That with the presence of refomasi against the holding of the Government of the Republic of Indonesia, there was a significant change towards the function of legislation. If prior to the reformation by the UU No. 5 of the year 1974 the main legislation function is in the hands of the head Area, then after the Reformation was gradually shifted to the functions of DPRD, while the head of the Region carry out the Change was discussed along with Representatives The People Of The Region. Peregeseran the function of legislation to DPRD, then the seat of DPRD from both the political and juridical aspects become increasingly powerful as the element that organizes local governance. Disaran implementation of the function of legislation should run properly in the full sense of responsibility as well as follow all stages of the formation of local regulations that cover the stages of planning, drafting, discussion, enactment, assignment, and peyebarluasan

This paper is a reflection of the peace agreement between the Free Aceh Movement and the Government of Indonesia from 2005 to 2018. There have been improvement after a decade but there are still challenges that must be realized. The Helsinki Memorandum of Understanding (known as Helsinky peace agreement) on 15 August 2005 resulted a consensus that Aceh could have greater rights than before, as stipulated in the Law on Governing Aceh number 11/2006. Thus, Aceh has more authorities to redefine the political, economic, social and cultural status in the Republic of Indonesia system. This paper attempts to analyze this problem through a historical description of the movement of the Acehnese people, in the hope of contributing to increasing understanding of the concept of the Helsinki peace agreement in the context of sustainable peace and welfare improvement for the people of Aceh

The emergence of decentralization throughout the world has provoked question whether decentralization has played several important roles in fostering accountable and responsible governance. As the concept of governance expanded, so did thinking about the rationale, objectives, and forms of decentralization. Decentralization now encompasses not only the transfer of power, authority, and responsibility within the government but also the sharing of authority and resources for shaping public policy within society. One of the important reasons that drives Indonesian government to deliver a democratic decentralization is political motivation. This relates to the growing intention to local development throughout the country posed the need for political and administrative arrangement to meet the country’s diversity. This study describes and explores the nature and the process of political devolution in the context of local government in Indonesia, in particular assessing the political devolution performance in the regency of Jember. This article employs a model that combines Boex and Yilmaz and the Local Governance Barometer framework for assessing political devolution performances. The article focuses on those issues and on the opportunities for the local government to improve the most important basic needs of the people—education and health sectors in Indonesia.

