This article aims to examine food security issue among the community at the Indonesia - Malaysia border at Pandemic COVID-19 era by using the theory of interdependence and the human security approach. The study is conducted using a qualitative research method to collect and analyze both primary and secondary data. Primary data were obtained through official documents and an in-depth interview with key informants among Indonesia households of the communities in Indonesia - Malaysia border and local leaders. Meanwhile, published materials and online documents such as books, journal articles and reports served as a secondary source of data. The findings indicate that pandemics COVID-19 create vulnerability to food insecurity at border community. Realizing this fact, the government should consider adopting the human security concept, which emphasizes community empowerment as a framework in policymaking, with the aims to eradicate food insecurity among vulnerable households and to ensure the well-being of every Indonesian.

  Water is of basic substance for Human development, the water brought environment, economy, civilization, livelihood provisions and well being for the society. Comprehensively understanding factors affecting the availability of water for household the water consumption behavior are required to be designed for efficient and effective water uses. To address the issue we randomly investigated 200 households in five different populated towns of Quetta city. The primary data was collected through household questionnaire survey and observation. On the other hand, secondary data included books, journal articles and websites. Data were analyzed using the Statistical Package for Social Science (SPSS). The findings of this study revealed that type of family, monthly income, major source of water, presence of garden at household and responsible factor of water shortage are significantly correlated with water availability. The survey concludes that the available water resources provided by the government are not enough for the daily household usage resultantly the respondents struggle hard to managed alternative water resources as per their requirement. The paper recommend to bring  awareness for the public sector about their right to water and provision of water sources is core responsibly of Government, especially to draw a policy for new constructions of water resources or by the remodeling of water and sanitation systems.

Bamboo is a plant that can botanically be classified in the family Gramineae (grass). The economic and ecological benefits of bamboo, among other things, when compared to wood commodities, bamboo plants can provide an increase in the income of the surrounding community in a relatively fast time, which is 4-5 years. Demand that remains high is not followed by an increase in quality and prices that are compared to similar goods made from wood or other materials. This is a consideration and reduces the interest of the community to develop the business. This study aims to explore the understanding and role of community empowerment through the use of bamboo, explore the role of government in empowering bamboo-based communities and develop strategies for empowering local communities in the use of bamboo. This research is qualitative by using an emic approach that is focused on data and analysis based on answers from key people. The type of data consists of primary data obtained through interviews and observations. While the secondary data comes from the problem report documents that will be examined, writing and the results of research on the Local Community Empowerment Development Strategy. The results of this study indicate that the local community in Loksado District has the potential to develop processed bamboo production through community participation in bamboo processing and utilization training, the government and village apparatus support the processing and utilization of bamboo through programs / activities, cooperation, bamboo ecotourism and bamboo industrial products, and constraints in the empowerment of bamboo in Loksado District is in marketing and capital strategies.

The title of this research is "The Role of The Indonesian Militer In The Development of The Territorial (Case Study in Sungai Ceper Village, Sungai Menang District, Ogan Komering Ilir District)". TNI in the context of defending territory, assisting the tasks of regional governments based on Law Number 34 of 2004 concerning the TNI in the development of physical or non-physical communities, territorial development, community empowerment in territorial / remote / remote areas and improving the welfare of the community through TNI Manunggal Building Village (TMMD) program. The purpose of this research is to find out how the relationship between military and civilian is formed through the TNI Manunggal Building Village (TMMD) program and the implementation of the TNI Manunggal Building Village activities when viewed from a human security approach. The method used in this study is a qualitative approach with stages, namely interviews, observation, documentation. Meanwhile, the source of this research is primary data sources. Based on the results of the study it can be seen that, physical achievements in the implementation of the TNI Manunggal Building Villages have been carried out based on the target, but there is one thing that makes constraints in achieving these targets. Then, the relationship between the military and civilians was well established because through the TNI Manunggal Building Village program, and the closer cooperation between the TNI and the Government. Then, through this activity the target area community is able to obtain aspects of the human security approach in the form of personal security.

This research discusses how the efforts to empower UMKM are owned by people who do not have higher education and need business capital through the Nanda Work Savings and Loan Cooperative in Bone-Bone Village, Luwu Utara Regency). The method used is descriptive qualitative research methods, and data sources used primary data through field studies and secondary data through literature studies, with data collection techniques observation, interviews, and documentation. The data analysis technique uses three processes: data reduction, data presentation, and conclusion. Based on the results, it is concluded that the role of the Karya Nanda cooperative in community empowerment helps the government to reduce the number of unemployed and help the community to lend funds as the start of their business capital, as for the obstacles found in cooperative management, namely that there are still many people who invest their capital in outside parties or non-cooperatives.

