ABSTRACTThe phenomenon used as the object of research is the empowerment of hinterland community in Batam City. The objectives of the research are (1) to analyze of the influence of the policy implementation of change village statute toward the empowerment of hinterland community; (2) to analyze of the influence of village master leadership toward the empowerment of hinterland community; (3) to analyze of the influence of the policy implementation of change village statute and village master leadership together toward the empowerment of hinterland community; (4) Obtain a new concept from discussion of influence of the policy implementation of change village statute toward the empowerment of hinterland community; (5) Obtain a new concept from the influence of the village master leadership toward the empowerment of hinterland community. The research used quantitative research approach; A sample of 220 respondents taken from a population of 1574 people using sample size SEM; Data collection using literature study, interview and observation techniques; Data analysis using SEM Analysis and Regression Analysis. The conclusions are the following: The amount of influence of the policy implementation of change village statute toward the empowerment of hinterland community reaches 0,65, is determined by content of policy and context of Implementation.The amount of influence of village master leadership toward the empowerment of hinterland community reaches 0.54, is determined by personality, role, organization, task, values, and setting. Therefore, influence of the policy implementation of change village statute and village master leadership together toward the empowerment of hinterland community. New Concept derived from the discussion of influence of the policy implementation of change village statute toward the empowerment of hinterland community is the new concept I about context implementation of basic government policy. New Concept derived from the discussion of influence of the village master leadership toward the empowerment of hinterland community is the new concept IIabout bureaucracy leadership behavior setting. This study aims to see the community participation in the satellite area in the construction and maintenance of Drainage in the Village Marindal II District Patumbak Deli Serdang. The research method used to answer the problem in this research is the method of qualitative research approach. Data obtained through in-depth interviews, literature study and documentation. Informant research comes from the elements of sub-district government and community. The results of the research show that the participation, involvement and utilization of drainage facilities are running well.

This research was conducted to find out the role of village financial system (Siskeudes) on the performance of village administration with good governance as an intervening variable in Kulon Progo Regency. This research employed quantitative research approach. The data used were primary data. The informants used were village Kaur  and Kasi, the village secretaries, the village financial system operators (Siskeudes). The result showed that: (1) village financial system (Siskeudes) influences on the good governance; (2) good governance influences on the performance of the village administration; (3) village financial system (Siskeudes) no effect to performance of village administration; (4) village financial system (Siskeudes) on the performance of village administration with good governance an an intervening variable.

Purpose This study aims to investigate the impacts of procurement strategies on the growing proportion of construction small- and medium-sized enterprises (SMEs) and whether the size of the construction company moderates the effect. Design/methodology/approach This study adopted a quantitative research approach and a cross-sectional questionnaire survey in achieving its objectives. The survey requires the respondent to identify both the most successful and most outstanding project that the respondent was involved in between 2010 and 2016. Findings The study found that only traditional and management-oriented procurement strategies ensure the achievement of all growth plans for construction SMEs in South Africa; and that medium-sized construction enterprises achieve social growth such as community empowerment, managerial skills and advancement on the cidb Register of Contractors. Practical implications The findings of the study imply that policymakers should base their decisions regarding macroeconomic issues and growth plans for construction SMEs on the internal and external factors such as differences in the sizes of construction SMEs and differences in the suitability of procurement strategies affecting the growth of construction SMEs. Originality/value In past studies, the diversity amongst SMEs is often overlooked and SMEs are erroneously assumed to share similar objectives, possess equal capabilities and face challenges of the same magnitude. The original contribution of this study is shown in the investigation of the moderating effect of SMEs’ diversity (in terms of company size) on their growth proportion as influenced by procurement strategies.

