Again About a Unique Academic Study of Spatial Development of Post-Soviet Russia

The article summarizes the results of many years of fundamental interdisciplinary research on a wide range of socioeconomic problems of the spatial development of Russia in the post-Soviet period. An overview of the content and main results of four programs of the Presidium of the Russian Academy of Sciences, carried out on this topic in 2009–2020, is given. We are talking about an unprecedented megaproject for domestic and, apparently, for world science, which marks a new — interdisciplinary — type of research on a wide range of priority theoretical and applied issues for modern Russian reality, which form the supporting framework of the latest topical spatial problems. This is a large-scale, polythematic, complexly organized project that has been carried out for more than ten years. The article provides a characteristic of the theoretical and methodological approach, methodological tools and forms of organizing scientific research within the framework of the project, as well as an assessment of the results obtained in it. The issue of scientific support for the development of state strategic decisions for the spatial development of the country is being discussed. It is proposed to use the results of scientific research obtained during the implementation of these programs as a scientific basis for strategic planning of spatial development.

The article is dedicated to the 80th anniversary of Dr. Vladimir I. Byshev – mathematician, oceanologist, Head of the Laboratory of large-scale variability of hydrophysical fields of the Shirshov Institute of Oceanology of Russian Academy of Sciences. Vladimir Byshev is a major scientist in the study of the temporal and spatial variability of oceanological and meteorological characteristics in a wide range of scales, features of the interaction of the ocean and atmosphere, large-scale disturbances of the climate system, an active direct participant in two dozen scientific expeditions, including such large ocean projects as Polygon–70, POLYMODE, Megapolygon, Atlantex–90, as well as a number of expeditions to the regions of the western boundary currents of the Atlantic Ocean and the equatorial region of the Indian Ocean, in which new, previously unknown elements of the circulation of the World Ocean were discovered. He is an expert in the field of climate, a member of the Editorial boards of several scientific journals and the author of over 200 scientific publications. He is a co-author of the Atlas POLYMODE (1986), the largest international oceans research project, and the author of the well-known monograph “Synoptic and large-scale variability of the ocean and atmosphere”.

Materials in the Arabic language, mainly concentrated in Dagestan, occupy the most important place among the sources on the history of the North Caucasus. Its research has started since the 19th century. The academic study of these sources continued with the establishment of the Center of Oriental Manuscripts in 1963 in Makhachkala at the Institute of Language, History and Literature of Dagestan branch of the USSR Academy of Sciences. In the post-Soviet period, Russian orientalists drew attention to a number of still insufficiently studied Arabic-language sources. The research work revealed more new sources that significantly changed established ideas about social, legal and military-political history of Dagestan. Extensive study and translations of several historical chronicles, a wide range of various sources from the period of the Caucasian War were introduced into scientific circulation. Systematic work is underway to study the epistolary sources kept both in the Fund of Oriental Manuscripts of the Institute of History, Archeology and Ethnography of the Russian Academy of Sciences in Makhachkala (it includes now thousands of manuscripts and documents) and in numerous private manuscript collections. Studies of Arabic-language written monuments often remain out of sight not only for a wide range of readers, but also for the historians who specialize on the history of the Caucasus. This article devoted to their review and analysis is intended to fill this gap; it summarizes a certain result of enduring research work directed to the study of these manuscripts, carried out in the post-Soviet period.

