This article is devoted to the problem of professional adaptation of a young officer to official activity. Topcality of the problem is due to the specifics and trends of the professional military space, requiring the officer's willingness to adapt quickly in an service environment, updating personal and professional adaptive models in accordance with the requirements for professional behaviour of the officer. The article analysesthe scientific works of Russian authors, reflecting the essential and meaningful characteristics of adaptation of specialists, on the basis of which the basic components of professional adaptation of the officer, represented by adaptation potential and adaptation, are determined. The results of the study found that the provision of professional adaptation of a young officer in the modern socio-professional realities is a priority task, which has a high personal significance for the military specialist, contributes to the efficiency of service activities and achieve its objectives.

AbstractThis report examines the evolution and nature of the concept of motivation. It performs a theoretical analysis of the definitions of motivation and attempts to give a scientific definition of the phenomenon of motivation for practising the military profession. The results of the analysis will enable commanders to understand more clearly military motivation in order to effectively manage their subordinates.

This article is devoted to the consideration of the problem of conflicts in a military team. Topicality of this problem is due to the peculiarities of the social and professional space of the military environment, in which the likelihood of conflict situations and the development of conflicts is high. A theoretical analysis of the works of Russian researchers devoted to the analysis of the nature and content of conflicts, the reasons for their occurrence in the sphere of military professional activity is conducted, on the basis of which the composition of the factors underlying conflicts in a military team is considered. The features of the destructive and constructive functions of the conflict are studied, their substantive characteristics are given. According to the results of the study, it was established that in the conditions of modern socio-professional realities, conflicts are an essential attribute of military professional activity, developing in different periods of its organisation and implementation, which requires consideration of their specifics and theofficer’s readiness to resolve them.

Abstract Introduction Despite struggling to establish itself as an autonomous profession, occupational therapy remains extensively regulated and controlled by discursive authorities inside and outside the discipline. After overcoming the profession’s reformist ideals, the military governance that supported its rapid expansion morphed into civil institutions but both were based on similar grounds: occupational therapists should obey a strict set of rules while disobedience and dissent are consistently repressed or silenced. Objective The objective of this article is to deconstruct dominant (consensual) discourses that shape the status quo in occupational therapy and envision alternative paths for the development of the discipline. Method Drawing on the work of Erich Fromm and Jacques Rancière, we propose a (critical) theoretical analysis of the concepts of disobedience and dissensus as they apply to occupational therapists. Results The concepts of disobedience (Fromm) and dissensus (Rancière) can be used to revisit the consensus shaped by discursive authorities inside and outside occupational therapy and expose the political nature of such processes. We argue that remaining oppressive forces similar to those of a warfare regime persist in regulating occupational therapy practice and knowledge by enacting a form of ‘disciplinary propaganda.’ Rather than threatening the development of the discipline, disobedience and dissensus constitute critical responses to disrupt dominant discourses and give rise to healthier concepts. Conclusion The use of politically charged terms such as disobedience or dissensus can be seen as controversial and unsettling for a profession like occupational therapy but we believe they are necessary for the future of our discipline.

Protection of the population from the negative impact of the consequences of man-made, natural and military emergencies is a priority task of all governmental authorities, including local authorities, as well as heads of economic objects, regardless of ownership forms. The solution of this issue requires an integrated approach, which involves the implementation of a number of measures for the creation of protective structures, providing the population with personal protective equipment, preparing population for emergencies, timely alert and informing about the threat or emergency, evacuation of the population and other measures. One of the main ways of protecting the population in the case of an immediate threat to life and causing damage to the population health remains timely, organized by the removal the population from the zones of possible influence of negative factors of emergency of man-made, natural or military character and placing it outside of the zones of action the damaging factors of the sources of emergency, that is, their evacuation. At the same time, this method is quite complicated, requiring careful preparation of all authorities and the serious training of all citizens in the conduct of evacuation. The practice of organizing and conducting evacuation of the population from the anti-terrorist operation (ATO) zone in the Donetsk and Lugansk regions has revealed a number of problems on this issue. The article provides an analysis and defines the problems of the organization of protection of the population at the threat and occurrence of emergencies caused by the use of weapons, including measures on population evacuation from areas of warfare to safe areas. Approaches to organizing and conducting mass evacuation in NATO member states are considered. The analysis of requirements established in Ukraine for the evacuation of the population and the experience of their practical implementation at the beginning and during the military conflict in eastern Ukraine, as well as caused by explosions in ammunition depots, was carried out. The results of the analysis identified the problems that arose during the evacuation of the population and suggested ways to solve them

In the general discourse on the local government system in Nigeria, two major influences are notable: the intervention of the military in politics, and the 1976 reform of local government. However, the 1979 constitution, which provided the legal framework for the 1976 reforms, plunged the local government system into a crisis of identity, and ever since local government in Nigeria has remained an idea in search of relevance. This paper examines both the inherent weakness of the constitutional foundation and the contradictions created by the 1976 reforms. Using a theoretical analysis, the paper finds that the combined effects of constitutional gaps and reform contradictions have rendered Nigeria’s system of local government an unfortunate ‘orphan’, and that, lacking a strong constitutional foundation, local government in Nigeria has been subject to the whims of both state and federal governments. The paper argues that, despite numerous constitutional developments, current constitutional provisions for local government in Nigeria leave much to be desired. The recommendations to improve the system include that: local government should be given the status of a federating unit in the constitution, with its powers and functions clearly spelt out; the constitutionally mandated State Joint Local Government Account (SJLGA) should be abolished; and the constitution should be amended to create a chapter which guarantees the identity and autonomy of local government as a third tier of government.

