The terms of the establishment of a country is the people, regions, sovereign governments (constitutive), and recognition from other countries (declarative). Government is the organization that has the power to make and apply the law as well as legislation in certain areas for all of the people who are in the territory of the country. To run the government in the territory of the Republic of Indonesia, then Indonesia adheres to a decentralized system that gives the authority to manage their own regions based on Act No. 23 of 2014 about Local Governance. Implementation of local governance that are the pillars of the Indonesian state has been duly carried out in a transparent manner, which means openness in information is needed. One of the local governments that implement transparency in providing information to the public (community) is Bojonegoro Regency, East Java Province that achievements in the international arena by implementing the Open Government Pilot Project. The program of this movement aims to promote and strengthen the management of the bureaucracy at the district/city that is open, participatory, innovative, and responsive. Forms of transparency that is the main event routine interactive dialogue held on Friday since 2008. In the event, the people freely express their aspirations, criticism, and suggestions. In addition to the pubic Aspiration System Integration (SIAP) has also been implemented since July 2014, and also Bojonegoro Regency have opportunity through information and communication channels via SMS, BBM, Twitter, WhatsApps, radio, social media and other means of communication and information. It aims to secure concrete commitments and governments to promote transparency, empower citizens, fight corruption, and harness new technologies to strengthen governance. Purpose of the study: This article aimed to analyze the implementation of the regional government and administrative sanctions in Indonesian regional regulations. Methodology: The research method used is normative legal research. The data were analyzed using a qualitative descriptive technique. Main Findings: The final results showed that the type of relationship between the central and the local governments does not reduce the right of the local people to participate (freely) in the implementation of the regional government. The relationship between the central government and the regions did not diminish the rights of the people. Applications of this study: Local government sanctions and administration in Indonesian regional regulations. Novelty/Originality of this study: The task of the government is to realize the state’s objectives as formulated in the unveiling of the Constitution 1945 of the Republic of Indonesia, and this duty is a comprehensive task. This requires the regulations to direct the implementation of governance that is more in line with the expectations and needs of the community (citizen-friendly).

In Indonesia, law reform is one of the important mandates of the national reform agenda, including the restructuring of various legal and political institutions at all levels of government, the regulatory implementation of the 1945 Constitution at the village level, and the ideological renewal necessary to make these changes real in Indonesian society. The policy direction of the People's Consultative Council (MPR) has changed from domination by the central authority toward freedom, autonomy and local government empowerment. Laws that were once imposed from the top now reflect power-sharing with local governments. In particular, the government has granted special (and virtually unlimited) autonomy to the province of Nangroe Aceh Darussalam (NAD, also known as Aceh). This article will explore how that autonomy has been influenced by a more robust adoption of Shari'ah law in Aceh.When the New Order rule fell on May 21, 1998, Indonesia moved from a centralized power to democratization, a process of legal development “from, by and for the people” through a decentralized system. The promulgation of Law 22 (1998) providing for local autonomy (which was amended in 2004 by Law 32) and Law 25 on the respective financial authority of the central and local governments is concrete evidence that decentralization is real in Indonesia.

Justice that has not existed and is apparent among the disabilities in Indonesia is very large and spread in the archipelago is very large, making the issue of equality is a very important thing especially with the publication of the Disability Act No. 8 of 2016 at the beginning of that year. Only a few provinces that understand properly and well on open and potential issues and issues will affect other areas including the increasingly growing number of elderly people in Indonesia due to the increasing welfare of the people. The government of DKI Jakarta, including the most concerned with disability, from the beginning has set a bold step to defend things related to disability, including local governments in Solo, Bali, Makassar and several other areas. Leprosy belonging to the disability community has a very tough marginalization, the disability that arises from leprosy quite a lot, reaches ten percent more and covers the poor areas of Indonesia, such as Nusa Tenggara Timur, Papua, South Sulawesi Provinces and even East Java and West Java and Central Java Provinces. If we compare again with the ASEAN countries we also do not miss the moment in ratifying the CRPD (Convention of Rights for People with Disability) into the Law of Disability No. 8 of 2016 which, although already published but still get rejections in some sections because do not provide proper empowerment and rights equality. The struggle is long and must be continued to build equal rights in all areas, not only health and welfare but also in the right of the right to receive continuous inclusive education.

Local governance encompasses the involvement of local governments and other community-based organizations in participatory decision-making for efficient delivery of public services. In the developing world, however, the weakness of the local government and local governance has inhibited the efficient and effective delivery of these services. Relying on water and sanitation data and interviews of relevant officials, this study analyses the structure of governance of water supply and sanitation (WSS) at the community levels in selected medium-sized urban centres in Nigeria. Results showed that majority of the city dwellers lacked access to safe water and sanitation, an indication of convoluted, poorly regulated provision regimes and the waning capacity of local governments to galvanize local actions towards the efficient provision and management of these services at community levels. Multiple provision regimes, weak coordinating and regulatory frameworks characterize WSS governance. Further, the sub-national authorities’ encroachment on local government funds which deprived these tiers of government the resources they could have used in providing these essential services presents a major setback. Local governments require financial and constitutional autonomy to provide basic services to the people and supervise and coordinate the activities of other governmental and non-governmental actors involved in service provision.

