Необходимость обеспечения развития банковской сферы и последующая интеграция единых кроссканалов с банковскими информационными системами определяет высокий уровень информационной поддержки операций в условиях динамичного развития рынка банковских услуг, а также позволяет автоматизировать различные сервисы с учетом функциональных решений. Активное развитие цифровых технологий в кредитнофинансовом секторе определило изменение модели потребительского поведения, что связано с поиском новых информационных решений для поддержания уровня конкурентоспособности и изменения стратегии развития единых кроссканальных систем в данной сфере. Целью исследования является разработка комплексной методики интеллектуальной верификации на основе концепции открытого банкинга, ориентированной на поиск и развитие конкурентных зон банковского бизнеса. В исследовании использованы методы диалектического познания, системный и сравнительный подходы в целях поиска решения глобальных научных проблем и способов их практического решения. Элементами научного вклада в данную проблематику являются следующие результаты проведенных исследований: обоснование новой модели кроссканальной информационной системы, эффекта от ее внедрения и примера практического построения раскрытие основных подходов верификации кроссканальных информационных решений на основе разработки комплексной методики разработка комплексной модели клиентооориентированных сервисов для цели прогнозирования и снижения рисков информационной системы. Практическая реализации МИВКК позволит: прогнозировать поведение клиентов и фиксировать изменения их потребностей создать интеллектуальные информационные решения с применением структурированных и неструктурированных данных, которые до этого не поддавались традиционным аналитическим процедурам создать многополярный эффект связанный с повышением клиентоориентированности информационных сервисов и выявить информационные риски, корректирующие расчет капитала кредитнофинансовой организации. Russia The need to ensure the development of the banking sector and the subsequent integration of common crosschannels with banking information systems determines the high level of information support for operations in the context of the dynamic development of the banking services market, and allows automating various services with regard to functional solutions. The active development of digital technologies in the credit and financial sector has determined a change in the model of consumer behavior, which is associated with the search for new information solutions to maintain the level of competitiveness and change the development strategy of unified crosschannel systems in this area. The aim of the study is to develop an integrated method of intellectual verification based on the concept of open banking, focused on the search and development of competitive areas of the banking business. The study used the methods of dialectical cognition, systemic and comparative approaches in order to find solutions to global scientific problems and ways of their practical solution. Вестник ГГНТУ. Sustainable development of the Stebnyk Mining Industrial Area (MIA) is fully consistent with the goal of the National Program for the Development of the Mineral Resources of Ukraine until 2030. It is the ensuring the urgent needs for mineral resources without the risk of depriving future generations of their needs (On Approval of the National Program…, 2011). The triune concept of sustainable development is based on the economic, environmental and social components. For practical implementation of the sustainable development strategy of Stebnyk MIA, it is expedient to design, create and operate the Stebnyk natural and man-made geopark based on the blighty (Zinko, Shevchuk, 2011; Mokryi et al., 2017) and European (Alexandrowicz., 2006) experience. Expert assessments of the environment indicate the need to use information and analytical technologies in the management, modeling, and design of environmental safety Stebnyk MIA.

The creation of an information system to support the testing of armament and military (special) equipment is aimed at improving the efficiency of the test organization. This is possible due to the operational information support of all test processes, establishing information communication between departments of the organization, improving the quality of test estimations, reducing time for manual work and, accordingly, increasing the capacity of the test organization, automation of organizational management processes. The authors cover the approaches to the design and practical implementation of the information system for supporting the testing of armament and military (special) equipment. The issue of detailed description of the information content of the regulatory-reference database of the information system is considered. Based on the analysis of the processes that take place at different stages of testing specimens of armament and military equipment, the needs for thematic information are determined. The authors propose structural and functional schemes of information interaction of the components of the regulatory-reference database and the main software modules, which are offered for use in the information system to support tests. As a result of aggregation of the developed structural and functional schemes the generalized information structure of regulatory-reference database is offered. Possible ways to fill the database are determined. Based on the defined components of the database it is possible to perform further information-logical designing of the information system to support the testing, development of the components structure of the regulatory- reference database and their normalization. It is expected that the proposed information content of the regulatory- reference database will help increase the efficiency of the planning and testing of specimens of armament and military equipment, improve the quality of test results and reduce time expenditures.

