The development of agriculture largely depends on the creation of favorable state economic conditions, including in the form of state support for rural producers. The paper analyzes the results of state support of farmers of the Orenburg region over the past three years. In the Orenburg region, there is a decrease in state support. The downward trend has caused negative performance of agricultural enterprises. State support for the livestock industry has decreased.The experience of previous years has shown the need for public investment in animal husbandry. Crop production in the region absorbs half of public funds. In our opinion, crop production of the Orenburg region copes for a long period without the participation of the state. Due to underfunding of livestock in the region, the third part of agricultural organizations in the region is unprofitable. In 2018, the index of agricultural production decreased by ten percentage points compared to 2017. Research in the work, the structure of public investment, is of scientific interest, and the conclusions drawn are of practical importance for the regulation and management of state support. This is important not only for agriculture in the Orenburg region, but also for agricultural production in other regions of the Russian Federation.The increase in state investments in crop production in the regions of the Russian Federation speaks about the imperfection of land relations. Most of the rural producers work on leased land. Public finances settle with landowners, most often at the helm of state power or criminals.

The purpose of the article is to study the main problems of lending to agro-industrial enterprises with state support in market relations and propose measures to implement a new mechanism of subsidized and compensatory budget support for agriculture, aimed at its effective functioning. Historically, Ukraine is an agro-industrial country with rich natural resources and opportunities. However, to make a decent profit, the agro-industrial complex needs regular cash infusions and complete modernization. Given these factors, farmers in Ukraine are increasingly resorting to such an ancillary method as a loan for agricultural development. The long history of the Ukrainian economy, multiplied by current trends in crop production and animal husbandry, forces banks to consider lending to agriculture as a promising profitable business, which can and should be lent. The urgency of the study is due to the growing need to address one of the priority sectors of the economy-agriculture, by increasing the role and availability of credit for farmers, improving lending conditions, improving the efficiency of monetary institutions lending to agricultural enterprises, as well as development forms of their support. Problems of improving the lending system, investment activity of enterprises, lending mechanism and state regulation in the field of agriculture were covered in the works of a number of scientists and practitioners: G. Bezorna, H. Borkhunov, I. Buzdalov, A. Gataulin, A. Golovanov, A. Gordeeva, L. Kolichev, K. Koroleva, A. Kupavykh, D. Murzin, E. Mezentsev, A. Ponomareva, E. Sagaidak, A. Sidoruk, Y. Trushin, D. Epstein and some others. In the foreign economic literature, the main attention is paid to the forms of state support for agricultural producers, assessment of the impact of subsidies in terms of efficient use of public funds and the functioning of agricultural banks, but at the level of microfinance. These problems are reflected in the works of foreign authors: N. Gow, K. Hoff, M. Zeller, A. Sarris, J. Swinnen, J. Stiglitz, J. Yaron, M. Schreiner, Le Min Tu, and others. The changing conditions of the market environment pose new challenges to the subjects of credit relations, and then there are problems of agricultural lending in the changing conditions of the country’s economy, which need to be addressed. Formulation of the goals of the article (task statement). The purpose of the article is to generalize the theory and practice of agricultural lending when there are new economic relations, financial and credit opportunities of the Ukrainian economy.

