The Covid-19 pandemic has had a broad impact, especially on the Indonesian economy. All aspects are affected, especially the declining local revenue (PAD). PAD is one of the elements that make up the APBD. In the midst of an economic crisis like today, there are still regional officials who actually experience a social crisis and are inhumane so that they misuse APBD funds. There are regional officials in Jember who receive funeral fees for residents who died due to covid-19, which is a form of legalized corruption. There is also a member of the Tangerang City DPRD who prepares a regional budget for official clothes at fantastic prices.By looking at the cases above, this article was created to analyze the handling of misuse of APBD and legal steps that can be used to handle cases of misuse of APBD by public officials during the covid-19 pandemic. This study uses normative legal research methods, supported by secondary data that includes three legal materials, namely laws and regulations related to the misuse of APBD by public officials as primary legal materials, secondary legal materials (consisting of articles, books, and so on), and tertiary legal material (in the form of a dictionary). This research is descriptive and conducted with a qualitative approach/paradigm. The data is processed and analyzed qualitatively and then narrated in writing. The handling of misuse of the APBD by public officials is handled in different ways, some are handled according to the law, some are referred to as mistakes in making the APBD draft. Ethically and according to the general principles of good governance, all forms of abuse do not meet the elements of good governance, even though in formal jurisprudence the policy concerned is categorized as legal. However, from the point of view of morality, this wisdom has lost its spirit.Re-actualization as a noble value needs to be carried out as stated in the preamble to the 1945 Constitution, local wisdom, religious teachings, decency and propriety. Public officials also need to build consensus and commitment to achieve equitable welfare and social justice for the people. On the other hand, the community also needs to be more critical and selective in choosing regional heads and representatives of the people and the community needs to supervise the public officials they have chosen.

This study aims to examine the legal politics of nominee agreement in Indonesia. The research method used is normative juridical, which conceptualizes the law as what is written in the legislation or the law as a rule or norm that is a benchmark of human behavior that is considered appropriate. This type of legal research is carried out by examining secondary data in the field of law as library data using deductive thinking methods. The results stated that there are no specific rules that override or provide other possibilities related to the issue of absolute ownership of shares by shareholders registered in the register of shareholders of a limited liability company. The unauthorized nominee of agreement in Indonesia is prohibited. The prohibition on nominee agreement is clearly stated in Law No. 25 of 2007 concerning investment. In fact, nominee agreement has grown and developed in the community, due to community needs. Establishment of nominee agreements in practice can be categorized into the formation of direct nominee agreements, namely by directly making agreements between those who affirm that ownership of shares in a company is limited to and on behalf of others. Thus, the legal profession such as notary, legal consultant and lawyer in this case must provide legal counseling, and participate in supervisory duties. As a profession, it should keep the professional code of ethics instead of making unauthorized nominee by making a nominee agreement.

The amendment of the Undang-Undang Dasar Negara Republik Indonesia Tahun 1945 positioned the Majelis Permusyawaratan Rakyat no longer as the highest state institution and the highest sovereign of the people. This has implications for the authority of the Majelis Permusyawaratan Rakyat to have a strategic position, namely to UUD 1945, to stipulate GBHN, to elect the president and vice president through amendment of its authority to be very limited and weak. This paper examines jurisdictionally how to restore the privileges possessed by the Majelis Permusyawaratan Rakyat through the amendment of the UUD 1945. A normative legal research method with statute approach and conceptual approach is used to analyze this problem. The results of the study indicate that the MPR's repatriation in the main and vital position in the Indonesian state administration system is very important, namely through amendments to the material content of the UUD 1945 which must be implemented on an ongoing basis.

Article 31 paragraph (1) and paragraph (2) of the Indonesian Bankruptcy Law stipulate that all seizures that have been determined on the debtor's assets are null and void since the bankruptcy verdict is pronounced and since then the only validity is general seizure. However, in its practice various seizures are still stipulated on bankrupt assets ranging from civil, criminal and tax seizures. This paper discusses the forms of seizure in the bankruptcy process, the position of general seizure of other seizures in bankruptcy and the impact of the position of general seizure on debt payments to creditors. The research method used is normative legal research using secondary data collected through library studies and document studies. The various data were then analyzed descriptively and qualitatively. This writing found that there are rules in other laws such as Article 39 paragraph (2) KUHAP and Article 6 paragraph (1) Law No. 19 of 2000 that have ruled out the position of general seizure. The experts in each field of science also have different views regarding the position of general seizure. This condition has resulted in the emergence of friction between law enforcement, inconsistency of judges’ decisions, length of bankruptcy proceedings, injustice, unclear data on bankruptcy assets and reduced bankruptcy assets. Therefore, the understanding of law enforcement regarding legal principles, especially the principle of lex specialis derogate legi generalis, needs to be improved. The use of prejudgment seizure in the bankruptcy process must be socialized to maximize control over bankrupt assets. To avoid prolonged process of bankruptcy, the bankruptcy law should limit the time period for the settlement of assets to the curator.
