The pedagogical nature and subject matter of project competence of physical culture and sports specialists to be are defined in the article. The education process at modern higher educational institutions where the bases of project competence of physical culture and sports specialists to be are established is defined by active search of effective ways of optimization and modernization of the system of quality improving of students’ professional training. It is proved that the project activity is a set of actions of making and development of a project, planning of specific work and its consistent performance, so the project activity is a constructive and productive personal activity, targeted towards the solution of vital problem, achieving of ultimate results in process of goal determination, planning, development and implementation of a project.The integration of a set of scientific notions allowed to come to a conclusion that the formation of project competence of physical culture and sports specialists to be considered as a dynamic and integrated process aimed at consciousness of grounds, need for sound use of project activity in professional field which provides for getting of theoretical knowledge and understanding of project development and management; getting of ways and means of project activity; readiness and capacity to use new professional experience in practical task solution in the field of sports and health; physical culture and sports specialist’s to be consciousness of relevance of the level of own professional capabilities and skills, and the demands of project activity in the field of physical culture, sports and health protection.On the basis of the integration of literary sources complex it is established that the project competence of physical culture and sports specialists to be may be presented in the dynamic unity of the following components: motivational and axiological, cognitive, activity, reflective and evaluating. The content of functional components is modified under the conditions of formation of project competence of physical culture and sports specialists to be which is shown up in the following set of project competence functions: worldview, research, heuristic, integral, prognostic, reflective and evaluating, constructive and administrative. The formation of project competence in process of professional training of physical culture and sports specialists to be requires the development of specific project skills: problematization, project development skills, skills of theoretical and practical conscious activities on project implementation, skills of meaningful choice and use of computer-aided and other technologies in project technology, reflexion skills.

На сегодняшний день серьезным вызовом академической среде является вопрос реализации образовательных программ в вузах в условиях вынужденного бесконтактного обучения. Большие трудности вызывает образование студентов, имеющих в учебном плане значительное количество часов практической работы, в частности обучающихся по физкультурно-спортивным профилям. Анализ литературных источников, обобщение и интерпретация позволили выявить возможности применения современных технологий профессионального образования, формирования необходимых компетенций при подготовке бакалавра. Для адаптации занятий под условия электронной среды приведен необходимый алгоритм действий – от особенностей разработки глоссария до создания окончательного цифрового макета дисциплины. Активизировать познавательную деятельность предлагается путем создания видеопроектов с учетом предложенных этапов подготовки, системы контроля и оценки. A problem of the educational programs implementation in universities in the conditions of forced distance learning was a serious challenge to the academic environment. Great difficulties are caused by the education of students who have a significant number of hours of practical work in the curriculum, in particular those studying in the fields of Physical Education and Sports. The analysis, generalization and interpretation of the literary sources made it possible to identify the possibilities of applying modern technologies of professional development, and forming necessary competencies in the preparation of a bachelor. To adapt the lessons to the conditions of the electronic environment, the necessary algorithm of actions is given, from the features of the glossary development to the creation of the final digital discipline model. It is important to teach students to see the mistakes of students in the technique of movements, tactical errors, to identify their own mistakes in the teaching methods in order to work in the field of physical culture and sports. Therefore, to enhance cognitive activity, develop a culture of thinking of a teacher in physical education and sports, it is proposed to use the preparation of video projects (in the format of a television fitness program with classes and short videos) in practical exercises, taking into account the proposed stages of preparation, a monitoring and evaluation system.

The article deals with the problem of using electronic library resources in higher educational establishments, discloses the main directions of application of the relevant digital resources and provides methodological recommendations. The actuality of using electronic libraries with the purpose of raising the qualitative level of professional education of students of philology and their scientific activity is substantiated. The essence of the concept "electronic library" is specified. On the basis of analysis of scientific works, synthesis of educational and methodological ideas, generalization of own experience of pedagogical work, the state of use of electronic libraries in the professionally oriented preparation of future language teachers is clarified, conditions of effective use of resources of electronic libraries in the professional training of future language teachers are determined. The analysis of the use of resources of electronic libraries for support of studies and researches of students of philology has been analyzed. In this context the results of the survey and questioning of students of philology about the activity and efficiency of using the resources of electronic libraries in the educational process are described. It is empirically confirmed that the integration of digital resources of electronic libraries into the traditional system of education of philologists contributes to the increase of internal motivation for learning, activation of independent informative and cognitive activity of students, formation of key and professional competencies. It is emphasized that the efficiency of working out of the resources of electronic libraries in the professional training of future language teachers depends on the level of ICT competence of students and teachers. The prospects for studying the problem of using the resources of electronic libraries as a necessary tool for updating the content and technologies of professional training of students of philology have been determined.

The proposed article is devoted to the problem of formation of basic competencies, which are a complex integrative formation of the personality of the future translator. To fully characterize them, the authors identified all the components. It is determined which specific manifestations constitute their subject essence. The relationships between the components are established and considered in the context of existence, functioning and development to identify factors in the development of multilingual personality culture. In the course of scientific research, the acquisition of professional and linguistic and cultural knowledge from translators was determined. The educational process of modern pedagogical institutions of higher education and the formation of not only professional culture but also the general culture of the translator as a "systemic integrative quality of personality, including interdependent and interdependent aspects, represented by significant and functional components, competent foreign language. Also in the course of scientific development of meaningful dominants the characteristics of such categories as multilingual, multilingual and multicultural language personality, which are transmitted by many language systems, were laid down. The proposed study substantiates the process of forming a multilingual culture of personality, determines that knowledge of one's culture is one of the main conditions for successful translators activity, because it is impossible to instill love or at least understand and accept another culture without a high national culture.

