China currently adopts voluntary principles to disclose sustainable development information, and so considerable numbers of listed companies have chosen not to disclose such information. Since disclosure and non-disclosure groups face different production opportunities, this research uses the meta-frontier framework to completely analyze sustainable development practices of China’s artificial intelligence (AI) industry. Empirical results show that the disclosure group outperforms the non-disclosure group in operating scales, efficiencies, and technologies, while the superior efficiency of state-owned enterprises (SOEs) comes entirely from the non-disclosure group. Hence, the government should mandate or actively encourage capable corporations, especially SOEs, to disclose sustainable development information, as doing so improves the overall sustainable development of society and also enhances these firms’ performance. Finally, the authority can formulate a nationwide disclosure policy regardless of the existing differences in regional development.

The Alto Jequitinhonha region contains important mineral deposits wich have been known and exploitedsince the Brazilian colonial period. Despite this mineral potential, its population is one of the poorest inthe State of Minas Gerais. The extraction of ores is presently under much debate due to its complexrelationship with the environment and the regional development, particularly the Brundland report wichdefined guidelines for what is being called sustainable development. The situation is out of control on thepart of the government concerning such matters as mineral rights, payment of taxes and control andmonitoring of the environment. This scenario prevents the definition of public guidelines to allow theexploration of mineral resources such as diamond, gold, manganese, kyanite, chromite and other ores inregional projects. The first step must be taken by joint, articulated actions of the different federal, stateand municipal institutions to monitor, control and encourage mineral activities in the region. Such activitiescan act to enhance the generation of jobs and wealth, without neglecting the environment.

China’s substantial economic growth and rapid urbanization has brought about some negative effects, one of which is spatial imbalance. Spatial imbalance has attracted considerable attention from both the government and researchers, since it has severely hindered regional sustainable development. This study, from the perspective of the matching relationship between spatial supply capacity and development demand intensity, evaluates the spatial balance of 290 prefecture-level cities in China by establishing an index system that considers the economy, society, resources, and the environment. The findings of this study have demonstrated that the strategies and measures of China in the last few years have brought about a spatial imbalance in regional development while rapidly boosting economic growth. The results reveal that there is not a corresponding relationship between spatial supply capacity and development demand intensity in China’s regional development, indicating that most cities in China are in an imbalanced state regarding regional development. Only a few cities have reached spatial balance, while overexploitation is a common phenomenon. This study displays an overall perspective on the state of spatial balance in China, providing a sound basis for implementing pertinent governance measures in different regions.

In this paper, we present an empirical study on the efficiency of the major ports in Northeast Asia. To become the global hub in a newly emerging Northeast Asian logistics network, the efficiency of the ports and their success factors are important for sustainable development. Thus, the comparison of port efficiency may shed light on this rapidly changing and thus very risky logistics network in Asia. The paper analyzes empirical results on the efficiencies of major ports by applying the generally acceptable methodology of data envelope analysis (DEA) and its variant models. In our empirical results, most of ports showed the stronger position in pure efficiency, but weak position in scale efficiency. It implies that the promotion policies to become a hub under the rapidly changing logistics network should be based on the operational innovation such as the effective governance by the anchor companies or strategic alliances with global partners. So the paper strongly requests that the government should focus on the governance, instead of the infrastructure or facility to avoid the operational risks under the rapidly changing logistics network. Therefore, all the seaports should have sustainable development strategies that adapt to technological change. This paper concludes that the scale- or supply-oriented policies should be changed to emphasize more the governance of port operations. Also, the paper concludes that investment in infrastructure does not improve efficiency; rather self-created logistics demand and strategic alliances, such as anchor companies, do improve the efficiency as demonstrated by the Tobit model.

Sustainable development requires resources that are not small, especially in terms of funding. The government has always tried to maintain the state revenue post as a form of business to become a sovereign state through financing strategic projects through state revenues. Customs and Excise is one of the main components that are a source of development funding. Several issues related to reform in the government sector were carried out to improve the management of the country including in order to increase customs and excise revenues. This research focuses on analyzing the issue of reform which has become the spirit of the government in collecting customs and excise. The model used in this study is the Error Correction Model (ECM). Based on empirical results show that several institutional and political reform proxies play an important role in increasing customs and excise revenues. In addition, several issues for further research in the future are delivered to further refine the analysis.

