Water flows through and informs the socio-spatial geography of the Indus waterscape in Pakistan in myriad ways. This paper argues that state-led water development has historically attempted to bypass political conflict by invoking techno-scientific authority to render water development as a purely techno-managerial pursuit. By invoking the scientifically objective, depoliticized knowledge of water resources, the state shifts the politics of water to the domain of politics of knowledge to disarm communities with cultural and political claims to water. These attempts to “depoliticize” are always accompanied by attempts to repoliticize water—both from within the state apparatus and from society more generally. The paper stages an engagement between the historical geography of the Indus and the field of critical water geography to develop an understanding of politicization as inter-scalar and relatively insensitive to changes in the ruling political regime. We present a novel periodization of the hydrosocial relations in the Indus Basin that highlight periods of relative continuity and coherence in terms of the political regime in the water sector. Despite the significance of these shifts for political history, we argue that the historical geography of water reveals a techno-managerial knowledge/value structure with a deep and structural continuity. Using a scale-sensitive understanding of politicization to analyze the historical and contemporary geography of the Indus allows us to go behind shifts in political regime to identify the deeper structures at play. These are the epistemological and ideological structures that produce a dynamic of attempted depoliticization and repoliticization in the Indus Basin.

In contrast to other countries in Latin America, Chile emerged from the chaotic postindependence period with a strong state apparatus. Fashioned by the leadership of Diego Portales and institutionalized in the Constitution of 1833, the Chilean state became (and remains) the central focus for national development. Portales was able to marry the existing social and economic order, which was sharply hierarchical, to the institutional structures of a corporate state. In doing so, he shaped political conflict throughout Chilean history into a series of struggles for inclusion in the coalition in control of the state apparatus at any given time. Problems of violence and instability can be seen as the the natural by-products of these multiple attempts to define and redefine both the legitimate scope and orientation of the state and the composition of the dominant groups exercising power.

Human Resources (HR) is a very important part in PT Bank Daerah Syariah, so that it is expected that there is an ideal and sufficient working period to optimize employee careers and increase employee commitment to the company, considering the products produced by the company are products used to facilitate the state apparatus work system and service to the wider community.This study aims to determine the effect of variable Career Development and Organizational Climate on the commitment of Employees in PT Bank Daerah Syariah. The method used in this study is a research mix method, which is a step of research by combining two forms of approach in research that is quantitative and qualitative. The population in this study were all employees in the Bank Daerah Syariah (BDS) as many as 53 employeesThe results showed that the career development variable (X1) and also the Organizational Climate (X2) had a positive and significant effect on the variable Employee Commitment (Y). The conclusion of the research shows that to increase the commitment of employees in PT Bank Daerah Syariah, the company needs to improve the existing career development system and maintain the organizational climate so that it remains conducive for all employees.

Water governance and management are important challenges for the River Indus Basin in Pakistan. Water governance refers to social, political and economic factors that influence water management. The water scarcity and water security are a major concern for the state to control its water resources. The study aims to give Sindh water policy by exploring the challenges to Indus Basin in managing water resources and to identify opportunities Indus Basin can look to improve water management. Interviews were conducted from water experts and analysts having 5 years’ experience or more in the water sector of Pakistan through a semi-structured self-developed questionnaire using purposive sampling technique and transcripts were analyzed using thematic content analysis. The findings show that increasing population, climatic change and rising demand of water are major challenges Indus is facing and Indus with time is getting water-scarce therefore need strong institutions, civil society and legislatures to ensure equitable distribution of water and maintain the ecosystem. The study emphasizes that water governance and management are necessary for sustainable use of water. Pakistan, the water stress country needs to address ‘governance’ at a wider scale to solve problems in the Indus Basin for the livelihood of people. The research will benefit the state, water experts, institutions as well as civil society to promote efficient use of water in Indus Basin.

The purpose of this study is to test partially and simultaneously the influence of motivation and work environment on the performance of state civil apparatus in the Office of Integrated Service Investment and Industry of Padang Pariaman Regency, data collected by spreading the questionnaire directly. Test of research instrument used is test of validity and reliability test. The classical assumption test used is normality test, linearity test, multicollinearity test, and heteroscedasticity test. As for hypothesis test used t test and test f. The analytical method used to test the effect of motivation and work environment on the performance of civil state apparatus is multiple linear regression with the help of SPSS. The result of the research shows that there is a significant influence between the working environment on the performance of civil apparatus of the State. Simultaneously or jointly motivation and work environment significantly influence the performance of civil apparatus of the State. Based on the research, it can be concluded that motivation has a significant effect on the performance of the State Civil Apparatus on the Integrated Service and Investment Service Department (DPMPTP) of Kabupaten Padang Pariaman. The work environment has a significant effect on the performance of the State Civil Apparatus on the Integrated Service and Industrial Service Investment Service (DPMPTP) of Padang Kabupaten Pariaman. Morality and work environment have a significant effect on the performance of State Civil Apparatus at the Department of Investment of Integrated Services and Industry (DPMPTP) of Kabupaten Padang Pariaman.

The author proves that the successful stability of independent Slovenia contributed to a number of factors, existing since its being incorporated in the SFRY. The factor, uniting the state has become the common goal – the aspiration to join the EU. The process of the European integration contributed to the modernization of a number of spheres, in particular social, cultural and economic ones. The global financial and economic crisis has revealed the turmoil in the economy of the state and its leadership was forced to gradually reduce a significant part of social privileges for the population. This caused the tension in the society and reduced the level of the national unity, having a negative impact on people’s wellbeing. However, since 2014, the Prime Minister M. Cherar has been trying to restore people’s trust in the state. The situation is getting better; indicators of trust in government are increasing, which also points to state capacity and political regime stability in Slovenia. The article emphasizes that modern governments, working in unique socio-economic, historical and cultural conditions, must take into account global trends, as well as the growth of citizens’ expectations associated with the rapid development of information technologies and other factors. In such circumstances, special attention is paid to the effectiveness of public administration. The article discusses some of the significant factors impacting the effectiveness of public administration, such as the professionalization of the state apparatus, the legibility of the institutional framework, the optimization of information flows and corporate culture. In accordance with this, on the basis of work experience in the public administration system and analysis of civil service reforms in the countries of the region, the main challenges and possible solutions are shown. In the professionalization of the state apparatus, the importance of the merit principles in the selection and promotion stages of personnel through the empowerment of human resource (HR) management services, the integrity of tools and approaches at all stages of selection process, and the responsibility of the selection board are noted. The author focuses on the need to ensure a balance of powers, responsibility and resources, delimitation of powers between political and administrative civil servants, optimization of information flows. Particular importance is paid to corporate culture, which is one of the main factors affecting the efficiency of the state apparatus. It is noted that central values of corporate culture and leadership in state bodies of the countries of our region, along with generally accepted in the modern leadership theory, should be respect for the dignity, work and time of employees.

What role, if any, does kinship play in modern political life? Recent work in comparative politics has focused on a variety of informal relationships. It is striking that kinship has not received similar, sustained attention. The broad assumption of most theoretically-driven work is that kinship is the domain of the anthropologist; to the extent that political scientists consider kinship, they do so as something for modern institutions to overcome, as something in fundamental opposition to the state apparatus.
