In early 2020 the world was shocked by the outbreak of a new type of virus (SARS-CoV-2) known as Corona virus disease 2019 (abbreviated as Covid-19), whose first case was discovered at the end of December 2019 in Wuhan, China. The outbreak of the Covid-19 was known to have entered Indonesia in mid-March 2020, resulting in Indonesia entering the Disaster Emergency Period. The entry of Covid-19 in Indonesia prompted the government to adopt a Large-Scale Social Restriction (PSBB) policy to stop the wider spread of Covid-19. With this policy, people's activities outside the home are limited, and more people's activities are diverted at home, including shopping online through applications. In this context, the ease of shopping online may resulted in consumptive behavior when one can't control him/herself. This research was conducted between September and November 2020 in the city of Makassar City. Makassar was chosen because based on online observations, many housewives in the Makassar area tend to behave consumptively during the outbreak Covid-19. This can be seen from the habit of shopping online which is supported by technology and the ease of accessing online applications. Data was collected through in-depth interviews and observation. Those who participated in this study were ten housewives who had a history of routine shopping online using a shopping application.  The study indicates that the Covid-19 pandemi has limited people's mobility, one of which is social restriction policies issued by the government which has changed many aspect of human life, including their shopping method. This shopping method has changed from direct shopping through which human interaction occurs to more often online shopping, using online shopping applications. Housewives perceive online shopping in various ways, from relating it to the simplicity of shopping; transaction process using advanced technology; to shopping by using online shopping applications. The reasons why online shopping is in favour among housewives during the Covid-19 pandemi are the availability of a variety of offered goods, its convenience and practicality, its safety and comfort, and its discount offers. During the Covid-19 pandemi, this way of shopping intensifies. In addition to its advantages, online shopping also has weaknesses, namely the discrepancy between the appearance of the goods ordered and the reality of the goods received; the purchased goods cannot be received directly because it requires delivery time; vulnerability to damage to goods in the shipping process, and vulnerability to fraud. Therefore, consumers must consider the needs and desires in order to be able to control themselves in shopping because not all the desired items are needed items. In addition, fraud is vulnerable in online shopping. Thus consumers not only have to question the goods to be purchased in as much detail as possible; selective in choosing online stores; but also one must identify the track record of intended online store.

ABSTRACTSupervise the government as the provider of public services to carry out their duties and authorities under applicable regulations. Large-Scale Social Restrictions are restrictions on certain activities in an area suspected of being infected with Corona Virus Disease 2019 (COVID-19), which causes the quality of public services to be disrupted. The Ombudsman has the task of supervising the implementation of shared services organized by state or government officials and private or individual bodies assigned the task of providing services according to minimum service standards as a benchmark for service delivery and assessing the quality of services to the community. The research method used is normative juridical research with a conceptual approach (Statute Approach).The results of this study are large-scale social restriction policies through the Mayor of Tarakan Regulation Number 17 of 2020, restrictions on activities outside the house such as the implementation of learning at schools and/or other educational institutions, Work From Home (WFH), religious movements in houses of worship, activities in public places, social and cultural activities and Mandatory rapid tests for those using Sea and Air transportation modes, and providing social assistance to communities affected by COVID-19. Ombudsman's supervision of public services during the COVID-19 pandemic in Tarakan City, namely by conducting coordination and control and cooperation with state and private officials as well as community or individual organizations, opening an Online Complaint Post for COVID-19 Affected Persons. Also, conduct unannounced checks to improve public services in the City of Tarakan. Based on the supervision, the receipt of reports on suspicion of maladministration and the Ombudsman's investigation results are subject to examination. Suppose it is proven that it has committed maladministration in public services, the Ombudsman of the Republic of Indonesia can take corrective action and provide recommendations/suggestions to state administrators to improve the quality of public services. Keywords: Surveillance; Ombudsman; Public Service; COVID-19 Pandemic