Tujuan dari penelitian ini adalah untuk mengidentifikasi dampak yang ditimbulkan oleh kegiatan budidaya tambak udang terhadap ekosistem mangrove dan memberikan rekomendasi terhadap pengelolaan ekosistem mangrove kedepan. Pendekatan penelitian yang digunakan adalah kombinasi penelitian kuantitatif kualitatif. Jenis data yang digunakan dalam penelitian ini adalah data sekunder. Data sekunder yang dimaksud adalah luasan mangrove pada waktu yang berbeda, luasan budidaya tambak pada waktu yang berbeda, perkembangan volume produksi budidaya tambak, dampak lingkungan, ekonomi dan sosial akibat degradasi ekosistem mangrove. Sumber data sekunder diperoleh dari hasil penelitian terdahulu yang sesuai dengan topik bahasan dalam penelitian serta publikasi dari instansi terkait. Metode pengumpulan data penelitian ini adalah studi pustaka kemudian dianalisis dengan metode analisis data sekunder secara deskritif dan dipresentasikan dalam bentuk tabulasi dan grafik. Dampak yang timbul akibat degradasi ekosistem mangrove adalah: (1) Terjadinya erosi garis pantai dan sempadan sungai; (2) Sedimentasi; (3) Pencemaran; (4) Berkurangnya fungsi ekologi dan secara langsung akan mempengaruhi fungsi ekonomi dengan berkurangnya jumlah tangkapan nelayan; serta (5) terjadinya intrusi air laut. Implikasi pada sosial ekonomi adalah ketahanan pangan menjadi rawan dan tingginya perpindahan penduduk untuk mencari sumber mata pencaharian lainnya. Rekomendasi kebijakan untuk memperbaiki ekosistem mangrove dan mengurangi dampak adalah melakukan rehabilitasi ekosistem mangrove dengan melibatkan masyarakat secara aktif dan melakukan praktek perikanan yang berkelanjutan sebagai contoh menerapkan perikanan organik yang saat ini menjadi dasar untuk pembelian ekolabeling sebagai bentuk peningkatan sertifikasi sebagai komoditas ekspor serta pembentukan ekonomi baru yang kreatif dalam pemanfaatan mangrove seperti ekowisata, penyediaan warna alami untuk batik dan pembuatan olahan makanan.Title: Impact of Shrimp Fish Pond towards to Mangrove EcosystemThe objectives of this study are to identify the impacts caused by shrimp fish pond activities on mangrove ecosystem and provide recommendations for the management of the future mangrove ecosystem. The research approach used a combination of qualitative quantitative research. The type of data used in this study is secondary data. Secondary data consist of the extent of mangroves at different times, the extent of fish pond at different times, the development of the volume of production of fish ponds, environmental, economic and social impacts due to the degradation of mangrove ecosystems. Secondary data sources were obtained from the results of previous studies in accordance with the topic of discussion in research and publications from relevant agencies. The method of collecting data in this study is a literature study and then analyzed by descriptive secondary data analysis method and presented in the form of tabulations and graphs. The impacts arising from the degradation of the mangrove ecosystem are (1) the occurrence of shoreline erosion and river boundaries, (2) sedimentation, (3) pollution, (4). reduced ecological functions and will directly affect economic function by reducing the number of fishermen’s catches and (5) the occurrence of seawater intrusion. The implications for socio-economic conditions are food security is vulnerable and the high population movement to find other sources of livelihood. Policy recommendations to improve mangrove ecosystems and reduce impacts are to rehabilitate mangrove ecosystems by actively involving the community and carrying out sustainable fisheries practices as an example of implementing organic fisheries which is currently the basis for purchasing ecolabeling as a form of increasing certification as export commodities and forming a new creative economy in the utilization of mangroves such as ecotourism, providing natural colors for batik and making processed foods.