ABSTRACTThis research is about the Implementation of Village Ministerial Regulation, PDTT Number 21 of 2015 in the utilization of Village Funds for Community Empowerment in Embacang Kelekar Village and Suban Baru Village Kelekar District of Muara Enim Regency in 2016. The research aims to find out the implementation of Village Ministerial Regulation, PDTT Number 21 of 2015 in utilizing village funds for community empowerment in Embacang Kelekar Village and Suban Baru Village Kelekar District Muara Enim Regency in 2016 and what factors are the obstacles to the success of the Implementation of the Village Minister Regulation, PDTT No. 21 2015 in Utilizing Village Funds for Community Empowerment in both villages. This study uses qualitative research methods with a descriptive approach. The data used are primary data and secondary data. The results of this study, in terms of the many developing programs, of course the government of Embacang Kelekar Village is better than Suban Baru Village because in Embacang Kelekar Village out of 8 groups of goat management only 2 groups failed and 6 other groups succeeded. Whereas in Suban Baru Village, out of 3 programs, only 1 group developed and the rest failed. This indicates that the impact in Embacang Kelekar Village is better than in Suban Baru Village. However, as a whole, when viewed from compliance and smooth routines, functions such as supervision are still not good in both villages. Therefore, when referring to the theory that is used as a reference, namely Ripley and Franklin's Theory, which states that even though the level of compliance is high, routine functions can be carried out smoothly, policy implementation can have a positive impact. However, if one of the three dimensions is flawed, the implementation of the policy is said to have yet to succeed. So the conclusion that can be drawn is the implementation of the Minister of Village Regulation, PDTT No. 21 of 2015 in the utilization of village funds for community empowerment in the Village of Embacang Kelekar and Suban Baru Village Kelekar District of Muara Enim Regency in 2016 can still be said to be unsuccessful.

Abstract One of the effort in combating poverty and urban community created by the government is the community empowerment and development program those are, Program Pengembangan Kecamatan (PPK) or Program Nasional Pemberdayaan Masyarakat (PNPM). The PPK/PNPM expected to accelerate poverty eradication and sufficiency society based on the development by increasing public capacity, local government; and the provision of facilities and the social economy infrastructures. The research identifies the PPK/PNPM success both in the main economic indicators and the managerial skill. The success indicators program consist of: increasing revenue (income indicator), poverty reduction, efficiency in program deliver, and financial viability. The research obtained primary and secondary data. The primary data will be analyzed with quantitative analysis with Mann-Whitney u test, and the secondary data will be analyzed comparing with success indicators index.The reseach output indicates that average income indicator 10,59%, poverty reduction 9,48%, average efficiency in program delivery 10,59% and financial viability 11,51%. The managerial skill indicates have influenced to the succes of the program.

Insecurity has become an important challenge to global human development. While wars among countries have reduced in the 21st century compared to previous centuries, civil wars and other forms of internal violence and conflicts have continued to have devastating effects on human populations. This paper aims to examine the relationship between aspect of human security and socio-economic development in Ilorin metropolis. Primary data were sourced through structured questionnaire coupled with personal interviews to elicit responses to work on. Secondary data were sourced from published documents of the National Population Commission and the State Bureau of Statistics, journals, and other relevant literatures. Data collected were analysed using the Z-score, Lorenz curve, and Regression analyses. The study reveals that the present adaptive and institutional strategies aimed at mitigating human insecurity in the study area are rather insufficient. Using the widest bow of the Lorenz curve, the level of disparity is 18%, depicting a disparity in the pattern of socio-economic development. The conclusion from the study is that many of the sampled respondents still find it hard to satisfy their basic needs from the environment in socially acceptable standards. Given this, the following recommendations are made to improve the quality of human life in Ilorin. Policy makers should be committed to the task of advancing the socio-economic well-being of urban dwellers. Government should help by implementing policies addressing basic human security especially through the provision of infrastructural facilities, and employment opportunities thereby helping to shape the quality of life and income diversification.