104 years ago the Civil War began in Russia. Civil War 1917–1922 is one of the largest civil wars in human history. She had a great influence on the course of not only Russian, but also world history in the XX century. In the conditions of the socio-economic catastrophe experienced by the country at that time, all social and political contradictions in society exacerbated, which gave the Civil War mass character and duration. Today the topic of "decossackization" remains very relevant and in demand. The scientific relevance of the problem of decossackization is caused by the lack of generalizing studies. Currently, there is a significant amount of literature, which reflects the history of civil confrontation in Russia. Literature was created at different times and, as a result, differed in different methodological positions. The Civil War in Russia was studied, seen, reflected from two opposite sides – from the side of the victors and from the side of the vanquished. Difficult times do not have unambiguous assessments and interpretations. It is no coincidence that this period is included in the list of the so-called “difficult questions of history”. Soviet historians began to deal with the problem of decossackization in the 60s. 20th century. Within the framework of what was permitted, researchers could talk about the problems associated with the policy of decossackization in Russia. In the Soviet period, "decossackization" was understood as the elimination of the Cossacks as a socio-ethnographic community in general, characteristic features, characteristics, properties, signs of the Cossacks. In different historical periods, the term "decossackization" was understood as the abolition of class benefits and hardships. In the second half of the 19th – early 20th century. there was no oppression, persecution, destruction and violent influence on the Cossacks at that time. In the late 80s. – the beginning of the 90s. the problem of decossackization is closely associated with the repressive policy of the Bolsheviks in the Cossack regions of the country. From this we can conclude that two different meanings are put into the conventional term “decossackization”. One interpretation of this term speaks of the formal, administrative abolition of the estate rights and obligations of the Cossacks as a social-class category. Another interpretation is about purposeful and large-scale repressive actions against the Cossacks. Today, scientific discussions about the causes, nature and consequences of the anti-Bolshevik struggle during the Civil War continue. More and more researchers are being drawn into the polemical space. The author does not pretend to cover the entire array of publications, the total number of which is several hundred, we will focus on the most general trends in the analysis of the events of the Civil War and armed uprisings against the policies of the Bolsheviks in 1917–1922. The hypothesis of the study is that the overwhelming majority of armed uprisings against the Bolshevik policy in Soviet Russia in 1917–1922. were of a local nature, without going beyond a certain territory, and also were not coordinated in time. The defeat of the anti-Bolshevik uprisings was influenced by: the insurrectionary movement was not homogeneous in goals, slogans, composition; the spontaneous nature of performances at the initial stage; lack of an organizing center; focus on intra-regional problems; superiority in the strength of the Red Army; territorial fragmentation. The movement against the policy of the Bolsheviks, in spite of its scale, as a result remained local, tied to their native farms, villages, villages. According to the author of the article, the scientific novelty of the research lies in the identification and study of the features of the military-political confrontation in the context of the "small Civil War" in the south of Russia.

