The implementation of the Movement Control Order (MCO) in Malaysia which began on 18 March 2020 after the COVID-19 pandemic has profound implications especially to the local community in Sabah. The implementation of MCO is a new experience among the people in the country. Various efforts were made to alleviate the burden of the people as a result of the pandemic and the implementation of the PKP, including various assistance to the local community. The question is, to what extent is the procedure and effectiveness of aid distribution to the community during the period of the movement control order? Therefore, this study examines the related issue at few selected villages in the districts of Kunak and Lahad Datu, Sabah. The approach used in the study is exploratory and evaluative. This study uses a quantitative method through the distribution of questionnaires and observation in the study area. The study sample was a total of 105 people who were randomly selected. The result showed that there were three aid distribution arrangement procedures used: distribution arrangement through bank accounts (financial related), distribution arrangement through door-to-door delivery, and distribution arrangement through receipt at nearby aid centres. The majority of respondents stated that the aid distribution arrangement procedure of aid distribution which through door-to-door delivery, is 100 people or the equivalent of 75.2%. In addition, the results of the study also found that the majority of respondents, namely 70 respondents (66.7%) stated that the aid distribution arrangement procedure is ‘effective’, 27.6% thought as ‘very effective’ and the rest stated as ‘less effective’, that is about 5.7%. Therefore, the results of the study are important for documentation and literature reference related to pandemic and community issues as well as beneficial to the authorities to improve the effectiveness of aid distribution procedures to local communities in the future.

Since the enactment of decentralization local government have been granted the authority to organize, protect society etc. Given the authority that Central Kalimantan provincial government issued a policy (Pergub No. 15 tahun 2010 on guidelines for land clearing and yard for the people) to protect the local community in the tradition / habit of farming by burning forests to customary provisions. The aim of this study is to describe and analyze the extent to which public policy relevance since the issuance of the policy in 2010-2015 and to what extent these policies protect the local wisdom. the method used is descriptive qualitative study, using the study of literature in the process of data collection. Results and discussion of these studies show that 1) in 2015 created a policy that is no longer relevant because the whole area of Central Kalimantan is 15.3 million hectares, 12.7 hectares (78%) is controlled by plantation companies. 2) goodwill by the Government of Central Kalimantan to protect local communities need to be given appreciation. But this policy could apply / relevant if it is done before the 90s because many forests and local people still farming to meet food needs.

The concept of identity in the the era of fundamental rearrangement of the cultural and national map of Europe in the XIX – XX centuries. The threat of losing the identity of entire states, separate regions, and local communities, actualizes the value of cultural specificity and view of identity as a special concept. Regional identity associated with the cultural and natural heritage of a particular region remains most common. Identity alongside cultural heritage overall, is singled out as a special category only in case of its loss. The formation of the concept was related to the process of fundamental rearrangement of the cultural and national map of Europe in during the large-scale socioeconomic processes of the XIX – XX centuries. A sense of losing cultural bonds of the people, region, or local community aroused scientific realization of the value of identity. Determination and translation of regional identity is one of the pivotal stages in socioeconomic development of the regions and formation of attractive image of the territory. Moreover, the professional, age, gender and other types of identity can be distinguished in accordance with unifying characteristics. In light of the aforementioned facts, the author proposes to view the principle of identity as a peculiarity of interpretation of the cultural heritage.

Background: Gamification is an innovative approach to engaging in activities that people believe as less interesting. Recycling has been an issue not taken aware by the people in environmental sustainability. There are substantial studies on recycling intention due to the continual growth of unethical and unsustainable waste disposal. Creative approaches to recycling awareness activities should be made to fulfil youths’ increasing interest in and demand for recycling. The main objective of this study is to explore the factors related to youths’ recycling intentions after experiencing a gamified online recycling learning activity, Edcraft Gamified Learning (EGL). Gamified recycling education is believed to be a practical and engaging approach for youths. Methods: 100 students participated in EGL, consisting of two levels of plastic crafting and recycling activities. They experienced online EGL at home between May and September in 2020, during the COVID-19 pandemic total lockdown in Malaysia, namely, Movement Control Order (MCO). 29 participants were selected to participate in five focus group discussions (FGDs) with five to eight participants per session to explore their opinions towards gamified learning, motivation and recycling intention. Results: This paper reports the findings of the FGDs. A codebook was developed based on the codes from the FGD feedback. The codes were rated by two raters, followed by an assessment of inter-rater reliability and thematic analysis. The findings emerged and were confirmed with four themes as factors that influence recycling intention. They are gameful experience, social influence, intrinsic motivation, and extrinsic motivation. Conclusion: The dependent variable, recycling intention, was connected to the four themes to verify the conceptual framework. One limitation of the study was the design of the EGL activity, which was only carried out over two days with two levels of gamified recycling education, as students had concurrent academic online classes during that period.

