The discourse on the acceleration of the nickel export ban put forward by the Indonesian Government in August 2019 triggered various reactions and responses from market players in various countries. This can happen considering that Indonesia in recent years has contributed significantly to the international nickel trade. This study aims to look at the impact of implementing the policy on the receipt of PNBP royalties in nickel mining as well as the economy as broadly indicated in indicators of output, income, profit, and tax. This study uses a descriptive method with a simulation approach and a quantitative model of the BPS input-output table in 2010. The results of this study indicate that the country has the potential to lose nickel royalty PNBP of Rp 240-372 billion due to the absence of export of raw nickel ore. However, this loss can be replaced if the existing nickel smelter can operate optimally and the construction of additional smelter is realized according to plan. Even so, there is a risk of a decrease in the supply of nickel ore for smelters due to the preference of miners to export nickel ore at more attractive prices, which in turn can reduce economic value along the production chain. Therefore, the Government needs to establish communication with various business actors in order to improve the trade system to ensure supply and continue to encourage the realization of smelter construction.

The purpose of this research is to know the strategy of BATNA (Best Alternative to a Negotiated Agreement) in overcoming the conflict of environmental management that occurred in mining area of ​​PT. SumberEnergi Jaya, East Motoling District.This study uses descriptive method, which aims to find information from a phenomenon.Strategy management of conflict resolution of mining resources, conducted by PT. SumberEnergi Jaya showed good results, although there are still some residents who have not received the results of negotiations. With the efforts of family approach and deliberation to show effective results, a negotiator's strategy is a critical determinant of the success of an agreement. While Implementation of Law no. 7 of 2012 in this case has not been fully implemented as expected, where from the analysis conducted there is still an omission element by the government. The impact of government policies through the enactment of mining business licenses granted to PT. SumberEnergi Jaya, is very impact on social life and the environment, rather than the economic value generated. Due to the decline in environmental quality will affect the social and economic life of residents around the mine's circle.

Describe the implementation of the fingerprint electronic absence policy on the discipline and performance of civil servants as well as the impact it has on implementing the fingerprint electronic absence policy. Qualitative descriptive method describes various conditions and situations as the object of research. The data collection techniques used were observation, documentation and interviews. After the implementation of fingerprint electronic attendance, discipline increases and obligations as employees have been carried out in accordance with applicable regulations. The application of sanctions in the regional government of seluma regency is in accordance with the regulations of civil servants and the provision of rewards for employees who excel has been carried out properly, to inspire other employees, so that they can work better.

Abstract Fiscal institutions, which are responsible for the delegation of tax and spending powers among different tiers of governments, are important determinants of the size and efficiency of public redistribution. In this paper we develop a comparative analysis of the impact of fiscal decentralization vis-à-vis tax revenue sharing on the government’s effort to redistribute income. The main findings are: first, the size of the national budget for public redistribution is the same under fiscal decentralization and tax revenue sharing. Second, different fiscal institutions lead to different regional distributions of public transfers. Third, when choosing between decentralization and tax revenue sharing, there is a tradeoff between the efficiency and the regional effort of the government to redistribute income. Resumen Las instituciones fiscales, que determinan la responsabilidad del diseño de impuestos y gasto entre los diferentes niveles de gobierno, son importantes determinantes del tamaño y eficiencia de la redistribución pública. En este artículo, se desarrolla un análisis comparativo del impacto en el esfuerzo del gobierno en redistribuir el ingreso, entre la descentralización fiscal en y una política de compartir el ingreso fiscal. Los principales resultados son: primero, el tamaño del presupuesto en redistribución es el mismo para una economía con descentralización o en la que se comparte el ingreso fiscal. Segundo, las instituciones fiscales implican una asignación diferente en la distribución regional de transferencias públicas. Tercero, al escoger entre descentralización y el compartir el ingreso fiscal, existe un intercambio entre la eficiencia y la distribución regional de las transferencias públicas.

ABSTRACT           Value-added tax is everywhere; it is in the most of goods and services we purchase. Take for instance; when we go to the salon to get our hair done, when we gas up our car, vat is also included in what we pay.  In the Philippines, the value-added tax is a form of sales tax. It is a tax on the consumption levied on the sale, barter exchange, or lease of goods, properties, and services in the Philippines, and on importation of goods into the country, it is an indirect tax that may be shifted or passed into the buyer transferring lease of goods, properties or services. While in Nigeria, VAT is a Federal Government Tax that is administered using the existing machinery of the Federal Inland Revenue Services (FIRS). This study assessed the impact of value-added tax on Enugu Nigeria’s Economy, specifically to Government, Business Organizations, and Consumers, the problems identified, significant relationships, and the solutions recommended. The findings revealed that VAT has a significant impact on business organizations and consumers but positively on the part of the government. Recommendation for the improvement is for the consumer with low average earnings should be exempted in paying the VAT provided however, criteria must be set to exempt them in VAT.  The life of a farmer is very different due to the implementation of the mining policy. The purposes of this research were to know the actual condition of the community life of farmers in the ring area of the mine in District of Bahodopi and to analyze the impact of nickel mining and recommending policy management systems of natural resources that benefit the community of farmers. This approach used a descriptive qualitative approach by observation method with participation, in depth interviews, and documentation. For the data analysis stage of this research, namely data collection by specifying the informant throughpurposive sampling and continued with the reduction of the data by the method of presentation of data, and then snowball and the withdrawal of the conclusion. The results showed nickel mining has positive and negative impacts such as providing employment opportunities and business opportunities; food stalls, souvenir supplies business and housing, the conflict between farmers and companies that are triggered by a mudflow that cascaded into the farmland residents resulting in agricultural output that shrank, the majority of agricultural land is converted into mining areas so that the resulting loss of land as a sourceof intergenerational life, mining does not guarantee social welfare economic community of farmers. For farmers the presence of mine was certain will make an impact long term disaster. The Government should evaluate or review the return policy that has been applied as well as the effects of the current mining management, especially in matters related to agriculture or farmer's life.Keywords: farmers; policy; the response; meaning.