This study aimed to analyze and describe the performance of village assistants in sustainable community empowerment activities in Lalonaha Village, Wolo District, Kolaka Regency. Qualitative descriptive research method. Data obtained through interviews, literature study, and observation. The data analysis stage uses the Miles and Huberman method, namely data collection, data presentation, data verification, and concluding. Based on the research results, village assistants' capability in its implementation has not optimally because there are still many priority programs that people should expect but have not implemented. Activities carried out by village assistants in terms of development implementation, development supervision, and village administration training carried out by village assistants in Lalonaha Village, Wolo District have been able to run well, it is just that the obstacles faced regarding the quality of work by village assistants have not been able to carry out proper coordination fully. Both between the Lalonaha Village Government and the village community. In the implementation stage of village facilitator activities to help village government activities have not been able to run well, this is because in every development activity and supervision of development programs carried out more by the village apparatus themselves. The independence of village assistants in improving community empowerment in the village Lalonaha has not gone well because the village government itself carries out almost all the implementation of village assistance activities.

ABSTRACT This research was conducted due to the main problem, namely E-Government towards Smart Governance in Bandung that was still not effective. It might be caused by the implementation of E-Government Policy towards  Smart Governance in the Office of Communications and Information Technology of Bandung that was not maximum yet . The approach of this research was about policy implementation in the context of public policy and public administration’s view as the main theory to develop insight of public administration. The purpose of this research was to analyze the implementation of e-government policy towards smart governance in the Office of Communications and Information Technology of Bandung. This research used qualitative research approach and descriptive method. The results showed that E-Government Policy’s implementation   towards Smart Governance in the Office of Communications and Information Technology of Bandung was good, but there were still many disadvantages. It based on the findings after observation and interviews,  including: Firstly, the environmental conditions in the Office of Communications and Information Technology of Bandung are already good. Secondly, although there is already a pattern of cooperation related to E-Government Management   towards Smart Governance but in fact, the supervision is not maximum yet. Thirdly, although it already exist but not maximum yet for  E-Government. Fourthly, the pattern of correlation between work units and the prevailing norms must be improve in implementation. Furthermore, the conclusion of this research is the Implementation of E-Government Policy towards Smart Governance in the Office of Communications and Information Technology of Bandung has been running properly but it has not implement to all aspects yet. Village Fund Budget (ADD) as a form of financing for Village Government programs. The research method used is descriptive analysis to get a clear description by examining secondary data. Secondary data is obtained through literature study of primary legal materials and secondary legal materials related to regional autonomy in villages in the management of Village Administration, particularly with regard to the performance of Village-Owned Enterprises based on UU Desa No 6 tahun 2014. The data obtained from this study were analyzed juridically normative with a statutory approach. The results showed the accountability of the village head in managing village finances. In exercising the power of village financial management, the village head authorizes part of his power to the Village apparatus. (2) The village head as the holder of the village financial management power as referred to in paragraph (1), has the authority to: a. establish policies regarding the implementation of APBDesa; b. determine PTPKD; c. determine the officer who collects village revenue; d. approve expenditures for activities stipulated in APBDesa; and e. take actions that result in spending at the expense of the Village Budget. The factors that become obstacles in Talagasari, namely the lack of information and lack of direction in the distribution of ADD, so that it contributes low to community empowerment.