The terms of the establishment of a country is the people, regions, sovereign governments (constitutive), and recognition from other countries (declarative). Government is the organization that has the power to make and apply the law as well as legislation in certain areas for all of the people who are in the territory of the country. To run the government in the territory of the Republic of Indonesia, then Indonesia adheres to a decentralized system that gives the authority to manage their own regions based on Act No. 23 of 2014 about Local Governance. Implementation of local governance that are the pillars of the Indonesian state has been duly carried out in a transparent manner, which means openness in information is needed. One of the local governments that implement transparency in providing information to the public (community) is Bojonegoro Regency, East Java Province that achievements in the international arena by implementing the Open Government Pilot Project. The program of this movement aims to promote and strengthen the management of the bureaucracy at the district/city that is open, participatory, innovative, and responsive. Forms of transparency that is the main event routine interactive dialogue held on Friday since 2008. In the event, the people freely express their aspirations, criticism, and suggestions. In addition to the pubic Aspiration System Integration (SIAP) has also been implemented since July 2014, and also Bojonegoro Regency have opportunity through information and communication channels via SMS, BBM, Twitter, WhatsApps, radio, social media and other means of communication and information. It aims to secure concrete commitments and governments to promote transparency, empower citizens, fight corruption, and harness new technologies to strengthen governance. <p>Abstrak: Sejak Indonesia merdeka hingga masa Reformasi, Aceh senantiasa mengalami pasang surut. Sepanjang sejarah tersebut, konflik, baik secara vertikal masyarakat dengan Pemerintah RI, maupun secara horizontal sesama masyarakatnya, selalu saja terjadi. Terjadinya bencana tsunami 2004 menambah penderitaan rakyat Aceh, namun sekaligus memberi hikmah tentang pentingnya membangun Aceh kembali dalam bingkai wawasan keislaman dan keindonesiaan. Pasca tsunami, pembangunan kembali Aceh menjadi topik yang banyak dibicarakan. Dalam konteks itu, penulis memaparkan strategi rekonstruksi Aceh yang bertumpu pada pertama, membuat buku panduan pengamalan Syariat Islam untuk mayarakat dalam kehidupan sehari-hari. Kedua, membuat perencanaan pembangunan dengan menggunakan prinsip-prinsip pembangunan Islam. Ketiga, mewujudkan pemerintahan yang bersih dan berwibawa.</p><p><br />Abstract: Islamic Development Strategy in Post-Tsunami Aceh towards Establishing Religious Society. Since Indonesian independence to the reformation era the development in Aceh has undergone changable rise and fall. In such history long-lasting conflict, be it vertically between the people and the government of the Republic of Indonesia or horizontally amongst the society had repeatedly happened. The tsunami of 2004 put the burden of Acehnese people even heavier, but at the same time it throw light into the importance of reconstructing Aceh in the framework of Islamic and Indonesian ways of life. In the post tsunami, the reconstruction of Aceh has become the most discussed topic. In this context, this essay extensively discusses the strategy of reconstruction in Aceh which mainly focus on: First, writing the blueprint of the Islamic teaching experience that should become as a guideline for peoples’ daily lives. Second, planning development program based on the Islamic development principles. The article considers the political aspect of land reform in the Republic of Zimbabwe. The problem of land reform has been one of the crucial ones in the history of this African country, which celebrated 40 years of independence on April 18, 2020. In recent decades, it has been constantly in the spotlight of political and electoral processes. The land issue was one of the key points of the political program from the very beginning of Robert Mugabe’s reign in 1980. The political aspect of land reform began to manifest itself clearly with the growth of the opposition movement in the late 1990s. In 2000–2002 the country implemented the Fast Track Land Reform Program (FTLRP), the essence of which was the compulsory acquisition of land from white owners without compensation. The expropriation of white farmers’ lands in the 2000s led to a serious reconfiguration of land ownership, which helped to maintain in power the ruling party, the African National Union of Zimbabwe – Patriotic Front (ZANU – PF). The government was carrying out its land reform in the context of a sharp confrontation with the opposition, especially with the Party for the Movement for Democratic Change (MDC), led by trade union leader Morgan Tsvangirai. The land issue was on the agenda of all the election campaigns (including the elections in July 2018); this fact denotes its politicization, hence the timeliness of this article. The economic and political crisis in Zimbabwe in the 2000–2010s was the most noticeable phenomenon in the South African region. The analysis of foreign and domestic sources allows us to conclude that the accelerated land reform served as one of its main triggers. The practical steps of the new Zimbabwean president, Mr. Emmerson Mnangagwa, indicate that he is aware of the importance of resolving land reform-related issues for further economic recovery. At the beginning of March 2020, the government adopted new regulations defining the conditions for compensation to farmers. On April 18, 2020, speaking on the occasion of the 40th anniversary of the independence of Zimbabwe, Mr. E. Mnangagwa stated that the land reform program remains the cornerstone of the country’s independence and sovereignty.

CIVILIZATION AND POLITOLOGICAL PROBLEMS OF THE ORGANIZATION OF PUBLIC ADMINISTRATION Logically, according to historical experience, the security of the statehood of each country (nation), the efficiency of public administration are conditioned by the degree of development of the political-state administrative thought and by the level of civilization achieved. If the former is inferior to the latter, then under the influence of that factor the efficiency of public administration is significantly reduced. The statehood, the fate of the people, the possibility of living safely in its homeland are endangered. Therefore, it is necessary to prioritize the increase of public administration efficiency, in particular, to introduce scientific principles in the system of state and local selfgovernment, to develop the political culture of the society and the level of analytical thinking, to attach essential importance to the training of personnel in the fields of political science, diplomacy, international law, to conduct scientific reasearch in those areas with the aim of using the results obtained in making strategic management decisions to clarify the distribution of powers between the branches of government, and to enshrine in the necessary restraint and counterbalance structure. The so-called deep state is a guarantee of state security, effective management in the conditions of generalization, a counterbalancing factor directing the activities of the civil society. In the Republic of Armenia such a role can claim the Armenian Apostolic Church, the intellectual-mature business elite, the high-ranking officers of the army and the National Security Service.

This study aimed at finding out the figures of speech used by the government in the political language variation and the purposes to which they serve. On the basis of the data analysis, it was found that there are sixteen types of figures of speech contained in the political language variation, for example, euphemism, repetition, parallelism, personification, parable, anticlimax, sarcasm, trope, hyperbole, pleonasm, climax, antithesis, synecdoche, anaphor, allusion, and metonymy. The purposes of their uses are to vary sentences, to show respect, to express something in a polite manner, and to give an emphasis or stress meanings. The suggestion made in relation to the uses of the figures of speech in political language variation is for the authority (government) to use words or phrases that are simple to make it easy for the people to understand.