Introduction. Transmissible coronavirus SARS-CoV-2I is the seventh known coronavirus that causes an acute infectious disease predominantly affecting the lungs (Corona Virus Disease 2019, COVID-19). The COVID-19 pandemic exposed serious gaps in health systems preparedness. The epidemic urgently required priority organizational measures to contain and reduce the spread of COVID-19. Public health authorities had to make decisions in a challenging situation where there was a lack of knowledge, experience, and great confidence, and the number of infected was steadily increasing. Purpose. The purpose of this article is to present the unique experience of Moscow in organizing a large-scale laboratory examination of the population of a metropolis with about 12.6 million inhabitants to meet the needs of the capital in testing for SARS-CoV-2 virus and combating its circulation in conditions of the COVID-19 pandemic. Materials and Methods. The decisions made and the measures taken by the Government of Moscow, the Moscow Operational Staff, the DZM and the DZM Laboratory Service to slow the growth of the COVID-19 epidemic among the population of the capital are listed step-by-step. Results. In the course of organizational activities, sufficient capacity to maintain the public health infrastructure in terms of laboratory diagnosis of the new coronavirus infection was ensured by the joint efforts. Safe laboratory diagnostics for detecting, treating, and isolating COVID-19 cases and contacts have been established in the capital city. Thanks to the successful implementation of timely decisions, the spread of infection in the city of Moscow has been slowed. The Moscow government has reported a steady decline in cases of the new coronavirus disease and most hospitals have switched to a safe treatment regimen for patients requiring hospitalization. Centralized laboratories with readiness to perform screening and referral studies for COVID-19 outbreaks have been established within the structure of the DZM.

PurposeCOVID-19 cases in Indonesia continue to increase and spread. This article aims to analyse the Indonesian government policies as a response in dealing with COVID-19.Design/methodology/approachThis article is a narrative analysis with the approach of a systematic literature review.FindingsThis article found that the Indonesian government responded slowly to the COVID-19 pandemic at the beginning of its spread in March 2020. The government then issued some policies such as physical distancing, large-scale social restriction (PSBB - Pembatasan Sosial Berskala Besar) and social safety net. These policies will only work if the society follows them. The society could be the key to success of those policies, either as the support or the obstacles.Practical implicationsThis policy analysis with literature review, conducted from March to July 2020 in Indonesia, provides experiences and knowledge in how to respond to the dynamic problems of public policy in dealing with the COVID-19 outbreak, especially in the context of a developing country.Originality/valueThe novelty of the article lies in the unique policy response in a diverse society. It suggests that the policymakers should pay more attention to the society’s characteristics as well as the mitigation system as a preventive measure and risk management to make clear policy in the society.

Islam as a religion wants its people to always maintain a balance between religiosity (al din) and worldly problems (al dunya). The relationship between the two describes something that is separate but inseparable (harmony). However, for modern society, this condition often creates contradictions, this condition was seen at the time of the Covid 19 pandemic. The implementation of Large-Scale Social Restrictions by the government in an effort to overcome the spread of the impact of Covid 19 to the community by limiting activities in mosques and allowing activities in the market to continue in fact responded by the community differently. The methodology used is qualitative by using social policy analysis. This paper tries to examine social policies towards the application of large-scale social restrictions on mosques and markets. In this paper, the sociology of law theory is used, namely Law is a social engineering tool which emphasizes that law becomes the commander who must bring change to society. The results obtained in the research are that the community responds to the large-scale social restriction policy differently, where the purpose of the policy is for the community to be expected to make changes by complying with the rules that have been set by the government, the conditions for rejection and various responses are caused by disharmony between implementation of policies with public awareness of the law.Keyword : Policy, large-Scale Restrictions and the sociology of law. AbstrakIslam sebagai agama mengkhendaki umatnya agar senantiasa menjaga keseimbangan antara religiusitas (al din) dan masalah keduniaan (al dunia). Hubungan keduanya menggambarkan sesuatu yang terpisah namun tidak bisa dipisahkan (harmoni). Namun bagi masyarakat modern kondisi tersebut seringkali justru menimbulkan pertentangan, kondisi tersebut nampak pada saat terjadinya pandemi Covid 19. Penerapan Pembatasan Sosial Berskala Besar oleh pemerintah dalam upaya penanggulangan penyebaran dampak Covid 19 kepada masyarakat dengan membatasi aktivitas di masjid dan membiarkan kegiatan di pasar tetap berjalan nyatanya direspon oleh masyarakat secara berbeda. Metodologi yang digunakan adalah kualitatif dengan menggunakan analisis kebijakan sosial, Tulisan ini mencoba menelaah kebijakan sosial terhadap penerapan pembatasan sosial berskala besar terhadap masjid dan pasar. Dalam penulisan ini dipergunakan teori sosiologi hukum yaitu Law is a tool social engineering yang menegaskan bahwa hukum menjadi panglima yang harus membawa perubahan terhadap masyarakat. Hasil yang diperoleh dalam penelitian adalah Masyarakat merespon kebijakan pembatasan sosial berskala besar tersebut secara berbeda, dimana tujuan kebijakan tersebut adalah untuk masyarakat diharapkan dapat melakukan perubahan dengan mematuhi aturan yang telah di tetapkan oleh pemerintah, kondisi penolakan dan respon beragam tersebut di sebabkan oleh ketidak harmonisannya antara penerapan kebijakan dengan kesadaran masyarakat terhadap hukum.Kata Kunci : Kebijakan,  Pembatasan Sosial Berskala Besar dan Sosiologi Hukum