ABSTRAK   Pokok permasalah pada masalah kemiskinan di Indonesia khususnya kabupaten Bengkalis. Kemiskinan adalah masalah klasik dan terjadi hamper di seluruh Negara di dunia. baik itu kemiskinan absolut maupun kemiskinan relatif. Masalah tentang masyarakat  miskin ternyata sangat kompleks, sehingga meskipun sudah banyak program-program dalam upaya pengentasan kemiskinan, namun juga tak kunjung selesai.  Tujuan penelitian ini untuk mengetahui bagaimana manajemen pemberdayaan masyarakat di kabupaten bengkalis dan pemberdayaan masyarakat desa di kabupaten Bengkalis. Metode penelitian menggunakan pedekatan kualitatif studi kepustakaan,  jenis penelitian menggunakan studi literatur dengan mencari referensi teori yang relevan dengan kasus atau permasalahan yang ditemukan. Hasil penelitian ini menunjukkan bahwa manajemen pemberdayaan masyarakat di kabupaten bengkalis belum maksimal, hal ini terlihat dari lemahnya upaya pemerintah dalam upaya melinearisasi kebijakan hingga tingkat desa khususnya desa tradisional yang masih tertinggal, tentu butuh sentuhan-sentuhan khusus yang bisa di tuangkan ke dalam sebuah aturan/kebijakan. Dengan kata lain, factor administrasi dan organisasi sangat mempengaruhi keberhasilan dalam pencapaian tujuan. Pemberdayaan masyarakat desa di kabupaten bengkalis juga belum terlaksana dengan maksimal. Hal ini terlihat dari lemahnya upaya pemerintah dalam upaya menduplikasi strategi dari desa yang berhasil kepada desa-desa lainnya di kabupaten bengkalis. Dalam upaya pemberdayaan masyarakat desa di kabupaten bengkalis perlu menanamkan kesadaran kepada masyarakat yang menjadi sasaran pemberdayaan terhadap pentingnya pemberdayaan tersebut agar dalam pelaksanaan, masyarakat sasaran pemberdayaan dapat lebih partisipasif.   Kata Kunci: Manajemen, pemberdayaan, masyarakat.desa. Abstract: The main problem in the problem of poverty in Indonesia, especially Bengkalis Regency. Poverty is a classic problem and occurs in almost all countries in the world. both absolute poverty and relative poverty. The problem of the poor turns out to be very complex, so that even though there have been many programs in poverty alleviation efforts, it has also not been finished. The purpose of this study was to find out how the management of community empowerment in Bengkulu Regency and village community empowerment in Bengkalis Regency. The research method uses a qualitative approach to literature study, this type of research uses literature studies by looking for theoretical references relevant to the case or problem found. The results of this study indicate that the management of community empowerment in Bengkulu Regency is not yet maximal, this can be seen from the weak efforts of the government in an effort to line up policies at the village level, especially traditional villages that are still lagging, naturally requiring special touches that can be poured into a rule / Policy. In other words, administrative and organizational factors greatly influence success in achieving goals. Empowerment of rural communities in the Bengkulu district has also not been carried out to the maximum. This can be seen from the weak efforts of the government in an effort to duplicate the strategy of the successful village to other villages in the Regency of Bengkulu. In an effort to empower the village community in Bengkulu Regency it is necessary to instill awareness to the people who are the target of empowerment of the importance of empowerment so that in the implementation, the target community of empowerment can be more participatory. Aceh as one of the special autonomous regions which has a large enough budget compared to other regions makes the Aceh regional government have more useful programs to help alleviate poverty with a variety of superior programs, many regional potentials from various sectors that can be developed. The purpose of this study is to analyze the implementation of community empowerment programs through the Aceh Kreatif program so far and how the conditions of opportunities and challenges can be utilized by local governments in developing products and services from community empowerment through the Aceh Kreatif program. The research method used is a qualitative method. descriptive with the literature study technique The Aceh Creative Program is one of the 15 flagship programs of the Aceh government which indeed aims to improve the community's economy by emphasizing innovation creativity and utilizing local potential that is spread throughout the region from cities to villages in Aceh, contained in Aceh Qanun No.1 of 2019 concerning the Aceh Medium Term Development Plan (RPJM) for 2017-2022. The performance of the implementation of community empowerment through the Aceh program can be said to be good. 115 Bumdes are developing and getting turnover and obtaining PAG, several businesses were born in the village from community empowerment through the Aceh Kreatif program. Communication of the implementing agency is carried out through Focus Group discussions (FGD) then coordination meetings which are held regularly at the beginning of the year. In addition, the PMG Aceh Office conducts monitoring and evaluation of several gampongs in Aceh. Opportunities and challenges faced include central government support, competition, advances in science and technology, limited advice and infrastructure, as well as the quality and quantity of human resources.
