В публикации уделяется внимание раскрытию состояния образования в России в условиях коронавирусной пандемии, оказывающей масштабное негативное влияние на все сферы деятельности человека во всем мире. В силе этого система образования требует существенных изменений, в числе которых перевод дистанционное обучение, считая его временной мерой. Однако опыт использования цифровых технологий в образовательной системе, а также в научных контактах вполне может отразиться на трансформацию всей системы образования в стране. Авторы соотносят онлайн и оффлайн формы образования, считая, что последняя форма длительное время будет сохранять свою преимущественную роль. In the strength of this, the education system requires significant changes, including the transfer of distance learning, considering it a temporary measure. However, the experience of using digital technologies in the educational system, as well as in scientific contacts, may well affect the transformation of the entire education system in the country. The authors relate online and offline forms of education, believing that the latter form will retain its predominant role for a long time.

Cruel and inhumane acts that harm human life and health, as well as humiliate the dignity, are prohibited in most countries of the world, and Russia is no exception in this issue. The article presents an analysis of the institution of responsibility for torture in the Russian Federation. The author comes to the conclusion that the current criminal law of Russia superficially and fragmentally regulates liability for torture, in connection with which the author formulated the proposals to define such act as an independent crime. In the frame of modern globalization, the world community pays special attention to the protection of human rights, in connection with which large-scale international standards have been created a long time ago. The Universal Declaration of Human Rights and other international acts enshrine prohibitions of cruel and inhumane acts that harm human life and health, as well as degrade the dignity.Considering the historical experience of the past, these standards focus on the prohibition of any kind of torture, regardless of the purpose of their implementation.

AbstractFor a long time, since China’s opening to the outside world in the late 1970s, admiration for foreign socioeconomic prosperity and quality of life characterized much of the Chinese society, which contributed to dissatisfaction with the country’s development and government and a large-scale exodus of students and emigrants to foreign countries. More recently, however, overestimating China’s standing and popularity in the world has become a more conspicuous feature of Chinese public opinion and the social backdrop of the country’s overreach in global affairs in the last few years. This essay discusses the effects of these misperceptions about the world, their potential sources, and the outcomes of correcting misperceptions. It concludes that while the world should get China right and not misinterpret China’s intentions and actions, China should also get the world right and have a more balanced understanding of its relationship with the world.

The greatest crisis, which is being experienced by the world economy, has not come unexpectedly, since it was predicted with a sufficient degree of precision. Moreover, the matters, causing obstacles for the transformation in the period of transition from the mixed economy to the intellectual economy, have been studied well enough and the technologies of the harmonious transformation have not just been developed but also successfully approbated. However, the crisis is escalating with increasing strength, and many analysts are warning against the risk of irreversible losses, that threaten the mankind with self-destruction due to the effect of 'the lacuna' and 'the gap' between the speed of changes in life conditions and the velocity of growth of human and humanity abilities to adapt to fast changing conditions of ecological, economic, technological and political reality. As anticipated, the main problem turned out to be the intellectual inertia. Despite the fact that the system analysis of the global crisis in education, which does not any longer provide the human and humanity with the proper competencies, even those necessary for the survival, was published by F.G.Coobles back in 1968, the approaches which are long outdated and, therefore, have become dangerous, are still widely spread all over the world. The reports of the Roman club have repeatedly highlighted that the overcoming of 'the lacuna' effect requires new approaches to education, but this has not led to large scale practical results, in spite of the fact, that the task of the development of the new system of the continuous anti-crisis education (for all ages) was accomplished back in the USSR and the experimental model proved to be efficient in process of the 20 years approbation in conditions of the Russian Federation. The psychological bareers arising during the transition from the programme goal method to the system-synergetic approach, from the crisis model of economy to value-sense one, from the subject-object relations to the subject-subject ones and others, have turned to be hard to overcome without the help of specialists, equipped with the methods of the value-sense management, which enable each subject, experiencing the negative impact of the modern economic crisis, to successfully overcome it. This article is dedicated to the peculiarities of the author's scientific-practical school of the value-sense management as a means of overcoming the modern economic crisis.

The article examines the process of regulating employment through the introduction of digital technologies in the organizational and legal sphere. The authors considered the features of the manifestation of organizational and legal aspects of employment regulation during the transition to a post-industrial society. The attention is focused on the most problematic areas of employment regulation. The research is based on the position of continuity of socio-economic development and continuity of its stages. The study made it possible to identify quantitative, structural, and qualitative transformations in the field of employment in the Russian Federation, related to information and digital technologies. These changes require the solution of a set of tasks to improve the system of organizational and legal regulation of employment: limiting the negative impact of digital technologies in the process of regulating employment; regulation of organizational and legal regulation of all types of “agency labor” and its adjustment, considering the spread of its non-standard forms in terms of expanding the scope of digital technologies; ensuring cooperation between all parties of social and labor relations on issues related to the use of non-standard forms of employment in the context of the introduction of digital technologies; reduction of “digital illiteracy” among jobseekers; positioning of electronic self-employment as a promising form of employment regulation. Based on the results of the study, the authors determined the vector for solving these problems, considering the large-scale use of digital technologies.

