In the late XIX - early XX centuries the Ministry of Education could no longer reform education system without relying on the opinion of the professorial corporation. The largest sessions created by the Ministry to find out the point of view of professors on the most problematic issues of university life took place in 1901 and 1906. The purpose of these sessions was to revise the university statute of 1884, but neither in the first nor in the second case did the new statute appear. The materials of the first session were buried in the Ministry, but according to the results of the second session, a subject educational system was proclaimed. Under the conditions of that time (1906), along with other easing of university administration, it was a significant step forward towards university autonomy and the freedom of education expressed in the subject system. This article provides an analysis of the opinions of professors of universities of the Russian Empire which were gathered during those two sessions and reflecting the points of view of the professorial corporation about the reform of the educational system.

The article is devoted to the definition of concept in modern linguistics. Various points of view and definitions of the basic concepts are considered: "concept", "conceptual sphere", "content". The aim of the article is to describe and explain such a complex unit as a concept from the point of view of linguistics. The object of research is studied in its various manifestations, the combination of verbal and nonverbal means of information expression in the conceptual sphere is revealed. the relevance of this topic is due to the need for a detailed consideration of the concept of concept based on the works of prominent scientists and linguists. Researchers treat the concept as a cognitive, psycholinguistic, linguocultural, cultural and linguistic phenomenon. The concept is an umbrella term because it "covers" the subject areas of several scientific fields: primarily cognitive psychology and cognitive linguistics.

El libro de texto escolar es una herramienta de control curricular, su relación con el aprendizaje y enseñanza que la determina el Estado ecuatoriano. El objetivo de los textos escolares es mostrar el universo científico y cultural que se quiere enseñar a los estudiantes y refleja los: valores, estereotipos e ideologías del Ecuador. A partir de 2011 se normalizó y lo controla y distribuye el Ministerio de Educación de forma gratuita en los establecimientos educativos fiscales, fiscomisionales y municipales del Ecuador. Son elaborados y producidos por las más importantes casas editoriales, además revisados y avalados por las universidades del país. Este sistema aparece con la creación de la Ley Orgánica de Educación Intercultural que ha logrado establecer políticas editoriales en el sector educativo, así como dinamizar la economía del sector editorial en toda su cadena productiva tanto intelectual como de fabricación. Es relevante el análisis de la producción editorial por la expansión de los sistemas nacionales de educación y la implementación de los modelos de enseñanza, se presenta varios puntos de vista sobre la representación del saber oficial y el acceso igualitario a la información y conocimiento. Se identifica cómo están distribuidas las casas editoras y la contribución de las universidades del país para la evaluación de contenidos, según su área de experiencia y la asignatura que abarca el texto escolar. El artículo muestra también diferentes cifras sobre la asignación y fondos destinados al proyecto que aporta a la economía de Ecuador. AbstractThe school textbook is a curricular control tool, its relationship with learning and teaching is determined by the Ecuadorian State. The objective of the textbooks is to show the scientific and cultural universe intended to be taught to students and reflects the values, stereotypes, and ideologies of Ecuador. As of 2011, it was standardized, controlled, and distributed by the Ministry of Education free of charge in public, fiscal, “fiscomisional”, and municipal educational establishments in Ecuador. They are elaborated and produced by the most important publishing houses, also reviewed, and endorsed by the country's universities. This system appears with the creation of the Organic Law of Intercultural Education, which has managed to establish editorial policies in the educational sector, as well as boost the economy of the publishing sector throughout its productive chain, both intellectual and manufacturing. The analysis of editorial production is relevant due to the expansion of national education systems and the implementation of teaching models, various points of view are presented on the representation of official knowledge and equal access to information and knowledge. It is identified how the publishing houses are distributed and the contribution of the country's universities for the evaluation of content, according to their area of experience and the subject covered by the textbook. The article also shows different figures on the allocation and funds destined for the project that contributes to the economy of Ecuador. The paper provides an analysis of the 19th – early 20th centuries autobiographies by I. Snehyrov, N. Ustrialov, S. Soloviov, K. Bestuzhev-Riumyn, M. Maksymovych, N. Kostomarov, V. Antonovych, M. Drahomanov, V. Semevskyi, etc. Such concepts as «life events», «actors», «stories» act as key notions of the research. This research focuses on the «event» saturation at various stages and different spheres of the university life of memoirists, as well as the peculiarities of interpretation and presentation of the corresponding «events». Particular attention is paid to the analysis of «stories», which are a complete narration and give some «events» the status of «key» or «turning». In addition, the paper analyzes the circle of communication of memoirists (so-called «significant others»), which allows to talk about the relationships in the system «teacher – student», «client – patron», etc. Understanding autobiographical texts as cultural and intellectual constructs influenced by a lot of factors (cultural and historiographic tradition, life experience of a memoirist, etc.), makes it possible to understand more deeply not only the individual «life path» of the university historian, but also the phenomenon of the university as a whole. In particular, the appearance in the autobiographies of historians of the younger generation of reflections on their current system of education, attempts to understand the moral code of «university person», the emphasis on the recognition of their scientific achievements by their colleagues. This is what indicates the beginning of the formation process of a professional community and awareness of the university values.

