Potentially threatening phenomena on the way to stabilizing and overcoming depressive trends in the global economy in the medium and long term in the context of the COVID-19 pandemic have been identified and systematized, taking into account the identification of areas of global risk. The reformatting of the global socio-economic landscape is substantiated, which is determined by the course of the pandemic, the different rates of decline and recovery of the economic growth in general and in individual industries, the destabilization of public finances, the exacerbation of social protection problems. This is confirmed by the dynamics of international trade in goods and services, the aggravation of the global debt problem. Emphasis is placed on the need to form in each country the anti-crisis potential on a scientifically sound basis in order to counter external and internal threats and stimulate sustainable socio-economic development.

The article explores the factors that allow the economies of the countries of the world to achieve sustainable economic growth at different stages of the country's economic development, depending on the level of GDP per capita. Among which are highlighted: basic factors, efficiency factors and innovative factors. For the Ukrainian economy, which is at the stage of focusing on efficiency, the issues of the place, significance and level of economic complexity of the Ukrainian economy and ensuring sustainable economic growth on this basis are considered. Economic diversification and complexity are defined as key drivers of long-term growth. The dynamics of the index of economic complexity in Ukraine is analyzed, modern trends are revealed. Directions and strategic approaches to the diversification of national production are proposed, which could have a significant multiplier effect, increase the complexity and level of knowledge in the economy. It also provides evidence on the relationship between socio-economic development, values of self-expression and democratic institutions. The conclusion is formulated: socio- economic development leads to the spread of the values of self-expression, and they, in turn, to the establishment and strengthening of democratic institutions.

This publication reflects the results of the author’s research on improving the domestic statistical and methodological tools used in the analysis and forecasting of the Russian economy. In this regard, the main features of the formation and application of the Business Activity Index for basic spheres of the economy of the Institute of Economics of the Russian Academy of Sciences (hereinafter, the index of business activity) are shown and substantiations of its individual advantages are given in comparison with the index of output of goods and services for the basic types of economic activities of Rosstat (hereinafter, the release of goods and services). The authors provide evidence that despite a number of positive qualities of the applied methodology for constructing the index of output of goods and services, the business activity index, according to the authors of the article, provides a more objective assessment of macroeconomic dynamics, since it includes additional indicators reflecting financial and social aspects of economic development. It is proved that the main advantages of the business activity index are manifested in a more accurate determination of the depth of crisis phenomena in socio-economic development, as well as in determining the timing of the onset and overcoming of these negative processes. The characteristics of the macroeconomic indicators that make up the business activity index are given. Methods for calculating the weights of indicators characterizing the level of business activity in various spheres of the national economy, as well as methods for determining changes in this level are considered. Changes in the dynamics of these weights are analyzed. Ways of more efficient use of business activity indices in the practice of accounting, forecasting and management of socio-economic development are proposed. The conclusion is substantiated that it is advisable to use the business activity index for macroeconomic analysis, forecasting and strategic planning, which will make it possible to more accurately assess the impact of the implementation of national projects and the social package of the message of the President of the Russian Federation on economic growth and increase the efficiency of using business activity tools in the practice of public administration of social economic development of the country.

The article considers the role of national budget in Russian socio-economic development. The author analyzes the Russian budget of the last decade and comes to the conclusion that it is not efficient because there is no long term planning, the allocation of responsibilities between the Ministry of Economic Development and the Ministry of Finance is not optimal, and because the government is trying to stimulate economic growth without resorting to deficit budget.

The paper is devoted to examining of theoretical and practical aspects of introduction of the Regions’ Inclusive Development Index. At current stage, the works of contemporary foreign and domestic scientists are focused on the research of inclusive development and inclusive growth, where they more or less outline substantial misbalances of global economy growth models – GDP volumes growth is accompanied by inharmonious distribution of income between the entities, leading to stratification of population and aggravating poverty – and suggest a new balanced model of economic growth of socio-economic systems with growing involvement of all residents in economic growth processes and fair distribution of their results. Growing gaps in regions’ development, low credibility of GRP per capita in terms of estimation of socio-economic development of territories, their competitive ability and problematic nature objectively cause the need to introduce a new aggregated index to systemically and complexly make constructive managerial decisions to overcome negative tendencies, to conduct efficient state regional policy and to provide state financial assistance. The author’s approach to introduction of «Region’s Inclusive Development Index» in Ukraine at the level of regions, which is an analogue to international «Inclusive Development Index», which should show the growth (fall) of residents’ welfare in the region more comprehensively and promote achievement of European standards of the quality of life, which correspond to the principles of inclusive growth. The results of calculations of suggested Region’s Inclusive Development Index and comparative analysis by the rate of GRP per capita in followup of socio-economic development of Ukrainian regions in 2016-2017 show the reasonability of introducing this criterion as far as it reveals the advantages and defects of each region’s socio-economic development.

The article discusses the role of international trade in promoting economic growth and socio-economic development of the poorest countries. The analysis of foreign trade statistics shows that the modality of the relationship between trade and economic development has changed, depending on a large number of factors, including tariff and non-tariff such measures. In the first part of the article the author examines the theoretical concepts that describe the impact of international trade on the socio-economic development of the poorest countries. Having analyzed a wide range of literature, the author identifies two approaches to the understanding the issue, "old" one establishing a direct link between trade, economic growth and long-term development, and the "new" one problematizing this link. The second part of the paper examines the place of protective measures for trade in developing countries. It shows that the removal of the protective measures as a result of trade liberalization does not always go for the benefit of developing countries. The last part of the article evaluates the impact of protective measures on trade and economic development in the poorest countries on the basis of total trade restrictions index. The author comes to the conclusion that international trade and the strengthening of export potential should be a tool, but not the key objective of national economic policy of the poorest countries.

