This research provides information about the health care cost containment efforts of local governments and agencies across the United States, particularly in large American cities. Survey results indicate that while the public sector lags behind the private sector, public agencies are beginning to match the cost containment efforts of private employers. While initiation of these efforts represents considerable recent progress, their tangible benefits are not yet apparent.

As public sector agencies use the e-government model to improve delivery of their services, it is important that this model become integrated into education of future leaders of the public service. A fully scaled implementation of e-government requires more than simple automation of the existing processes. It can affect significantly the overall organizational structure of public agencies, their missions and goals, and the way they interact with customers and with each other. Because of its profound impact on the functions and even structure of government, implementing e-government involves significant challenges, including resistance to change and the problem of lack of information technology skills among public managers. To address these challenges, public affairs programs must include into their curricula courses that would prepare cadre qualified for the era of e-government. Survey results are presented outlining efforts of graduate public affairs programs to meeting demands related to the e-government model. Major components of the model are outlined and the extent to which these components are covered in graduate courses in leading public affairs programs is assessed.

The purpose of this publication is to explore the opportunities that innovation and digitization provide in tourism. Although digitization is not a new direction in tourism, its understanding and use in a number of cases is hampered by the lack of knowledge and skills in the field. The aim has been achieved by exploring secondary sources on the specificities of innovation activity and digitization. Systematic approach, observation, abstraction, as well as some general science principles such as objectivity, dialectic, concretization, unity between theory and practice, system analysis, induction, deduction and others are also applied. A qualitative expert analysis of the websites of tourist sites has been carried out to determine the level of digitization in the tourism sector. The survey results show that tourist sites focusing on innovative supply to their customers use modern information technologies as well as technologies directly involved in improving the supply of tourism services, including traditional products, services and know-how. Consumer value is increased by providing product innovations, place and promotion. It comes to the conclusion that, despite the benefits of innovation and digitization, they are not a panacea that can solve all the emerging problems of today's business, and in many cases are a limiting factor.

UNWTO, the World Indigenous Tourism Alliance (WINTA) and OECD have joined efforts to contribute to the "UNWTO Inclusive Recovery Guide – Sociocultural Impacts of Covid-19, Issue 4: Indigenous Communities", the fourth set of guidelines relating to the sociocultural impacts of COVID-19 on tourism. This set of guidelines has been developed by the UNWTO Ethics, Culture and Social Responsibility Department, in collaboration with Indigenous leaders, while also benefitting from inputs provided by OECD. The recommendations suggest specific solutions for the socio-economic empowerment of Indigenous Peoples through tourism. These include transitioning from “assisting” towards “enabling” indigenous entrepreneurship, strengthening skills and building capacities, fostering digital literacy for running indigenous tourism businesses, and, acknowledging the relevance of indigenous peoples and their cultural capital by destination authorities and the tourism sector, at large.

The purpose of this manuscript is to illustrate how a local nonprofit organization in Baltimore City attempted to cognize, depict, and frame the perspectives of community stakeholders concerned about structural racism in the city. Six months after the death of Freddie Gray, a 25-year-old unarmed black man who died in a hospital from spinal cord injuries sustained while in police custody in West Baltimore, the authors were invited to participate in a community conversation aimed at identifying solutions to structural racism. In partnership with the host community agency, which is located in West Baltimore, the authors developed a survey that was used to depict the conversation and analyzed the survey results. Within this manuscript, key findings and a narrative are provided to give readers an understanding of the context and tone of the conversation. This manuscript further provides an approach by nonprofit organizations, public agencies, and/or policymakers to engage in meaningful discourse with economically marginalized communities around issues of structural oppression and inequality.