The spread of Covid-19 since April 2020 has had a high number of cases and / or number of deaths and this can spread to various regions and countries. So that the Indonesian government issued a large-scale social restriction regulation. This will have an impact on sectoral aspects in Indonesia. Therefore this study was made with the aim of knowing the effect of Covid-19 on the sectoral stock index trend and how it affects them. The data used are monthly data on sectoral stock index prices (11 sectors) from January 2010 to March 2020 (before covid-19) and April to October 2020 (ongoing covid-19). Based on a comparison between the regression coefficients before and the onset of Covid-19, it can be seen that the sectors not affected by Covid-19 are basic industry, consumer industry, development, finance, manufacturing, other industries, property and trade. The absence of covid-19 influence on the sector is evidenced by the existence of a slice between the regression coefficients between before and during covid-19. The agriculture, infrastructure and mining sectors were affected by Covid-19. The infrastructure sector has experienced a trend change from rising to being stagnant. Meanwhile, the agricultural and mining sectors experienced a trend change from down to up.

Coronavirus disease is also known as Covid-19 (Corona Virus Disease 2019) and was discovered in the city of Wuhan, China at the end of December 2019. This virus spreads rapidly and has reached almost every country, including Indonesia, in just a few months. As a result, numerous countries have implemented regulations imposing lockdowns to prevent the spread of the Coronavirus. To control the spread of this virus, Indonesia implemented a Large-Scale Social Restriction (PSBB) policy. The method employed in this study is to analyze data from various reading sources. By comparing journals or articles, references are obtained from online publications with diverse studies. This study utilized five journals as references, all of which demonstrated that community participation in preventing the spread of Covid-19 was in a good category. According to the journals reviewed, information regarding the handling of Covid-19 necessitated the participation of all parties to prevent its spread. From the five journals obtained, all of these journals indicate that the role of the community is required in preventing the spread of the Covid-19 virus.

Currently, all countries in the world are shocked by a global pandemic called Corona Virus Disease (COVID-19). This virus attack has had a huge impact on humans in the world and has changed many important aspects of life such as health, economy, politics, and also security. We have seen how COVID-19 has become a major threat to all organizations in the world, which has led to changes in work methods and also human interaction within the organization. The working method shifting in question is a change in the organization in giving tasks and responsibilities to its employees by “prohibiting” its employees to work in the office and gather in a room. This prohibition is not intended to destroy the performance of the organization but rather aims to prevent the spread of COVID-19, which until now continues to add the number of its victims globally. The concept of Work from Home (WFH) has been the subject of discussion and global study theme by researchers in the past 10 years, but this global phenomenon begins to emerge at the coming of the COVID-19 attack and becomes an alternative strategy for many organizations. However, in Brunei, this Working from Home (WFH) initiative or arrangement has not been widely implemented yet and become a work culture in the organization, although there are still a few organizations that have given the flexible arrangement of work for their employees. WFH, which is a phenomenon today in Brunei, is not a work culture found in many organizations, especially government organizations that are very bound by direct supervision, discipline, and also public services. In reality, WFH is not fully understood by the employees, they feel a lot of dilemma conditions such as the mindset that the home is where they rest while work is generally done in the office. This dilemma condition sometimes creates conflicts within the family even though WFH creates flexibility of time and place. Therefore, this paper tries to excavate and compare the different WFH arrangements that have been executed by three higher education institutions in Brunei following the de-escalation plans that have been widely disseminated by the government during the active spread of COVID-19. The findings suggest that different institutions have different ways of interpreting and implementing the WFH arrangements. This paper concludes with preliminary suggestions on managerial perspectives and implementation of flexible working arrangements like WFH and further research to be done in tackling the perceptual attitudes of employees undergoing the WFH initiative.