The article provides an analysis of the present condition and prospects of development of banks and the banking business in the face of international sanctions. It identifies current trends, problems and the risks of banks and banking in Russia and in the world. Special attention is paid to the analysis of sectoral international sanctions against the Russian banks and the need to minimize negative impact of sanctions on the banking business, both nationally and internationally. Great value in these conditions has the state monetary policy. Anti-crisis policy pursued by the Bank of Russia, in a context of stagnating economy, leads to a reduction in the Russian share in the world economy and increases in the standard of living gap with the developed countries. The article argues that Russia's economic growth opportunities in 2016 are limited by restriction level of bank interest, the high volatility of the exchange rate of the national currency, insufficient development of credit relations, tough, high-budget (at the level of developed Europe) tax burden, increasing administrative costs, dramatically increasing the concentration of risks of subjective decisions at the present stage of the electoral cycle. In a situation of uncertainty of predictions regarding the scope and duration of the application of sanctions, the Russian Government and the Central Bank of the Russian Federation had rightly seek to use a combination of anti-sanctions measures of austerity measures on introduction of contra-sanctions to create more comfortable conditions for doing business in Russia and her allies from member countries of Eurasian Economic Union, SCO, BRICS. The article examines the strategic aspects of development banks and banking business in Russia under the new circumstances. Given the practical recommendations on improvement of the development strategy of banks in Russia. The necessity to improve the theoretical, conceptual, methodological, her reasoning and extend the range of retrospective and prospective analysis of the State of the banking sector development strategy of the Russian economy.

Purpose. The aim of the article is formation of the model of information support of the marketing management system of a trade enterprise on the basis of the IDEF0 methodology. Methodology of research. The works of domestic and foreign scientists on information support of marketing activities of the enterprise are the theoretical and methodological basis of the study. The tasks set in the work are solved with the help of methods: analysis and generalization – in the analysis of models of marketing information system; system approach, abstract and logical – in the development of a model of information support of marketing activities of the enterprise. Findings. The main elements of the process of information management of marketing activities on the basis of IDEF0 methodology are systematized. The main existing models of marketing information system in the economic literature are considered. The parameters of "benefits" which should be provided by an effective model of information support of the marketing management system to the enterprise at its realization are singled out. The approach to the formation of the optimal model of information support of marketing activities is substantiated, which creates an opportunity to optimize the process of sales management and product promotion to the end consumer, which increases the level of consumer loyalty and competitiveness of trade. Originality. The proposed scientific and methodological approach to the formation of a model of information support for marketing activities of trade, in contrast to existing ones, creates an opportunity to respond quickly and timely to changes in the environment, behaviour, requirements and consumer demands, allows you to analyse and communicate relevant marketing information marketing decisions. Practical value. Practical implementation of the proposed model of information support of marketing activities of a trading enterprise solves the problem of maintaining long-term relationships with partners by creating and maintaining communication between the trading company and consumers, creating mutual value, which provides significant benefits in a highly competitive consumer market. Вызовы, которые стоят перед правительствами стран в вопросах построения цифровой экономики, это, прежде всего, недостаточный уровень осведомленности в особенностях внедрения и практической реализации цифровой стратегии развития, за недостаточный уровень образованности работников, которым не хватает необходимых навыков для работы с современными цифровыми технологиями. Как показывает исследование цифровых стратегий 35 стран, обычно разработкой государственной цифровой стратегии развития занимается министерство или орган, которое не может профессионально подойти к данной проблематике из-за недостатка необходимых специалистов, сведущих в цифровых технологиях. Следующей серьезной проблемой внедрения институциональных преобразований инвестиционной составляющей цифровой стратегии развития является необходимость обеспечения действенной системы координации ее реализации на всех уровнях – правительств, отраслей, регионов, предприятий и тому подобное. Стоит отметить, что проблема координации цифрового развития и разработки цифровой стратегии характерна и для развитых стран. В 15 из 35 стран ОЭСР, для которых проводился анализ, вопросами цифрового развития занимаются  министерства, которые не являются профессиональными; только 8 стран создали специальную правительственную структуру для разработки и реализации соответствующей стратегии; в 6 странах разработкой цифровой стратегии развития экономики занимаются сразу несколько министерств и органов государственного управления без эффективной координации действий. Только в 4 странах – Австрии, Люксембурге, Мексике и Словацкой Республике – назначен чиновника высокого уровня из Администрации Президента, канцелярии Премьер Министра или профильных министерств, который занимается координацией всех мероприятий, направленных на реализацию национальной цифровой стратегии развития. The challenges that the governments of the countries face in building a digital economy are, first of all, the insufficient level of awareness in the specifics of the implementation and practical implementation of the digital development strategy, for the insufficient level of education of employees who lack the necessary skills to work with modern digital technologies. As the study of digital strategies of 35 countries shows, usually the development of a state digital development strategy is carried out by a ministry or body that cannot professionally approach this problem due to the lack of necessary specialists who are knowledgeable in digital technologies. The next serious problem of implementing institutional transformations of the investment component of the digital development strategy is the need to ensure an effective system for coordinating its implementation at all levels – governments, industries, regions, enterprises, etc. It is worth noting that the problem of coordinating digital development and developing a digital strategy is also characteristic of developed countries. In 15 of the 35 OECD countries for which the analysis was conducted, digital development issues are handled by ministries that are not professional; only 8 countries have created a special government structure for the development and implementation of an appropriate strategy; in 6 countries, several ministries and public administration bodies are engaged in the development of a digital strategy for economic development at once without effective coordination of actions. Only 4 countries – Austria, Luxembourg, Mexico and the Slovak Republic-have appointed a high-level official from the Presidential Administration, the Prime Minister's Office or relevant ministries, who is responsible for coordinating all activities aimed at implementing the national digital development strategy.