T The Movement Control Order (MCO) was declared by the Malaysian Government on 18 March 2020 to avoid the transmission of the Covid -19 infection.  The MCO was continued until phase four and then commenced to the Conditional Movement Control Order (CMCO) which was less restrictive starting 4 May 2020.  For the first two months of the implementation of the MCO, all business premises, places of worship and educational institutions were closed totally to the public. schools were reopened in stages during the CMCO following the advice of the Ministry of Health (MOH).  The objective of this research is to do an analysis of the maslahah element which was applied in the management of the reopening of schools according to the Sunnah Nabawiyyah perspective.  This research was conducted using the qualitative method which involved literature and field research.  By analyzing the primary documents released by the Ministry of Education (MOE) and the feedback posted by the mass media, the research found that the maslahah element such as maslahah daruriyyah, dunyawiyah and khassah are already implemented by the MOE in the preparation of School Reopening Management Guidelines.  This element was aimed specifically in order to safeguard the health and the well-being of the students and the teachers.  Even though education is important and mandatory for all, yet the constraints faced by the people concerned are equally important. Thus, the Standard Operating Procedure (SOP) is for the sake of making sure the well-being of school community is assured from the disease. Therefore, the guidelines of school reopening are in line with the Islamic approach based on the discussion of maqasid al-syari'ah which is to realize maslahah for human beings and avoiding any bad circumstances.

This chapter begins with an overview of the emergence of Covid-19 cases in Malaysia, in particular, the clusters that spike up the infection rate. It then considers the regulations, laws, and socio-economic measures implemented by the Malaysian government. The chapter evaluates the effectiveness of these measures and the challenges faced by the government and the people in coping with this crisis, not just in seeking to reduce the number of positive cases but also in the larger context of democratic norms, human rights, and socio-economic justice. Chief among Malaysia’s measures to stem the spread of the pandemic is the Movement Control Order (MCO), which forces people to stay inside except to perform essential services, go out to buy food, or seek medical treatment. The MCO has been successful in some respects, particularly in flattening the curve, but in some areas, such as the rights of marginalized communities, clarity of instructions, and uniformity of enforcement, it has left much to be desired.

PEMBERDAYAAN SOSIAL DALAM PENGEMBANGAN EKOWISATA DI PEKON KILUAN NEGRI, KABUPATEN TANGGAMUS, PROVINSI LAMPUNG Abstrak Konsep ekowisata menekankan pada pengelolaan wisata berbasis masyarakat lokal dengan salah satu tujuan utamanya adalah pemberdayaan sosial masyarakat lokal. Pemberdayaan sosial mengacu pada pendekatan yang dilakukan oleh Scheyvens (1999) meliputi partisipasi masyarakat lokal dalam pengelolaan ekowisata, alokasi hasil pengembangan ekowisata untuk masyarakat lokal dan tidak adanya indikasi kegagalan pengembangan ekowisata. Berdasarkan kerangka ini, penelitian di Pekon Kiluan Negri dilakukan dengan metode kualitatif dan teknik pengumpulan data wawancara, pengamatan dan focuss group discussion. Penelitian dilakukan selama satu bulan pada masa sepi dan ramai kunjungan. Mayarakat pekon Kiluan Negri diambil sebagai batasan masyarakat lokal. Hasil penelitian menunjukkan secara umum telah ada partisipasi masyarakat, ada alokasi hasil pengembangan ekowisata untuk masyarakat dan penilaian negatif dari masyarakat untuk unsur kegagalan. Partisipasi belum melibatkan perempuan, anak dan unsur masyarakat yang tidak terlibat dalam LSM, bukan aparat desa dan tokoh desa serta bukan penyedia layanan wisata. Keterbukaan alokasi hasil pengembangan ekowisata juga masih ditanyakan peruntukannya oleh masyarakat pada kelompok ini. Ini menunjukkan masih diperlukannya pelibatan masyarakat secara menyeluruh dan keterbukaan pengelolaan dana hasil pengembangan ekowisata. Kata Kunci: Pemberdayaan sosial, ekowisata, Teluk Kiluan, Lampung SOCIAL EMPOWERMENT ON ECOTOURISM DEVELOPMENT IN KILUAN NEGRI VILLAGE, TENGGAMUS REGENCY, PROVINCE OF LAMPUNG Abstract The concept of ecotourism emphasizing on local community-based tourism management with one of its primary attraction is a social empowerment of local communities. Social empowerment refers to the approach taken by Scheyvens (1999) that includes the participation of local communities in the management of ecotourism, the allocation of profits gained in the ecotourism development for the local community and no indication of failure in the ecotourism development. Based on the framework, the research at the Negri Kiluan Village was conducted with qualitative methods and data collection techniques (interview), observation and focus group discussion. The study was conducted for one month during the low and high season of tourism. Residents of Kiluan Negri Village was selected to be analysed for the study. The results showed that in general, there were community participation, allocation of profits from ecotourism development for the community and the community's negative view or opinion of failing. Local community did not involve women, children, any NGOs, village officials and leaders, and travel service providers. The allocation of profit transparency of the ecotourism development was still questioned by the people in this group. It showed the need for the involvement of all the village residents and the transparency in the management of ecotourism development. The mythological origin of a place does not literally tell us where we are or who we are, they can be clues to understand the significant stories of history of a place it may be in the form of words and phrases used by the first inhabitants and speaking of the things that they saw, experienced and heard in the world around them. The study was conducted to unearth the mythological legends of different local communities in the municipality of Pontevedra, Capiz. The study used a qualitative-historical-ethnographic research designs and data were gathered through interview. The results revealed that out of 26 local communities in the municipality of Pontevedra, Capiz, Philippines, there were seven local communities with two legends. Most legends were classified as allegorical and philological theories; each legend has legendary root; one local community legend has relevance to its festival celebration; 15 local community legends have relevance to its topographical location and 10local community legends are relevant to the livelihood of the people. The names of every local community can be traced to its own legend, has etymological root and do not show relevance to their festival celebrations. The researcher recommended the use of locally produced literary materials in reading centers for the preservation of historical and cultural aspect of the municipality.Keywords— Mythology, legend, qualitative- historical- ethnographic method, Pontevedra, Capiz, Philippines