The main objective behind the parliamentary practice of Question Period is to ensure that the government is held accountable to the people. Rather than being a political accountability tool and a showcase of public discourse, these deliberations are most often displays of vitriolic political rhetoric. I will be focusing my research on the ways in which incivil political discourse permeates the political mediascape with respect to one instance in Canadian politics - the acquisition of the F-35 Lightning II Joint Strike Fighter. I believe that incivility in the political discourse of Question Period must be understood within the mechanics of the contemporary public sphere. By interrogating the complexities of how political discourse is being mediatized, produced and consumed within the prevailing ideological paradigms, I identify some of the contemporary social, cultural and political practices that produce incivility in parliamentary discourse.

Lampung indigenous people have valuable local wisdom that has the values of character education. The purpose of this research is to form a form of support to the government that continues to campaign for character education as an effort to restore the original character of the moral Indonesian nation and this study also aims to discover how the values of character education in the local wisdom of Lampung indigenous people namely Nengah Nyappur. This research uses descriptive-qualitative method to explore various data with library research. Nengah Nyappur as one of the elements of the philosophy of life of the people of Lampung has a character value in the form of tolerance, courtesy, and cooperation. These three character values are rooted in the daily lives of the indigenous people of Lampung. Referring to the presidential regulation of the Republic of Indonesia Number 87 of 2017 concerning Strengthening Character Education, Education Units and School/Madrasah Committees consider the adequacy of educators and education personnel, availability of facilities and infrastructure, local wisdom and opinions of community leaders and or religious leaders outside the School/Madrasah Committee. The third point about local wisdom feels the need for writers to review as one of the bases of character education, the writer offers local wisdom of Lampung. The findings of this study are that the values contained in Nengah Nyappur are still very relevant until now and can be applied in the family environment, community environment, and school environment.

Bone Regency as part of South Sulawesi is a very interesting area to discuss. This area is not only part of the history of South Sulawesi, but also a historical flow of South Sulawesi. the existence of nobles who are so attached to the joints of the lives of the people of Bone is still interesting to be examined to this day. Based on this, the article aims to reveal the role of Bone nobility in the swapraja government system to the regency (1950 - 1960). The political development of the government during this period was seen as sufficiently influencing the political dynamics of the government in Bone Regency which continued even today. The method used is the method of historical research with four stages, namely, heuristics, criticism (history), interpretation, and presentation (historiography). The results of the study show that after the transition from swapraja to regency, the role of nobility is still very calculated. But it is no longer like in the period before the transition, where the government was ruled by the king / aristocracy. At this time the level of intelligence is also taken into account. Apart from the fact that the structure of the government is indeed different because the process of appointing head of government is also different. But in general the role of nobility after the transition was not much different, where there were still many nobles holding power. ABSTRAK Kabupaten Bone sebagai bahagian dari Sulawesi Selatan merupakan suatu daerah yang sangat menarik untuk dibicarakan. Daerah ini bukan saja merupakan bagian dari sejarah Sulawesi Selatan, tetapi juga merupakan arus sejarah Sulawesi Selatan. keberadaan bangsawan yang begitu melekat di dalam sendi kehidupan masyarakat Bone masih menarik untuk ditelisik sampai hari ini. Berdasarkan hal tersebut, maka artikel ini bertujuan untuk mengungkapkan tentang peranan bangsawan Bone dalam sistem pemerintahan swapraja ke kabupaten (1950 – 1960). Perkembangan politik dari pemerintahan selama periode ini dipandang cukup mempengaruhi dinamika politik dari pemerintahan di Kabupaten Bone yang berlangsung bahkan sampai sekarang. Metode yang digunakan adalah adalah metode penelitian sejarah dengan empat tahapan yaitu, heuristik, kritik (sejarah), intrepretasi, dan penyajian (historiografi). Hasil penelitian menunjukkan bahwa setelah peralihan dari swapraja ke kabupaten, peranan bangsawan masih sangat diperhitungkan. Namun tidak lagi seperti pada masa sebelum peralihan, di mana pemerintahan dikuasai oleh raja/aristokrasi. Pada masa ini tingkat kecerdasan juga diperhitungkan. Selain karena struktur pemerintahannya memang berbeda juga karena proses pengangkatan kepala pemerintahan juga berbeda. Namun secara umum peran bangsawan setelah masa peralihan tidak jauh berbeda, di mana masih banyak bangsawan yang memegang kekuasaan.