Creative economy is one of the most propulsive sectors, which share in global economy as well as national ones continuously grows (Jones et al., 2016). Within the territory of 28 EU member states it participates with 4.5% of GDP and employs 3.8% of total workforce (https://ec.europa.eu/eurostat, 2017). Axis of creative economy development is made of cultural and creative industries that are generators of new technologies, innovation and media. This paper analyses cultural and creative industry in the Republic of Croatia, as well as their role in economic and social development of the country. Cultural and creative industry (CCI) are directed towards highly educated workforce of tertiary education, digital society and 4.0 Globalisation. People employed in CCI in the Republic of Croatia are at the EU average with 3.6% of total workforce (2017) and with 50% of employed with tertiary education (https://ec.europa.eu/eurostat, 2017). CCI are important in expressing identity of the people but they are also an engine of economic growth (HKKI, 2015).

Introduction. The article presents the results of a study of communication in the system of local self-government of the Republic of Tatarstan as a subject of the Russian Federation conducted by the authors in November – December 2019. The study included a survey of representatives of regional media and press services of local authorities of the Republic of Tatarstan in order to determine the model of communication in the local government system and the role of PR-activities in the regulation of social interaction in the region. Methods and materials. The main method of studying was the method of expert survey. The authors developed a questionnaire, which was used during an interview with experts. When choosing an expert – a media representative for the interview – the authors took into account three factors: the rating of the represented media, the experience of the respondent in the regional media (at least five years) and the authority to make a key decision on the publication of the material. In order to identify the experts who are representatives of local self-government bodies, the authors of the article determined the following criteria: implementation of information and analytical activities in the structure of local self-government bodies, at least 5 years of experience as a head of a structural unit (public relations / media relations department) of local self-government bodies. Analysis. The analysis showed that the development of social media accelerates the process of establishing a two-way model of communication between the government and the public. Social media have become a full-fledged source of information both for the journalistic community and for the press services of local governments. Moreover, with the help of the content posted in posts on official accounts on social networks, local governments can attract residents of the municipal territory to participate in solving local issues. Constant monitoring, responding to comments, tracking negative content on social media are becoming everyday practices in the work of press services. Results. The results of the study indicate that over the past decade in the Russian Federation the necessary prerequisites have been formed for the formation of a bilateral symmetrical model of communication between local authorities and the population. This model is aimed at providing effective feedback that allows the local government to quickly respond to the aspirations and needs of the population, monitor their dynamics, constantly monitor the attitude and assessments of citizens of decisions made on the development of the city or region.

Lampung indigenous people have valuable local wisdom that has the values of character education. The purpose of this research is to form a form of support to the government that continues to campaign for character education as an effort to restore the original character of the moral Indonesian nation and this study also aims to discover how the values of character education in the local wisdom of Lampung indigenous people namely Nengah Nyappur. This research uses descriptive-qualitative method to explore various data with library research. Nengah Nyappur as one of the elements of the philosophy of life of the people of Lampung has a character value in the form of tolerance, courtesy, and cooperation. These three character values are rooted in the daily lives of the indigenous people of Lampung. Referring to the presidential regulation of the Republic of Indonesia Number 87 of 2017 concerning Strengthening Character Education, Education Units and School/Madrasah Committees consider the adequacy of educators and education personnel, availability of facilities and infrastructure, local wisdom and opinions of community leaders and or religious leaders outside the School/Madrasah Committee. The third point about local wisdom feels the need for writers to review as one of the bases of character education, the writer offers local wisdom of Lampung. The findings of this study are that the values contained in Nengah Nyappur are still very relevant until now and can be applied in the family environment, community environment, and school environment.

Village government is the lowest level of government in the Government of the Republic of Indonesia. Its existence is very strategic for the implementation of programs of the central government, local government, and the wishes of the village community, so that the village government can help create a balance between the goals desired by the state and those desired by the people, namely the welfare of the people. For this reason, the role of village government officials is important to achieve the success of implementing village government tasks. In fact, there are still many village government officials who have not been able to carry out their duties and authorities properly and correctly. How are efforts to strengthen the role of village government officials so that they are able to carry out their duties and authority properly and correctly? One effort that can be done is to provide technical guidance to village government officials regarding village governance, the duties and authorities of village government officials, as well as the preparation of village regulations. Through this activity, it is hoped that the role of the village government apparatus in carrying out their duties and authorities will be strong, so that their duties and authorities can be carried out properly and correctlyABSTRAK;Pemerintahan desa adalah tingkat pemerintahan terendah di dalam Pemerintahan Negara Republik Indonesia. Keberadaannya sangat strategis bagi penerapan program pemerintah pusat, pemerintah daerah, dan keinginan masyarakat desa, sehingga pemerintah desa dapat membantu terciptanya keseimbangan tujuan yang diinginkan oleh negara dan yang diinginkan oleh rakyat yaitu kesejahteraan rakyat. Untuk itu peran aparatur pemerintahan desa menjadi penting untuk mencapai keberhasilan pelaksanaan tugas pemerintahan desa. Pada kenyataannya masih banyak aparatur pemerintahan desa yang belum dapat melaksanakan tugas dan wewenangnya dengan baik dan benar. Bagaimana upaya menguatkan peran aparatur pemerintahan desa, agar mampu menjalankan tugas dan wewenangnya secara baik dan benar? Salah satu upaya yang dapat dilakukan adalah memberikan bimbingan teknis kepada aparatur pemerintahan desa mengenai pemerintahan desa, tugas dan wewenang aparatur pemerintah desa, maupun penyusunan peraturan desa. Melalui kegiatan ini diharapkan peran aparatur pemerintahan desa dalam melaksanakan tugas dan wewenangnya menjadi kuat, sehingga tugas dan wewenangnya dapat dilaksanakan dengan baik dan benar.