The Covid-19 pandemic has brought great changes to the world community when all offices and schools are closed, social and religious activities are banned, movement control and even social imprisonment are restricted. This action indirectly has huge implications for the country and its people's political, economic, social, cultural, and so on. The main aspect that is of concern to the people at this critical time is the aspect of health and safety. Malaysia is no exception from implementing various measures, strategies, and actions that are deemed necessary to prevent the spread of this epidemic with the aim of maintaining the safety of the people. This article looks at the implications of movement control especially on the crime index rate in Malaysia during the pandemic in 2020. Although the crime index rate decreased by almost 50% not all types of crime decreased although the government's strategy to implement the Movement Control Order (PKP) is believed to be the main cause of the decline. criminal cases. This study will use data obtained from secondary data through academic materials such as scholarly writing blogs, journals, newspaper clippings, and bulletins of related agencies that discuss crime issues in Malaysia and the world will discuss crime issues.

A planned and sustained development of tourism industry in the form of 'Ecotourism' or 'Responsible Tourism' would lead the country to everlasting prosperity in all aspects. Intensive care should be given in developing tourism in the respective areas to maximize output and minimize the bad impacts.The co-operation and participation of local community is of great significance to all industries especially tourism industry since it deals with the people of different regions, languages, cultures etc. But it is equally difficult to elicit the encouragement, co-operation and support from the local community in developing ecotourism effectively.The major objective of this article presents the role of local communities in promoting ecotourism in any region. The authors have portrayed the emerging challenges to be faced in developing ecotourism and suitable strategies have been suggested to overcome the challenges.

Geopark is an innovation of protection for geological, biological and cultural diversity. Protection implementation need strong and active participation from many stakeholders such as government, private, media, academically and, most importantly is local communities. Collaborative and cooperation between stakeholders need to begin from the early of planning, implementation, monitoring and evaluation. The pentahelix model, a five-party partnership can be applied as a model in the protection and maintenance of Geopark-Ciletuh, South-Sukabumi of West Java. The aim of the study is to identify stakeholders that are involved in the management of Geopark Ciletuh in Sukabumi. The study focuses on the interaction between the stakeholders identified in the management of the Ciletuh Geopark. The research is using descriptive method with qualitative approach and the data are collected from primary and secondary sources. The informants were purposively determined, based on consideration and goals connected with the focus of the research. The informants in the research is various parties connected with the effort of mapping the stakeholders in local community within the area of Ciletuh Geopark of Southern Sukabumi. The result show that the five-party partnership model (pentahelix) can be expanded and explored according to the needs of interested community groups on Geopark Ciletuh protection. Efforts to protect Geopark Ciletuh by involving various parties need to be implemented in harmony so it is expected also to generate the socio-economic conditions of local communities. Increasing local knowledge of the importance of Geopark Ciletuh protection can be implemented by increasing the income of the people as the number of tourists’ increases.
