Regions of the Russian Federation, interpreted in terms and concepts of control theory as socio-economic systems, are subject to state regulation and management. Considering the regional socio-economic system from the choice of alternatives in a situation with uncertainty the impact of the environment allowed us to propose the theory of control for the respective methodology. Previously, the methods of making management decisions at the regional level were characterized by the predominance of heuristic approaches, but the current realities of dynamic changes in the external environment, coupled with the complex of tasks set in the National projects of the Russian Federation, require regional governments to strictly justify their management actions. The condition for applying the control theory to describe the management system of a regional socio-economic system is the presence and possibility of a formalized description of cause-and-effect relationships, clearly defined elements (for example, the control object, the setting influence, the Executive element, etc.).), as well as the logical structure of relationships between elements of the system. Thus, we can talk about the need to develop and implement a methodology for managing the regional socio-economic system based on the analysis of the influence of the external environment.

The activity of any socio-economic system is associated with the instability of the external environment and the presence of negative factors influencing its functioning, which, in turn, can provoke the emergence of crisis phenomena, slows down the process of development of the organization and makes it less effective. The prerequisites for this may be factors that are formed not only in the external, but also in the internal environment. This issue is of particular relevance today, in the context of the existence of the consequences of the pandemic in the world. Many years of experience in the activity of socio-economic systems in a market environment shows that this problem remains relevant to them even now in today's postmodern world. Successful overcoming of crisis situations depends on the effectiveness of anti-crisis management and management of anti-crisis potential, the type of crisis. After all, each crisis situation, which is formed under the influence of specific factors, has a clear characteristic and belongs to a certain category. With this information, you can form a clear plan of management actions to effectively overcome the crisis in socio-economic systems. But in order to determine what types of crises affect the activities of socio-economic systems, it is first of all necessary to determine the types of crises in socio-economic systems. The article analyzes the main features of the functioning of today's socio-economic system and the impact of such post-pandemic consequences on it.

The concept of “efficiency” is specified in relation to the developed control system of the regional socio-economic system as the productivity of management decisions that ensure the achievement of the target level of indicators of National projects of the Russian Federation. From the point of view of control theory, performance evaluation of the decision of problems of management from evaluating the performance of the regulation system of regional socio-economic system primarily on the emergence of governors and disturbances. A criterion for the effectiveness of managing the regional socio-economic system as a function of the maximum from the managing influence of National projects of the Russian Federation is introduced. The criterion for evaluating the speed of the regional socio-economic system regulation system in response to the appearance of controlling and disturbing influences is introduced as a concept of the effectiveness of solving the problems of managing the regional socio-economic system, which is determined by the system’s ability to adjust external influence and “return” to a given target development program. To assess the behavior of the regional socio-economic system management system in the transition mode, dynamic quality indicators are used, i.e. numerical estimates of the speed of the regional socio-economic system regulation system in response to the appearance of controlling and disturbing influences, such as the time of the transition process in the regional socio-economic system control system and the time of setting the target value of indicators of National projects of the Russian Federation.

The article attempts to critically comprehend the new tools of state regulation of self-employment of the population. The relevance of the issues under consideration is due to the fact that the segment of self-employment of the population belongs to the poorly stud-ied aspects of social and labor relations in the Russian Federation. Often this type of em-ployment falls into the "gray", informal zone of the economy of the national economy, this form is mainly used as an additional source of income. Interest in the discussion on this issue in the context of the unstable situation in the state, the coronavirus pandemic, has only grown. The ability to legally work in the status of "self-employed", on the one hand, reduces the risk of income reduction for the population, the risk of penalties, on the other hand – increases the social insecurity of citizens. Self-employed people are denied the status of unemployed and, accordingly, unemployment benefits, and do not accumulate work experience for pension accrual. The main results of the authors’ research are sum-marized in the first results of the pilot projects on regulating self-employment of Russian citizens, highlighting two aspects – "shadow" and female self-employment. The article assesses the impact of the new rules on the regulation of self-employment on the statisti-cal indicators of registration of citizens as" self-employed"; gender features in the structure of self-employment by industry, by type of economic activity are identified. The authors identify the opportunities and risks of participants in economic and legal relations (the state, women and society) in the "shadow" self-employment and its legalization; they offer recommendations for improving the process of registering self-employment based on a motivational approach.

The article is devoted to sustainable development and sustainable growth of socio-economic systems of Russian regions. It is stated that to manage the sustainable growth it is necessary to develop a comprehensive approach to analyze the sustainability of socio-economic systems of the Russian regions. The author proposes a model for assessing the sustainability of the socio-economic system of the region and the technique and algorithm for estimating the sustainability of subjects of the Russian Federation. He develops the integral indexes for each factor of sustainability. The maps of sustainability for results visualization and development of managerial decisions are given.

