The current stage of health protection and social protection of the population poses new challenges for the ITU institutions to improve the quality of expertise, address issues of disability prevention, and there is no doubt that statistical analysis still plays an important role in their implementation. Considering the issues of disability, the dynamics of a social phenomenon that has all the rights to public attention is reflected. Materials on disability and the activities of ITU institutions, when adequately analyzed and used, are an effective tool in the work of government bodies to organize and improve measures to prevent and reduce disability, improve expert and rehabilitation services for the population. The purpose of this article is to present one of the organizational forms of the work of the ITU Bureau for the study of the causes and factors that directly led to disability, the prevention of disability, taking into account the task set by the Ministry of Labor and Social Protection of the Russian Federation to the Federal State Institutions of Medical and Social Expertise.

Introduction. Improving the quality of the population is an important task for socio-economic development of the Russian Federation as a whole, as well as for its individual regions. Improvements in quality characteristics of the population can only be achieved by raising the quality and standard of living. The aim of this study is to identify the dependence of the quality of the population on the level of socio-economic development in a region and on the solution of socio-demographic problems (taking the Penza Region as an example). Materials and Methods. An analysis of statistical data from the Federal State Statistics Service for the Russian Federation and the Penza Region for 2005‒2018 was carried out. The methods of systems approach, comparative and demographic analysis, generalization, and statistical analysis were used to study the quality of population at the regional level. Results. Based on the analysis of primary statistical data, a high level of dependence of the quality of population of the Penza Region on demographic and socio-economic indicators of the region’s development has been identified and substantiated. The quality of the population of the Penza Region has been compared with other regions of Russia at the current stage and over time. The changes in the quality of population have revealed positive trends: an increase in the overall birth rate, reduction in the overall mortality rate, increasing natural growth rate of the population and life expectancy, growth of educational level of the population. At the same time, the natural growth rate of the population of the Penza Region has been much lower than the average level in Russia and below the indicators in the majority of constituent entities of the Volga Federal District, which is the most acute problem. Discussion and Conclusion. To date, the quality of the population of the Penza Region is a consequence of the increase in the level and quality of life in the region over the past 15 years, but in many respects it remains below the average Russian level. The results of this study can be used by the government of the Penza Region and other constituent entities of the Russian Federation when making decisions in the field of demographic and socio-economic policies.

The article is devoted to the issues of development of methodological approaches to accounting and auditing of estimated values and their changes in the conditions of digitalization. The purpose of the research is to study modern methodological approaches to accounting and auditing of estimated values, taking into account the specifics of the current stage of digital transformation, and to develop the main directions for their improvement in order to improve the quality of the information base in order to be able to make sound management decisions. The theoretical and methodological basis of the research consists of the evolutionary-adaptive theory, balance sheet theory, risk-based approach, methods contained in IFRS, ISA, FSB in the field of accounting and auditing of estimated values, regulatory legal acts of the Russian Federation, research in the field of modern international and Russian accounting and auditing practice. The research methodology included a review of accounting and auditing practices in the field of estimated values. The main features of accounting and auditing of estimated values are defined. Methodological approaches to improving accounting and auditing of estimated values that are based on digital technologies are proposed. Implementation of the proposed methodological approaches to accounting and auditing of estimated values in the context of digitalization will significantly improve the quality of accounting and control support for business.

The impact reveals social protection, promotion, and the inevitability of punishment on the quality of the German staff. For example, compare the quality of the metro station and staff in Moscow and Dortmund, there is shown the differences in the activities of personnel in Germany and Russia. The origins and reasons for the relatively poor quality of Russian personnel are settled.

The article raises such an acute problem as the disproportionate change in population growth with rising inflation. The relevance of this problem cannot raise any questions. Sometimes people ask the question: “Why is there not enough money for food, although, relatively speaking, it was enough before?” The economy of our country is going through difficult times. The fall in world oil prices has an impact on the Russian ruble, which is especially important in connection with the latest developments in the world. These and other questions are devoted to issues related to the growth of the population of the Russian Federation, and the opportunity to buy them. The research base is the website of the Federal State Statistics Service, which should use personal observations and knowledge. In preparing the articles, methods of correlation analysis using group statistical data were applied and the regression model was built on their basis. The authors proposed ideas for solving global problems in the entire economic system of the Russian Federation.