The higher the state revenue, the higher the state expenditure for regional development. This article aims to find out the developmentidea or paradigm through village financial management based on Law Number 6 of 2014 concerning Villages. In this study, the researcher used a normative research methodby examining the village regulations in depth. Primary legal materials are authoritatuve legal materials in the form of laws and regulations. Village dependence is the most obvious violence against village income or financial sources. Various financial assistance from the government has made the village dependent on financial sources from the government. The use of regional development funds is intended to support activities in the management of Regional Development organizations. Therefore, development funds should be managed properly and smoothly, as well as can be used effectively to increase the people economy in the regions. This research shows that the law was made to regulate and support the development of local economic potential as well as the sustainable use of natural resources and the environment, and that the village community has the right to obtain information and monitor the planning and implementation of village development.

Subject. The article discusses the sustainability of regional economy development, its definition, and the substance of sustainable development. Objectives. We aim at performing a comprehensive analysis of indicators of sustainability and adaptability of regional development in the context of digitalization, formulating a strategy for economic behavior that takes into account the multidimensional nature of regional inequality and is focused on boosting the economic potential of regions. Methods. The study draws on dialectic and systems approaches, general scientific methods of retrospective, situational, economic and statistical, and comparative analysis. Results. The sustainability of the region focuses on improving the human welfare over long time horizon. This happens in three areas, i.e. maximizing the efficiency of resource use; ensuring justice and democracy; minimizing resource consumption and environmental damage. The stability of the region can be assessed by using one parameter, or by combining the parameters in accordance with the type of region and expected results. Conclusions. The adaptation of a region to changing conditions depends on its type (‘adapted’, ‘adaptive’, and ‘non-adapted’). Regional inequality has two main components: difference in economic potential and social satisfaction of residents. Another component, affecting the stability and adaptability of regions, is the level of their digitalization. However, some regions have only formally embarked on the path of digitalization. Moreover, a focus on smart technologies, solutions and digitalization often leads to ignoring the goals of sustainable development. Smart technologies should be aimed at ensuring sustainability within the framework of the smart sustainable city concept.

Subject. This article deals with the issues of functioning of the region as a system. Objectives. The article aims to identify the problems of the region's functioning as a system, develop methodological tools to monitor the sustainable development of the Siberian Federal District territories, and determine the the impact of socio-economic and environmental factors on the sustainable development of the region as a whole. Methods. For the study, I used the methods of theoretical, statistical, and empirical analyses taking into account an integrated approach. Results. The article reveals the impact of some individual components of regional development on the sustainability of the territorial system as a whole. Relevance. The results of the study can be used to analyze the sustainability of regions' development.

The spatial development can be supported by sustainable development, efforts are needed to divert space through the imposition of sanctions on administration in the spatial field. In the context of a legal state, sanctions must be taken while ensuring their legality in order to provide legal protection for citizens. The problem is, the construction of administrative regulations in Law No. 26 of 2007 and PP No. 15 of 2010 contains several weaknesses so that it is not enough to provide clear arrangements for administrative officials who impose sanctions. For this reason, an administration is required which requires administrative officials to request administrative approval in the spatial planning sector. The success of the regulation requires that it is the foundation of the welfare state principle which demands the government to activate people's welfare. 15 of 2010, the main things that need to be regulated therein should include (1) the mechanism of imposing sanctions: (2) determination of the type and burden of sanctions; and (3) legal protection and supervision by the region.

The subject of the research is the introduction of artificial intelligence as a technological innovation into the Russian economic development. The relevance of the problem is due to the fact that the Russian market of artificial intelligence is still in the infancy and the necessity to bridge the current technological gap between Russia and the leading economies of the world is coming to the forefront. The financial sector, the manufacturing industry and the retail trade are the drivers of the artificial intelligence development. However, company managers in Russia are not prepared for the practical application of expensive artificial intelligence technologies. Under these circumstances, the challenge is to develop measures to support high-tech projects of small and medium-sized businesses, given that the technological innovation considered can accelerate the development of the Russian economy in the energy sector fully or partially controlled by the government as well as in the military-industrial complex and the judicial system.The purposes of the research were to examine the current state of technological innovations in the field of artificial intelligence in the leading countries and Russia and develop proposals for improving the AI application in the Russian practices.The paper concludes that the artificial intelligence is a breakthrough technology with a great application potential. Active promotion of the artificial intelligence in companies significantly increases their efficiency, competitiveness, develops industry markets, stimulates introduction of new technologies, improves product quality and scales up manufacturing. In general, the artificial intelligence gives a new impetus to the development of Russia and facilitates its entry into the five largest world’s economies.