Introduction. Excessive stress on the functional reserves of the body of military personnel can lead to persistent health disorders, disability and dismissal from the Armed Forces of Russia. Aim. Compare the dismissal for health reasons in the military personnel of the Navy of Russia and the Russian Armed Forces in 2003–2018. by categories of military personnel. Material and methods. We conducted a statistical analysis of medical reports on the health status of personnel and medical service activity according to Form 3/MED in military units with a sample comprising about 60% of the total number of military personnel of the Russian Armed Forces and the Navy served from 2003 to 2018. The results and their discussion. Dismissal for health reasons in officers of the Russian Navy over 2003 to 2018 was 15,90±1,36, officers of other branches of the Russian Armed Forces — 7,98±1,10‰ (p<0,001); contract servicemen — 6,82±0,57 and 3,92±0,32, respectively (p<0,001); conscripts — 33,38±1,79 and 17,57±1,19, respectively (p<0,001); women soldiers — 23,01±3,34 and 9,14±1,37‰ (p<0,01). There were no significant differences in the nomenclature of disease blocks that caused dismissals in the categories of military personnel of the Russian Navy and the Russian Armed Forces. Higher dismissal levels within disease blocks indicated higher intensity of professional work and increased demands to the health status of the Navy servicemen compared to those from other branches of the Armed Forces. As a rule, dismissals of military personnel of the Russian Navy and the Russian Armed Forces were due to diseases of the circulatory system (ICD-10 Chapter IX), diseases of the digestive system (Chapter XI) and neoplasms (Chapter II). At the same time, some features of the structure of dismissals for health reasons were identified in the military personnel by categories. Conclusion. Accounting for and prevention of leading diseases that caused dismissals due to health reasons will contribute to improving the health of military personnel. It is necessary to focus the attention of the Russian Navy on a healthy lifestyle and increased physical activity.

Abstract The hypothesis that military spending affects economic growth and other aspects of the economy has been under scrutiny over the last decades. However, the macroeconomic impact of defense outlays is still an open question for researchers and policymakers. Aiming to contribute to the existing debate, this paper combines Keynesian with monetary theory and develops a discrete-time model that allows for potential fiscal-monetary coordination for financing the military sector in order to examine the effects of defense outlays on income and inflation. Τhe theoretical analysis suggests that military budget expansions can only have temporary effects on income, as in the long run, their impact on the economy is solely inflationary. However, the empirical findings associated with the economy of Turkey are not fully consistent with the theoretical conclusions of the specified model.

The article contains the results of an empirical study of the features of life meaning orientations, time perspective, and ideological identity of first- and fifth-year military university cadets studying “Psychology of service activity” with different types of motivation for choosing military service. Significant difference in the personal characteristics of cadets with the “internal” and “external” type of motivation for choosing military service is revealed. First-year cadets’ “internal” motivation is associated with higher levels of meaningfulness result of life and locus of control of ‘self’. Fifth-year cadets with “internal” motivation have higher indications of conciseness of the future and a positive attitude to the past. It is concluded that the motivation for entering military service is more significant for the indicators of psychological well-being of cadets than the experience of service or training in the cadet corps before entering a military university.

This paper deals with the problem of providing pedagogical support to gifted students, which is a priority task of modern education. Currently, the problem of supporting students is becoming more and more urgent, and the search for solutions to create the most favorable conditions for the development of gifted students, to promote the development of their personality and the realization of their potential in mass schools continues. The work on the development of the natural potential of a growing child should be carefully built, thoroughly individualized, using optimal methodological tools. The paper presents the result of a theoretical analysis for the definition of the concept of pedagogical support, and presents the authors interpretation of the concept of guidance with pedagogical support of gifted students. The result of the research presented in the paper is the development of a model of the individual educational route of gifted students as a tool of pedagogical support, as well as the results of testing the model, while monitoring the effectiveness of educational and cognitive activities of schoolchildren in the framework of the experiment. The materials of the paper are of practical value for students of pedagogical institutes and practicing teachers for the organization of individual work in school.

The authors of the article considered officer families, defined the role and importance of the family for the officer, highlighted the socio-psychological characteristics of the family of a serviceman, taking into account the influence of the specifics of military service on it. The authors gave an answer to the question how to create a prosperous and happy family for officers, taking into account four types of compatibility, presented the results of a survey conducted among female servicemen studying at the Military Academy of Communications, who answered the question: "What factors of well-being of an officer's family in the modern world do you consider the main ones?", gave recommendations for the preservation of prosperous relationships in young officer families.
