This study aims to explain the problems and strategies of schools and teachers in coastal areas of the Buton islands in carrying out learning during the Covid-19 pandemic.  This research method is descriptive qualitative. Primary data are collected through online questionnaires, observations, and interviews. Research informants come from the elements of teachers, high school principals, students and parents of participants, especially Muhammadiyah High School. Secondary data is obtained through literature studies. The data are analyzed using qualitative data analysis method consisting of data reduction, data presentation, data interpretation and conclusion drawing. From the results of the study, it is concluded that there are various problems in the implementation of learning in high schools during the pandemic-Covid-19. The problems are strongly related to the unpreparedness of schools, teachers, parents, and students in facing the transformation of learning during the pandemic.  In addition, network unpreparedness also greatly affects the transformation of learning from offline to online to ineffective. Therefore, there are various strategies that schools and teachers try to implement to carry out learning, both online and face-to-face through limited class meetings and home visits. The results of this study show that the implementation of learning during the pandemic does not run effectively due to very complex problems. The role of the government is very important in preparing facilities and infrastructure to support the implementation of learning during the pandemic covid-19.

The research is aimed at understanding the government policies on cultural tourism and pandemic mitigations in Bali made during the covid-19 pandemic. It uses qualitative method in which the primary data were collected through face-to-face and virtual video interviews to seven informants who were selected using purposive sampling to assure they aware of and understand the researched case; and the secondary data were collected from online publications. The research finds the regional regulation on cultural tourism was amended during the Covid-19 outbreak to strengthen the use of local cultures for tourism adapting both national and international tourism policies to lead to a more responsible tourism designating Bali’s local indigenous cultures of Tri Hita Karana and Sad Kerthi as basis of cultural tourism development in Bali; and more importantly, Bali’s government issued particular policies and  executed immediate measures to reopen tourism in Bali which totally shut down due to pandemic. These policies reacted differently by local people and remains become a hot debate within Balinese communities.

The Attorney General of Indonesia issued regulation No Per014 / A / JA / 11/2016. About the guards and security of the government and regional development.This research aims to know and analyze the role of the Government and Regional Development Guards and Security Team in the prevention of corruption, how effective the TP4D is in carrying out its duties and authorities, and what obstacles are found in the field in relation to the duties and authority of the Government and Regional Development Guard and Security Team and how is the solution in providing legal assistance to government administrators to prevent the occurrence of criminal acts of corruption.The research method used is juridical sociology by using primary and secondary data. Primary data collection techniques carried out by interviews, and secondary data by reading, studying and analyzing primary legal materials, secondary legal materials, tertiary legal materials with qualitative analysis techniques, interpreted logically and systematically and drawn conclusions.The conclusion in this study is that the role of the government security guard and regional development (TP4D) team in preventing corruption is passive based on requests from government agencies. The legal product from TP4D is a legal opinion both incidentally and ongoing legal assistance according to the request of government agencies.Keywords: Prosecutors' Office; TP4D; Corruption.

The purpose of the research is to explain inhibiting factors for online learning during the Covid-19 pandemic in the Senior High School 1 Kuantan Mudik, Kuantan Singingi Regency. This research used qualitative research methods. The selection of the research informans using purposive sampling technique. Primary data collection from interviews, and secondary data from documentation and literature review. Data analysis using an interactive model. From the results of the research conducted, it was found that several factor inhibiting online learning during the Covid-19 pandemic at the Senior High School 1 Kuantan Mudik, Kuantan Singingi Regency, namely the problem of learning facilities, internet connection, and low students motivation. For this reason, the government needs to maximize online learning facilities that can be applied in every school, and educators and parents of students from Senior High School 1 Kuantan Mudik are expected to improve their supervision and ability to use technology and create an active atmosphere and enthusiasm for learning.