Penelitian ini bertujuan untuk mengkaji daya saing komoditi kakao di Sulawesi Tengah dan melihat peran pemerintah dalam meningkatkan daya saing komoditi kakao. Data primer berasal dari observasi, wawancara dan kuesioner, sementara data sekunder berasal dari instansi terkait. Metode analisis menggunakan Policy Analysis Matrix (PAM) dan analisis sensitivitas. Penelitian ini menemukan bahwa nilai PCR Kabupaten Parigi Moutong 0,589 dan Kabupaten Sigi 0,396. Sedangkan nilai DRC Kabupaten Parigi Moutong 0,387 dan Kabupaten Sigi 0,319. Hal tersebut mengindikasikan bahwa usahatani komoditi kakao di Sulawesi Tengah memiliki daya saing, namun tidak menguntungkan secara ekonomi karena Sulawesi Tengah menghasilkan biji kakao yang tidak difermentasi akibatnya petani menerima harga rendah. Berdasarkan hasil analisis, pemerintah belum memberikan proteksi terhadap harga biji kakao dalam negeri melalui harga referensi biji kakao sehingga harga biji kakao didaerah penelitian masih tergolong rendah jika dibandingkan dengan harga di pasar internasional. Sementara terhadap input, pemerintah telah memberikan kebijakan subsidi kepada petani, namun implementasinya masih perlu perbaikan terutama terkait penyaluran dan pengelolaan bantuan agar merata. Kajian ini merekomendasikan masih diperlukan kebijakan pemerintah baik terhadap input maupun output untuk meningkatkan produktivitas, menurunkan biaya produksi dan menaikkan harga jual biji kakao, sehingga dapat meningkatkan daya saing biji kakao. The purpose of this study is to assess the competitiveness of cocoa in Central Sulawesi and to investigate the role of government in improving the competitiveness of cocoa. The primary data were generated through observation, interviews and some questionnaires. The secondary data were obtained from the agency or the institution related to the research. This study uses the Policy Analysis Matrix (PAM) and sensitivity analysis. The study found that the PCR value for Parigi Moutong district was 0.589 and Sigi district was 0.396. While, the DRC value for Parigi Moutong district was 0.387 and Sigi district was 0.319. This indicates that cocoa beans farming in Central Sulawesi has competitiveness, but not economically beneficial because Central Sulawesi produces unfermented cocoa beans consequently farmers receive low prices. Based on the results of the government's impact on output analysis, the government did not provide protection for domestic cocoa seed prices through the reference price of cocoa beans, consequently the price of domestic cocoa beans, particularly in the research area, was relatively low compared to the price of cocoa beans at the international market. Seen from the government policy on inputs, the government have provided subsidies to farmers but they need to improve the distribution and management of aid to be evenly distributed. It is necessary to set up good government policy on inputs and outputs in order to increase cocoa seed productivity, decrease production cost and increase the price which simultaneously can improve its competitiveness in the research location.

The paper mainly analyses the environmental threats focusing on climate change to human security in Nepal. Major aspects of human security are interlinked and interconnected in our context. Among them, human security offers much to the vibrant field of environmental security in Nepal. Environmental threats are linked to the overall impact on human survival, well-being, and productivity. A great deal of human security is tied to peoples’ access to natural resources and vulnerabilities to environmental change. The major environmental threats in our context is the climate change which have widespread implications for Nepal, causing impacts to water availability, agricultural production, forestry, among many other detrimental effects. The critical threat of environmental security needs to be taken into serious consideration to save our succeeding generation. This article primarily interpreted the government action towards emerging environmental threat based on realist approach. For the study of theme of this article, descriptive and analytical research has been used to draw present major environmental threats in Nepal. With consideration to factors, this article attempted to identify the major environmentally vulnerable areas that are likely to hamper the overall status of human security in Nepal. This paper also tried to suggest the measures to enhance the environmental security considering prospects and policy focusing on Nepalese diverse aspects.

Nepal has been a home to diversified settlement in terms of ethnicity, religion, dialect and culture since its outset in civilization. It also lies between two great military and economic giants of Asia – India and China – that are hostile to each other. While these bring abundant opportunities for Nepal, it possesses several internal and external security threats. Nepal suffers from cyber-attack, environmental degradation, pandemic, ethnic, racial or religious conflicts, inequality and poverty, extremism, human trafficking, corruption, migration and trans-boundary crime. In addition, Nepal also faces several security threats, traditional and non–traditional, including terrorism and insurgency. These threats possess serious implications on peace and security of Nepal and the South Asian region. There is a need of serious study about the major internal and external security challenges that Nepal faces in recent decades. This study aims at examining some of the major security challenges, explore the factors behind it, and attempt to suggest few policy recommendations to the government of Nepal to deal with them. The study is conducted by reviewing the primary and secondary sources of data. The primary data includes documents of the government agencies, press release, joint statement and organizational reports. It also includes the interviews with security experts, bureaucrats, policy makers and academicians. Similarly, secondary data includes books, news reports, academic journals, seminars report and reports of research institutes and think tanks. The study highlights that Nepal should prepare itself to meet with the emerging internal and external security challenges what have emerged in recent times. With the rise of India and China, two adversarial powers in the region, Nepal possess extreme challenges in days to come. Similarly, hardly any countries of the world had prepared itself to deal with recent pandemic like COVID-19 that has shattered even the most powerful countries of the world. Taking lessons from these, it is time for Nepal to learn and prepare to mitigate the challenges.