In 2000, the Government of Indonesia took a bold step by adopting a very radical policy of decentralization by devolving broad powers to local governments. The concept of divided government is a new thing that is happening in the government system in Indonesia. This article examines the impact of the governor election in West Kalimantan in 2018 and assesses the current paradigm for divided governance. This study uses a qualitative descriptive method, which provides a complete analysis and analysis of the evidence found. The results show that divided government can have an impact on political and bureaucratic obstacles after the 2018 West Kalimantan Governor Election. The study also found and introduced new methods of implementing split government, namely through ANDI as theoretical implications.

<p class="Abstract"><em>The protected forest area has various functions for human living. The protected forest area is a strategic area which has a function to protect the biodiversity and macro climate, as well as water use balancer. The Act No. 12 of 2012 be the basic for Balikpapan City detailing the spatial planning (RTRW) to the detail spatial planning (RDTR) as the strategic areas of socio-cultural and the environment. The region includes three strategic areas, i.e. protected areas, education, and housing on the water. The concept of sustainable development that focuses on balancing environmental, social and economic become a macro approach to the preparation of a detailed plan for the third strategic area.Currently, the protected forest areas of Wain River and Manggar River currently indicate endangered in the future due to the growing activity over the land, as well as coal mining industry around protected areas. The article aims to determine the direction of development planned in the structuring of protected forest areas that could potentially reduce the impact of threats in the future. The results showed that the management of protected forest areas conducted through the concept of "developmental conservation". This concept was conducted through the collaboration role between the government as the regulator to the development of the natural attractions activity and the local communities as the main stakeholder of tourism development. This concept provides the protection conservation of protected forests at the same time generating economic value for local communities and government.</em><strong><em></em></strong></p>

The trade-off between achieving price stability and economic growth, especially in the short term is the impact of a decision-making dilemma for the conduct of fiscal policy or monetary policy in the Indonesian economy. The problem is what lies behind this study and aimed to determine the impact of fiscal and monetary policies on the Indonesian economy. The data used are secondary data sourced from Bank Indonesia and BPS variables namely GDP, Government Expenditure, Tax Revenue, Export, Exchange Rate, Money Supply, Interest Rates for time series from 2000 to 2012. Data analysis was performed using Two Stage Least Squares (TSLS) estimation with multiple linear regression models using Eviews 5.0 program assistance. The results of this study it can be concluded that the simultaneous equation model on IS to variable Interest Rate and a significant negative effect on GDP of Indonesia, while the Government Expenditure variable (G0), Export (X0) and Tax Revenue (Tx) and Exchange Rate (ER) effect positively and significantly to Indonesia's GDP, while the equation for the LM model of the Money Supply variables significantly and negatively related to Indonesia's GDP increased at a rate statistically a = 10% and for variable interest rate is not significantly to Indonesia's GDP.

The challenge to provide enough resources to fund infrastructure development has been the bane of most developing countries like Nigeria. The appropriate economic and trade policies to deploy to increase revenue generating capacity of the government become compelling. This study examined the impact of trade openness on trade and tax revenue in Nigeria between 1981 and 2018. The study employed Augmented Dickey Fuller and Phillip Peron tests to conduct the stationarity tests. Akaike Information Criterion and Final Predictor Error provided the best lag lengths. Johansen cointegration test was used to determine the long run relationship. The study employed Vector Error Correction Model for the regression analysis while T- test and F test were also done to confirm the statistical significance of the variables and the models. For autocorrelation problem, Breusch-Godfrey serial correlation LM test were conducted and other post- estimation tests were also used. The result of the study showed that trade openness was negatively related with total tax revenue and with trade tax revenue (CED). The results indicate that a unit increase in trade openness leads to 11.58% decrease in trade revenue from CED and 13.69% decrease in total revenue. Trade openness as a policy to increase tax revenue was not beneficial to the country. Trade openness should be adopted with manufacturing and productive sector orientation in mind. In addition, tariff rates should be reviewed, and the tax structure should be transparent, and judicious use of tax resources should be implemented by government.

Provision of IUPHKm by the Ministry of Environment and Forestry (KLHK) is to improve the people’s economy. Social forestry which was once illegally managed by the people, has now been legalized by the government through the KLHK. This study aims to find out how the impact of the provision of IUPHKm on farmer welfare in Air Naningan Village, Tanggamus Regency. The method used is an exploratory and descriptive method. The analysis used is crosstabulation. The results of this study were that after farmers in Air Naningan Village obtaining IUPHKm, their economy is increasesing as indicatet by : (1) their income increased by an average of 142.73 percent; (2) they are able to buy 1 to 3 units of motorcycles; (3) they have a permanent house.