The objective of the study was to identify the marketing structure and opportunities of almond products in the Samangan and Balkh provinces. The primary data were obtained from questionnaires conducted by face to face interviews with the 125 small scale almond producers and 42 intermediaries, and the secondary data collected from various sources. The collected data were analyzed using parametric and nonparametric statistical methods. According to the results of the study, the average age was 45.13 years for almond farmers and 41.44 years for intermediaries. The average schooling years were 5.40 years for farmers and 9.43 years for intermediaries. While most of the farmers were elementary school graduates, the majority of the intermediaries were secondary school graduates. The strongest aspects of the almond marketing sector in the region are the experience of the farmers and their high interest in this product. The most important opportunities are the good experience of farmers, the adaptation of almonds in Balkh and Samangan, the interest of the farmer in horticulture, availability of substantial varieties of almonds, exports competitiveness of almond products of the region, and the favorable climatic conditions. The study concludes that the government and NGOs should support producers and intermediaries in developing the infrastructure of local markets. They should provide farmers with agricultural inputs at affordable prices, implement capacity building programs, inform all stakeholders on input and product prices, develop credit opportunities, and support farmers' organizations.

The implementation of court in Indonesia has not fulfilled as expected because any parties involving in court has a lack of capacity, consistency, and integrity to provide legal service seriously. Some people assume that court services are not still optimal. To settle the problems, the Supreme Court just has officially issued Regulation No. 1 of 2019 regarding the Administration of Cases and Legal Proceedings in Courts via Electronic Means on 8 August 2019. This regulation is believed as an appropriate solution to face those problems. To elaborate more, this study illustrates a judicial reform in Indonesia, e-court, and access to justice, the conception of e-court including the performance of e-court and its drawbacks and challenges in the digital era. The research method uses normative research by approaching legal review and literature study. The technique of primary data collection applies Supreme Court regulation while means of secondary data are collected from concept or theory as set out under bibliography. Judicial reform in Indonesia is indicated by issuing new regulation regarding e-Court and e-Litigation, the implementation e-Court itself has been attributed to 32 courts consisting of general religious, and state administrative courts. Through e-Court, access to justice more transparent and accessible. Besides, justice seekers have no worries regarding distance issues as of e-Court may allow them to fight in court without face to face. Parties have no doubt relating to the acceleration of court to settle any dispute in Indonesia.

This research was taken in Ambon (Latuhalat and Laha) and in Central Maluku Regency (Waai) in May – July 2018. It was aimed at mapping the value chain of small pelagic fish in Ambon through: 1) mapping of product, financial and information flows and 2). analysis of percentage distribution of small pelagic fish caught. The data used in this study was primary and secondary data, and analyzed by using value chain analysis. The results show that small pelagic fish marketing chain in Ambon consisted of six models with five actors. Each chain is formed due to the conditions and situation of market, resulted by the influencing of catches of fishermen and traders' capital. The broker plays an important role in marketing small pelagic fish in the market and obtaining 10% of the fishermen's catch that can be distributed, both to retailers and cold storage. Fish caught by the fishermen is still fresh in general when arrives in the consumers, because the fishing area is not too far, the market distance with the production centers is also quite close and in general fishermen and traders have understood the importance of maintaining product quality. Even so, the role of the Government in providing marketing facilities and infrastructure is needed so that modern market conditions can be applied in marketing fresh fish in Ambon.