Critical information on the effects that truck parking shortages have on crucial stakeholders, truck drivers in particular, has historically been obtained through survey methods. However, survey methodologies rely heavily on generalizations, respondents’ memory, the recency effect in memory recall, or experiences that evoked strong feelings. To investigate detailed truck parking shortage impacts using a method less reliant on historical recollections, the researchers developed and implemented a 14-day truck parking travel diary study. A total of 148 U.S. drivers participated, providing detailed data for 2,035 days of parking activity and 4,763 unique stops. The analysis focused on truck parking topics that have a nexus to previous survey findings that relate to drivers, state departments of transportation and enforcement activities, and other stakeholders, to facilitate the comparison of truck parking survey data with the diary data. Generally, the truck parking diary findings corroborated survey results. Almost 90% of drivers parked in an unauthorized location at least once a week – supporting survey findings that a majority of drivers find parking is difficult at least once a week. Data on unauthorized parking demonstrated that time-of-day can affect the ease of finding available parking, with peak difficulty occurring during evening hours. Drivers primarily choose parking locations for the mandated 10-h hours-of-service breaks based on practical needs – proximity to route, restroom and shower access, and expected parking availability. The research findings can provide policy, regulatory, and infrastructure guidance to both private industry and public agencies.

The management environment at MPEs in the tourism sector at Brazil: a systematic review ABSTRACT Micro and Small Enterprises MSEs in the tourism sector are present in most municipalities and represent an important segment for generating employment income. Research on the MSEs are justified both because of the representation of micro and small enterprises in the sector, as the incipient further studies on the environmental management of these organizations. In this line, the consolidation of a theoretical framework about the MSEs management of the accommodation industry environment in Brazil is presented as an issue that raises many questions, namely: what features are most present in these organizations, there is sensitive differentiation as the regionalism of organizations, which management tools are most discussed, there are groups or prominent institutions in this concept, among other factors. To do this, from the consolidation of a decade of academic publications, direction and conceptual gaps this research sought to identify which characteristics are present in the conceptual framework about the MSEs management environment accommodation industry in Brazil. This research was configured as exploratory, which was held from academic publications selected in the last 10 years in regular bases listed in the latest update of Qualis/CAPES system of 2015 (SPELL, SCIELO, EBSCO, CAPES Periódicos e DOAJ). For this they used the IRAMUTEQ software in conjunction with the Software R, free tools, developed with technology "open" and collaborative, to process the lexical data about the MSEs of the management environment of the Brazilian hosting industry. The survey results suggest, from their uniformity, a possible lack of research groups and academic institutions of reference in the development of research on the MSEs management environment accommodation industry in Brazil. Register the presence of a set of characteristics of entrepreneurial orientation in the management of these organizations environment. KEYWORDS: Management Environment; MSEs; Accommodation; IRAMUTEQ software.

This research is based on surveys result on conditions of Poso Regency Tourism which show that when compared with the government's work plans and programs to develop tourism in Poso Regency and to make it become a mainstay sector in increasing regional income, tourism marketing performance in Poso Regency has not progressed significantly. Based on this, to increase the development of the tourism sector, tourism development efforts in Poso District prioritize increasing tourism marketing and tourist satisfaction programs. These programs can be implemented if supported by cooperation between the public sector, the tourism industry and the community. Thus, the tourism sector in Poso Regency can have a high level of quality development. Because the biggest weakness that affects the tourism image of Poso Regency lies in tourist satisfaction. Which means, the weak performance of the satisfaction program in Poso Regency has resulted in the image of tourism being unable to increase visits and convince tourists to return again. Based on the survey results, this research raises how to improve tourism marketing in implementing a combination strategy of marketing, tourist satisfaction programs and tourism image. The location of this research was conducted in Poso Regency because the survey results show that in tourism marketing, the government in Poso Regency has not shown satisfactory results and attractive imaging in marketing its tourism products.

This essay will examine the process of boundary dispute and definition between Guatemala and Mexico after 1821. The disagreement and negotiations over limits between countries revealed the wide-reached interest in delineation of national territories, fundamental for the formation of independent nation-states. Several ideological and economic factors affected the dispute and the final boundary treaty between Guatemala and Mexico. An important ideological influence played the nineteenth-century romantic nationalism, which made the Creole elites to establish particular and unique national entities. Moreover, the worldwide drive to map the earth‘s surface by using tools of the modern cartographic science played an important role in the process of Mexican-Guatemalan boundary definition. The postcolonial expansion of agro-export economy in Central America, and especially the coffee boom starting in the Mexican southeastern and Guatemalan western borderlands from the second half of the nineteenth century onward became an economic stimulus for boundary definition process. This is the historical context, in which Mexican and Guatemalan elites were engaged in a long-running debate and negotiations over the common border.