When the Covid-19 pandemic begins to spread in Indonesian society, the government must limit the space for people to stay indoors. The government has done everything from closing schools and public facilities to implementing Large-Scale Social Restrictions (PSBB) in order to break the chain of spreading the Covid-19 virus. Then the Indonesian people reminded each other to stay indoors. Until the hashtag #dirumahaja appeared on Twitter social media. Due to the limited space for people to leave the house, especially when buying food, people choose to take advantage of advanced technology by buying food online using the GoFood Feature Gojek application. The purpose of this study was to determine how much the effectiveness of the GoFood features in the Gojek application on the ease with which people order food when #dirumahaja is implemented. The research method used is descriptive method with a quantitative approach and has a total of 244 respondents. Collecting data using a questionnaire technique or distributing questionnaires. The theory used in this research is the Technology Acceptance Model. The results of this study are that there is an effect of the Go-food feature in the Gojek application on the ease with which people order food when the #dirumahaja Program is implemented. The ease of features in the Gojek application turns out to make it easier for people who need food through the Gojek application during the Pandemic.

Penelitian ini bertujuan untuk mengetahuidan menganalisis kebijakan yang diambil pemerintah dalam penanganan pandemi Covid-19serta langkah-langkah yang diambil pemerintah untuk menganggulangi dampak-dampak, terutama dampak dari segi ekonomi dan sosial akibat pandemi Covid-19. Metode penelitianhukum yang digunakan yakni metode penelitian hukum normatif. Adapun pendekatan yangdigunakan dalam penelitian ini adalah pendekatan perundang-undangan dan pendekatankonseptual. Penelitian ini berlandaskan pengaturan perundang-undangan yang mengaturmengenai penanganan dan penganggulangan pandemi Covid-19 serta analisis atas konseppenetapan peraturan perundang-undangan tersebut. Hasil dari penelitian ini adalah dalamrangka penanganan Covid-19, berawal dari pemerintah tmengeluarkan kebijakan tentangPembatasan Sosial Berskala Besar yang merujuk pada Undang-Undang Nomor 6 Tahun2018 tentang Kekarantinaan Kesehatan. The legal research method used is the normative legal research method. The approach used in this research is a statutory approach and a conceptual approach. Thisresearch is based on the legislation governing the handling and handling of the Covid-19pandemic as well as an analysis of the concept of establishing these laws and regulations. AbstractAs a result of the covid-19 pandemic, it has an impact on all sectors of human life in the world, which causes changes in human activities that cause various problems, one of which is in the economic field. In response to this, the government issued Regulation of the Minister of Finance Number 86 of 2020 concerning Tax Incentives for Taxpayers affected by the Covid-19 Pandemic. The East Java Provincial Government itself followed up with the issuance of the Governor of East Java Decree No. 188/394/KPT/013/2020 to become the implementing regulations. In this case, the East Java Provincial Government made a policy of exempting administrative sanctions on motorized vehicle taxes, free from transfer of motor vehicle names to deductions on motor vehicles during the Covid-19 pandemic.Keywords: Covid-19 pandemic; Tax Incentive Policy; Economy.AbstrakAkibat dari adanya pandemi covid-19 berdampak pada segala sektor kehidupan manusia di dunia yang menyebabkan perubahan aktivitas manusia yang menimbulkan berbagai masalah salah satunya adalah dalam bidang ekonomi. Pemerintah Provinsi Jawa Timur sendiri menindaklanjuti dengan dikeluarkanya Keputusan Gubernur Jawa Timur No. 188/394/KPT/013/2020 guna menjadi aturan pelaksanaanya. Dalam hal ini Pemerintah Provinsi Jawa Timur membuat kebijakan membebaskan Sanksi Administratif pajak kendaraan bermotor, bebas bea balik nama kendaraan bermotor hingga potongan pokok pajak pada kendaraan bermotor dalam masa pandemi covid-19.