Penelitian ini bertujuan untuk mengkaji daya saing komoditi kakao di Sulawesi Tengah dan melihat peran pemerintah dalam meningkatkan daya saing komoditi kakao. Data primer berasal dari observasi, wawancara dan kuesioner, sementara data sekunder berasal dari instansi terkait. Metode analisis menggunakan Policy Analysis Matrix (PAM) dan analisis sensitivitas. Penelitian ini menemukan bahwa nilai PCR Kabupaten Parigi Moutong 0,589 dan Kabupaten Sigi 0,396. Sedangkan nilai DRC Kabupaten Parigi Moutong 0,387 dan Kabupaten Sigi 0,319. Hal tersebut mengindikasikan bahwa usahatani komoditi kakao di Sulawesi Tengah memiliki daya saing, namun tidak menguntungkan secara ekonomi karena Sulawesi Tengah menghasilkan biji kakao yang tidak difermentasi akibatnya petani menerima harga rendah. Berdasarkan hasil analisis, pemerintah belum memberikan proteksi terhadap harga biji kakao dalam negeri melalui harga referensi biji kakao sehingga harga biji kakao didaerah penelitian masih tergolong rendah jika dibandingkan dengan harga di pasar internasional. Sementara terhadap input, pemerintah telah memberikan kebijakan subsidi kepada petani, namun implementasinya masih perlu perbaikan terutama terkait penyaluran dan pengelolaan bantuan agar merata. Kajian ini merekomendasikan masih diperlukan kebijakan pemerintah baik terhadap input maupun output untuk meningkatkan produktivitas, menurunkan biaya produksi dan menaikkan harga jual biji kakao, sehingga dapat meningkatkan daya saing biji kakao. The purpose of this study is to assess the competitiveness of cocoa in Central Sulawesi and to investigate the role of government in improving the competitiveness of cocoa. The primary data were generated through observation, interviews and some questionnaires. The secondary data were obtained from the agency or the institution related to the research. This study uses the Policy Analysis Matrix (PAM) and sensitivity analysis. The study found that the PCR value for Parigi Moutong district was 0.589 and Sigi district was 0.396. While, the DRC value for Parigi Moutong district was 0.387 and Sigi district was 0.319. This indicates that cocoa beans farming in Central Sulawesi has competitiveness, but not economically beneficial because Central Sulawesi produces unfermented cocoa beans consequently farmers receive low prices. Based on the results of the government's impact on output analysis, the government did not provide protection for domestic cocoa seed prices through the reference price of cocoa beans, consequently the price of domestic cocoa beans, particularly in the research area, was relatively low compared to the price of cocoa beans at the international market. Seen from the government policy on inputs, the government have provided subsidies to farmers but they need to improve the distribution and management of aid to be evenly distributed. It is necessary to set up good government policy on inputs and outputs in order to increase cocoa seed productivity, decrease production cost and increase the price which simultaneously can improve its competitiveness in the research location.

Nepal has been a home to diversified settlement in terms of ethnicity, religion, dialect and culture since its outset in civilization. It also lies between two great military and economic giants of Asia – India and China – that are hostile to each other. While these bring abundant opportunities for Nepal, it possesses several internal and external security threats. Nepal suffers from cyber-attack, environmental degradation, pandemic, ethnic, racial or religious conflicts, inequality and poverty, extremism, human trafficking, corruption, migration and trans-boundary crime. In addition, Nepal also faces several security threats, traditional and non–traditional, including terrorism and insurgency. These threats possess serious implications on peace and security of Nepal and the South Asian region. There is a need of serious study about the major internal and external security challenges that Nepal faces in recent decades. This study aims at examining some of the major security challenges, explore the factors behind it, and attempt to suggest few policy recommendations to the government of Nepal to deal with them. The study is conducted by reviewing the primary and secondary sources of data. The primary data includes documents of the government agencies, press release, joint statement and organizational reports. It also includes the interviews with security experts, bureaucrats, policy makers and academicians. Similarly, secondary data includes books, news reports, academic journals, seminars report and reports of research institutes and think tanks. The study highlights that Nepal should prepare itself to meet with the emerging internal and external security challenges what have emerged in recent times. With the rise of India and China, two adversarial powers in the region, Nepal possess extreme challenges in days to come. Similarly, hardly any countries of the world had prepared itself to deal with recent pandemic like COVID-19 that has shattered even the most powerful countries of the world. Taking lessons from these, it is time for Nepal to learn and prepare to mitigate the challenges.

<p>A national survey of United States high school principals (n = 2,187) was used to assess the acceptability of job applicant qualifications that included degrees earned either online, partly online, or in a residential teacher-training program. The applicants with coursework taken in a residential setting were overwhelmingly preferred over applicants holding a degree earned partly or wholly online. Analysis indicated that the type of institution, personal experience and perceived benefits of face-to-face interaction play an important role in the formation of the perceived quality of online degree, programs and courses.</p>

This research aims to analyze the Implementation of Village Financial System (SISKEUDES)  towards the government organization in Suwaan Village Kalawat Subdistrict North Minahasa Regency. This research using qualitative research approach as using primary data, which were in the form of interview and secondary data. The informants are the village head, the village secretaries, and the head of village government affairs. The result showed that : (1) The implementation of Village Financial System in Suwaan Village has running well (2) The procedure of SISKEUDES utilization done by 4 stages which are : Planning, Implementing, Administrating, and Reporting (3) Village Financial System has been giving the positive influence towards the performance of each employee. Therefore, Village Financial System holds an important role upon village government that impact directly by the employee of village. This is as accordance with the purpose on the implementation of Village Financing System which is to assist the work of villagers’ employee.Keywords: Village Financial System, Village Government