Автор статьи выявляет неверную квалификацию так называемого грузино-осетинского конфликта, вызванную ошибочной исторической интерпретацией международной правосубъектности сторон конфликта. На основании метода исторко-правового анализа документов и норм национального и международного права в настоящей статье описывается факт вхождения единой Осетии в состав РСФСР в 1921 году. На основании этого факта в статье рассматривается правосубъектность двух суверенных государств (ГССР и РСФСР) в контексте правомочности их юрисдикции на территории Осетии, для политико-правового анализа ответственности каждого из них за нарушение целостности Осетии и этнического суверенитета осетин. В силу неделимого качества этнического суверенитета осетин, она путем самоопределения могла быть передана только одному федеративному государству – Российской Федерации. Автор статьи квалифицирует конфликт как грузино-российский, что открывает совершенно новый подход к урегулированию конфликта посредством переноса его на открытый равносторонний международный уровень. Investigating the problems of the so-called Georgian-South Ossetian confl ict, the author of the article revealed an incorrect qualifi cation of the confl ict caused by an erroneous historical interpretation of the international legal personality of the parties to the confl ict.Based on the method of historical and legal analysis of documents and norms of national and international law, this article reveals the fact of the entry of united Ossetia into the RSFSR in 1921. Based on this fact, the article examines the legal personality of two sovereign states (the SSR of Georgia and the RSFSR) in the context of the legitimacy of their jurisdiction on the territory of Ossetia, for a political and legal analysis of the responsibility of each of them for violating the integrity of Ossetia and the ethnic sovereignty of the Ossetians. Due to the indivisible quality of the ethnic sovereignty of the Ossetians, it could be transferred by self – determination to only one federal state-the Russian Federation. Due to this fact, and the impeccable international legal personality of Georgia and Russia as actual members of the UN, the author of the article qualifi es the confl ict as Georgian-Russian, which opens up a completely new approach to resolving the confl ict by transferring it to an open equilateral international level.

This text proposes to present briefly topics related to the state and social protection theme and their impact on the quality of education. They aim to scrutinize the historical order and evolution of the state of social protection and its emergence, as well as its importance not only in Brazil but also in the world within the field of public policies. The discussions about the quality of education in Brazil raise questions about teacher training, financing, physical structure of the building, pedagogical practice, socioeconomic profile of the student and school management - elements considered determinants of the quality of education in a school unit. Within the framework of the discussions are the external evaluations as a way of qualifying the schools and the education systems in the country. The application of tests that assess the academic performance of students from public and private schools in Brazil became a constant from the 1990s, after the State reform and with a new political agenda for the educational area, in view of the reconfiguration of the economy and the valuation of criteria such as efficiency, effectiveness, productivity and competences for Brazilian education. The guiding problem of work is pubic and social policies as an instrument of the Welfare State. It is based on the hypothesis of the need for public policies at the federal, state and municipal levels that relate to the quality of education and to what is the citizen's right or need in its basic aspects. It is a study described in documentary review and literature. It is hoped to contribute between the relationship of the state of social protection and education and reaffirm its importance for the social and political development of citizens and citizenship.

The article analyzes the main development of the current stage of the reform of the public procurement system in the Russian Federation, which began in 2013. It is shown that since the beginning of the reform, the Russian procurement regulation system has made significant progress in terms of standardization and simplification of contractual relations, organization of processes and facilities. The experience of practical implementation of the contracting system is considered, the problems that have developed in the field of public procurement to date are identified. It is shown that the problems of organizing public procurement are not limited to corruption and the desire to give large contracts to “their” suppliers. An unresolved problem remains the need to maintain a balance of interests between ensuring procurement efficiency for the customer and providing contractors with competitive access to the competition for contracts. Unresolved this dilemma often turns budget savings into an end in itself, which reduces the effectiveness of the Russian contract system as a whole. The price and quality of products are different scales, which in modern reality are increasingly leaning towards economy. Hard-to-reach and sparsely populated municipalities become especially vulnerable in this struggle. It is shown in the work that the named problems cannot be solved by mere «easing» or «toughening» of the provisions of the law. It is important, while maintaining the foundations of the current system, to focus on finding options that stimulate efficient spending of funds or, at least, prevent the growth of inefficiency in procurement. The conclusion is made about the need for a systematic evolution of the contract system, taking into account regional aspects. To do this, it is advisable to transfer the emphasis in the organization of public procurement from the regulation of the procurement procedures themselves to the formation of incentive (restraint) mechanisms for specific officials involved in the organization of procurement.
