The article is devoted to the model of modernization of agricultural enterprises on the basis of innovation providing. The level of innovative development of domestic agro-industrial enterprises is analyzed and the main problems that put backthe introduction of innovations in the agro-industrial sector of Ukraine under the current conditions are determined; the introduction of such a model of innovation development, which provided a balance between the modernization of production and the introduction of the results of scientific research, new products and production technologies is proposed; the vector of innovative development in the agricultural sector of Ukraine is investigated and the main trends in the development and implementation of innovations in the activities of enterprises engaged in agricultural production is identified; the model of modernization of domestic agroindustrial enterprises on the basis of innovation provision is developed, which is a set of intellectual (agrarian science), industrial (business environment of agroindustrial complex) and consumer (innovative products, innovative technology, innovation process) areas of innovation activity. The transition between these areas of the model of innovation provisioning is carried out with the help of progressive innovation (it helps ensure the interaction of the business environment of the agro-industrial complex with the scientific environment), innovation consulting (guarantees information and advice on innovative products and facilitates communication with business structures) and innovation-venture business (the main task is to promote the development of developed innovative products), a set of measures that must precede the implementation of the proposed model under the current conditions is defined. The role of the state in the process of innovation in agro-industrial enterprises at all three stages of the implementation of the innovation process, from the origin of the idea to the commercialization of innovation is defined. In particular, the functions assigned to the state are allocated for ensuring efficient financing of innovative activity of the agro-industrial complex.

Introduction. Effective functioning of agricultural enterprises at the current stage of economic development is possible only in an intensive way, which involves making and implementing innovative decisions to improve production, management and marketing activities. One of the directions of innovative development of the enterprise is technological modernization of production. Considering the huge expenses of implementation of this process, connected with the costs of material and technical, information support, training of personnel, etc., the state financial support for innovation is important and desirable. It is manifested in the financing of relevant budget programs aimed not only at the direct implementation of technological modernization of production, but also the organizational support for its implementation. The purpose of the article is to identify and evaluate budget programs for organizational support of technological upgrading of agricultural enterprises’ production. Methods. Methods of generalization, systematization, analysis, abstraction, comparison, absolute and relative values are used in the process of research to identify and evaluate budget programs for organizational support of technological upgrading of production in agricultural enterprises. Results. The importance and necessity of measures for research and experimental development in the process of technological renovation of agricultural enterprises' production are substantiated. Training, retraining and advanced training of personnel; advisory assistance; some agro-technical and zoo-technical measures that are a function of the state and financed by the relevant budget programs are substantiated. It was found out that during 2009-2018, funds were allocated from the state budget for measures of organizational support of technological renovation of agricultural enterprises’ production within the framework of financing of relevant budget programs. However, in the recent years the number of budget support programs for the agro-industrial complex and their funding have decreased compared to 2009, and individual programs have ceased to operate separately and combined with other programs. Thus, this situation will not improve the efficiency of the process of technological upgrading of agricultural enterprises’ production. Discussion. It is important and necessary in the future to include the funds in the state budget aimed at financing the programs of innovative development of agricultural enterprises, in particular for technological updating of production. The purpose of the article is to analyze the trends in the innovative development of the agro-industrial complex and outline further ways of this process. Research methods. Dialectical methods of cognition of processes and phenomena were used, monographic (analysis of the implementation of innovations in the agro-industrial complex), abstract-logical (theoretical generalizations and the formation of conclusions), comparative analysis (the reasons and differences in the development of innovative activity in the agro-industrial complex are determined), empirical (comprehensive assessment and analysis of the object of study). Research results. The indicators and development trends of key institutions of agrarian sector of the economy are analyzed, the state of scientific activity in the agro-industrial sector and its impact on the agrarian sector of the economy is assessed, the market infrastructure of the agro-industrial complex and its influence on the innovative development of the agricultural sector are investigated. Scientific novelty. Theoretical and practical provisions for assessing the state of innovative development of the agro-industrial complex have been further developed; the necessity of development of innovative infrastructure of agro-industrial complex is substantiated. Practical significance. The main provisions and conclusions set out in the article contain certain methodological and practical recommendations for assessing the state of innovative development of AIC. Not only key institutions of the agricultural sector of the economy are analyzed, but also scientific activity in the field of agro-industrial complex and market innovation infrastructure, which has an impact on the innovative development of the agrarian sector. The transition of the agro-industrial complex of the Far Eastern Federal District to innovative-oriented development objectively enforces the activation of innovative and investment processes, as well as ensuring effective management of innovative development as a single complex of interrelated economic processes. The specific territorial zoning of the region’s AIC requires differentiation of the innovative development strategies of its individual sectors in accordance with the certain conditions of their functioning. The research is based on the study and generalization of scientific approaches to the issues of innovative-oriented development of the AIC, taking into account various factors: territoriality, zonality, economic potential, etc. The article formulates a set of provisions underlying the development of the innovative-oriented development concept of the AIC of the region. There was determined the set of strategic goals of its innovative development regarding the specifics of the subjects. The purpose of research is to develop a conceptual approach to innovative-oriented development of AIC of the region, in appliance with its specifications.

