The circular economy (CE) is a popular concept in the European Union (EU) space, which has been the subject of numerous research and substantiation activities. In the last years, there has been a growing interest in Romania regarding the characteristics of this new economic model and the principles on which it works. Referring to Romanian specialized literature currently available regarding the submitted topic, we consider that the theoretical part is insufficiently structured. In addition, by pointing out the applicability of the circular economy in Romanian space, we consider this to be represented mainly by the fragility of its effective and practical implementation. The examples of Romanian successes in the field of circular economy are limited, a fact that can be explained—from our perspective—through the aspect that in other EU countries, the process of development of CE has some precedents, a stronger background and a ”self-constructed” history in the topic. There is undoubtedly a necessity for adopting this new economic model, considering that, for the most part, Romanian economy is still dependent on the linear economic system. Starting from these arguments, the proposed article uses a thematic debate of the notion of circular economy, presenting, at the beginning, an incursion into the predominantly European variety of theoretical approaches. The selection of definitions and conceptualization is continued with an analysis of the stage of implementation of CE in Romania. The purpose of this approach is to investigate a niche identified in the Romanian space, not covered in the specialized scientific research and to expose the specificity of the process of transition of Romania to a circular economy, of the barriers encountered—namely, the problem related to the attitude and mentality regarding this new concept. We also point out that the intention of the study is to integrate a ”different” contemporary and very current economic concept into a real economy, and at the same time, to increase the visibility of its application at the level of a member country of the EU. The challenges encountered in the context of the increasingly present tendency in Romania of assimilating and complying with the precepts of the circular economy are also detailed, proposing, at the end of the study suggestions for improving the gaps identified at this level. The most realistic implementation of the circular model in Romania represents a qualitative plus for the human-society factor, as well as for the environment. In conclusion, we note that, despite the evolution of the number of theoretical approaches and concerns, the field of circular economy and the perspectives it proposes, continues to offer a favorable ground for further research.

PurposeThe main purpose of this research is to analyse the efficiency of the main European monitoring frameworks to estimate the transition of the countries within the European Union (EU) towards circular economy (CE) using the example of Croatia.Design/methodology/approachAssessment methods with reliable data and appropriate indicators are essential when it comes to measuring transition and progress towards CE. The methodology employed in this research is a systematic and critical analysis of the seven European measurement frameworks employed to assess Croatia's progress towards CE.FindingsThe analysis revealed how EU's monitoring frameworks have developed over time and how useful they are in evaluating country's progress towards CE. The measurement tools and indicators proved, in the case of Croatia, insufficient for clarifying and understanding its progress towards CE. Selection of indicators within monitoring frameworks is arbitrary while their interpretation is highly contextual, dependent on policy targets and local conditions. These results can be extrapolated to other EU member states.Practical implicationsPolicy recommendations for more efficient CE transitions are provided.Originality/valueThis research sheds light on the CE development in Croatia – an understudied European country in this context – and discusses the country's goals towards sustainability. The limited success of developed CE indicators is discussed.

Mineral resources are life and driving force of the European Union. It is gaining awareness not only in the EU dependent on imports, but also in the world. In the context of the growing population and the growing demands of economies for natural resources, this type of material management has a significant negative impact on the environment. The main aim of the study was to justify the model of circular economy on the national level, based on the disparities between the regions of Slovak republic. To meet the objective, mostly one-factor analysis was implemented. The circular model, which is based on the partial replacement of primary raw materials by secondary ones, should, on the one hand, limit the depletion of natural resources and, on the other hand, reduce the amount of waste produced. The presented work focuses on the issue of sustainable development, which is closely related to the circular economy, and then explains the circular economy model, including the differences from the linear arrangement and possible obstacles to its implementation for the specific conditions of the Slovak republic. From the results, it is clear that the proposed circular model would be helpful to improve the inefficiencies and disparities on the regional and national level.

