-oriented (moral and ethical), social and psychological with communicative and consulting competences. The profile is designed mainly for the creative type of activity. The necessity to develop knowledge, skills and capacities of local council deputies to solve urgent problems of local self-government related to decentralization reform has been substantiated.It has been proved that the local council deputy must be highly professional in his/her field, capable to control changes, develop leadership skills, take risks, meet challenges of today. It has been emphasized necessary to provide continuous professional training to local council deputies for their mobility, prompt and effective response to the challenges of society in the context of development the paradigm shift within the state administration and local self-government.It is concluded that ensuring the effective activity of a local council deputy depends directly on his level of integral competence increasing through the vocational training. Leadership is an important component of integral competence. Leadership features include open-mindness and responsibility for self-actualization. The legal bases of formation and development of integral competence of the local councils deputies. There has been investigated defined by the Constitution of Ukraine, laws of Ukraine "On local self-government in Ukraine", "On the status of the local councils deputies " - concerning the content of the profile of integrative competence of local councils deputies in Ukraine, based on the distinguishing of empowerment and competences of the local self-government body; legislation defining the strategy and main directions of the further development of life-long adult education in Ukraine by means of formal, non-formal and informal education, namely: the National Doctrine of Education Development, the National Strategy for Education Development in Ukraine until 2021, the National Qualifications Framework, the laws of Ukraine “On Professional Development of Employees”, “On Employment of the Population”, “On Higher Education”, “On Education”. It is proved that the existing system of vocational training, based on European standards of education development, plays a key role in the process of the integral competence formation for the local councils deputies, and insurance of their continuous professional training. The have been analyzed the legal foundations of the vocational training system for the local councils deputies, which are defined by the Concept of reforming the system of vocational training for civil servants, heads of local state administrations, their senior deputies and deputies, local self-government officials and of local councils deputies under the date of December 1, 2017 No. 974-p , the plan of actiors for its implementation, as well as the corresponding Regulations on the vocational training system.

Introduction. The increasing amount of knowledge, skills and competencies to be mastered inevitably lead to the need for more intensive classroom and independent studies. Providing favourable psychological background and ensuring active working condition of a student are the most important factors for increasing the effectiveness of the educational process (EEP). This fact has special relevance in the organisation of the educational process for students with physical disabilities, foreign students, as well as students, who receive education under individual educational trajectories.The aimof the present research was to analyse the possibilities and prospects for increasing the EEP through continuous monitoring and control of the current functional and psycho-emotional state (FPES) of students directly in the process of conducting training sessions.Methodology and research methods. The research was based on: a systematic approach to the accumulation, systematization and analysis of individual biometric information that allows a reliable assessment and forecast of changes in the current FPES of students; implementation of the principle of biofeedback (BF) and passive remote non-contact measurements of current human biological parameters that exclude any impact on it. Information technologies were used for digital signal processing in the optical and acoustic spectra of natural human radiation.Results and scientific novelty. The work substantiates an integrated approach to planning, organising and conducting training sessions, as well as control measures, which allow increasing the EEP by taking into account the individual characteristics and capabilities of students using modern digital information technologies to monitor their current FPES. It is shown that the system parameters characterising heart rate variability (HRV) can be used to assess the level of psycho-physiological adaptation of students to the learning process in general, as well as their responses to the complexity of training and control activities. Systemic parameters include the vegetative equilibrium index (VBI), the vegetative index of rhythm (VPR), the indicator of the adequacy of regulatory processes (PAID) and the stress index of regulatory systems (IN). The parameter IN is highlighted as the most informative. The possibility of using the results of the analysis of the change dynamics in the parameter IN for the evaluation of the current FPES of trainees is demonstrated. The possibility and expediency of using embedded monitoring systems has been experimentally confirmed. The bio-mouse and biometric chair are identified as universal means of monitoring the current FPES of students both in the  educational institution and at home (in a hostel environment).Practical significance. The developed methodical and technical means are of interest to a wide range of educational workers, including such levels as primary, basic and secondary general education, secondary professional and higher education, as well as special professional training and retraining.

the Article contains a brief historical and legal analysis of the first steps in the organization of the training system for the Soviet police (militia). The Ryazan province was chosen as the base region for the study during the end of the Civil war and the post-war years. The issues related to the formation of educational-methodical and material base of educational organizations specializing in the training of ordinary and commanding personnel for militia institutions were discussed. In connection with the course for the implementation of the new economic policy, the militia were entrusted with numerous functions that were not previously included in its powers. This revealed not only the lack of sufficient professional training for the majority of employees, but also the moral unwillingness to perform some functions whose competencies have not yet been developed. The article presents an assessment of a number of acute problems identified at the stage of establishment of Ryazan militia courses. It is important to take into account that they later became the basis of a number of law enforcement educational institutions, including those operating today. Thanks to the introduction into scientific circulation of a significant amount of previously unused archival material, the author’s approach in assessing the events that took place, the article may be of interest to a wide range of historians, lawyers, teachers and local historians.

The article presents the results of the research on the problem of the use of electronic educational resources in would-be teachers’ professional training and classifies electronic educational resources. Special attention is given to electronic resources for educational purposes, electronic educational and methodological package in particular (ELMP). The authors characterize the stages and principles of ELMP designing and determine its functions in would-be teachers’ professional training at institutes of higher education. The process of ELMP designing implies the integration of the traditional and innovative didactic facilities, electronic educational resources and teaching methods in order to establish active cooperation between teachers and students. The use of ELMPs ensures the efficient high-quality support for various forms of professional training; intensifies the development of students’ intellectual and creative capabilities; reinforces learning motivation through the use of an apt ELMP interface; improves the comprehension of training materials; accelerates the formation of would-be teachers’ professional skills; fosters professional competence in the sphere of information technologies and mental flexibility in professional problems solving in the process of would-be teachers’ professional training at institutes of higher education. The use of ELMPs in would-be teachers’ professional training gives the following advantages: high technological effectiveness of creating and use; high level of systematization of educational and methodological materials; realization of various functions; advanced facilities in presenting (visualizing) training materials. The research shows that compared to electronic educational resources for educational purposes, ELMPs considerably improve the efficiency of teaching due to the ability of ELMP to respond to students’ needs enabling a dialogue with the training system, the capability of timely renewal of training materials, the opportunity to introduce references to other electronic educational resources into ELMP; the capability of ELMP to adapt to students’ individual abilities and needs through various learning pathways and different complexity levels of tests included in ELMP.

Abstract The problem of professional training of skilled human personnel in the industry of information communication technology, the urgency of which is recognized at the state level of Ukraine and the world, has been considered. It has been traced that constantly growing requirements of the labour market, swift scientific progress require the use of innovative approaches to the training of future ІТ specialists with the aim to increase their professional level. The content of standards of professional training and development of information technologies specialists in foreign countries, particularly in Japan, has been analyzed and generalized. On the basis of analysis of educational and professional standards of Japan, basic requirements to the engineer in industry of information communication technology in the conditions of competitive environment at the labour market have been comprehensively characterized. The competencies that graduate students of educational qualification level of bachelor in the conditions of new state policy concerning upgrading the quality of higher education have been considered. The constituents of professional competence in the structure of an engineer-programmer’s personality, necessary on different levels of professional improvement of a specialist for the development of community of highly skilled ІТ specialists, have been summarized. Positive features of foreign experience and the possibility of their implementation into the native educational space have been distinguished. Directions for modernization and upgrading of the quality of higher education in Ukraine and the prospects for further scientific research concerning the practice of specialists in information technologies training have been suggested