International AgroScience Conference (AgroScience-2021) was held on 16 April 2021 in Cheboksary, Russian Federation. The Conference was jointly organized by Chuvash State Agrarian University (Russia), Life Science University of Bradford (Great Britan), Grodno State Agrarian University (Republic of Belarus), and Research Institute of Livestock and Feed Production (Republic of Kazakhstan). The Conference brought together 129 scientists, academicians, practitioners, and professionals from manufacturing sector in planting, veterinary, farming, agro-engineering, and agro-management sectors from Russia, Belarus, Great Brittan and Kazakhstan. The conference program was structured to encourage mutual inspiration and fruitful debate among researcher. The article defines the role of the market of agricultural production services in the process of agricultural production. The works of domestic scientists devoted to the efficiency of agricultural production, services sphere and the market of agricultural production services are analyzed. A number of methods have been selected for this study. The essence of the concepts of production service and the market of agricultural production services is defined. There are established that the volume of use of production services in the agricultural production process depends on the area under crops in crop production and the number of heads in animal husbandry. The dynamics of changes in sown areas and livestock in Ukraine are analyzed. It is determined that all production operations in agriculture are carried out in accordance with the technological maps. The definition of the concept of “technological map” is given. Information on the composition of agricultural production services in the field of crop production is given. It is established that agricultural production services in crop production can be carried out both manually and mechanized. The importance of technical equipment of the agricultural enterprise for the implementation of the production process was showed. The presence of the main types of agricultural machinery in agricultural enterprises of Ukraine and households is analyzed. The peculiarities inherent only in production services in the field of agriculture are highlighted. The dependence of the volumes of production services on the total volumes of sown areas in crop production and animals in animal husbandry were shown. The concept of production outsourcing is defined and its place in the activity of agricultural producers is defined. The results of a sociological survey of consumers of agricultural production services are shown and analyzed.

The article proposes a methodical approach to segmenting the regions of the national economy by the state of the agricultural sector. The assessment of the state of the agricultural sector of the regions and their segmentation was carried out in two stages. At the first stage, two parameters are set for evaluation and segmentation: the volume of agricultural production in farms of all categories and the number of employed population in agriculture, forestry and fisheries. The level of each region according to the selected parameters (high or low) was determined relative to their average value. As a result, four groups of regions were obtained: with significant volumes of agricultural production and with a significant number of employees; with insignificant volumes of production and with a significant number of employees; with significant production volumes and a small number of employees; with insignificant volumes of production and with insignificant number of employees. In the second stage, evaluation and segmentation were conducted to determine the specialization of the agricultural sector of the regions (livestock, crop production). Grouping by relevant specialization is carried out according to the following parameters: the number of enterprises engaged in agricultural activities; the number of employees in enterprises engaged in agricultural activities; agricultural products per capita; sown areas of crops; gross harvest of cereals and legumes; gross harvest of sunflower, potatoes, vegetables, fruit and berry crops; raising farm animals; production of meat, milk, eggs and wool. The ratings of the regions of the national economy were determined for each of the indicators selected for analysis, and then the arithmetic mean of these ratings was calculated. According to the results of the analysis of the calculated average values of regional ratings for indicators that separately characterize the development of crop production and livestock development, Vinnytsia, Poltava, Kharkiv, Kyiv, Lviv and Khmelnytsky regions are almost equally focused on both crop and livestock production - they occupy almost identical positions in two different ratings; the agricultural sector of such regions as Dnipropetrovsk, Odessa, Kirovohrad, Chernihiv and Mykolayiv specializes in crop production; the agricultural sector of Ivano-Frankivsk, Zakarpattia, and Volyn oblasts is mostly focused on animal husbandry.

The article deals with the problem of the forming an information society in the agroindustrial complex at the regional level, as a necessary condition for sustainable development of the country as a whole. Based on the analysis of modern information society development in Bryansk region its connection with the transition to digital economy is established; examples of application of digital technology solutions in crop production and in animal husbandry taking into account the environmental situation in the region are given; the causes hindering their implementation in agricultural production are identified. The necessity of developing specific methods for calculating indicators of the level of application of digital technologies in agricultural production is substantiated. Priority directions for effective implementation of digital technologies in the agroindustrial complex are proposed, the successful solution of which leads to more effective work of the region as a whole.