I come to the subject of this book from a very different path than most of those thinking about the use of computers in educational environments. My formal education focused originally on literature and film studies, and film production at the University of California at Berkeley, San Francisco State University, and the University of California at Los Angeles. I became professionally involved in educational administration through the backdoor of continuing education focused first on the entertainment industry, and then more broadly. It was after this combined experience of studying film and television and working in adult education that I began research in education and earned a doctorate in the field of higher education from Claremont Graduate University, with a special emphasis on distance learning. I hope that the different point of view I have developed from my eclectic background gives me the ability to make something of a unique contribution to this evolving new field. What follows is an attempt to spark a discussion that will lead to answers to the question of what are the most effective techniques for the design of computer learning environments. This is not a how-to book—we are too early in the evolutionary process of the medium to give such specific guidance. Rather, my intention is to offer some theories to elevate the thinking bout computers in education. Because the subject is interdisciplinary, combining science with the humanities, the theoretical discussion draws from abroad range of disciplines: psychology, educational theory, film criticism, and computer science. The book looks at the notion of computer as medium and what such an idea might mean for education. I suggest that the understanding of computers as a medium may be a key to re-envisioning educational technology. Oren (1995) argues that understanding computers as a medium means enlarging human-computer interaction (HCI) research to include issues such as the psychology of media, evolution of genre and form, and the societal implications of media, all of which are discussed here. Computers began to be used in educational environments much later than film, and I would have to agree with others who claim that the use of computers instructionally is still quite unsophisticated.

This paper focuses on the impacts of the reforms in Chinese educational system. Education ispart of China’s overall development and it is known that the last recent decades the wholeChinese educational system has been the subject of unprecedented reforms. The increasedimpact of educational reforms has provided significant human resources and innovation,which facilitated progress in the economic, political, cultural, and social development. Thedevelopment of China's education system has been a major factor in its economic and socialgrowth. This article aims to examine some of the effects that the reforms have generated onthe entire Chinese education system and provide guidelines for minimizing limitations andweaknesses of the education system in its reforms. Using a qualitative approach to collect thedata drawn from articles and materials, this paper aims to discuss educational reforms andhow they affect the Chinese education system by exploiting the readings related to the subject.Some progress has been achieved in the extent to which transformations are perceptible.Gains have been made through educational policies supported by good economic health foryears. Despite the progress, education seems to be the field of some contradictions and thereis a need to overcome certain shortcomings and weaknesses of educative practices that theChinese educational system is still facing. Possible solutions are proposed in conclusion andrecommendation.

Professionalism of the non-formal education personnel, which is understood as competency development, is a necessity. If we see from various points of view particularly from sociocultural aspects, the study on the dynamics of non-formal education personnel’s profession, becomes the essential part of this articel. The flexibility, which tends to be biased over time, age, materials or presentation approaches and sosiocultural aspects within the process of learning, becomes the reference for the personnel’s quality improvement efforts. Even though, in common public point of view, the existence of formal teachers is stronger than non-formal education personnel, but the NFE program development in reality is largely required. This happens because many people have not been served by the formal education system. In order to re-defined the meaning of professionalism of the NFE as an effort of the education quality improvement normatively, there is a necessity to improve the culture of operation and the dialogues among education personnel up to the education managers.