The paper analyzes up-to-date distance learning technologies used in European education system for ensuring overall organization of the educational process during the COVID-19 pandemic. Quarantine conditions have become a catalyst for development and practical testing of virtual learning tools and innovative pedagogical technologies, and application of the experience with them is a necessity of today and a strategy for the future. The article is focused on distance learning technologies in higher education. Institutions of England, Germany and France are chosen for the study due to their banner quality of educational service, like the University of Oxford, for example. The basis for successful conduct of all types of classes is employment of universities’ own specialized learning platforms. The learning model remains more similar to the traditional one. The main role continues to belong to communication between qualified teachers and students through various interactive web applications, while digital technologies create space for such interaction, filling it with learning materials. Students get access to all educational services using a single password to the university network. At the same time, some learning materials are available with open access, video lectures and podcasts are popular. Unlike other countries, education in Germany is governed by strict principles of information and data protection. In the contrary, in France many courses have been made available on network, and the education system has instantly adapted to work in virtual mode through the developed system of national distance learning platforms and the massive open online courses. The result of effective distance learning organization in Europe during the pandemic is that the introduction of digital technologies and transition to more flexible learning models become the education strategy at the state level, while pedagogy becomes an area of advanced development of information and communication technologies. Early studies show that the COVID-19 pandemic causes the rally-around-the-flag effect and increases the level of nationalism among the voters after the outbreak. However, how long does this boost last? Voters may cognitively withdraw their identification to the beloved country if the pandemic is rampant in where they live as well as when the government fails to address it thoroughly. We conducted a pre-registered MTurk experiment (n = 606) on 20 April 2020, in the United States—3 months after the first confirmed case and weeks after the large-scale lockdown. Results show that US subjects who were primed of the COVID-19 in the United States significantly decreased their level of nationalism, especially among Democrats. In contrast, the priming of “COVID-19 in the world” has no effect. The negative impact of COVID-19 on nationalism could be explained by enough time as people could observe and evaluate the government’s performance after the outbreak through the partisan lens.

The modern educational system has a peculiarity: acting as a user, it simultaneously stimulates the development of information and digital technologies. This characteristic is especially come out in the higher education system. At the same time, despite the objective and subjective attractiveness of modern information and digital technologies, it is necessary to realize that their adaptation is, although effective, but still an auxiliary tool in the organization and implementation of the educational process. The introduction of information technologies into the educational process makes it possible to significantly enrich the process of transferring knowledge from teacher to student, to facilitate understanding of complex topics, to level the repetitive monotony in the classroom, to increase the motivation of educational activities, to intensify the activities of students in the classroom, to form a conscious attitude to the educational process, etc. At the same time, the use of information and digital technologies should be justified, logically expedient, designed to complement (and not replace) the teacher's activities in the classroom.

Promising areas for improving the education system, and with the advent of coronavirus online mode has become critical in education, in this regard are at home. Schools have started using Zoom software, and the role of the modular learning environment has grown significantly. At the same time, many problems were identified, such as the lack of Internet access for students from rural areas or disadvantaged families, which has become an obstacle to learning and access to educational materials. In response, the United Nations Educational, Scientific and Cultural Organization has made a number of recommendations for distance learning. Modern distance education is an extensive system of knowledge transfer at a distance using various tools and technologies, the result of which is the receipt by users of the necessary information for its successful implementation in practice. There are a variety of ways to disseminate knowledge today: mailing books, writing assignments, audio and video discs, telephone consultations, and virtually limitless possibilities of the World Wide Web. The use of distance learning methods allows to provide educational services of various kinds in remote areas, to teach without interruption from the main activity, to teach people with disabilities, to have access to educational resources of the world through the use of modern electronic communications. In today's world, education plays a key role in people's lives, which makes it necessary to constantly develop teaching methods, including distance learning. The coronavirus pandemic has revealed many shortcomings of distance education, as well as the absolute unpreparedness of students and educational institutions for this form of education. That is why it is important to develop this industry now in order to further provide comfortable education for both Ukrainian and foreign students and to ensure that in the future the education system will be ready for situations similar to the coronavirus pandemic. The article is written to assess the advantages and disadvantages of distance learning, its necessity, analysis of the requirements for distance learning materials. Prospects of technologies of multimedia representation of researched objects, processes, phenomena, adequate modeling of the subject area, and their realization.

Today, the system of higher education around the world continues to take measures to effectively organize educational activities in the context of the COVID-19 pandemic. All METHODS OF TEACHING AT HIGHER EDUCATIONAL ESTABLISHMENTS Issue I (81), 2021 131 countries of the world had to face unexpected difficulties in connection with the introduction of self-isolation. The higher education system was "on the front lines" with a large number of people. The closure of higher education institutions and the emergency transition to distance learning have led to obvious problems, mainly due to insufficient technical equipment, lack or poor preparation of both teachers and students to work in the new environment. These and other problems pose another challenge to the higher education system in a critical situation. At the same time, along with the obvious challenges and problems, the new format of distance learning provides a wide range of opportunities and prospects for change and improvement of educational systems, for which the critical situation creates forced conditions. The article substantiates the importance of effective distance learning in higher education in the context of the COVID-19 pandemic and outlines the main problems of the individual in the relationship "teacher-student" in quarantine. The current stage of informatization of society cannot be imagined without the introduction of information and communication technologies in all parts of the education system, educational institutions and government. These technologies are especially relevant in quarantine, as they allow you to implement distance learning. It is also important that distance education expands and renews the role of the teacher, makes him a mentor-consultant who should coordinate the cognitive process, constantly improve the courses he teaches, and increase creativity and skills in accordance with innovations and innovations. During distance education, there is also a positive impact on higher education: increasing their creative and intellectual potential through self-organization, the desire for knowledge, the use of modern information and telecommunications technologies, the ability to make responsible decisions. The analysis of the research devoted to distance educational process, has allowed to reveal its other basic features, in particular: orientation on independent cognitive activity; significant potential opportunities for distance learning to intensify educational and cognitive activities; the possibility of organizing open learning, expanding the audience of consumers of educational services; integration of world educational services; reduction, under certain conditions, of material costs for the organization and implementation of the learning process.