The provision of the conditions for continued socio-economic development is one of the fundamental objectives for regions. In an age of intensive changes in the global economy, demographic determinants seem to play a heightened role, as the quality and supply of human resources in regions largely determine their capabilities and paths of development. This paper aims to provide a forecast of the long-term demographic changes expected to arise in the Lower Silesia region of Poland, along with their projected effects upon the development potential of the region as a whole. This study was prepared on the basis of publicly available statistical and prognostic data for the period between 2010 and 2050. For research purposes, the region of Lower Silesia was assumed to correspond with the administrative area of the Lower Silesia voivodeship. The article considers comparisons of Russias GDP with other countries basing on the new data recently presented by OECD-Eurostat. The economic potential of Russia is analyzed in retrospect of 20 years with forecast for mid- and long-term. Special attention is paid to new conditions of economic growth that have formed after the global crisis. The necessity of transition of our country to a new model of socio-economic development in order to accelerate it is grounded.

The subject of the study is the theoretical and practical issues of the development of the budget planning system in Ukraine. The purpose of the study is to reveal the theoretical and methodological principles of planning budget expenditures as a tool for influencing the social development of the country. Research methods. The paper uses a set of scientific methods and approaches, including systematic, structural, comparative, factor methods, which allowed to realize the conceptual unity of the research. Results of work. The economic essence of budget expenditures is disclosed. Peculiarities of formation of budget expenditures in conditions of economy transformation are analyzed. It has been determined that the use of budget expenditures as a tool for regulation of socio-economic development of the country has certain features during the period of transformational changes in the economy, its structural adjustment, which consists in ensuring the macroeconomic equilibrium, creating a favorable financial and economic environment for the development of market relations, support of strategic sectors of the economy, including those aimed at domestic consumption. The main objective of strengthening the qualitative level of budget expenditure planning is to ensure long-term macroeconomic and social stability in the state. At the present time, it is important to deepen the theoretical and methodological principles of forming budget expenditures as a component of the regulatory mechanism of financial policy of the country, which will enable to strengthen the relationship of financial regulation with the dynamics of socio-economic development. The field of application of the results of work. Budget. Budgetary regulation of social development. Budget expenditures. Conclusions. Financial resources of the budget influence economic growth, structural transformations in the branches of economy, equalization of regional disproportions, development of human capital and increase of a high level of social protection of the population. During the years of Ukraine's emergence as an independent state, the underlying foundations and corresponding mechanisms for functioning of a sufficiently effective system of forming budget expenditures as one of the conditions for conducting a consistent fiscal policy aimed at economic growth have been formed. The budget process, depending on the changes in internal and external economic factors, the development of financial and economic relations, the increase of the quality requirements, the provision of state services of public services inherent permanent adaptation mechanisms that affect the need to improve the management of budget resources, which will provide the opportunity to ensure the effectiveness of economic transformations, sustainability budgetary system, increase the quality of budget planning and forecasting, and the efficiency of using budget funds. It is advisable to further strengthen systemicity and consistency in the implementation of state policy in the area of budget expenditures planning, to determine the optimal structure and content of budget programs, their correspondence to indicators of development of economic sectors in the short and medium term and directions of social and economic development of the country.

This paper considers the differentiation of the development level of some countries of the world using different models of socio-economic development. The study consisted of several stages and was based on data published on the official websites of the World Economic Forum, the World Bank, and the International Monetary Fund. In this regard, we studied the methods for assessing the quantitative and qualitative parameters of the development of countries in the world economy. We also studied the leading countries in terms of socio-economic development, strategies and their competitive advantages, and identified priority areas for the development of the economies of countries under consideration during the analyzed period. This paper presents an analysis of economic parameters, a comparison of national economies, their development dynamics using quantitative indicators of economic growth. According to the study, China has prospects for a great leap forward in economic development, the United States is the leader in many respects, and Japan has slowed down in economic growth and risks continuing to suffer losses in a number of economic indicators. Chad, India, China and developed countries have strong differentiation in terms of per capita GDP growth rates according to PPPs. All this speaks of the processes of strengthening differentiation, taking place in the world economy, widening the gap in the level of life quality among countries

The article discusses topical issues of economic integration of Kazakhstan within the framework of the Eurasian Economic Union (EAEU). Individual indicators of the socio-economic development of the republic on the eve of joining the EAEU and in the subsequent period of Kazakhstan's presence in the integration association are analyzed, tables and diagrams are compiled, reflecting the dynamics of the development of the national economy. The main problems in the structure of the economy of Kazakhstan are highlighted and some mechanisms for their solution are proposed. It is concluded that the integration potential of Kazakhstan is not fully utilized, certain industries have not been developed in the context of international trade, and the development of cooperative ties with the EAEU countries requires the use of additional measures in the investment and industrial policy of Kazakhstan. At the same time, in the changing conditions of international trade, Kazakhstan has the opportunity to strengthen its position, and integration opportunities can become a driver of economic growth in the coming years despite criticism from skeptics.