The article reveals the concept of National projects of the Russian Federation as a determining influence within the framework of the developed control system of the regional socio-economic system. A methodology has been developed that provides the definition of indicators of National projects of the Russian Federation in classification terms of components for the regional socio-economic system and the functional control device. It is proposed to understand the external environment of influence on the regional socio-economic system as its environment, which is determined by the complex and versatile influence of political, economic, demographic, technological and other disturbances. The external environment was considered in the work as a “disturbing” element, the influence of which must be taken into account when describing the object of control -the regional socio-economic system. A classifier of environmental factors affecting the regional socio-economic system was formed, which was distinguished by combining regional, country and global interpretations of environmental factors affecting the regional socio-economic system. A method for analyzing dynamic information flows in the control system of the regional socio-economic system was developed. The concept of environmental disturbances was introduced, their linguistic variable was set, and the order of estimating their displacement was determined. The concept of interference (noise) measurements is introduced, which determine the deviation of indicators of information (signals) coming from the external environment of influence on the measuring devices of the regional socio-economic system control system. A linguistic variable describing the interference (noise) of measurements is set. Thus, the presented materials will allow us to proceed in the future to the formation of a comprehensive methodology for managing the regional socio-economic system based on the analysis of the external environment.

В статье проанализированы основные налоговые меры, принятые в Российской Федерации для смягчения последствий новой коронавирусной инфекции, проведена классификация таких мер, дана оценка последствий их реализации. Статья содержит анализ изменения в результате пандемии налоговых поступлений в бюджетную систему, доначислений в результате контрольной работы налоговых органов, изменения количества налогоплательщиков. Также сделан вывод об эффективности преодоления российской экономикой последствий первого (самого сложного) года пандемии и дана оценка роли ФНС в осуществлении мер государственного регулирования. The article analyzes the main tax measures taken in the Russian Federation to mitigate the consequences of the new coronavirus infection, classifies such measures, and evaluates the consequences of their implementation. The article contains an analysis of changes as a result of a pandemic in tax revenues to the budget system, additional charges as a result of the control work of tax authorities, changes in the number of taxpayers. It also made a conclusion about the effectiveness of overcoming the consequences of the first (most difficult) year of the pandemic by the Russian economy and assessed the role of the Federal Tax Service in the implementation of state regulation measures.

The article discusses the theoretical aspects of maintaining homeostasis of economic systems. The features of the development of the economic system of the Russian Federation are generalized. Key parameters have been identified, going beyond the permissible limits of which leads to destabilization of the economic system of the Russian Federation. The current situation is evaluated from the point of view of its impact on the homeostasis of Russia’s economic system. The conclusion is made about prevailing of exogenous disturbances that have caused a significant loss of stability of the Russian economic system at the present stage. Measures of regulatory impact to return to the lost homeostasis of Russia’s economic system have been developed. It is emphasized that one of the main sets of regulatory measures are measures aimed at the financial sector of the Russian economy. Four main groups of regulatory measures developed by the Bank of Russia and aimed at maintaining the ability of the financial market to provide the necessary resources to the economy in the context of the coronavirus pandemic are considered. A preliminary conclusion about the effectiveness of these regulatory measures is drawn.

The development of market relations in the Russian Federation has complicated the management of regional economic systems due to the strengthening of the independence of economic systems of each rank, both economic entities in the regions and the regions themselves as a whole. The change in management processes is taking place against the background of persisting disproportions between regions, caused both by their inherent objective natural and geographical differences and by differences in the level of their socio-economic development, which further complicates the problem of forming effective mechanisms for managing regional economic systems. In this article, it is proposed to consider the problem of forming an optimal mechanism for managing the regional economic system from the standpoint of the theory of regional reproduction. The theoretical foundations of the formation of the mechanism for managing the economic system are supplemented by the clarification of the concepts of «region», «regional economy» and «control mechanism» in relation to the specificity of the reproduction processes in the regions. This allows us to highlight economic activity through the phenomenon of entrepreneurial activity, as a management factor in the mechanism of management of the regional economic system, to propose theoretical and methodological approaches to its assessment. The method of the multivariate average was used as an estimation method. Based on the results of the assessment, the classification of the regional economic systems of the Russian Federation was carried out and, on its basis, an algorithm was proposed for determining a set of measures for managing economic activity in a region, depending on the type and level of manifestation of entrepreneurial activity in it. The proposed algorithm for differentiating regional management of economic activity will thereby improve the mechanism for managing regional economic systems, enhancing the targeting and efficiency of decisions and measures taken, and will help optimize economic activity in the region.


The article describes the basic principles of land relations regulation. The necessity of state regulation of land relations on the basis of unity of application of legal, organizational, administrative and economic methods is proved. The structure of state regulation economic mechanism in the sphere of land relations in the Russian Federation is given. The material of the study was the system of land management, including certain land management actions, documentation, bodies (services), which is the main tool for the implementation of economic mechanism of land relations regulation in the Russian Federation. Land is the greatest national wealth and its proper use is of great importance in the economy of agriculture and the country as a whole. Land resources in the agricultural economy are the main, special, irreplaceable means of labor and the main means of production. The land involved in production, in the process of which labor joins it, becomes a means of production. The economic side of land management in a market economy takes on a special meaning. The purpose of economic measures is to create the best socio-economic conditions for the use of land as an object of real estate and the main means of production in agriculture and forestry, the main conditions and the spatial operational basis for the placement of sectors of the economy, enterprises, organizations and institutions. Land policy conducted by the state is always based on the approval of land relations that correspond to the land structure of society. The land system of society determines the system of state and social organization, characterized by certain land relations and the corresponding, according to their regulation, political organization of society. Any state carries out land management policies, affecting land line.