The article deals with the study of the development of crop production in the farms of Lviv region. At the same time, considerable attention is focused on the important components of the functioning of any socio-economic phenomenon: past, present, future. Within this famous triad, we will analyze the activity of Lviv farmers during 2005–2016, because it is the time factor that determines the processes of functioning of any forms of management in agricultural production, an important part of which is farming. As a result of the research, it was established that the number of farms in the Lviv region is decreasing, but land is increasing, that is, there are processes of concentrating agricultural production in some farms and reducing them in others. These changes are objective and regular in nature and will take place in the future. Of particular interest are agricultural production data for farms in Lviv Oblast, whose volumes have a strong upward trend over the period under investigation. However, when analyzing the output figures in terms of the main branches of agriculture, there are some discontinuation processes – crop production is increasing, and animal husbandry – on the contrary, starting from 2010, they tend to decrease. During the research period there were some changes in the indicators of the structure of manufactured products in the sectoral section. So, let's say, when in 2005 crop production accounted for 63.8% of the total output of farm products, then in 2010 this figure dropped to 33.2%. In subsequent years there was an increase in the share of crop production, but this increase did not achieve the achieved level of 2005. The detailed analysis of the indices of production of agricultural crops by farmers by farmers, their yields, volumes of sales of crop production and their effectiveness give grounds to assert that positive developments have been made in this area. However, on the other hand, although farms have achieved some success in their activities, but the available resources are not fully used to improve the efficiency of farm households. These problems, both in modern conditions and for the future, should be solved in the complex: increasing the efficiency of the activity of farmers, on the one hand, and providing them with effective state support, on the other.

Purpose. The aim of the article is to research budget support areas for logistical support of technological updating of production and modernization of activity of agricultural enterprises. Methodology of research. The methods of generalization, systematization, analysis, abstraction are used in the process of research to determine the directions of budget support for technological updating of production and modernization of activities of agricultural enterprises in the context of budget programs. The scientific base of scientific research was composed of scientific works of domestic scientists-economists and legislative and regulatory documents on budget support for the agricultural sector of the economy. Findings. The necessity of state support of technological updating of production and modernization of activity of agricultural enterprises is substantiated. Areas of budget support for material and technical support for technological upgrading of production and modernization of agricultural enterprises are identified and analyzed, in particular within budget programs for: partial reimbursement to the economic entities of the cost of construction and reconstruction of livestock farms and complexes and enterprises for the production of compound feed; budget livestock subsidies and state support for crop production; state support for animal husbandry; providing financial support to agribusiness entities through the mechanism of cheaper loans and offsetting of lease payments; financial support (development) of farms; partial compensation for the cost of sophisticated agricultural machinery of domestic production; partial reimbursement of the cost of construction of new greenhouse complexes; financial support for activities in the agro-industrial complex. Originality. The role of budgetary programs on technological updating of production and modernization of activity of agricultural enterprises are defined, analyzed and substantiated. Practical value. The obtained results of the study can be used to organize the process of technological updating of production and modernization of agricultural enterprises. The issue of food self-sufficiency in the region becomes the most relevant in times of crises and pandemics. To answer this question, it is necessary to analyze the current state of agriculture and identify trends inherent in the industry. The article assesses the role of agriculture in the economy of the region. The characteristics of the development of crop production and animal husbandry are given, quantitative and qualitative factors are analyzed, and production growth reserves are identified. The material and technical base of the industry is analyzed, the main directions of state support for agricultural producers are described, and a conclusion is formulated about the level of food self-sufficiency in the region under consideration. The directions of development of the industry to ensure the growth of gross agricultural production are proposed. The study is based on the statistical data of the Irkutsk region for the period 2005-2019.

The article describes overall useful agricultural soil in Azerbaijan, as well as the level use in crop production and animal husbandry, as well as the quality and evaluation of variety of crops in accordance with a system of 100 points under the land cadastre. To determine the efficient level of useful agricultural soils, first of all, the main types and subtypes of soil and their cultivated area used in agricultural production were identified. Data was calculated on the overall soil fund of the republic, the agricultural region and its composition (structure), the level of use of each type and subtype of soil in agriculture, as well as in crop production and animal husbandry. Calculations show that the total utilization rate in agriculture varies between 0.52 and 0.98. To assess the quality of the type and subtype of soil used in agricultural production, to assess the quality of various plants, a system of 100 points was used, and it was proposed to combine the soil in 10 agricultural production groups instead of 5 There are ways to calculate the “Comparative soil value” (TMDƏ) for a specific territory to simplify and facilitate the practical use of materials from agricultural soil groups. Using the data obtained from the survey, any farm manager can plan to obtain higher yields per unit area with minimal and less labor, and can also determine the need of plants for fertilizers depending on soil quality.