The article is devoted to the study of the problems of introducing innovative mechanisms of agricultural policy in the activities of enterprises of the agro-industrial complex of Ukraine and the search for theoretical, methodological and practical ways to solve them. It is found out that an effective and innovatively directed agricultural policy is an integral mechanism for the effective functioning of the agro-industrial sector of the state, which, in turn, allows to activate the activities of agricultural enterprises, significantly increase the number and quality of sources of attracting investment and create the basis for continuous sustainable development. Significant problems and shortcomings of Ukraine's Agricultural Policy at the present stage are systematized. Scientific research is summarized and author's definitions of the categories "innovation" and "innovative development of an agricultural enterprise"are made. The problems of formation and implementation of innovative mechanisms of agricultural policy are analyzed, as well as ways to overcome them are proposed. It is proved that innovative processes in agricultural policy should be based on the principles of interaction between science and production, have their own specific features for creating prerequisites for the sustainable development of domestic agricultural producers. The mechanism of state policy in the field of innovative development of the agro-industrial complex has been formed. The principles on which the conceptual provisions of the state Agrarian Policy are based are defined. It is concluded that the state mechanisms of Agrarian Policy in the field of ensuring innovative development of the agro-industrial complex should function in three interrelated areas: orientation to the continuous implementation of measures at the state and regional levels to improve the qualitative and quantitative characteristics of the scientific and technological potential of the agro-industrial complex of Ukraine; encouraging small, medium and arge businesses of the agro-industrial complex to carry out innovative activities; stimulating demand in the agricultural sector for innovative products, technologies and knowledge

Innovative development is a prerequisite for the long-term sustainable functioning of agro-industrial enterprises. Activation of the innovation process, considered as a prerequisite for economic growth, is constrained by the lack of formalized decision-making apparatus and the assessment of its consequences. In order to manage the innovative development of agroindustrial enterprises in contemporary conditions, it is necessary to study the theoretical and methodological foundations of modeling and forecasting of their innovation activity, which has become a characteristic tendency of the economic situation in agriculture in recent years. The complexity of agricultural production and its specificity determine the peculiarity of approaches and methods of managing innovation activity, combining different types of innovations, strengthening the role of the state in their promotion. The agrarian sector of the economy is practically completely dependent on foreign manufacturers of technology, which, of course, also reduces the level of food security of our country. The existing innovative potential in agriculture in Ukraine is not used in full. The meaning of state innovation policy is that, while maintaining the accumulated scientific and technical potential to the maximum extent, and develop mechanisms that stimulate not only the development of innovative processes, but also the development of their results. The main directions of innovation policy in agriculture include: provision of legal regulation of innovation development and protection of the interests of its participants; implementation of direct and indirect support of agricultural producers in the creation and development of innovations; definition and implementation of the priority development of agrarian industrial complex; development of effective forms of partnership and cooperation, formation of appropriate organizational and economic structures; training of personnel in the field of innovation activity; priority development of material and technical base; development of international cooperation in the field of innovations. The state, based on the recommendations of science, should be called in a timely manner to send agribusiness clear and clear signals about the most promising areas of production activity, to orientate and direct its business activity in the necessary direction for society, to indicate ways to overcome the lag of our agriculture from the level of highly developed countries of the world.

The relevance of the study is conditioned by the need to revise the methods of farming with a focus on the use of innovative technologies to improve the quality and quantity of output. The purpose of the study is to analyse the problems and prospects of agricultural production in the Republic of Kazakhstan to create a comprehensive innovative model for the further development of the agro-industrial sector. The study of the prospects for the modernised improvement of the agro-industrial complex of the Republic of Kazakhstan was carried out in three stages based on the functional and logical, systemic, and structural approaches using methods of analysis, synthesis, comparison, systematisation, SWOT analysis, and statistical data processing. The analysis of research papers of Kazakhstani and foreign researchers was carried out to separate the problems and opportunities of agriculture of the Republic of Kazakhstan. It is determined that the agricultural complex of the state is represented by three forms of management, including farming, cooperatives, and the main business. The features of innovative activity and types of innovations in agriculture are considered. The possibilities and strengths of agriculture of the Republic of Kazakhstan are substantiated in accordance with the statistical data of gross output for 2012-2019. The organisational model of further development of the agro-industrial complex of the state in the context of the application of innovative technologies and the establishment of relationships with state information systems is proposed. The practical value of the study consists in providing a general analysis of both the problems and prospects of agriculture in the Republic of Kazakhstan, as a result of which a comprehensive model of innovative development was compiled

The performance of agriculture in Russia remains unsatisfactory, which requires the state to take active measures to support and develop it. In recent years, government policy has been focused on the formation of a high-tech agro-industrial complex, the introduction of digital means and ensuring food security. At the same time, the measures which are taken by the state do not form a single integrated system and do not ensure the achievement of the desired effect. The publication analyzes the current state of legislation in the field of agro-industrial complex support. Particular attention is paid to the Federal Scientific and Technical Program for the Development of Agriculture for 2017 - 2025. Based on the results of the research, conclusions about the need to adopt a comprehensive federal law and strengthen the role of the State Council of the Russian Federation in the development of a national agrarian policy are drawn, measures to improve legislation in the field of supporting the innovative development of agriculture are substantiated, and additional measures of state support for the agro-industrial complex in the Russian Federation are proposed.