July 7, 2019 marks the 60th anniversary of the renowned scientist in the field of plant physiology and microbiology, Doctor of Agricultural Sciences, Professor, Academician of the Academy of Sciences of the Higher School of Ukraine, Head of the Department of Botany and Zoology of the Ternopil National Pedagogical University and University Svitlana Vasylivna was born in the village of Ishkiv, Koziv district, Ternopil region, to a family of teachers. She started schooling at the Ishkiv eight-year school and later Ternopil Secondary School #8, which she graduated with honours in 1976. In August 1977, she entered Ternopil Pedagogical Institute, Natural Sciences faculty. She graduated with honors in 1982 and got qualification of a teacher of chemistry and biology Since July 1982, Svitlana Vasylivna's work has been associated with the Department of Botany (now the Department of Botany and Zoology of Ternopil Volodymyr Hnatiuk National Pedagogical University), where she became an assistant at the laboratory of plant physiology and biology. As a laboratory assistant, S.V. Pyda commenced her first scientific studies concerned with nitrogen nutrition of legumes supervised by Professor, Head of the Symbiotic Nitrogenation Department of the Institute of Plant Physiology and Genetics of NAS of Ukraine Yukhym Polikarpovych Starchenko, candidates of biological sciences, professor of the Department of Botany of Ternopil Pedagogical Institute Vekirchyk Kuzma Mykolaiovych and associate professor Butnytskyi Ivan Mykolaiovych. From 1989 to 1993 S.V. Pyda carried out scientific research at National Botanical Garden M.M. Hrishko NAS of Ukraine (Kyiv) supervised by professor, head of allelopathy department Holovko Erast Anatoliiovych. May 26, 1994 as a result of scientific research S.V. Pyda became a successful defense of a Ph.D. thesis for the degree of Candidate of Biological Sciences in the specialty 03.00.12 – plant physiology in the specialized scientific council of the Institute of Plant Physiology and Genetics of NAS of Ukraine entitled: «Allelopathic and symbiotic features of lupine at different levels of nitrogen nutrition». During her postgraduate studies, in 1990 S. V. Pyda was transitioned to the position of Assistant Professor of the Department of Botany of Ternopil Pedagogical Institute, and after the defense of her Ph.D. thesis in January 1995 – to the post of Senior Lecturer, Associate Professor of Botany – on December 25, 1997. Pyda S.V. was given the academic title of Associate Professor of Botany. Pyda S.V. managed to combine her teaching career with scientific research concerned with a wide range of questions of plant physiology, biochemistry and ecology, microbiology, agriculture. Her major research focuses on the biological fixation of molecular nitrogen by legumes, allelopathic and biochemical features of species of the genus Lupine and some floral-ornamental plants, problems of chemical interaction between plants in natural and artificial phytocenoses, microorganisms and agriculture. Her 13-year-long scientific work found its expression in the manuscript of the doctoral dissertation, successfully defended on June 14, 2007 for the degree of Doctor of Agricultural Sciences in the specialized academic council of the Uman Agrarian University (now Uman National University of Horticulture) entitled: “Physiology of symbiosis of Bradyrhizobium sp. (Lupinus) – Lupinus L.: allelopathic analysis” specialty 03.00.12 – plant physiology. On April 1, 2008, after a significant achievement in the scientific and pedagogical field, the decision of the Scientific Council of the Ternopil Volodymyr Hnatiuk National Pedagogical University Pyda S.V. was appointed the professor of the Department of Botany. On January 20, 2011, by the decision of the Attestation Board of the Ministry of Education and Science, Pyda S.V. was awarded the academic title of Professor of Botany. Since November 26, 2014 prof. Pyda S.V. has been the head of the Department of Botany and Zoology after the merging of the departments of Botany and Zoology. Svitlana Vasylivna Pyda’s legacy comprises 342 works, including 4 monographs, 7 utility model patents, over 30 scientific articles, 2 textbooks, 7 methodological tutorials, 1 bibliographic index, 2 e-courses etc. Professor S.V. Pyda has been teaching at the University for many years the disciplines "Plant Physiology", "Microbiology with the Fundamentals of Virology", "Research Methods", "Nutrition and Productivity of Plants", "Mechanisms of Plant Productivity". She is also a teacher of Ternopil Oblast Territory -Municipal Branch of the Ministry of Education and Science of Ukraine, a member of the jury and head at the numerous competitions of city and all-Ukrainian importance, the head of the Ternopil branch of the Ukrainian Society of Plant Physiologists and Ternopil branch of the Society of microbiologists of Ukraine. For a significant contribution to the teacher training courses, the introduction of modern technologies of education and upbringing of student youth and the support of gifted students, Svitlana Vasylivna Pyda was elected Academician of the Academy of Sciences of Higher School of Ukraine, awarded by Ternopil state administration, Volodymyr Hnatiuk National Pedagogical University, Ternopil Oblast Ecological and Naturalistic Center student youth, Ternopil Regional Communal Territorial Branch of the Academy of Sciences of Ukraine, NAS of Ukraine, Ministry of Education and Science, etc. Svitlana Vasylivna considers herself a happy person because she had the best teachers – Yavonenko A.F., Vekirchyk K.M., Shusta I.V., Barna M.M., Butnytskyi I.M., Shymanska V.A., Kuzmovych L.G., Orchuk K.I., Talposha V.S., Grushka S.I., Yakovleva V.O., Yakovenko B.V., Kuratova T.S., colleagues and scholars such as Y. P. Starchenko, E.A. Golovko, V.P.Patyk, I.P. Grygoryuk, friends, and sincere and friendly people. She is a role model and we all appreciate her dignity, integrity, high spirits and loyalty to Ukraine and science.

The publishing business in post-Soviet Russia differs a lot from that of the Soviet period. The number of books and brochures has significantly increased, though the circulations have drastically decreased, which is evidenced by the national press statistics without interpreting indicators related to the subject. After USSR’s collapsed, many complete and reliable resources have appeared to study librarianship publishing repertoire in various aspects, e. g.: target readership of publications, their target audience, publishing chronology, main publishers; circulations. With these criteria, expert assessment of key publishing repertoire components is made. The Russian Book Chamber databases based on acquired mandatory copies of publications, as well as Rosinforkultura, Institute of scientific Information for Social Sciences of the Russian Academy of Sciences, largest library catalogs and several bibliographic catalogs and indexes on the subject under examination, make the main source of statistical and bibliographic information for the authors. The authors identify the main problems and trends in librarianship publishing so to change situation to the better. The authors also focus on publication identification elements, i. e. their imprint.