The purpose of the article is to determine the conceptual fundamentals of modern sport system in the Strategy for the Development of Physical Culture and Sports in our country for the period until 2030, using the analysis of the fundamental changes in modern sports and the orientation of population to the values of sports. Methods and organization of the research. Analysis of the problem occurs on basis of the au-thor’s theory of sports, the study of relevant empirical facts, the results of sociological studies, as well as an analytical review of publications. Results and discussion. Analysis of the fundamental changes in modern sports and the orienta-tion of the population to the values of sport activities resulted in substantiation of conceptual provisions on the significance of the number of activities. These activities include development of various models of modern sports; priority of its health and recreational function; organizing sports for health and recreation as a new model of mass sports and as an element of the structure of children and youth sports; implementing sports for health and recreation into the education system for children and youth. Conclusion. Practical implementation of the formulated conceptual fundamentals of the modern sport system in the Strategy for the Development of Physical Culture and Sports for the period until 2030 primarily depends on changing the priorities of the state social policy in the field of sports. Innovative delivery of sport activities resulted in promotion of healthy lifestyle and crea-tive recreational activities of local communities should take the place of the practice of putting forward sports records and victories of a narrow group of people.

Рассматривается проблема выбора оптимальных параметров интерфейса в информационных системах с целью его персонализации под предпочтения пользователя и возможности его оборудования. В настоящее время для ее решения используется алгоритмическое обеспечение и статистическая обработка предпочтений пользователей, что не обеспечивает достаточной гибкости и точности. Поэтому в данной работе предлагается применение разработанного метода адаптации параметров интерфейса, основанного на анализе и обработке пользовательской информации с помощью нейронных сетей. Научная новизна метода заключается в автоматизации сбора, анализа данных и настройки интерфейса за счет использования и интеграции нейронных сетей в информационную систему. Рассмотрена практическая реализация предлагаемого метода на Python. Экспертная оценка адаптивности интерфейса тестовой информационной системы после внедрения разработанного метода показала его перспективность и эффективность. Разработанный метод показывает лучшую точность и низкую сложность программной реализации относительно классического алгоритмического подхода. Полученные результаты могут использоваться для автоматизации процесса выбора компонентов интерфейса различных информационных систем. Дальнейшие исследования заключаются в развитии и интеграции разработанного метода в рамках фреймворка адаптации информационных систем Here we consider the problem of choosing the optimal parameters of the interface in information systems with the aim of personalizing it for the preferences of the user and the capabilities of his equipment. Currently, algorithmic support and statistical processing of user preferences are used to solve it, which does not provide sufficient flexibility and accuracy. Therefore, in this work, we propose the application of the developed method for adapting interface parameters based on the analysis and processing of user information using neural networks. The scientific novelty of the method is to automate the collection, analysis of data and interface settings through the use and integration of neural networks in the information system. We consider the practical implementation of the proposed method in Python. An expert assessment of the adaptability of the interface of the test information system after the implementation of the developed method showed its availability and efficiency. The developed method shows the best accuracy and low complexity of software implementation relative to the classical algorithmic approach. The results obtained can be used to automate the selection of interface components for various information systems. Further research consists in the development and integration of the developed method within the framework of the information systems adaptation framework