The article substantiates that in the context of organizing the independent cognitive activity of teachers in the post-Soviet space, the process of improving their qualifications, which takes place on the basis of their free choice of forms of education, programs and educational institutions, is of particular importance. At the heart of this choice, decision-making on independent cognitive activity and emotional-motivational resource are not only external stimuli, but also neurophysiological and psychological mechanisms. The purpose of the study is a scientific substantiation of the necessary and sufficient psychological and pedagogical conditions and models of organization of independent cognitive activity of teachers of secondary schools in the process of competence development. The analysis of the experimental data showed a noticeable difference between samples B3 and B4 at the end of the experiment for each of the defined criteria, as well as for the general indicator of the organizing of independent cognitive activity. The results obtained during the pedagogical experiment proved that the organizing of independent cognitive activity of teachers on the basis of the author's model helped to increase the effectiveness of this activity. During the discussion, it was proved that an important component of a person's professional training for any activity, especially in educational, is the development of neurophysiological and psychological potential for subjective self-determination of self-learning, self-improvement, and in micro-development - for independent choice and decision-making in a situation of cognitive or activity-related uncertainty. Therefore, decision-making is a basic component of any constructive activity.

The article reveals the peculiarities of the use of athletics to improve the physical fitness of students of higher education institutions. The influence of physical education on motivation for athletics is also revealed. It is established that the use of means and methods of athletics in physical education classes in higher education institutions leads to a significant increase in the level of physical fitness. It was found that one of the factors influencing the growth of student morbidity and low level of their physical development is the lack of physical activity. The combination of these factors determines the level of physical fitness and efficiency, which, in turn, are important indicators of professional training of students. However, the use of other methods of strength development, the method of unsatisfactory efforts with a normalized number of repetitions, the method of unsatisfactory efforts with the maximum number of repetitions, the method of dynamic efforts, the shock method, the method of static efforts, the static-dynamic method, the method of circular training, the game method has a beneficial effect on the development of all physical qualities. The decrease in the indicators of general physical fitness is facilitated by the fact that during the holidays, students practically do not go in for sports on their own. As the analysis of the survey has shown, only students of higher educational institutions are independently engaged in physical culture.

Purpose: generalization of experience of higher educational establishments’ future specialists’ professional training, oriented on formation of students’ personalities’ physical culture. Material: we questioned students (n=50) and institute teachers (n=30). Results: it was found that for increase of future specialists’ professional fitness effectiveness it was important to consider orientation of educational process on formation of student personality’s physical culture. Besides, it was noticed that professional fitness of future specialists is greatly influenced by implementation of modern technologies of formation of students’ physical culture in educational-learning process. Physical education means, oriented on aesthetic are of great health related and recreation significance. Conclusions: educational process shall be oriented on support of active motor functioning, motivation for physical exercises’ and healthy life style practicing.

As the linked impacts of climate change and degradation of ecosystems continue to be felt, particularly in developing countries, it is vital that methods for development that concurrently address adaptation to climate change, rapid urbanisation, and ecosystem degradation be explored. Further development of approaches which are participatory and embedded in an understanding of the importance of symbiotic relationships between socio-cultural and ecological systems is particularly important. Ecosystem-based adaptation (EbA) is one such method that is gaining recognition and momentum in areas where developing nations face converging pressures and drivers of change. EbA methodologies to date, are often ill-defined in an urban context and lack consideration of future social and ecological scenarios however. In response, this paper describes a methodology for developing urban EbA projects in a small island developing nation context. The methodology was developed and applied by a multi-disciplinary team working under the auspices of the Secretariat of the Pacific Regional Environment Programme (SPREP). The application of this methodology in Port Vila, Vanuatu indicated: i) the needs of local people must be at the forefront of project planning, requiring a participatory design process; ii) EbA solutions development must be multidisciplinary and iterative; iii) appropriate quantitative and qualitative data is vital as a basis for EbA project development, requiring adequate time for data gathering; iv) urban and coastal EbA projects must be developed holistically, recognising socio-ecological systems that extend beyond the urban area itself; v) the complex overlapping landscape of governmental and international aid financed projects must inform the development of new EbA projects; vi) potential monetary and non-monetary benefits, costs and risks across multiple factors must be carefully assessed in EbA project development; and vii) project implementation requires ongoing engagement and a readiness to adapt to on-the-ground realities.

The study is devoted to the analysis of the formation of physical culture of students in a medical university. The specificity of the medical profession contains a number of important characteristics (emotional and volitional stability, endurance, physical and mental endurance, dexterity in carrying out medical procedures, motor coordination, etc.) that require appropriate physical training. Physical culture in this regard for physicians is not only a part of general culture, but also a professional culture. However, as shown by a sociological survey of medical students, they do not sufficiently assess the degree of importance of the discipline “Physical culture”. This requires the development of new approaches to organizing and conducting physical education classes in a medical University including such as the proposed practice-oriented (D.A. will allow raising the status of the discipline in question in a medical university and linking it with the professional training of medical students.