The article presents the results of an analysis of the possibilities for the transition of the region’s economy to a circular economic model. According to the aim of this article the main economic activities and tools for making such a transition in Kamchatka Territory have been identified. The principles of the circular economy and its advantages over the traditional “linear” model have been analysed. On the example of the Kamchatka Territory, the preconditions and prospects for the region’s transition to a circular economy model in terms of the existing structure of production of goods and services have been analysed. Using MS Excel tools, the structure of the gross regional product has been analysed, according to the results of which the main economic activities that are promising for the transition to a circular model have been identified. Regional indicators for waste recycling and neutralisation have been analysed, and chain coefficients have been calculated for growth in the share of recycled and neutralised waste for Russia as a whole, for the Far Eastern Federal District and Kamchatka Territory. Based on the results of the calculation, it has been concluded that the coefficient values for the Kamchatka Territory lag behind those for the whole of Russia and the Far Eastern Federal District. A number of financial and economic, technological, legal and informational tools have been identified, the use of which makes it possible to implement the transition to a circular economic model. Fisheries, energy, tourism, recycling and waste management have been identified as the most promising economic activities for such a transition. The findings conclude that it is important to continue research into the various aspects of the transition to a circular economy, as well as continued coordinated efforts are needed to implement it.

Abstract The circular economy (CE) concept is now gaining increasing attention and it is being widely explored as a promising path to sustainable development. CE implementation requires extensive activities needed for the transition from the linear to the circular model and suitable tools to support decision-makers in setting adequate goals and monitoring the effects of undertaken actions. Considering the need for research on effective CE performance evaluation, this article presents a comprehensive analysis and comparison of CE indicators available at the micro level. Based on a systematic literature review, 19 such CE indicators were identified. The indicators were assessed and compared using the Delphi methodology. The suitability of each metric for a comprehensive evaluation of CE performance was analyzed taking account of the criteria related to analytical opportunities and potential application of CE indicators, together with the criteria related to organizational and operational issues of practical application of CE indicators. The usefulness of CE indicators for practical implementation in companies was determined from a managerial perspective, with particular emphasis on supporting the decision-making process. The comparison of CE indicators presented in this article is intended to facilitate the choice of a specific metric depending on the company’s needs and on the possibilities of its application.

The article focuses on the analysis of the experience of Finland in specialists’ training in the circular economy under the goals of the national economy aimed at the transition to a new economic model. This analysis is based on the review of authentic sources available on this issue, including the EU and Finnish strategic plans, economic reports, road maps, publications, and guidelines for training in the circular economy developed by Finland. It is shown that Finland is one of the first countries in the world that began the national economic transformation to move to a circular model and started implementing the circular economy principles at all the levels of education in 2017. Thus, despite the short term, Finland has managed to gain some educational experience and disseminate it to other countries. It is concluded that the Finnish experience provides for the higher education transformation, particularly in training in the circular economy under the goals of the national economy aimed at the transition to a new economic model. Such a transformation of higher education means employers’ active involvement in training in the circular economy on project-based methods. Furthermore, it is noted that essential aspects of didactics and education in a circular economy are the development of systemic thinking and innovative competencies, as well as involving students in networking between all participants in the educational process, including students, teachers and all other stakeholders.

Abstract In my topic, I would like to present theoretical approaches and concrete direction of the new economic model that Albania should follow, based on the current situation that Albania experienced in global economy. In this paper, initially, I will present an overview of the Albanian economic transition and then I will suggest a heap of conclusions based on 20 years of history of success and failures. Primarily,concerning Europe means to have clear concepts, in order to build and to consolidate a system of economic and social-capitalist-comprehension. Have you ever thought to raise a question, and more we tried to make a qualitative analysis of policy which responses to specific questions or queries following correctly: what is the most appropriate model for Albania capitalism?Are we building a coherent and structured model or are we building a mosaic of elements of capitalism for Albania, whose portrait we do not know any more and that we didn’t ‘’projected” yet and no one else has done it in a long-term vision? The best response is a response expected of the type `as far as our final objective is the European Union, and then our model of capitalism will be European capitalist model, then the problem starts here. Capitalism has some basic principles and rules that form the core of it, but on the other hand each country is profiling capitalism according to the specifications of his choices. France has chosen the model of “capitalism of State”, Germany and the Nordic countries “social-democratic-capitalism”, ‘’liberal capitalism of England’’ as English-Saxon one, etc.In this regard the experts or politicians, should not reduce any debate, analysis or summary only of certain elements of the system of market, individual freedom, comparative advantages, social policy, which means the role and presence of the state in the economy, system of taxation, social security and the system of pensions, in order to build a port in its entirety capitalist model that we really need in Albania.