Рассматривается необходимость разработки специализированной геоинформационной системы для отрасли охотничьего хозяйства. Указаны основные принципы проектирования и разработки приложения. Определены необходимые требования к проектируемой ГИС и задачи, которые способна решать система. Проведено описание организационной структуры геоинформационной системы и функции, подлежащие визуализации. Составлено схемотехнические решение и визуализация графического интерфейса взаимодействия пользователя с системой. В соответствии со Стратегией развития охотничьего хозяйства РФ до 2030 года, требуется повышать программно-информационное обеспечение охотпользователей. Обоснованием разработки является отсутствие единой системы сбора, хранения и систематизации данных о состоянии охотхозяйств, численности популяций и проведении необходимых мероприятий. Разработка специальной ГИС способна обеспечить поддержку в системе принятия решений человеком в интересах управления территориями охотхозяйств. Разработка продуманного интерактивного интерфейса позволит вывести ГИС на наиболее качественный уровень взаимодействия. Общеизвестно, что пространственные данные являются основой информационного обеспечения геоинформационных систем, в том числе локальных ГИС. Для непрерывного обновления геоданных требуется своевременная актуализация информации на сервере, в которой данная система развернута. Поэтому в качестве технологической основы выбрано проектирование именно веб-приложения, работающего через предустановленный браузер пользователя. Реализация функций данной ГИС, продуманный человеко-машинный интерфейс, включенный в ее состав, позволит использовать данную систему не только охотпользователям, но и заинтересованным специалистам в смежных отраслях: лесное хозяйство, картография, геоинформатика, зоогегография, охотоведение. Разработанная система может использоваться в учебном процессе при подготовке студентов по различным направлениям в высших образовательных учреждениях. Determined necessary requirements for the design of the GIS and the tasks which the system are able to solve. The organizational structure of the geographic information system and the functions to be visualized are described. Compiled technical scheme and visualization GUI. In accordance with the strategy of development of the hunting industry of the Russian Federation until 2030, it is required to increase the software and information support for hunting users. The basis for development is the lack of a unified system of collection, storage and systematization of data on the state of hunting, population and carry out the necessary measures. The development of a special GIS is able to provide support in the system of decision-making by a person in the interests of managing the territories of hunting farms. The development of a thoughtful interactive interface will bring the GIS to the most high-quality level of interaction. It is well known that the spatial data are the basis for information support of geographic information systems, including local GIS. For continuous updates of the geodata requires a timely update information on the server in which the system is deployed. Therefore, as the technological base of the selected design it is the web application running through a preset user's browser. The implementation of the functions of this GIS, intelligent man-machine interface, included in its composition, will allow you to use this system not only hunters, but also to interested professionals in related industries, forestry, cartography, geoinformatics, zoogeography, and hunting. The developed system can be used in educational process for training students in various areas in higher educational institutions.

This article examines the propensity to pay dividends in the U.S banking sector during 1973–2014. Although the propensity to pay dividends has been declining over the 52 years of our sample period, banks are consistently more likely to pay dividends than non-financial firms. Using the coefficients from logit models estimated early in the sample period to forecast the percentage of dividend payers in each subsequent year, we conclude that there has been a decline in the likelihood of paying dividends in the banking sector. However, the decline started from a very high level as compared to that of the non-banking sectors. In addition, the variables taken from the non-financial firm literature do not explain the difference between the actual and expected percentage of dividend payers in the banking sector. We also conduct exploratory analyses with bank-specific variables. Although newly included variables are significantly related to the likelihood of paying dividends, they do not explain the declining propensity to pay dividends in the banking sector.
