There are numerous examples of cross-border regions in Europe, which are regions not properly demarcated by national borders. One of the main driving forces of the European Union is to turn the dividing borders into connecting borders by strengthening the cohesion between states and regions, thus, encouraging regions to remedy the existing ethnic and cultural fragmentation by increasing the intensity and number of cross-border contacts. Our research focuses on proving that, in symbolic places, such as the cross-border area of Komárom and Komárno, the cultural values, monuments, and heritage sites are the strongest attraction factors for nationality-based cultural tourism. To support our hypothesis, we conducted an empirical survey within the framework of the H2020 SPOT (Social and Innovative Platform on Cultural Tourism and its potential towards deepening Europeanisation) in the cross-border region of Komárom and Komárno. The evaluation concentrated on four aspects of cultural tourism: the nature of cultural tourism in the area, the resident and visitor perceptions of the cultural tourism offerings, opportunities to increase cross-border collaboration, and options to improve the cultural tourism offerings of the area. Our results show that, although there is a great potential in the cross-border tourist destination of Komárom–Komárno, the integration of the (once united) two towns is advancing very slowly, which can be witnessed in the weaknesses of tourism integration as well.

The concepts of management and leadership are phenomena that have existed since the existence of humanity. Both of these concepts have undergone significant evolutions over the centuries in which humanity has developed. The concept of management, which is one of the important descriptors of the organizational field, has emerged in different ways in different environments. Different styles of management have led to the emergence of different leadership behaviors in organizational environments. One of the most important reasons for the formation of different leadership styles in different organizational environments is cultural values. In societies with different cultural value patterns, the experiences of socio-economic life also differ. Here, the unique aspects of social values shape many basic elements. The management and leadership styles of the society or the organizational structures within the social structure are one of these basic elements. As the management and leadership styles of the countries change, the management and leadership styles of the organizations also differ. One of the most important distinctions in this regard is made with the distinction between east-west culture in the literature. The eastern management culture and leadership styles differ from the western approaches. This difference is also reflected in the understanding of management and leadership in social phenomena. As a matter of fact, the ancient Turkish and Eastern philosophers, who described the times spent with wars and struggles on the subject, touched on important points. Philosophers have made references to the foundations of management philosophy and leadership with their predictions about management in many works from Kutadgu Bilig to the works of Hsun Tzu examining the art of war. Similarly, rooted victories in the Turkish administrative culture, in which the eastern management philosophy was used, were won in the wars and the struggle for independence. One of the most important of these victories is the 30August Victory. It is possible to say that in this victory, which represents an important turning point for the Turks to gain their independence, many successful management behaviors, which the eastern philosophers have made their subject, were also used. In this sense, in this study, it is tried to examine the importance of the 30 August Victory, which is an important representation of the struggle for existence of a country that takes Western values as an example, as well as the eastern-based administrative behaviors.

Modern social and economic science pays little attention to the development of tourism based on new approaches to its management and organization. As a result, the most important sector of the economy develops in practice on the basis of not always effective traditional models. The research problem of the development of a new approach to the organization of tourism products with cross-border nature is developed in this article. The purpose was to develop a methodological toolkit for the development of cross-border tourism based on the cluster approach. To achieve this goal, the study design was based on the study of tourism features that affect the planning and clustering process. The highlighted stages of clustering in the form of identifying tourism objects, designing clusters, forming cluster structures form the basis of a new socio-economic model of the tourism industry. To design a regional cross-border tourism cluster, a method is substantiated and applied to correlate all indicators of cluster tourism development to the number of cultural and historical objects. The selected 19 indicators of development are combined into 6 groups, which make it possible to comprehensively assess the cluster organization of tourism in the region. The approbation of the indicators was carried out on the example of all five countries of the Central Asian section of the Silk Road. Model calculations of the developed set of analytical cluster indicators made it possible to combine the identified objects in each region into homogeneous clusters. In this case, Ward’smethod was used, and the square of the Euclidean distance was used as the objective function and criterion of similarity and difference. The proposed cluster maps make it possible to activate and increase the competitiveness of the tourism product as a whole and give impetus to socio-economic development in each country of the Central Asian region. Key words: tourism, tourism competitiveness, social and economic development of the region, the Silk Road, tourism cluster, cluster design.