Введение. Статья посвящена разработке теоретических положений и практических рекомендаций. В статье рассматриваются аспекты деятельности и развития региональных университетов с позиции уникальности учебных заведений. Представлен обзор научной литературы, содержащей исследование национальных программ цифровизации экономики в целом и ее отдельных направлений. Изучены работы, посвященные рассмотрению тенденций развития, цифровизации и безопасности экономики и ее субъектов, в том числе региональных. Дано видение региональных университетов в системе образования в целом, в инновационной среде, в условиях цифровизации системы, в структуре технологического предпринимательства. Отмечена актуальность исследования уникальности деятельности региональных университетов в условиях активизации дистанционного формата обучения при необходимости предотвращения распространения коронавируса. Данные и методы. Проведен анализ эмпирических данных, опросов и исследований, касающихся развития регионального университета в цифровой экономике. В основу структурного анализа особенностей развития положен принцип уникальности деятельности университетов с учетом их традиций и опыта, специфики региона. Представлены результаты изучения тенденций мирового развития системы высшего образования в региональном разрезе. Предложена классификация особенностей развития региональных университетов, основывающаяся на ряде признаков, определяющих уникальность подхода к подготовке высококвалифицированных специалистов в условиях цифровизации экономики. Полученные результаты. В соответствии с особенностями развития выделены и структурированы аспекты, определяющие сохранение уникальности или переход к стандартизации деятельности регионального университета. В числе особенностей - ориентация деятельности университета на внутреннюю или внешнюю сторону региональной образовательной системы; статус учебного заведения в системе образования с точки зрения масштабности реализации проектов различных уровней; традиционные и креативные подходы к организации образовательного процесса; репутация университета в академическом и бизнес-сообществе; степень включенности в систему цифровизации; широта специализации вуза; ориентация показателей успешности деятельности университета на процесс или результат. Заключение. Результаты исследования могут быть использованы в качестве теоретической базы для изучения ряда вопросов цифровизации экономики, науки и образования. С практической точки зрения, полученные результаты будут способствовать совершенствованию организации образовательного процесса в региональных университетах. Introduction. The article deals with the aspects of the activity and development of regional universities from the point of view of the uniqueness of educational institutions. The review of the scientific literature containing the research of national programs of digitalization of the economy as a whole and its separate directions is presented. The works devoted to the consideration of trends in the development, digitalization and security of the economy and its subjects, including regional ones, are studied. The vision of regional universities in the education system as a whole, in the innovative environment, in the conditions of digitalization of the system, in the structure of technological entrepreneurship is given. The relevance of the study of the uniqueness of the activities of regional universities in the context of the activation of distance learning in the need to prevent the spread of coronavirus is noted. Data and methods. The analysis of empirical data, surveys and studies related to the development of a regional university in the digital economy is carried out. The structural analysis of the development features is based on the principle of the uniqueness of the universities ' activities, taking into account their traditions and experience, and the specifics of the region. The results of the study of trends in the global development of the higher education system in the regional context are presented. A classification of the features of the development of regional universities is proposed, based on a number of features that determine the uniqueness of the approach to training highly qualified specialists in the conditions of digitalization of the economy. The results obtained. In accordance with the peculiarities of development, the aspects that determine the preservation of uniqueness or the transition to standardization of the activities of a regional university are identified and structured. Among the features are the orientation of the university's activities to the internal or external side of the regional educational system; the status of the educational institution in the educational system in terms of the scale of implementation of projects at various levels; traditional and creative approaches to the organization of the educational process; the reputation of the university in the academic and business community; the degree of involvement in the digitalization system; the breadth of the university's specialization; the orientation of the university's success indicators to the process or result. Conclusion. The results of the research can be used as a theoretical basis for studying a number of issues of digitalization of the economy, science and education. From a practical point of view, the results obtained will contribute to improving the organization of the educational process in regional universities.

Modern digitalization requires changes in the higher education system. Analysis of the motivational structure of freshmen and the requirements of society for a graduate, allow us to indicate the direction of such changes. Purpose of the article is to describe the ways of designing educational practices at the university, in accordance with the real structure of students' motives. A systematic approach to design allows us to present the educational process from the point of view of three concepts of the development of the subject of educational activity: sociogenesis, professional genesis, ideal genesis. Each concept needs its own educational practices for development.