In recent years, the shift to a circular economy (CE) has become an increasingly important component of the European Union’s development strategy. However, no consensus has yet been reached on the depth of the transformation this implies, nor on the most appropriate strategy for its measurement. In 2018, the European Commission presented a monitoring framework to evaluate the progress made in this transition, focused on the priority objectives of the European strategy for the CE. This article aims to discuss the conceptualization of the CE behind the selection and interpretation of the metrics proposed by the commission. It is argued that the chosen indicators are mostly concerned with material self-sufficiency and recycling, neglecting other dimensions of the concept more closely related to systemic change. Moreover, some issues that are relevant from a CE perspective, such as the disparate distribution of recyclable material flows among EU Member States in terms of value and environmental impact, are overlooked in the interpretation of the available information. Consequently, a more ambitious and diverse selection of metrics is suggested to reflect the wider socio-economic and environmental objectives of the CE, thus preventing the dissemination of a limited version of the concept.

Nowadays, the most decisive challenges we are fronting are perfectly clean energy making for equitable and sustainable modern energy access, and battling the emerging alteration of the climate. This is because, carbon-rich fuels are the fundamental supply of utilized energy for strengthening human society, and it will be sustained in the near future. In connection with this, electrochemical technologies are an emerging and domineering tool for efficiently transforming the existing scarce fossil fuels and renewable energy sources into electric power with a trivial environmental impact. Compared with conventional power generation technologies, SOFC that operate at high temperature is emerging as a frontrunner to convert the fuels chemical energy into electric power and permits the deployment of varieties of fuels with negligible ecological destructions. According to this critical review, direct ammonia is obtained as a primary possible choice and price-effective green fuel for T-SOFCs. This is because T-SOFCs have higher volumetric power density, mechanically stable, and high thermal shocking resistance. Also, there is no sealing issue problem which is the chronic issues of the planar one. As a result, the toxicity of ammonia to use as a fuel is minimized if there may be a leakage during operation. It is portable and manageable that can be work everywhere when there is energy demand. Besides, manufacturing, onboard hydrogen deposition, and transportation infrastructure connected snags of hydrogen will be solved using ammonia. Ammonia is a low-priced carbon-neutral source of energy and has more stored volumetric energy compared with hydrogen. Yet, to utilize direct NH3 as a means of hydrogen carrier and an alternative green fuel in T-SOFCs practically determining the optimum operating temperatures, reactant flow rates, electrode porosities, pressure, the position of the anode, thickness and diameters of the tube are still requiring further improvement. Therefore, mathematical modeling ought to be developed to determine these parameters before planning for experimental work. Also, a performance comparison of AS, ES, and CS- T-SOFC powered with direct NH3 will be investigated and best-performed support will be carefully chosen for practical implementation and an experimental study will be conducted for verification based on optimum parameter values obtained from numerical modeling.

The relevance of the study under consideration is due to the need to increase the efficiency of students independent work in solving computational problems. A theoretical rationale is proposed and the practical implementation of an automated training and diagnostic system for the formation of skills to solve problems according to the “white box” model is described. The leading idea of the study is the construction of mental schemes for a given topic, which allow to visualize the dynamics of changes in the learner’s level of ability to solve computational problems. The methods of accounting for forgetting educational information and methods of personalized selection of tasks are substantiated. Subject. The article considers the concept of circular economy, which has originated relatively recently in the academic literature, and is now increasingly recognized in many countries at the national level. In the European Union, the transition to circular economy is viewed as an opportunity to improve competitiveness of the European Union, protect businesses from resource shortages and fluctuating prices for raw materials and supplies, and a way to increase employment and innovation. Objectives. The aim of the study is to analyze the incentives developed by the European Commission for moving to circular economy, and to assess their effectiveness on the basis of statistical analysis. Methods. I employ general scientific methods of research. Results. The analysis of the EU Action Plan for the Circular Economy enabled to conclude that the results of the recent research in circular economy barriers, eco-innovation, technology and infrastructure were successfully integrated into the framework of this document. Understanding the root causes holding back the circular economy development and the balanced combination of economic and administrative incentives strengthened the Action Plan, and it contributed to the circular economy development in the EU. Conclusions. The measures to stimulate the development of the circular economy proposed in the European Action Plan can be viewed as a prototype for designing similar strategies in other countries, including Russia. Meanwhile, a more detailed analysis of barriers to the circular economy at the level of individual countries and regions is needed.