The subject of this research is the category of theme – one of the leading text categories that reflects the subject matter of speech and extra-textual reality. Analysis of the category of theme in the essay genre is a relevant trend in modern linguistics. The essays by V. M. Peskov, whose works are considered exemplary and representative for the scientific research in the field of humanities, serve as the materials for this article. Among the essays of the Soviet period, the essays of V. M. Peskov rightfully hold a special place and retain its relevance. The research methodology contains categorical-textual analysis based on the category of communicativeness. The novelty consists in application of the categorical-textual method towards analyzing the genre of essay, which implies a combination of uniform by means of explication textual categories, and with a high degree of objectivity, allows to determine the characterological features of the genre and functional style. The means of explication of the category of theme in the genre of essay have the following peculiarities: incorporation of several functions in a single nomination (primary, basic, principal); application of diverse additional nominations (referentially identical nominations, synonyms, taxonomic nominations, substitutions, grammatical transformations, zero nominations). The analysis of a wide range of additional nominations demonstrates that the essays by V. M. Peskov with a high degree of confidence can be attributed to the field of publicistic, fiction and colloquial styles; or in other words, the genre is at the intersection of several functional styles.

The relevance of scientific knowledge of value and legal aspects of understanding intellectual property is revealed in the work. The philosophical and scientific basis of scientific research of value-legal aspects of understanding intellectual property is established. The scientific views of scientists concerning the understanding of the methodological basis of scientific research of state and legal phenomena and processes are generalized, the prospects of its application to the knowledge of value and legal aspects of intellectual property are determined, and possible scientific results can be obtained. It is concluded that the current state of scientific development of the problems of axiology of understanding intellectual property. Having identified and established the functional aspects of the methodological basis of knowledge of value and legal aspects of intellectual property, it is noted that the use of broad tools of modern methodology of knowledge of state legal phenomena and processes has a positive value only if the methodological strategy of scientific research as a whole. the prism of a specific approach to its perception and understanding. Otherwise, the scientific research itself will turn into an artificial application of methodological tools, the result of which will be a wide range of multi-vector, inconsistent information about the subject of research. Therefore, it is important to determine the methodological strategy of the study, which will be based on a specific methodological approach (approaches), which will generalize the understanding of the subject of research, which will be taken as a basis: first, determine its cognitive potential; secondly, the definition of methodological tools of the study; third, the study of those aspects that are insufficiently disclosed in legal science; fourth, the formation of a conceptual idea of the subject of research based on the results of its scientific knowledge. The author proves that it is most expedient to apply the «pluralistic approach» to the formation of the methodology of scientific research of value-legal aspects of intellectual property, which includes: 1) establishing the functional capabilities of generally accepted in the system of social sciences, legal sciences and legal theory methodological tools value-legal research of intellectual property, determination of cognitive perspective of its application; 2) determination of the advantages of a specific methodological approach to the value-legal study of intellectual property, which will determine the general cognitive strategy of this scientific work, which we will emphasize separately in the next section of the dissertation. This approach, in our opinion, will combine the general doctrinal vision of the problem of value and legal dimension of intellectual property, determine its purpose, set research objectives, as well as to clarify the specific instrumental mechanisms for achieving it. The dynamics of African regionalism in the context of civilizational themes is considered. The aim of the work is to analyze and summarize the accumulated scientific material about the past and present of Africa, where the processes of natural and social character are closely intertwined. The category of civilization is the explanatory principle of objective search. As the main research (methodological) approach is used geohistorical reconstruction of event pictures and a systematic view of the object of cognition. The result of the work was a detailed picture of modern African regionalism, reflecting the specifics of the continental geo-space. The presented deduced knowledge can contribute to further scientific research in this direction, as well as contribute to the formation of a fundamental scientific basis for analyzing the planetary picture.

Titanium nitride (TiN) films have historically been used as diffusion barrier between silicon and aluminum, as an adhesion layer for tungsten deposition and as an interconnect material etc. Recently, the role of TiN films as contact barriers in very large scale silicon integrated circuits (VLSI) has been extensively studied. TiN films have resistivities on the order of 20μ Ω-cm which is much lower than that of titanium (nearly 66μ Ω-cm). Deposited TiN films show resistivities which vary from 20 to 100μ Ω-cm depending upon the type of deposition and process conditions. TiNx is known to have a NaCl type crystal structure for a wide range of compositions. Change in color from metallic luster to gold reflects the stabilization of the TiNx (FCC) phase over the close packed Ti(N) hexagonal phase. It was found that TiN (1:1) ideal composition with the FCC (NaCl-type) structure gives the best electrical property.

The report is based on the first results of the study "The History of the Evangelical Christians-Baptists in Ukraine", carried out in 1994-1996 by the joint efforts of the Department of Religious Studies at the Institute of Philosophy of the National Academy of Sciences of Ukraine and the Odessa Theological Seminary of Evangelical Christian Baptists. A large-scale description and research of archival sources on the history of evangelical movements in our country gave the first experience of fruitful cooperation between secular and church researchers.
